  • Telemark: Ny Reisehverdag Fra Grenland
    Oppdatert etter fastsettelse av handlingsprogrammet juli 2018. Jernbanesektorens handlingsprogram: Telemark: Ny reisehverdag fra Grenland Grenlandsregionen med sine over 100.000 innbyggere står foran en helt ny reisehverdag når den nye banen fra Larvik til Porsgrunn åpner til høsten. Sammen med videre dobbeltsporutbygging på Vestfoldbanen de kommende årene vil det bli enda raskere å ta toget fra de befolkningsrike områdene i Telemark. Det er en lenge etterlengtet baneåpning som skal finne sted i september i år. Den utdaterte, svingete og lange omveien langs Farrisvannet kan endelig tas ut av bruk og erstattes av en moderne dobbeltsporet jernbane for hastigheter på 200 km/t. Reisetiden mellom Grenland, Vestfoldbyene og Oslo-området kortes ned med 20 minutter, og det blir togavganger mellom Skien og Larvik hver time. I handlingsprogrammet for jernbanesektoren som Jernbanedirektoratet nå legger fram legges det opp til videre utbygging av Vestfoldbanen, slik at reisetider og kapasitet blir ytterligere forbedret. Disse forbedringene vil også ha stor betydning for passasjerer til og fra Grenlandsregionen. Samarbeid Jernbanedirektoratet legger opp til et tett samarbeid med fylker kommuner, og vil fortsette å delta i arbeidet med byutredning for Grenland. Flere tog Når den 22 kilometer lange banestrekningen Farriseidet–Porsgrunn åpner vil det samtidig bli fast timesintervall til og fra Grenland. Når de nye parsellene Drammen–Kobbervikdalen og Nykirke– Tønsberg ferdigstilles i henholdsvis 2025 og 2024 vil reisetiden gå ned ytterliggere 10-15 minutter. Slik blir Nedre Telemark knyttet stadig tettere sammen med Vestfoldbyene, Drammensregionen og Oslo-området, til et felles bo- og arbeidsmarked. I Skien skal det bygges et nytt hensettingsanlegg for InterCity-togene, som vil gjøre det mulig å kjøre flere avganger med doble togsett og dermed øke ombordkapasiteten.

    Omverdensanalyse for NAV Vestfold og Telemark November 2020 1 SAMMENDRAG AV OMVERDENSANALYSEN (Omskrevet til Vestfold og Telemark fra den sentrale omverdensanalysen) Omverdensanalysen er inndelt i seks samfunnsområder: Demografi, brukerforventninger, teknologi, arbeidsmarked, helse og levekår og politiske trender. Den største endringen fra tidligere «spådommer» gjelder at det trolig blir svakere befolkningsvekst enn tidligere antatt. Dette gjør at de direkte konsekvenser for NAV også blir mer beskjedne. Koronautbruddet ventes å framskynde mange av de store omstillingene fylket, og landet, står overfor i arbeidslivet. • Svakere befolkningsvekst, sterkere aldring: Befolkningsveksten ventes å bli vesentlig lavere enn tidligere, men vi forventer fortsatt vekst i fylket og med forholdsvis store ulikheter mellom kommunene. De direkte konsekvensene for NAV blir beskjedne for de fleste NAV-ansatte jobber med ytelser/tjenester rettet mot personer i yrkesaktiv alder. Veksten i alderspensjonister vil bli håndterbar. • Økte forventninger til koordinerte tjenester og tilpasset service: Brukernes forventninger vil øke, særlig til tjenester personlig tilpasset den enkeltes behov og livssituasjon på tvers av NAV og offentlig sektor. Digitaliseringen vil stille større krav til spisskompetanse, rådgivning og relasjonskompetanse i de gjenværende personlige brukermøtene, da vi forventer at denne gruppen blir «tyngre». • Datadrevne tjenester gir nye muligheter: I tillegg til digitalisering og automatisering av de fleste tjenester og ytelser, vil algoritmiske systemer og analyser i sanntid gi store muligheter til å tenke nytt om tjenester bygget på personlig tilpasning, anbefalinger til brukere og ansatte samt bruk av nudging («dulting») som mykt virkemiddel for å påvirke adferd. Mulighetene må avveies mot hensynet til personvern og etikk. • Raskere omstillingstakt på arbeidsmarkedet: Teknologisk utvikling, fortsatt høy globalisering og det grønne skiftet vil øke omstillingstakten, og arbeidstakere må forvente å skifte karrierevei og oppdatere kompetansen sin oftere.

