INDEPENDENT COMMISSION AGAINST CORRUPTION Report The President announced the receipt, pursuant to the Independent Commission Against Corruption Act 1988, of the report entitled "Investigation into handling of applications for public housing by an officer of the Department of Housing", dated May 2003. PETITIONS Family Rights and Responsibilities Petition praying that the House respect the rights and responsibilities of parents by taking stronger action against child abuse and rejecting increased control of use by parents of corporal discipline in the home, received from Reverend the Hon. JOINT COMMITTEE ON THE INDEPENDENT COMMISSION AGAINST CORRUPTION Membership The PRESIDENT: According to paragraph 3 of the resolution of 7 May 2003 establishing the Committee on the Independent Commission Against Corruption, I advise that the crossbench members have not reached agreement about representation on this committee. 20 May 2003 LEGISLATIVE COUNCIL 621 The Hon. Malcolm Jones: I wish to withdraw my nomination to the Committee on the Independent Commission Against Corruption. The PRESIDENT: In view of the fact that the Hon. Malcolm Jones has withdrawn his nomination, I announce that Reverend the Hon. Fred Nile will be the crossbench member of that committee. Message forwarded to the Legislative Assembly advising it of the resolutions and the membership of the committees. SESSIONAL ORDERS Passage of Government Bills The Hon. MALCOLM JONES [2.45 p.m.]: I move: That, during the present session and notwithstanding anything contained in the standing or sessional orders, and unless otherwise ordered, the following procedures apply to the passage of Government bills: 1. Where a bill is introduced by a Minister, or is received from the Legislative Assembly: (a) after 24 June 2003 (Budget Session), debate on the motion for the second reading is to be adjourned at the conclusion of the speech of the Minister moving the motion, and the resumption of the debate is to be made an order of the day for the first sitting day after the winter recess. (b) after 18 November 2003 (Spring Session) debate on the motion for the second reading is to be adjourned at the conclusion of the speech of the Minister moving the motion, and the resumption of the debate is to be made an order of the day for the first sitting day in 2004. 2. However, if after the first reading a Minister declares a bill to be an urgent bill and copies have been circulated to members, the question "That the bill be considered an urgent bill" is to be decided without amendment or debate, except a statement not exceeding 10 minutes each by a Minister and the Leader of the Opposition, or a member nominated by the Leader of the Opposition, and one crossbench member. If that question is agreed to, the second reading debate and subsequent stages may proceed forthwith or at any time during any sitting of the House. This motion is identical to one I moved in this place during 2002, except for the dates by which the bills have to be submitted. For the benefit of new honourable members, who were not present then, the reason for the motion is to enable honourable members to have adequate time to read bills and to have due consideration of them prior to the end of a session. Prior to 2002 a logjam inevitably occurred at the end of each session. A logjam may still develop at the end of each session, but my motion enables a degree of time for honourable members to consider bills. My motion has received some rather harsh criticism. One critic was the former member for Strathfield in the other place, who blamed our late-night sitting at the end of the last session on the existence of a similar motion. However, he omitted to say that the sitting actually finished a day early; and that rather negates his point. This is a straightforward motion that has been before the House previously. I commend it to the House. Reverend the Hon. FRED NILE [2.48 p.m.]: The motion moved during the last session of last year seemed to work in a positive way. I gather that the Government's main opposition to this motion is that it is not necessary and that the Government will introduce bills early enough for the House to consider them. The motion guarantees that that will happen and encourages Ministers to make sure that bureaucrats meet the deadlines so the House has adequate time to consider all bills. The Christian Democratic Party supports the motion. The Hon. JOHN HATZISTERGOS (Minister for Justice, and Minister Assisting the Premier on Citizenship) [2.48 p.m.]: The Government opposes the motion for reasons similar to those given in March last year by my colleague the Minister for Agriculture and Fisheries. The Government believes that the motion is unnecessary. The Hon. MICHAEL GALLACHER (Leader of the Opposition) [2.49 p.m.]: For the reasons that the Opposition gave in a similar debate during the last parliamentary session, we are prepared to support the motion moved by the Hon. Malcolm Jones. The rationale for this motion might not be perfect and some honourable members might have concerns about certain aspects of it. However, all honourable members would be aware of the annual logjam of legislation at the end of our parliamentary sessions when the Government forces bills through this House, thus denying us our ability to perform as a House of review. It was for that reason that the Hon. Malcolm Jones moved a similar motion during the last session of the previous Parliament. As I said earlier, 622 LEGISLATIVE COUNCIL 20 May 2003 I am sure that some honourable members might be concerned about various aspects of this motion. Aspects that relate to the operation of the Legislative Council can be redetermined, finetuned and modified at a later date, just as we finetune and modify sessional orders if they are ineffectual or are being abused. Nothing in this motion will be enshrined in stone. The Opposition is pleased to support the motion moved earlier by the Hon. Malcolm Jones. The concept of the motion is good; it is just a shame that we have to force the Government into agreeing to such a principle. The Hon. INFRASTRUCTURE PROTECTION Ministerial Statement Mr MORRIS IEMMA (Lakemba—Premier, Treasurer, and Minister for Citizenship) [2.22 p.m.]: In these difficult times of terrorist threats, it is important to reassure the community that the protection of our critical infrastructure continues to be treated as the highest priority. The Government has established a project group to survey our critical infrastructure within the State and to assess risks and upgrade security. The group is surveying key infrastructure in areas including transport, energy and communications. Comprehensive security strategies have been developed for a number of key assets, such as the Sydney Opera House and the Sydney Harbour Bridge. All NSW Police local area commands maintain high-visibility policing around those sites and work closely with the owner-operators to identify and investigate any suspicious activity. In October New South Wales participated in the multijurisdictional counter-terrorism exercise known as Mercury 05. This exercise tested the State's critical infrastructure protection and response arrangements around a number of sites. A key focus of the security audit has been to work on transport security and the utilities sector. Security audits and risk assessments are reassessed on a regular basis. Physical improvements, such as security fencing, access control measures and refinement of security procedures, have been implemented at key sites, including Port Botany.

