The two-week annual Ulchi Freedom exercise is largely computer-simulated, but still involves 50,000 Korean and 30,000 US soldiers. The drill always triggers a spike in tensions on the divided Korean peninsula, and this year it coincides with particularly volatile cross-border relations following a series of high-profile defections. The bar had been set high by other brides so I was genuinely terrified that my matrimonials wouldn't measure up on social media. 14 The Big Read: EFF's coming like a wrecking ball They received massive kudos last week after rejecting the amorous advances of both the ANC and the DA in hung municipalities across the country. Coupled with the optics of its announcement - made in the open veld with the shacks and poverty of Stjwetla, an informal settlement adjacent to the equally horrendous Alexandra township - the party was lauded for what was seen as a masterstroke. And for the EFF, it was. The party avoids being tainted by the rot of corruption that hangs over President Jacob Zuma and his party like a steaming turd. It is also not touched by the particular South African pathologies that continue to dog the DA. For Brand EFF this is great: the party can continue to be the enfant terrible of South African politics without any responsibility whatsoever. Yet this lack of commitment to anything, to any basic contract or understanding with anyone else, is a great danger. In Tshwane on Friday, the party came through on its very odd bargain with the DA. It had pledged to vote with the DA to keep the ANC out of power. But what then? Take the mutterings of EFF councillor Benjamin Disolwane at the Tshwane ceremony. After the ANC had behaved like morons, trying to disrupt the swearing-in of the new mayor, Disolwane took to the stage and addressed newly inaugurated mayor Solly Msimanga: "We support you, but we are not part of you. " Disolwane then made a telling remark. He said the EFF was tired of seeing the ANC dispatching the Red Ants to evict poor people and dismantle their shacks. Stop right there. Occupation of land by the EFF is policy. They have supported land occupations in Tshwane in both Hammanskraal and in Nellmapius. The DA has, in Western Cape and in the City of Cape Town, evicted people without mercy. Think of the mid-winter evictions in Lwandle in 2014. The ANC has also done it. Think of this year's mid-winter evictions by the Red Ants in Hammanskraal. Truth is that the EFF decision is full of contradictions and dangers for the rest of South Africa. It benefits only the EFF, while opening up a fractious, landmine-filled local government landscape. The EFF is no one's partner. It has no record of pragmatism on any issue and has behaved in the past pretty much like a wrecking ball. Disolwane's words show exactly what we are in for - the politics of performance, of show, of spectacle, whereas the fragile arrangements and coalitions we have now demand negotiation, cool heads and pragmatism. The EFF cannot be trusted to put South Africa ahead of itself in the next five years. When municipal budgets are tabled one can expect an EFF strategy that conflates national and local issues. The EFF's powerful position in these municipalities is akin to one placing a gun in one of the cells housing Oscar Pistorius and his ilk in Pretoria. It is very possible it will be used irresponsibly and thoughtlessly. The EFF has done well in these elections but that is not the full truth of its performance. It attracted 6.35% of the vote in 2014, and its growth since then has been pitiful: it now sits at a mere 8.19% of the national haul. EFF leaders had crowed repeatedly throughout the election campaign that they would treble their support. Malema told City Press that, if his party failed to at least triple the 6% share of the vote obtained in the 2014 general elections, its ambitions of unseating the ANC in 2019 were as good as dead. Well, that didn't happen - not by a long shot. The EFF does not have a mandate for its nationalisation or land policies. So, we need to ask why the EFF believes it can impose its will on the ANC, which won a very respectable 54% of the vote, and on the DA at 26%? Why does it believe its kingmaker status gives it the right to wreck, not build? For that seems to be what the EFF is readying itself to do. It is preparing itself to blackmail whoever is in power to kowtow to its will merely because it can jump into bed with the other suitor in the game. New Tshwane mayor Solly Msimanga said something profound to the shameless ANC councillors on Friday, when they tried to disrupt his address. He said: "Never be bad losers. you can learn a thing or two about humility . humble yourselves. " If the fragile arrangements we now have in our metros and the other hung councils are to work the EFF has to remind itself that this advice applies more to it than anyone else. For all its heat and fury, the EFF did not win these elections. It must remember that.

