SPD04-08 D04-39 GD04-24 SENATE COMMITTEE ON PHYSICAL DEVELOPMENT ANNUAL REPORT 2003/2004 This document summarizes the physical development and environment related activities of McGill University for the 2003/2004 session as overseen by the Senate Committee on Physical Development. COMPLETED PROJECTS (Construction/Renovation): • Trottier Information Technology Building – The new building to house teaching facilities for Computer Science and Electrical Engineering was substantially completed by February 2004, although the classrooms had been useable since September 2003. • Tomlinson Square – Construction on the exterior landscaped area between the Strathcona Anatomy and Dentistry Building, the Trottier Information Technology Building, 740 Docteur-Penfield, the Rutherford Physics Building, and the Wong Building, officially named Tomlinson Square, was completed by the end of May 2004. • Martlet House (1430 Peel) – McGill Development and Alumni Relations moved into the former Seagram’s Building during August 2003. The name “Martlet House” was officially transferred to this building from the unit’s former home at 3605 de la Montagne. • Clinical Research Unit (Montréal Neurological Institute) – This project, a 2,000 square foot extension over the second floor of the existing building, was substantially completed by April 2004. • Shaver Poultry Building (Macdonald Campus) - The new Poultry facility, constructed as part of a joint CFI award with the Université de Montréal (McGill has a 60% stake), was substantially completed in March 2004 and equipment installation was completed for July 2004 occupancy. • Redpath Library Information Commons - A new scaled down Library Information Commons/Internet café was completed over the summer of 2003. PROJECTS CURRENTLY UNDERWAY (Construction/Renovation): • Faculty of Music – New Building – Construction began on this project during the summer 2003. The current delivery date is spring 2005. The Music Library will then move from rental space in 550 Sherbrooke once the winter term ends. The building is anticipated to be fully open for September 2005. • University Centre – Phase 3 - The work currently underway within the University Centre includes installation of a sprinkler system, washroom upgrades, as well as the creation of a cloakroom and service area for the ballroom. The budget for this work is $1.736M. An additional $300K of new work will be done at the same time. The project is funded by the Students’ Society of McGill University • Bronfman Building Lobby - The project includes a new entrance, a new 90 seat café and an exterior terrace. The project budget is $1.35M. It is financed by private funds and loans to Ancillary Services. The work began in May 2004 and was completed for September 2004. • Medicine Increase in class size - The Ministry of Education has requested McGill to increase its medical class enrolment by 63% from 107 to 160 students per year. The Ministry has provided special funding to allow the university to modify and renovate space in order to achieve this target. Current projects include: Amphitheatre upgrades (McIntyre, SABD), Anatomy lab upgrades (Duff), the relocation of faculty administrative functions to the former Martlet House (3605 de la Montagne), and the creation of a Clinical Skills Centre on Park Avenue. 1 PROJECTS IN THE PLANNING STAGE: • Bellini Life Sciences Building – The Toronto firm of A.J. Diamond, Donald Schmidt and Associates have been appointed as project architects in collaboration with Provencher Roy et Associés. The scope of work has been increased and the project was split into two buildings: Bellini Life Sciences (12,000 gross sq.ft.) and Cancer Research (4,600 gross sq.ft.). The buildings are to be constructed on a site adjacent to the McIntyre Medical Sciences Building. The Architects are currently preparing revised plans to be sent to the City to support the derogation process. The University will apply for City approval for both buildings at once, and the approval process, including public hearings, will take from 4-5 months. It is anticipated that the public hearings will begin early in 2005. • Athletics Project – Phase 3 - The students recently approved a referendum charging $10 per student per semester to allow the University to complete all of Phase 3 and move slightly into Phase 4 of the Athletics project. The total student funding of $1.8M is to be matched by a $1.8M grant from the McGill Funding Council. The current work will include a doubling in size of the fitness centre, creation of three new activity areas: a climbing wall, a new martial arts room, large storage lockers and a repair room. Also included are minor renovations to the upstairs men's locker room and four tennis/volleyball/basketball courts to be built on Middle Field. The work is to begin as soon as possible, with the fitness centre being the first priority. • Brain Imaging Centre (MNI) – This project is partly based on a CFI award and has been on hold for