“The Negroes’ Temporary Farewell” JIM CROW AND THE EXCLUSION OF AFRICAN AMERICANS FROM CONGRESS, 1887–1929 On December 5, 1887, for the first time in almost two decades, Congress convened without an African-American Member. “All the men who stood up in awkward squads to be sworn in on Monday had white faces,” noted a correspondent for the Philadelphia Record of the Members who took the oath of office on the House Floor. “The negro is not only out of Congress, he is practically out of politics.”1 Though three black men served in the next Congress (51st, 1889–1891), the number of African Americans serving on Capitol Hill diminished significantly as the congressional focus on racial equality faded. Only five African Americans were elected to the House in the next decade: Henry Cheatham and George White of North Carolina, Thomas Miller and George Murray of South Carolina, and John M. Langston of Virginia. But despite their isolation, these men sought to represent the interests of all African Americans. Like their predecessors, they confronted violent and contested elections, difficulty procuring desirable committee assignments, and an inability to pass their legislative initiatives. Moreover, these black Members faced further impediments in the form of legalized segregation and disfranchisement, general disinterest in progressive racial legislation, and the increasing power of southern conservatives in Congress. John M. Langston took his seat in Congress after contesting the election results in his district. One of the first African Americans in the nation elected to public office, he was clerk of the Brownhelm (Ohio) Townshipn i 1855. -

The January 1901 Special National Convention of the Social Democratic Party of America by A.S. Edwards 1 (January 26, 1901) The special national convention of the Social Democratic Party of America, which opened in Aldine Hall, Chicago, at 10 o’clock Tuesday morning, January 15 [1901], was attended by a larger number of individual delegates than the convention at Indianapolis last March [1st: March 6-9, 1900]. The principal object of the former gathering was the nomination of Presidential candidates; that of the present one to dispose of the question of the consolidation of the socialists of the United States.2 For nearly a year, during which the campaign prosecuted a national campaign and found its resources taxed to the utmost in discharging its duty to the cause of socialism, it has found itself harassed by persistent misrepresentations of the attitude of its members toward the question of union with the Rochester faction of the Socialist Labor Party and a few bolters from its own ranks. The officers and members of the party have never been opposed to union os socialists; they have stood almost solidly against the surrender of the Social Democratic Party organization to the control of those who, by methods now familiar to and condemned by the socialists of the country generally, sought its destruction. The convention just held was a complete and splendid vindication of the course pursued by those in temporary control of the party’s interests, in local branch and national board, and the inspiriting outcome of the four days’ deliberations, marked by the truest devotion, tolerance, and comradeship,3 is that the Social Democratic Party is on record not merely for union with a faction which has attempted to destroy it, but for a consolidation of all the organized socialists of the country, whether constituted as national parties or in isolated state and territorial organizations. -

Guided by the vision of presidents Theodore Roosevelt1 and William Taft,2 the US 1) began exerting greater political influence in North America and the Caribbean.3 2) completed the Panama Canal4—making it much faster and cheaper to ship its goods around the world. 3) entered its "Progressive Era" by a) passing anti-trust laws to Break up corporate monopolies, b) abolishing child labor in favor of federally-funded puBlic education, and c) initiating the first federal oversight of food and drug quality. 4) grew to 48 states coast-to-coast (1912). 5) ratified the 16th Amendment—estaBlishing a federal income tax (1913). In addition, by 1901, the Lucas brothers had developed a reliaBle process to extract crude oil from underground, which soon massively increased the worldwide supply of oil while significantly lowering its price. This turned the US into the leader of the new energy technology for the next 60 years, and opened the possibility for numerous new oil-reliant inventions. -

One Hundred Years of (Almost) Solitude: the Evolution of Australian Citizenship* Helen Irving On 1 January 1901, six of the Australasian colonies joined together in one ‘indissoluble federal Commonwealth’, as the words of the Preamble to the Australian Constitution put it. Massive celebrations accompanied the inauguration of the Commonwealth. They were repeated for the opening of the First Federal Parliament four months later, and again, around the new nation, for the tour of the Duke and Duchess of York that followed. The celebrations stretched over the first six months of that year. There were parades, banquets, picnics, sporting competitions, exhibitions and historical re- enactments. Streets were decorated, poems were composed, songs were sung, medals were struck, prisoners were pardoned, and fireworks lit again and again. What was being celebrated? Among the many other achievements of that day, Australians who read their newspapers learned on 1 January 1901, that they had become Australian citizens. It was a rather curious claim to make. There had been an attempt in 1898 to write a definition of citizenship into the Australian Constitution, but it had failed. Although the delegates to the Federal Convention laboured long and hard in their effort to say just what it was to be a citizen—traversing legal and political rights, as well as cultural attributes—the Constitution’s framers could not settle on a definition. * This paper was presented as a lecture in the Department of the Senate Occasional Lecture Series at Parliament House on 22 June 2001. Legally, Australians were British subjects, not citizens. To use the term ‘citizen’ meant going beyond this simple fact. -