16 Boxing on brink after Rio judging controversies Bloody and bruised, Olympic boxing was left teetering on the brink of crisis at the Olympics with several fighters complaining they were the victims of bad judging decisions and a few alleging more sinister wrongdoing. The Games would not be complete without boxing controversy of one kind or another and governing body the AIBA was soon on the defensive in Rio after at least two highly debatable judging decisions, the most contentious being in the heavyweight final. Kazakh Vassiliy Levit appeared to have given Evgeny Tishchenko a thorough hiding, but the judges inexplicably made the Russian a unanimous points winner — he was consequently booed up to the podium. The next day Irish bantamweight world champion Michael Conlan launched a foul-mouthed tirade at the International Boxing Association (AIBA) saying he had been “robbed” of his Olympic dream, again at the hands of a Russian. Conlan was enraged and accused the AIBA and judges of corruption — an allegation immediately rejected by the AIBA, which threatened legal action to protect its integrity and that of Olympic boxing. But the boxing body then acknowledged that “less than a handful of decisions (were) not at the level expected” and sent home an undisclosed number of judges and referees. And a day later it “reassigned” one of its top executives who was in charge of helping run the Rio Olympic boxing. National boxing federations have so far been reluctant to criticise the AIBA, but Boxing Canada broke ranks with a strongly worded statement, warning that the sport’s integrity was in serious jeopardy and hinted plans were afoot to force AIBA’s arm. “Following questionable decisions and alleged corruption claims occurring at the Rio 2016 boxing competition, a global strategy is being put in place to ensure AIBA will address and correct the situation,” Boxing Canada said. 18 Over 700 foreigners barred from entering PH in July – BI MANILA — For failing to justify their travel to the country, more than 700 foreigners were turned away in July as part of the Bureau of Immigration’s drive against undesirable aliens. The BI said most of those barred from entering the Philippines were Chinese tourists, while the rest were from other Asian countries. In July, 720 aliens were not allowed to enter the Ninoy Aquino International Airport and other ports of entry, due to their inability to explain the purpose of their visit. BI commissioner Jaime Morente explained that the foreigners who were turned away “were likely to become public charges.” Also refused entry to the Philippines were aliens who were improperly documented and those who are on the agency’s derogatory list. “Under immigration laws, a foreigner is a public charge if his presence here would constitute a burden to the state, thus he is deemed undesirable and therefore excludable,” Morente said. The turning away of such foreigners is part of the BI’s intensified campaign to prevent undesirable aliens from coming to the Philippines. Immigration officers have the discretion to order the exclusion of an arriving foreigner if he cannot satisfactorily answer questions on his travel itinerary, intended length of stay and reasons for travelling to the country. Morente said the foreigners were immediately booked on the first available flight to their port of origin, after which they were included in the BI’s blacklist. Of the 720 aliens, 364 were Chinese, followed by 37 Indonesians, 31 Vietnamese, 27 Koreans, 26 Indians, 19 Taiwanese, 15 Cameroonians, 15 Americans, 14 Uzbeks, and 13 Nigerians. The BI will be tapping six Chinese-speaking interpreters to be deployed in international airports to help the immigration officers communicate better with Chinese tourists. BI spokesperson Antonette Mangrobang explained that this was due to the fact that most of the excluded foreigners were Chinese nationals. “This is to totally eradicate the possibility that aliens are excluded simply because our officers failed to understand the response of the passenger,” she said. Meanwhile, the BI has submitted a proposal to Justice Secretary Vitaliano Aguirre to implement an Advance Passenger Information System. This will require all incoming and departing aircrafts to submit to the BI an advance copy of their passenger manifests. Mangrobang said this was in line with President Duterte’s directive to expedite and improve frontline government services. “This will enable us to screen, vet and pre-clear international travelers prior to their arrival and departure, thus resulting in speedy immigration processing and reduced queuing time at our immigration counters,” the BI spokesperson added. The victim Ratna, who was later admitted to a hospital, gave birth to a still-born girl, they said. The incident took place on Sunday when Ratna's two-year-old son had a minor fight with a three-year-old Amit from the neighbourhood. "During the fight, Amit called his uncles, the accused Deepu, Kamal and Deepak who then started kicking and punching Ratna," said a police spokesperson. "Soon Ratna started bleeding. She was admitted to a hospital by her relatives where she gave birth to a still-born girl," he added. A case has been filed against the accused and the matter is being investigated, police said.

