Introduction Lebanon was one of the first countries in the region to complete its demographic transition, with continuously decreasing fertility rates (approximately 1.5%) and a 1 predominantly young country , with youth constituting 27% of the population in 2 2012 . In spite of this, the Ministry of Youth and Sports was only established in the year 2000, as youth issues were previously nested under the auspices of the Ministry of Education. -

July-December 2017 Volume: 7, No: 2, pp. 361 – 394 ISSN: 2046-4436 e-ISSN: 2046-4444 tplondon.com/bordercrossing Article history: 4 September 2017 Accepted 15 December 2017 The Impact of the Syrian Refugee Crisis on the Civil Society Sector in Lebanon Laura El Chmali ± Abstract This article is driven by an interest to explore the role of local Civil Society Organizations (CSOs) and community-based organizations (CBOs) that deal with Syrian refugees in Lebanon seeing the void left by the Lebanese weak state to cope with this situation. How the Syrian conflict has affected the civil society landscape in Lebanon and how the inflow of international aid has affected the work of this local CSOs, as well as, their relationship with Lebanese state authorities on the national and local levels are examined. To this extent, the ways in which the management of Syrian refugees by local CSOs and CBOs has been affected by external factors, including the Lebanese government policies and the role of international organizations (EU, UN) in managing the crisis in Lebanon are examined. Since the beginning of the Syrian conflict and the influx of millions of refugees into Lebanon, the civil society sector in Lebanon has undergone significant transformations. To cope with the overwhelming number of Syrians living in Lebanon, Lebanese civil society has expanded with the creation of new CSOs as well as the introduction of additional programs and projects in existing CSOs to assist refugees. These civil society organizations fill a void created by the Lebanese government in its unwillingness or inability to assist with the refugee response in the areas of healthcare, education and vocational training. -

Could privatization policies improve the electricity generation capacity in Lebanon? Jakob Teichmann S1855301 4th July, 2018 European Public Administration University of Twente, Enschede First supervisor: Dr. Veronica Junjan Second supervisor: Dr. Irna van der Molen Abstract The aim of this thesis is to answer the question whether New Public Management-inspired pol- icies like privatization could help with the problems the Lebanese electricity sector is currently facing. In order to answer this question, first the theoretical background of NPM is explained. In 2002, a law was passed in Lebanon that allowed to privatize the electricity sector. However, this law was never implemented. This raises the question which context and content variables might influence such an implementation trajectory and what makes the Lebanese context un- suitable for such reforms. According to this research, a wide range of obstructing factors stopped the implementation of the law. These include inter alia the lack of political will to implement, the content of the law, a lack in the administrative capacity, and generally the external and internal security in Leba- non. Overall, this means that NPM-reforms could potentially work in fragile circumstances like Lebanon but the specific conditions in Lebanon are currently not suited for such reforms. Table of content 1. Each Quick Scan is written by a reputable rule of law expert from academia and/ or practice, who is either from the concerned country or has spent many years living and working there. The Quick Scan Series aims to be neutral and balanced. The Impact of Corruption on Economic Growth in Lebanon Moe Farida* Agricultural and Resource Economics Faculty of Agriculture, Food and Natural Resources The University of Sydney NSW 2000 Phone: 61 2 93514684 Fax: 61 2 93514953 Email: [email protected] Abstract This paper seeks to examine the direct and indirect effects of corruption on economic growth in Lebanon. We hypothesise that corruption reduces a country’s standard of living as measured by the real GDP per worker. We argue that corruption deters economic growth, reduces the productivity of capital and decreases the effect of government expenditure on growth. Using a neoclassical model, we find empirical support indicating that corruption increases inefficiencies and reduces economic growth. Results also suggest that corruption does not alter the effect of foreign aid on output. They imply that the marginal benefit to output of reducing corruption outweighs virtually any other policy action. That is, unless corruption is reduced in Lebanon, efforts to improve private and public investment will have a minimal impact on per capita GDP. The Arab NGO Network for Development (ANND) is a regional network, working in 12 Arab countries with nine national networks and 23 NGO members. The Network’s work focuses on Social and Economic Rights in the Arab Region. ANND was established in 1997 and its headquarters is located in Beirut, Lebanon since 2000. The AUB Policy Institute (Issam Fares Institute for Public Policy and International Affairs) is an independent, research-based, policy-oriented institute. Inaugurated in 2006, the Institute aims to harness, develop, and initiate policy- relevant research in the Arab region. The Institute is committed to expanding and deepening policy-relevant knowledge production in and about the Arab region; and to creating a space for the interdisciplinary exchange of ideas among researchers, civil society and policy-makers. This report is an addendum to the first report published in 2017 by ANND and the Issam Fares Institute for Public Policy and International Affairs monitoring obstacles and challenges to the implementation of the 2030 Agenda for Sustainable Development in Lebanon.
