In response to the on-going COVID-19 pandemic, the HADR TTX was conducted in a fully virtual environment; it was planned and executed in partnership with the Directorate of Joint Civil Affairs of the Royal Thai Armed Forces Headquarters (RTARF) and was jointly developed as an intensive group problem solving exercise to build capacity and mutual understanding among Pacific-based personnel engaged in military planning and operations supporting disaster response. World class subject matter experts provided participants with Civil-Military coordination mechanisms, management, assessment, and evaluation capabilities required for militaries preparing for and responding to natural disasters and the populations affected by humanitarian crises. Cobra Gold 2021 HADR TTX Partnerships included the UN Office for the Coordination of Humanitarian Affairs (UN-OCHA) Pacific Regional Office, the International Federation of the Red Cross and Red Crescent Societies, the International Committee of the Red Cross, the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management, the Department of Disaster Prevention and Mitigation (DDPM), the Government of Thailand Disaster Relief Division, the Office of Policy and Planning, the Ministry of Defence of Thailand, the Ruamkatanyu Foundation, and Changi Regional HADR Coordination Centre (RHCC). This year’s exercise trained military professionals from nine partner militaries from around the Indo-Pacific (China, Indonesia, India, Japan, Malaysia, Republic of Korea, Singapore, Thailand, and United States). CFE-DM-AFP Philippines Public Health Webinar Series On August 10, 2021, CFE-DM kicked off its inaugural webinar in support of the Armed Forces of the Philippines (AFP) and their civilian interagency counterparts. The objective of the webinar series is to build public health and civil-military coordination capacity both within the Philippines and regionally. While the vast majority hailed from the Philippines, representatives from National Disaster Management Agency of Malaysia, Daniel K. Inouye Asia-Pacific Center for Security Studies, International Federation of Red Cross and Red Crescent Societies, United Nations Office for the Coordination of Humanitarian Affairs, and United Nations High Commissioner for Refugees also joined. CFE-DM Supports CGSC RLDP In support of U.S. Army Pacific (USARPAC) and the United States Army Command and General Staff College (CGSC), CFE-DM provided a four-hour interactive engagement with thirteen members of the 5th Security Force Assistance Brigade (5SFAB) enrolled in CGSC’s Regional Leader Development Program (RLDP) August 23, 2021. Based in Joint Base Lewis-McChord (JBLM), the 5SFAB trains and equips 61 advisory teams to deploy anywhere in the world and execute Security Force Assistance operations in complex, austere, and potentially non-permissive environments. CFE-DM provided an overview of U.S. policies and procedures governing DoD support to Foreign Disaster Relief (FDR), as well best practices and lessons learned from past FDR operations. The interactive module’s capstone was a team analysis of JTF-505’s successful execution of OPERATION SAHAYOGI HAAT following the Ghorka Earthquake which devastated Nepal in April, 2015. “CGSC and RLDP is providing opportunities for our students to learn how to think strategically and operationally,” said K.K. Chin, RLDP senior mentor. “The Army strength is in our Soldiers and leaders. It’s important that they learn how to ensure that their orders and actions have beneficial strategic and operational impacts.” CFE-DM provides Virtual Support to Pacific Partnership 2021 – Philippines CFE-DM provided virtual training aimed at enhancing the participants’ understanding of operations related to Camp Coordination and Camp Management (CCCM) and Internally Displaced Persons (IDP) protection during and after a disaster or emergency in support of Pacific Partnership 2021 for Legazpi City Aug 9-11, 2021. CFE-DM provided sessions covering the Introductions to Disaster Risk Reduction and Management (DRRM), Cluster System Approach, Core Humanitarian Principles, Standards and Guidelines.