Hollis, Redcliffe) read prayers and took the chair at 9.30 a.m. ACTS OF PARLIAMENT, LOAN TO SUPREME COURT LIBRARY Mr SPEAKER: Honourable members, I have to report that on 25 March 2004, in accordance with standing order 327, I approved the loan of original acts of parliament to the Supreme Court Library. RULES OF DEBATE Mr SPEAKER: Honourable members, as today will likely be the first day of the new parliament where legislation will be debated, I thought it appropriate to remind members about the rules of debate, particularly relevance and tedious repetition. Standing orders 141 and 253 deal with the need for members' speeches to be relevant to the matter under consideration. Standing order 141 makes it clear that arguments should not be tediously repetitive—either a member's own argument or arguments made by other members. To speak about matters irrelevant to the question under consideration or to be tediously repetitive in argument achieves little but to waste the valuable time and resources of the House. If the workings of this House are to be kept to reasonable hours, it is incumbent upon all members to ensure that contributions are precise and to the point, not meandering, irrelevant or tediously repetitive diatribes. I have asked the Chairman of Committees and all temporary chairs to be fair but vigilant in enforcing the longstanding rules of the House relating to relevance and tedious repetition.     Banks (LIB 1.4%) Location Southern suburbs of Sydney. Banks includes the suburbs of Paidstow, Revesby, East Hills, Oatley and Peakhurst. History Banks was created in 1949 and has elected Labor MPs for most of its history. Its first MP was Dominic Costa, who served from 1949 to 1969 and spent his career on the backbenches. Costa was succeeded by Vince Martin who in turn was succeeded by John Mountford in 1980. Martin and Mountford were also backbenchers. Mountford was succeeded in 1990 by Daryl Melham. Melham was Shadow Aboriginal Affairs Minister and then Shadow Minister for Housing but he was not included in either of the Rudd or Gillard Ministries. Melham was defeated in 2013 by Liberal David Coleman. Candidates David Coleman- LIB: Before entering parliament, Coleman worked for a management consulting firm and was director for strategy and digital at the Nine Network as well as holding directorships with ninemsn and the Australian News Channel (owners of Sky News). Coleman was appointed Assistant Minister for Immigration in 2017 and became Immigration Minister in 2018. Chris Gambain- ALP: Gambain is a former official with the Finance Sector Union. He was also Labor’s candidate for Banks in 2016. Gianluca Dragone- Greens: Dragone is a student. Reginald Wright- UAP: Wright works for a trucking logistics compant Electoral Geography The best areas for the Liberals are in the southern end of the electorate around Oatley while Labor performs best in the northern parts. The Liberal vote ranged from 26.17% at Riverwood Public School to 64.57% at Lugarno Public School.

The work of Dr Angela Pratt, the 2003 Australian Parliamentary Fellow, examines how the language of ‘reconciliation’ featured in parliamentary debates about Indigenous affairs policy between 1991 and 2000. In an unusual approach, Dr Pratt’s work uses the results of a content analysis of over 650 parliamentary speeches made during the period of the formal reconciliation process, 1991–2000, to examine the nature of the political language and discourse.

CHANNEL 7 FORMER EPPING SITE PROTECTION BILL 2007 Agreement in Principle Debate resumed from 27 September 2007. Mr GREG SMITH (Epping) [10.00 a.m.]: On the last occasion I spoke about constituents who had written in response to submissions called for by the Department of Planning about the proposed Channel 7 redevelopment in Mobbs Lane and I said that a massive number of home units and other dwellings were going to be erected on what is largely open space at the present time. I emphasised the traffic problems this development would cause in the very narrow laneway with one lane each way for traffic in an area where considerable flooding had occurred when open space was likely to be aggravated by the erection of lots of buildings. These constituents were not criticising the council; they wanted the power to decide questions on development applications to be returned to Parramatta City Council, which would have approved the erection of a much smaller number of dwellings on this site. One particular letter requested that Mr Tink introduce a private member's bill, which he did, and I now have reintroduced such a bill. Mr Tink received other letters from constituents reflecting the types of comments of a large number of individual representations, which numbered about 100.
