Our lifestyles and the economy have been enjoying the benefits brought about by the mobility provided by automobiles in all aspects of our society. But, at the same time, over-reliance on automobile has caused serious social and environmental problems such as traffic accidents, air pollution, greenhouse gas emissions and social disparity. Recently, the Center started research on how our cities and transport should be in response to repeated natural disasters and pandemics. Faced with these challenges, we are reaching a major turning point for a matured and secured transport society with major technological innovations in automobile and road traffic including EV/FCV and a connected and autonomous vehicle or a fully connected ecosystem created by advanced ICT, ITS, etc. These innovations in the next generation vehicle systems will be most beneficial to us as they will provide much safer/secured, less polluting and user friendly mobility for all when Japanese society faces depopulation and rapid aging, and it needs to solve many existing problems and to move towards a more equitable, inclusive, healthy and efficient transport system that support a vibrant and sustainable society. The Japan Research Center for Transport Policy was founded in 1971 as a private non –profit organization involving transport academics and practitioners active in univer- sities, research organizations and private industry. If we were to go to the site of the ancient Olympic Stadium built in 753 BC, you would find a row of statues adorning it which were built from capital raised from fines given to coaches and athletes alike caught cheating. Fixing, cheating and sports corruption is unfortunately not a new concept, it is something that is happening more than ever, despite the fact we have been entrusted with the protection and preservation of sport. As technology evolves, the political climate adapts and the state of international affairs changes, there are extraordinarily new forms of match-fixing, corruption and cheating in sport that have taken ahold of this industry. During the early 2000s, great attention was drawn to the topic through a succession of alleged bribes, game-fixing and player bribes. In 2013, there were more than 110 football matches that were found to be fixed, it is estimated that game-fixing raises in excess of $1 billion a year. With the betting market in the United States of America being valued at $4 billion alone, and the illegal ‘subsidiary’ of that being estimated to be worth up to one-hundred times that value. In 2018, the four major United States sports leagues had a combined revenue of $30 million in 2018, meaning that even the most conservative estimate of money gambled on a sport, is at least three times the earnings of these major leagues.

RBI to regulate housing finance companies– In the Union Budget 2019-20, Finance Minister Nirmala Sitharaman stated that India’s central bank, Reserve Bank of India (RBI) will now be given power to takes over as the regulator of Housing Finance Firms (HFFs) instead of NHB (National Housing Bank). • The Reserve Bank of India (RBI) Act will be amended to give the RBI powers to regulate the HFC sector. • NHB was part of the RBI till April this year when the government decided to take it over. 2. No charges on NEFT, RTGS money transfers from 1 July – As per Second Bi-monthly Monetary Policy Statement for 2019-20, the Reserve Bank of India will stop imposing additional charges on Fund transfer through RTGS and NEFT systems from 1st July, 2019. • National Electronic Funds Transfer (NEFT) – There is no limit – either minimum or maximum limit. • However, maximum amount per transaction is limited to ₹ 50,000/- for cash-based remittances within India and also for remittances to Nepal under the Indo-Nepal Remittance Facility Scheme. • RTGS - Real Time Gross Settlement System (RTGS) • Maximum limit – No upper limit • Minimum limit – Rs. 2 lakhs 3.

Transportation infrastructure development in preparation for the Tokyo Olympics and Paralympics In this paper, we outline the development of transportation infrastructure in Japan in recent years. In particular, we focus on transportation infrastructure projects that were accelerated following the announcement that the 2020 Olympic and Paralympic Games were to be held in Tokyo. 1.1 The 1964 Tokyo Olympics and Paralympics and the development of transportation infrastructure On 7 September 2013, Tokyo was chosen by the 125th IOC General Assembly in Buenos Aires, Argentina, to host the 2020 Summer Olympic and Paralympic Games for the first time since 1964. When the 1964 Olympics and Paralympics Games were awarded to Tokyo, the Japanese economy was expanding rapidly, and there was an urgent need to construct transportation infrastructure to meet the growing demand for transportation. Consequently, the decision to award the Olympics to Tokyo promoted the development of transportation infrastructure. Approximately 50 years have passed since the 1964 Games, and the areas of infrastructure investment have changed considerably. The investments that were made in preparation for the 1964 Games were mainly in the area of high-speed transportation. The Meishin Expressway, Japan’s first toll expressway, was opened in 1963, and the Tomei Expressway opened in 1969. The Tokaido Shinkansen (Tokyo to Shin-Osaka), the world’s first high-speed railway, was also opened in 1964. However, capital accumulation was insufficient in Japan at that time, and the construction of these projects was mainly financed by the World Bank.