25 10 killed as bus falls into canal in Telangana Hyderabad: At least ten persons were killed and 18 injured when a bus fell into a canal in Telangana's Khammam district early on Monday, police said. The accident occurred near Nayakangudem when the bus lost control and fell off a bridge on Nagarjunasagar canal. The bus of a private travel company was on its way from Hyderabad to Kakinada in East Godavari district of Andhra Pradesh. According to the police, seven persons were killed on the spot while three died in the hospital. All the injured were admitted to government-run hospital in Khammam. The survivors told the police that the negligence by the driver led to the accident. According to them, the driver was running the vehicle at a high speed and applied sudden brake on reaching the bridge. The bus overturned and fell into the canal. There were 31 passengers aboard the bus which had left Hyderabad around 11.30 p.m. on Sunday. Telangana Chief Minister K. Chandrasekhar Rao and his Andhra Pradesh counterpart N. Chandrababu Naidu expressed shock over the accident. Rao directed officials to ensure best possible treatment to the injured.

26 Chinese envoy visits Taiwan amid protests TAIPEI, Taiwan (AP) — A Chinese envoy arrived in Taiwan Monday for a city-to-city dialogue, amid a chill in relations between the sides following the inauguration of the island’s independence-leaning president Tsai ing-wen in June. The visit by Shanghai Communist Party official Sha Hailin marks a rare point of direct contact between the self-governing island democracy and China in the wake of Beijing’s announcement that it was freezing exchanges between the liaison departments responsible for communication between the sides. Sha heads the Chinese financial hub’s United Front Work Department, a body generally used for outreach to minority groups, organizations and figures not under the direct control of the ruling Communist Party. About a dozen politicians from pro-independence parties staged an airport protest over Sha’s arrival, saying his rank was insufficient to merit a meeting with Taipei Mayor Ko Wen-je. Ko was due to hold a welcoming banquet for Sha and his delegation on Monday night. “Such forums should be attended by the mayors of both cities for various exchanges. Akie Abe said in her Facebook entry Monday that she laid flowers and prayed at the USS Arizona Memorial. “I offered flowers and a prayer,” she wrote in a short message. In one of several photos also posted in her Facebook, the Japanese first lady posed with an American veteran who survived the attack. She did not elaborate on her visit that comes amid looming speculation about a similar visit by her husband, Prime Minister Shinzo Abe. Chief Cabinet Secretary Yoshihide Suga acknowledged that the first lady was in Hawaii to attend an environmental conference. Suga declined to comment, saying she is making a private visit. Speculation for Abe’s possible visit to Pearl Harbor has grown since U. S. President Barack Obama paid tribute in May to the victims of the U. S. atomic bombing in Hiroshima. 28 PhD student alleges rape by JNU student- activist in Delhi New Delhi: A 28-year-old PhD student on Sunday filed a complaint of rape against a Jawaharlal Nehru University (JNU) student, police said. The complaint was made at Vasant Kunj North police station in south Delhi. The complainant, a first year PhD student, alleged that she was raped by one Anmol Ratan, a JNU student and All India Student Association (AISA) activist, on Saturday after spiking her drink with a sedative. The victim alleged that she had put a statement on Facebook on June this year showing interest to watch a film called 'Sairat' and asked if anyone had a copy of it. Sairat is a 2016 Indian Marathi-language romance film. "She alleged that Anmol messaged her that he is has a copy of the film. She further added that on August 20 Anmol picked her from her hostel to give her the film and took her to his hostel named Brahmaputra where he offered her some drinks and after that committed sexual assault with her and did not allow her to go and threatened her," Additional Deputy Commissioner of Police Nupur Prasad said. But it was not vigilance, rather volleyball for a local swimming pool members team, who were playing a game with gusto near the pool. 30 30 New Smithsonian offers a view of rich black history WASHINGTON (AP) — Lonnie Bunch leans forward to peer inside a slave cabin from Edisto Island, South Carolina. The dark and cramped interior defies his attempts to showcase the small living space