Phase I of the Intermodal Management System for Hampton Roads, Virginia, which was released in July 1996, summarized the region’s intermodal transportation system (intermodal facilities, major intermodal conflict points), identified the region’s intermodal goals and objectives, and established performance measures for passenger and freight movements.
