Abstract Utilizing data from the power corporation of Uttar Pradesh, India’s most populous state, we study the politics of electricity theft over a ten year period (2000–09). Our results show that electricity theft is substantial in magnitude. The extent of theft varies with the electoral cycle of the state. In years when elections to the State Assembly are held, electricity theft is significantly greater than in other years. Theft is increasing with the intensity of tubewells, suggesting that it is linked to unmetered electricity use by farmers. Incumbent legislative members of the state assembly are more likely to be reelected as power theft in their locality increases. Our interpretation of these various results is that power theft exhibits characteristics consistent with the political capture of public service delivery by local elites.

Laboratory Services 8.1 Haemoglobin Test ‐ State level As can be seen from the graph, hemoglobin test is being carried out at almost every FRU studied However, 10 percent medical colleges do not provide the basic Hb test. Division wise‐ As the graph shows, 96 percent of the FRUs on an average are offering this service, with as many as 13 divisions having 100 percent FRUs contacted providing basic Hb test. Hemoglobin test is not available at District Women Hospital (Mau), District Women Hospital (Budaun), CHC Partawal (Maharajganj), CHC Kasia (Kushinagar), CHC Ghatampur (Kanpur Nagar) and CHC Dewa (Barabanki). 132 8.2 CBC Test ‐ State level Complete Blood Count (CBC) test is being offered at very few FRUs. While none of the sub‐divisional hospitals are having this facility, only 25 percent of the BMCs, 42 percent of the CHCs and less than half of the DWHs contacted are offering this facility. Division wise‐ As per the graph above, only 46 percent of the 206 FRUs studied across the state are offering CBC (Complete Blood Count) test service. None of the FRUs in Jhansi division is having this service. While 29 percent of the health facilities in Moradabad division are offering this service, most others are only a shade better. Mirzapur (83%) followed by Gorakhpur (73%) are having maximum FRUs with this facility. Horticulture crops form a vital part in the Indian agricultural production. India is the second largest producer of fruits and vegetables in the world. Cultivation, marketing and processing of these crops generate significant employment and livelihood opportunities in many parts of the country.

    WWW.LIVELAW.IN In the Hathras gangrape and murder of a young Dalit woman in September, 2020, the local police investigation was led by Circle Officer of Sadabad, Ram Shabd, in FIR No. 136 of 2020, P.S. Chandapa. The said officer d id not register the case as a crime of gang rape, nor were t he names of all four accused persons recorded for days after the heinous crime was committed. While the young Dalit gang rape victim was still struggling for her life in hospital she had stated to the police the names of the 4 men who had gang-raped and strangled her, and h ad also informed the same to her mother. The victim’s father, brother and mother also told the police the names of all the 4 upper caste men, who had committed the offence. The victim family had alleged that the local police tried to protect the accused persons by not recording the names of accused persons, and also by refusing to invoke penal provisions of rape and gangrape in a timely manner, thereby destroying forensic medical evidence. The victim family had further alleged that the Investigating Officer Ram Shabd deliberately concealed from the case records the names of accused persons mentioned in the statement of the victim and also in the statement of the victim's father recorded two days after the incident. The glaring signs of police complicity in such a heinous crime compelled the State govt to transfer the investigation to the CBI. Police Officer Ram Shabd was then suspended.

Present investigations were carried out for the evaluation on the current status and survey on these medicinal plants. In the study we present 14 species of medicinal plants which are commonly used among the peoples of Hathras district (U.P.) to cure diabetes and jaundice diseases. This study is important to preserve the knowledge of medicinal plants used by the rural and tribal peoples of Hathras district (U.P.), the survey of psychopharmacological and literature of these medicinal plants have great pharmacological and ethnomedicinal significance.
