Abstract Utilizing data from the power corporation of Uttar Pradesh, India’s most populous state, we study the politics of electricity theft over a ten year period (2000–09). Our results show that electricity theft is substantial in magnitude. The extent of theft varies with the electoral cycle of the state. In years when elections to the State Assembly are held, electricity theft is significantly greater than in other years. Theft is increasing with the intensity of tubewells, suggesting that it is linked to unmetered electricity use by farmers. Incumbent legislative members of the state assembly are more likely to be reelected as power theft in their locality increases. Our interpretation of these various results is that power theft exhibits characteristics consistent with the political capture of public service delivery by local elites.

Laboratory Services 8.1 Haemoglobin Test ‐ State level As can be seen from the graph, hemoglobin test is being carried out at almost every FRU studied However, 10 percent medical colleges do not provide the basic Hb test. Division wise‐ As the graph shows, 96 percent of the FRUs on an average are offering this service, with as many as 13 divisions having 100 percent FRUs contacted providing basic Hb test. Hemoglobin test is not available at District Women Hospital (Mau), District Women Hospital (Budaun), CHC Partawal (Maharajganj), CHC Kasia (Kushinagar), CHC Ghatampur (Kanpur Nagar) and CHC Dewa (Barabanki). 132 8.2 CBC Test ‐ State level Complete Blood Count (CBC) test is being offered at very few FRUs. While none of the sub‐divisional hospitals are having this facility, only 25 percent of the BMCs, 42 percent of the CHCs and less than half of the DWHs contacted are offering this facility. Division wise‐ As per the graph above, only 46 percent of the 206 FRUs studied across the state are offering CBC (Complete Blood Count) test service. None of the FRUs in Jhansi division is having this service. While 29 percent of the health facilities in Moradabad division are offering this service, most others are only a shade better. Mirzapur (83%) followed by Gorakhpur (73%) are having maximum FRUs with this facility. Horticulture crops form a vital part in the Indian agricultural production. India is the second largest producer of fruits and vegetables in the world. Cultivation, marketing and processing of these crops generate significant employment and livelihood opportunities in many parts of the country.

    VOLUME 50, OCTOBER 2018 THE NEWSLETTER Update Yourself Stamp Duty not Necessary for Enforcing Foreign Award he Hon’ble Supreme Court of India in its recent judgment in the case of Shriram EPC Limited vs. Rioglass Solar SA decided on 13.09.2018, has T observed that foreign award is enforceable without paying any stamp duty un- der the Indian Stamp Act, 1899 (“Stamp Act”). The dispute at hand arose before the Hon’ble Supreme Court on appeal filed by Shriram EPC Limited (“Appellant”) against the decision of the Division Bench of the Madras High Court. Initially, Rioglass Solar SA (“Respondent”) filed a petition before the Single Bench of the Madras High Court to enforce a foreign award delivered by the International Chambers of Commerce in London against Appellant. The Single Bench of the Madras High Court en- forced the foreign award and the Appellant filed an appeal against this enforcement before the Division Bench of the Madras High Court. One Inside this issue: of the contentions raised by the Appellant before the Division Bench was that stamp duty had not UPDATE YOURSELF been paid by the Respondent on the foreign Maharashtra State Ad- 2 award under the provisions of the Stamp Act.     Statement by Academic Fraternity Against the Post-poll Violence and Politics of Terror in Bengal Today, a large section of Bengali society is living under fear. Those who voted against the TMC in recent elections in Bengal are being victimized. Many of them are under attack from the TMC supported stormtroopers - their properties vandalized and livelihoods destroyed. There are reports that dozens of people, including women, have been killed in post-poll violence. Thousands of people have migrated to the adjoining states of Assam, Orissa, and Jharkhand due to fear of getting killed or raped by hooligans supported by the ruling party of Bengal. The police, local administration, civil society and media are either hand in gloves with the perpetrators or are silent, fearing the wrath of the state government. There are chances that the acts of violence and politics of terror perpetrated in Bengal can spread to other parts of India. Incidents such as the lynching of Mewalal, a member of the Mahadalit community, burning of 12 houses and trashing many others by anti-social elements in Purnea district of Bihar cannot be seen in isolation as these are adjoining areas of Bengal. We are deeply anxious and worried about the people who exercised their democratic right to free and fair vote, thus incurring the wrath of the ruling party in Bengal. We are deeply concerned about the weak and vulnerable sections of the society whose rights as citizens of India are being suppressed by the state government merely for exercising their right to freedom of expression and association.

Winners of Translation Prize with Ms. Pratibha Ray, Chief Guest, President and Secretary of Sahitya Akademi On 4th September, the first day of the event started at 5 pm at the Rang Ghar auditorium in Dibrugarh University. The Translation Prize, 2014 was held on the first day itself, where twenty four writers were awarded the Translation Prizes in the respective languages they have translated the literature into. Dr Vishwanath Prasad Tiwari, President, Sahitya Akademi, Eminent Odia writer Pratibha Ray was the chief guest, Guest of Honor Dr. Alak Kr Buragohain, Vice Chancellor, Dibrugarh University and Dr K. Sreenivasarao were present to grace the occasion. After the dignitaries addressed the gathering, the translation prizes were presented to the respective winners. The twenty four awardees were felicitated by a plaque, gamocha (a piece of cloth of utmost respect in the Assamese culture) and a prize of Rs.50, 000.
