State Outcomes delivered by the Family and Community Services Cluster Enabling families to live independently This outcome delivers community-level and early intervention supports to enable those in need of assistance to live independently within society. Programs: Community Support and Development, Targeted Earlier Intervention Protecting vulnerable people from harm This outcome provides targeted support and services to those who are vulnerable and at-risk at home, or face challenges to actively participate in the community. Programs: Child Protection, Domestic and Family Violence, Short Term Accommodation and Homelessness Supports Ongoing support for vulnerable people This outcome provides specialist advice services and wraparound support to assist the most vulnerable in our community. Services include social housing and permanency support and Out-of-Home Care (OOHC) for vulnerable children and young people. Programs: Out-of-Home Care and Permanency Support, Social Housing People with disability live independently This outcome relates to services that follow the transition of clients to the NDIS, ensuring those in need are empowered to live their lives independently and achieve their goals in more inclusive communities. Programs: Supporting Legacy Services Other cluster agencies This refers to other agencies within the Family and Community Services Cluster working to serve the community through grant programs. Community Support and Development This program focuses on building skills and strengthening family and carer relationships by providing assistance with the activities of everyday living to enable people to live in their own home and to participate in economic and community life. Community Support and Development also includes the Community Building Partnership program, which supports projects that encourage community participation and cohesion, and that deliver positive social, environmental and recreational outcomes.     Cowen, C. “The Evolution of the Melbourne Beth Din”, Australian Journal of Jewish Studies XXXIII (2020): 193-216 The Evolution of the Melbourne Beth Din Chaim Cowen Abstract This article commences with a historical overview of the Melbourne Beth Din (MBD), Australia’s longest standing Rabbinical court. Of particular focus is the cause of its inception, its relationship with Melbourne’s various Hebrew Congregations, the key personalities who led and participated in its operations, and the communal context within which it operated. The second part of the article explores elements within the Melbourne Jewish community who, dissatisfied with the MBD, challenged its centrality within the community by forming alternate institutions. In addition, the shift over time in its relationship with its founder, the Chief Rabbinate of the British Empire, is analysed. Last, while the MBD primarily concerned itself with matters of personal status and ritual matters, its dealings in civil arbitration are discussed, which pave the way towards a greater understanding of the context for recent rulings in the Victorian and New South Wales Supreme Courts in relation to civil arbitration awards issued by ad hoc Batei Din. Introduction Batei Din (Jewish religious courts, sing. Beth Din) in Melbourne and Sydney have in recent times come to the attention of the public, in the context of their awards and procedure in civil arbitration being challenged in the Australian courts. In addressing the issues which have presented themselves in these cases, it is important to “see where the feet grow from”1 in order to gain a more holistic understanding of the issues which have presented themselves of late.

    Synagogue of the Outback Museum By Margaret Lee Price Events In March 2018 the Synagogue of the Outback Museum had the pleasure of participating in and helping host a celebratory happening: a five-day visit of sixty members from the Orthodox Jewish Ark Centre in Hawthorn, Melbourne. It was the most significant event that happened for the Museum in2018. It has led to a marked increase in interest and support for the work of the Museum as well as to all kinds of marvellous acquisitions through gifts and donations. So, how did this event happen? Late in 2017, members of the Ark Centre Congregation, Mr and Mrs Lawrence Paratz, on a flying visit to South Australia, detoured their flight through Broken Hill because they had heard, but couldn’t believe, there was a Synagogue here! When they discovered there was, they returned to Melbourne and organised to fly to the Hill in November 2017 with Rabbi Shneur Reti-Waks, the Rabbi of the Ark Centre. It was a foggy November Friday in Melbourne, and the plane was delayed. By the time the Rabbi and Lawrence Paratz had landed in Broken Hill there was almost no time to explore the whole of the Synagogue of the Outback Museum. However, there was time for some Broken Hill residents, including the Mayor, Darriea Turley, to meet with the Rabbi in the old Synagogue. Before he left the Rabbi sang a beautiful prayer. He also said, very firmly, ‘I will be bringing people back.’ And, indeed, he brought the promised people back from the 8th to the 12th of March, 2018.

    ARK Centre High Holidays Journal September 2020 / Tishrei 5781 ARK Centre High Holidays Journal: September 2020 / Tishrei 5781 Introduction Lisa Naphtali, General Manager One of the main questions and discussions we’ve all been having over the past few weeks is what are we going to do for Rosh Hashanah? What will Yom Kippur even look like? We’ve all been conscious that we might not be able to get together at shule or at Savta’s house and that has now unfortunately been confirmed. Until this year we’ve all relied on coming to shule and Yom Tov meals to gather with friends and family to elicit that feeling, that very familiar feeling, that says to us this is Rosh Hashanah, this is Yom Kippur. Like with almost everything else, we’re learning to do things differently. Over Yom Tov, the desire to feel connected is stronger than ever. Indeed, we crave it. And so we are discovering new ways to do so. Fortunately, there are some very creative and very thoughtful people in this community. With thanks to an invitation, even a nudge, from Rabbi Gabi this journal has come together with contributions from all ages and across the varied landscape that comprises our incredibly special ARK Centre community.