its occupants subsisted on. Bunch flips on the flashlight on a borrowed smartphone, illuminating for his guests the craftsmanship, the hard work and the love that the cabin’s former occupants put into what little they had. The unification of the old and the new, and the use of modern techniques to explain the historical past — that’s what the National Museum of African American History and Culture and Bunch, its founding director, are striving for when the newest Smithsonian museum opens on the National Mall next month. President Barack Obama will help dedicate the museum on Sept. 24. Proud of the striking, dark brown angular museum, Bunch sees its goal as helping all Americans understand and appreciate the rich cultural history of African-Americans, and to shine a light on the contributions and achievements of blacks to what the United States has become. “This is an opportunity to take an amazing culture, and understand what it mean to be an American through this lens,” said Bunch, as he guided observers through a special sneak peek inside the building. The museum is designed to take visitors through African-American history in the United States from slavery, on the lower level, to a reproduction of Oprah Winfrey’s television set upstairs and artifacts from Obama’s first presidential campaign. The slavery exhibits are in rooms with small cramped walls to simulate slave ships. Also, there are pieces of an actual slave ship, the São José-Paquete de Africa, which wrecked off the coast of South Africa while carrying more than 400 enslaved people from Mozambique. The slave cabin, from the Point of Pines Plantation on Edisto Island, is one of the largest exhibits and was dismantled and reconstructed piece by piece inside the new museum. While the names of the slaves who lived inside the cabin are unknown, Bunch said the exhibit is a good way to help humanize the people who lived through slavery and to help explore the meaning of their lives. “What’s important about this is that while slavery was a system that controlled people, it was also a system where people built homes and families and tried to sort of craft a life as best they could,” he said. Interior construction is nearly done, Bunch said, as he led a group of journalists around wires and exhibits still under construction: Parliament Funkadelic’s Mothership is completely covered, although its distinctive shape is instantly recognizable; a Maya Angelou quote placard “I am the dream and the hope of the slave” sits on a table waiting to be affixed to a wall along with quotes from Obama, Nikki Giovanni and Black Lives Matter founder Alicia Garza; and the playbill announcing Ira Aldridge as the first black man to play Shakespeare’s Othello in 1857 in England is hidden behind brown paper on the wall to keep it safe. Construction on the distinctive looking building is done, Bunch said, and about 40 percent of the exhibits are already inside. Some of the artifacts are so big the museum had to be built around them: a 90-year-old, 44-seat Southern Railway car that will help explain Jim Crow laws in the South, and a 20-foot-plus guard tower from the Louisiana State Penitentiary prison named “Angola” after the plantation that once stood in its stead. It explores the use of policing and laws in the South that were designed to help keep newly freed blacks in bondage. History can be seen even from the shape of the museum, Bunch said. The bronze exterior of the building is actually a latticework based on historic ironwork created by African-American slaves and freedmen in the South, which fits into their goal of emphasizing the hidden history of African- Americans, Bunch said. Our “goal was to craft a building that would help us remember the rich history of the African-American, so if you look at the building, it has wonderful angles that are shaped both by West African material and women whose hands were at prayer at exactly that angle,” Bunch said. But history won’t be static inside the museum, Bunch said. For example, in the comedy exhibit right alongside quotes from famous black comedians such as Richard Pryor and Redd Foxx is a joke by Bill Cosby, the first African-American to star in a dramatic show on network television. Cosby faces allegations that he drugged and molested dozens of women over five decades, and the 78-year-old comedian has been spending millions in an aggressive bid to stay out of prison, salvage his reputation and avoid legal judgments that could threaten his fortune. When questioned about the appropriateness of including Cosby, Bunch