On Teaching the History of Nineteenth-Century Music Walter Frisch This essay is adapted from the author’s “Reflections on Teaching Nineteenth- Century Music,” in The Norton Guide to Teaching Music History, ed. C. Matthew Balensuela (New York: W. W Norton, 2019). The late author Ursula K. Le Guin once told an interviewer, “Don’t shove me into your pigeonhole, where I don’t fit, because I’m all over. My tentacles are coming out of the pigeonhole in all directions” (Wray 2018). If it could speak, nineteenth-century music might say the same ornery thing. We should listen—and resist forcing its composers, institutions, or works into rigid categories. At the same time, we have a responsibility to bring some order to what might seem an unmanageable segment of music history. For many instructors and students, all bets are off when it comes to the nineteenth century. There is no longer a clear consistency of musical “style.” Traditional generic boundaries get blurred, or sometimes erased. Berlioz calls his Roméo et Juliette a “dramatic symphony”; Chopin writes a Polonaise-Fantaisie. Smaller forms that had been marginal in earlier periods are elevated to unprecedented levels of sophistication by Schubert (lieder), Schumann (character pieces), and Liszt (etudes). Heightened national identity in many regions of the European continent resulted in musical characteristics which become more identifiable than any pan- geographic style in works by composers like Musorgsky or Smetana. At the college level, music of the nineteenth century is taught as part of music history surveys, music appreciation courses, or (more rarely these days) as a stand-alone course. -

It came into existence in January 1901 under the terms of the Commonwealth of Australia Constitution Act, which was a statute of the United Kingdom Parliament. Its origin in a 1 British Act of Parliament did not mean that the driving force for the establishment of the federation came from outside Australia. During the last decade of the nineteenth cen- tury, there had been considerable activity in Australia in support of the federal movement. A national convention met at Sydney in 1891 and approved a draft constitution. After a lapse of some years, another convention met in 1897-8, successively in Adelaide, Sydney and Melbourne. -

THE first portion of this work appeared in the columns of the Melbourne Argus. The republication is at the request of many readers, and with the kind consent of the proprietors of the journal in question. The object in view has been to put principles before the public rather than details, because the subject itself is new to most of us; it has been talked about after public dinners, rather than thought out in the closet; and unless principles are grasped it may not be easy to arrange the compromises on which all federations are founded. In the following pages the writer has endeavoured to state certain vital principles as clearly as was in his power, and to strongly, though fairly, advocate their adoption. For instance, the necessity for a Customs union is maintained throughout. But as a rule his aim is to give both sides of a case, so that the problem may be grasped, and so that federalists who differ may do so with good feeling and with mutual respect, and without injury to the national cause on which so much depends. -

Fact Sheet 2 THE FIRST COMMONWEALTH PARLIAMENT 1901 FEDERATION AND ’S VOTE THE PEOPLE Overview 1897-1903 Once the Australian Constitution had been accepted by voters in the Australian colonies and enacted as law by British Parliament, the process of putting the new system of federal government into practice began. The Australian colonies were now States of the Commonwealth of Australia, and the office of Governor- General represented the reigning monarch of Britain as Head of the Commonwealth. The first Governor-General of Australia, Lord Hopetoun, proclaimed the Commonwealth of Australia at a special ceremony in Centennial Park, Sydney, 1 January 1901. It was also the Governor-General’s task to commission an interim or caretaker ministry until the Australian people were able to elect their representatives to the newly created Commonwealth Parliament. These interim ministers, with Edmund Barton as Prime Minister, were sworn in as part of the inaugural ceremony at Centennial Park. Although now brought within the range of practical politics for the first time, the Federation of Australia is no new subject. Indeed one is surprised on going through the records of Australian politics to find how old it is. It appears almost simultaneously ^vith the foundation in Australia of other colonies than New South Wales. For just as clearly as the early colonists saw that the division of our island continent into separate self-governing colonies was absolutely necessary for the proper development of the material resources of its vast territory, so clearly did they see that the re-union of these separate colonies under a federation, wherebjr they would be united under one national Government without their separate administrations, legislatures, and local patriotisms being extinguished, would be as necessary for the full development of the national life of their people. The first move in the matter was in 1849, when a committee of the British Privy Council, appointed at the instance of Earl Grey, reported on the subject. At that time there were only jthree colonies on the mainland, viz., New South Wales, South Australia, and Western Australia. The report of the committee was adopted by Earl Grey, and a bill to give effect thereto was introduced into the British Parliament in the following year, but meeting with opposition was abandoned.
