Enabling families to live independently This outcome delivers community-level and early intervention supports to enable those in need of assistance to live independently within society.
Programs: Community Support and Development, Targeted Earlier Intervention
Protecting vulnerable people from harm This outcome provides targeted support and services to those who are vulnerable and at-risk at home, or face challenges to actively participate in the community.
Programs: Child Protection, Domestic and Family Violence, Short Term Accommodation and Homelessness Supports
Ongoing support for vulnerable people This outcome provides specialist advice services and wraparound support to assist the most vulnerable in our community. Services include social housing and permanency support and Out-of-Home Care (OOHC) for vulnerable children and young people.
Programs: Out-of-Home Care and Permanency Support, Social Housing
People with disability live independently This outcome relates to services that follow the transition of clients to the NDIS, ensuring those in need are empowered to live their lives independently and achieve their goals in more inclusive communities.
Programs: Supporting Legacy Services
Other cluster agencies This refers to other agencies within the Family and Community Services Cluster working to serve the community through grant programs.

Community Support and Development This program focuses on building skills and strengthening family and carer relationships by providing assistance with the activities of everyday living to enable people to live in their own home and to participate in economic and community life. Community Support and Development also includes the Community Building Partnership program, which supports projects that encourage community participation and cohesion, and that deliver positive social, environmental and recreational outcomes.

Out-of-Home Care and Permanency Support This program supports vulnerable children and young people who cannot live safely with parent/s. Out-of- home care (OOHC) includes restoration, general foster care, kinship care, residential care, and adoptions delivered by the non-government sector and the Department of Family and Community Services. The service includes planning, monitoring and supporting non-government organisations (NGOs) to deliver services to children and young people in care.

Aboriginal Housing Office The Aboriginal Housing Office funds and delivers Aboriginal social and affordable housing assistance through the National Partnership Agreement on Remote Indigenous Housing, the National Affordable Housing Agreement and the Aboriginal Housing Office’s own rental income and capital works program, to deliver new housing and upgrade existing housing, repair and maintain dwellings for the Aboriginal Community Housing sector and improve the quality of housing available to Aboriginal people, provide policy advice to the Minister for Social Housing and reform, and strengthen the Aboriginal Community Housing sector.