said the museum will “tell the story of what Bill Cosby was, what his impact was and … the fact that his legacy is now being questioned. That’s it.” The museum will not stop collecting and curating items, Bunch said, and will strive to stay modern. The Oprah Winfrey Theater inside the building will host conferences on race and other issues, Bunch said. And the museum itself is still changing. Basketball superstar Michael Jordan just gave a $5 million gift to the museum, which will now name its historical sports “Game Changers” section the Michael Jordan Hall. “African-American history did not stop with President Barack Obama’s election, and so we won’t stop there either,” Bunch said. “There will be plenty for us to talk about in the future, and we’re looking forward to helping Americans understand the contributions of African Americans to the rich tapestry of our culture.” ___ Jesse J. 31 Jigisha Ghosh murder case: 2 convicts get death sentence, 1 gets life New Delhi: A court on Monday awarded the death penalty to two convicts for kidnapping and killing IT executive Jigisha Ghosh in 2009. Jigisha Ghosh Additional Sessional Judge Sandeep Yadav awarded the death penalty to Ravi Kapoor and Amit Shukla, while the third accused, Baljeet Malik was sentenced to life in prison. The court had, a month ago, held the three men guilty of murder, abduction, robbery, forgery and common intention under IPC, saying it was "abundantly clear" that they had committed the crime. Kapoor was also convicted for the offence of using firearms under the Arms Act. While convicting them on July 14, the judge had said "they committed her murder and disposed of her body in bushes and circumstantial evidence makes it clear that it was these men who committed the crime. " The police had filed the charge sheet in the case in June 2009 and trial began on April 15, 2010. Recovery of the weapon allegedly used in Jigisha's murder had led to the cracking of the murder case of Soumya Vishwanathan, who was a journalist with a news channel. Soumya was shot dead on September 30, 2008 while she was returning home in her car from office in the wee hours. Police had claimed robbery as the motive behind the killing of both Jigisha and Soumya. The accused had used Jigisha's ATM card to buy expensive goggles, wrist watches and shoes from Sarojini Nagar market in South Delhi, police had said.

The campaign, created by Kinetic Worldwide, aims to catch the attention of high net worth business and first class travelers in India specifically for the launch of Ford’s 85 lakh rupees range car Mustang. The billboards come with a red carpet, which is connected to the screen via Arduino technology. When a traveler approaches the carpet it triggers the billboard to emit wind, the noise of the revving of the Mustang engine and, for some of the billboards, emits artificial smoke. Sommnath Sengupta, creative director at Kinetic India, said creating a more immersive experience leads to greater ROI. “First and business class travelers come with a mindset of luxuriating in a personalized experience. Our creative concept is a sensorial statement of power that speaks directly to and resonates with this audience. By contextualising the experience of driving a Mustang through dynamic content and technology, Ford has already seen an increase in potential buyers requesting test drives,” he said. 33 No content marketing for old men Content marketing is a young person’s game according to JWT Singapore. Well I beg to differ and I am about to issue a vehement retort. The misguided spawn of their twisted logic will be called JWT25. The average age of its workforce will be 25 and it will create and produce content for its clients in agile fashion within 25 days. See what they did there? Here’s what I think they did there. They are launching a content marketing start-up on a flawed premise. JWT25 has a perverse, in fact a reverse, concept of how content agility relates to age. I am fifty years old. I am twice the age of the average JWT25 employee. And, admittedly, I won’t be as physically supple as them. In a toe touching competition they will beat me hands down. Literally. But the silver lining to that particular cloud is that I have seven times as much professional experience as the average JWT25 hipster hotshot. I have been doing this idea-based branded content thing (i.e. advertising) for 28 years versus their 4. By my logic, which is less twisted than theirs, this makes we who are old enough to grow beards but wise enough not to wear them (and our female peers) more