    Tidsvinduer Telemark Museum som arkivinstitusjon Evig eies kun det arkiverte? Håndskrevne, trykte, tegnede eller fotografiske dokumenter er spor etter menneskers virksomhet i fortiden. De gir oss ingen direkte tilgang til fortiden. Vi må lese, tolke og sette den informasjonen de gir inn i en sammenheng. Likevel kan vi få en umid- delbar opplevelse av fortidens stemninger ved å kikke på gamle bilder og bla i brev og lese gamle aviser. Da blir dokumentene små tidsvinduer. Men hvilken virkelighet ser vi gjennom vinduet? De fleste mennesker og spor etter deres liv finner sjelden veien til et arkiv, utenom kanskje et par innførsler i en kirkebok; navn, dåpsdato og dødsdato. Men kanskje finner vi disse ukjente menneskene i arkivene likevel om vi kikker nærmere etter? På bildet fra et travelt handelstorg, i publikum en sensommerkveld i Brekkeparken, i avisens opplysninger om stormende heiarop på tribunene når Odd vant en viktig hjemmekamp? «Fortiden er et annet land» har historikeren David Lowenthal uttalt. Kanskje er det følelsen av å betrakte en fremmed, eksotisk og ukjent verden som er sterkest? Eller kanskje er det følelsen av gjenkjennelse og sammenheng? «Fortiden er ikke hva den engang var» sier en annen historiker, Knut Kjeldstadli. For hva er egentlig «fortiden», annet enn summen av alle menneskers levde liv, individuelt og som samfunn. They are fundamentally important in the manufacturing of HiTech and green technology products. Today almost the total world REE-mining is controlled by China. REE deposits in Europe are few and none of them are in production. The Fe-dolomite carbonatites (“rauhaugites”) in the Fen Carbonatite Complex in Telemark, Norway, has for some years been known to host abundant REE-minerals. The knowledge of this rock type has, however, been limited to the near surface environment. In 2017 the Ministry of Trade, Industry and Fisheries funded a reconnaissance core-drilling program to test the continuation of the Fe- dolomite carbonatite at depth. Two rock cores, 1001 and 716 metres long, were recovered at the drill- sites, LHKB-1 (near Fen old school) and LHKB-2 (east of Søve) respectively. Core LHKB-1 consists almost only of Fe-dolomite carbonatites down to 1001 metres depth. Core LHKB-2 also consists of Fe- dolomite carbonatite from top to bottom, but cross-cutting damtjernites (a lamprophyric rock) occur in some intervals.

The Mesoproterowic Te lemark supracrustals in southern Norway have been subdivided into four groups: (l) the ca. 1500 Ma volcanic Rjukan group overlain by (2) the quartzite-dominatedSeljord group, itself overlain by (3) the ca. 1160 Ma volcanic-sedimentary Bandak group in the west and by (4) the undated Heddal group in the east. New mapping and U-Pb work provide considerable refinement to this stratigraphy. The Ljosdals­ vatnet porphyry near the base of the Bandak gro up has an age of 1155 ± 3 Ma age, but it overlies that part of the Seljord gro up, which was folded and eroded before deposition of the Bandak gro up. The Brunkeberg porphyry, which has previously been correlated to the Rjukan gro up, yields an identical age of 1155 ± 2 Ma. It is unconformably overlain by a quartzite, which has also been included into the Seljord group. This group must, therefore, consist of two separate successions separated by a period of folding, here referred to as the Vindeggengro up (older) and the Lifiellgro up (younger). The former represents a thick, fluvial,shallow sea sandstone - intertidal heterolithic sequence, whereas the latter is composed of a relati­ vely thin and mature beach-shoreline sandstone sequence.

In the Sauland area, the Vindeggen group, which corresponds to the northern part of the traditional Seljord group, is overlain unconformably by the Lifjellgro up (southern part of the traditional Seljord group), whereas the Heddal gro up unconformably over Iies both of these groups. The sub­ Heddal unconformity transects progressively older rocks when moving from south to north. In the south, the 1145 Ma old Skogsåa porphyryof the Heddal group Iies either directly on the Lifjell orthoquartzite or is separated from it by a thin layer of epiclastic muscovite schist. At Heksfjellet, the unconformity transects the basal Heksfjellet conglomerates of the Lifjellgro up. Here the Heddal gro up starts with a c. l m thick cobbly mica schist, which passes upwards via an acid volcanic detritus zone into the Skogsåa porphyry. Farther to the north, in the Moltelia area, the unconformity joins and even intersects the sub-Lifjell unconformity.Th e muscovite schist and the Skogsåa porphyry Iie on the rugged, karst-like, palaeoweathered surface developed on the uppermost Vindeggen orthoquartzite, indicating that the Lifjell Gro up was eroded before deposition of the Heddal group. Consequently, the Vindeggen-Lifjell/Heddal contact is a distinct stratigraphic unconformity. Recent age determinations place the age of the uncon­ formity to be between 1150 Ma and 1145 Ma.
