INTRODUCTION The goal of this stand-alone Local Hazard Mitigation Plan is to help the community identify risks and provide local mitigation strategies that can be taken to make Ludlow and Ludlow Village more disaster resilient. Previously, the Town of Ludlow’s Hazard Mitigation Plan was an annex to the Southern Windsor County Regional Planning Commission Multi-Jurisdictional Local Hazard Mitigation Plan. The updated plan is intended to serve as a ‘stand-alone’ plan for the Town of Ludlow and Ludlow Village and will focus on the hazards and mitigation programs best suited for the town. What is Hazard Mitigation? Hazard mitigation is an action taken to reduce or eliminate the long-term risk to human life and property from both natural and man-made hazards. The work done to minimize the impact of hazard events to life and property is called Hazard Mitigation Planning. This plan will focus on assessment of natural hazards and mitigating actions to increase the Town’s resiliency to those hazards. Hazard Mitigation What can be Plan done to What parts minimize our of the vulnerability How severe community in the future? have hazard where events been in affected? What the past? hazards have impacted Ludlow? 2. PURPOSE The Federal Emergency Management Agency (FEMA), the Vermont Division of Emergency Management and Homeland Security (DEMHS), and local towns have come to recognize that it is less costly to take action to minimize the impact of natural hazards than to repeatedly repair damage after a disaster has struck. Hazards cannot be eliminated, but it is possible to determine what the hazards are and which are more likely to occur and tend to have the greatest impact on a community. With some research and outreach, a local community can also determine the extent and impact of these hazards and which assets and areas are most