some time. The project was reactivated by the MNI with the support of its new director. The project will potentially have 4,650 sq.ft. of additional research space and the MNI is currently exploring options. • New Arts Building - A pre-concept scheme was completed for fundraising purposes using the site of the current Powell Building. The University has asked the Ministry of Education to fund the project and it hopes to get it considered for funding within their 2004-2009 five (5) year plan. • Allied Health Project - A project to construct a new building to house the Schools of Nursing, Physical and Occupational Therapy, and Communications Sciences and Disorders was first proposed almost 15 years ago. The proposal included a new building on the site between Hosmer and Davis Houses, which would include and connect up the houses. The University has reactivated the project. It is of high priority, as the Ministry of Education is requesting that enrollments in these units be increased. The project is being considered for funding within the Ministry’s 2004-2009 five (5) year plan. • Macdonald Stewart – Barton Building - Link /Café - (Macdonald Campus) – A project to link these two buildings is now in the design development phase. Planning and estimation work should be completed by fall 2004. • McGill University Health Centre (M.U.H.C.) Project – The McGill University Health Centre (M.U.H.C.) submitted its report to the planning Commission on December 15, 2003. The report was approved by the M.U.H.C. and McGill boards. The Government committee overseeing the project has given a positive answer, however no details have been released. The University is working with the M.U.H.C. to explore possibilities for reuse of Royal Victoria Hospital buildings. McGill planning staff has met with the M.U.H.C. and have plans of the facilities. The earliest date that the Royal Victoria Hospital buildings would be ready for reuse is now estimated at 2011. • City of Montreal Planning – McGill has recently participated in a number of planning exercises at the City level, in areas where the interests of the University are concerned. These include the City of Montreal Master Plan, Arrondissement Ville Marie Master Plan, Arondissement St. Genevieve-Ste. Anne-de-Bellevue Master Plan, Mount Royal Park Advisory Committee, Parc/des Pins interchange, Rutherford Reservoir, and a number of items relating to circulation and pedestrian safety. In the case of the Parc/des Pins interchange, McGill has also engaged a technical consultant to work with the University and the City to find the optimal design. In the case of the City master plans, McGill has submitted briefs to the City on the Island master plan and the arrondissement master plans, and continues to monitor the process. McGill MASTER PLAN 2005-2025: • The University is currently undertaking a new physical master plan. The first two phases (physical planning fact gathering and the academic plan) are in the process of being completed. An interim report on Phase 1 (physical planning) was made to the Committee during the current session. A statement or document on the academic vision should also be presented to the University community by the end of 2004. The third and final phase is to be achieved through a Master Plan Task Force. This group will translate identified University needs and priorities into specific development scenarios. It will present interim reports to the Vice-Principal (Administration and Finance). The Vice-Principal (Administration and Finance) will then review the final report and make recommendations to Senate and the Board of Governors. The mandate was approved in September 2004, and the Task Force, under the chairmanship of John Gruzleski, began its work immediately. Space audits are being done as part of the much broader process of a campus space review, and will aid in the space evaluation process. A tentative date of September 2005 is anticipated for consultation on the draft Master Plan with approval for winter 2006. 2 SUBCOMMITTEE REPORTS • Visual Arts Subcommittee Projects – Art installation selections for both the Trottier and the new Music Building have been made, with the Trottier work completed. An agreement was signed to appoint a curator of the McGill collection as a shared appointment with the McCord Museum. Three official portraits are to be commissioned; The Principal, Chancellor and Chair of the Board. Bernard Shapiro’s portrait is currently hanging in Redpath Hall. • Gardens & Grounds Subcommittee Projects – The Subcommittee will be focusing on the campus terraces. Though it is not within the mandate of the Subcommittee, it was felt that these areas need attention. A floral version of the McGill crest was installed at the top of the Y-Junction on lower campus. A safety report on traffic conflicts around Macdonald Engineering recommending the installation of signage and mirrors, which is moving forward. New tree plantings and tree replacements have continued.