qualified as agile content practitioners because: JWT25 might work. But if it does it will be because its staff are good at these things in spite of their youth, not because of it. Imposing this gimmicky age restriction is effectively hardwiring a handicap into the agency’s business model. Agile content production is a good idea. Content marketing could benefit from certain agile principles. User stories for example could be a useful discipline. Done well, user stories ensure that audience goals and motivations are the primary driver of output. Agility and empathy go hand in hand, and content marketing is in sore need of more empathy. Empathy is the ability to step imaginatively into the shoes of another person. “How can I use creativity to make my audience’s life better or to capture its imagination?” is a question that is not being asked enough judging by the output of most content marketing programmes. Empathy improves with age. I helped to develop Royal Mail’s social media strategy around its London 2012 Gold Medal Stamps campaign. In the process I met Martha Roberts who was running the Royal Mail customer service team at the time. When they opened for business on Twitter Martha didn’t assign the platform to the youngest members of her team who were the most well versed with social media. She staffed it with the older members of her team who were the most accomplished at dealing with people. Learning Twitter is easy. Being good at customer service is not. 35 Samia Shahid 'honour killing': Ex-husband and father remanded The former husband and father of a woman allegedly murdered in a so-called honour killing in Pakistan have been remanded in custody pending the outcome of a police report. Samia Shahid, 28, from Bradford, died last month in northern Punjab. Her former husband Chaudhry Muhammad Shakeel, who is accused of murder, has confessed to strangling her with a scarf, local police have told the BBC. He and her father Chaudhry Muhammad Shahid were remanded until 5 September. Mr Shahid is being held as an accessory to murder. The brief hearing in Jhelum, Pakistan, was the men's third court appearance in connection with the death of Samia Shahid. Police in Pakistan previously told the BBC Mr Shakeel, who is also Ms Shahid's cousin, has confessed to her murder . Ms Shahid had been visiting family in the village of Pandori when she died and her relatives had initially claimed she died of a heart attack. Her second husband, Syed Mukhtar Kazim, believes she was the victim of a so-called honour killing as her family did not approve of their marriage. A post-mortem examination has since confirmed she died as a result of being strangled, police have said.

36 36 India floods: Several dead and thousands rescued Large parts of India have been flooded after a number of rivers started flowing above danger level. At least 17 people have been reportedly killed in flood-related incidents in Madhya Pradesh state. And in eastern Bihar state, at least 15,000 people have been evacuated from their homes after a "flood-like situation" in a dozen districts. Floods are common in India during the monsoon season between June and September. But excessive rains this year has led to water levels in several major rivers to rise, leading to flooding in many parts of India. In Bihar, where at least six rivers are flowing above the danger mark, thousands of people have taken shelter in more than 80 relief camps, reports say. People have taken shelter on the roofs of their submerged huts, and houses along the banks of the river are inundated. "We are facing a lot of problems, everything has been submerged in river. There is no arrangement of food, drinking water or boats. We don't know what to do," a resident in Patna city told Reuters news agency. In neighbouring Uttar Pradesh state, the Ganges river has been flowing above the danger mark, and people living in low lying areas have been moving to higher ground. "Water has been gushing in the area for the last three days. All the land has been inundated with flood water. All the crops have been damaged. Water has started entering our houses," said a villager, Shyam.

37 37 Islamist rebel admits destroying Timbuktu shrines at ICC trial An Islamist militant has admitted destroying cultural sites in Timbuktu, Mali, in the first trial of its kind at the International Criminal Court. Ahmad al-Faqi al-Mahdi said he regretted his actions. He was accused of leading rebel forces who destroyed historic shrines at the world heritage site in 2012. It is also the first time a suspected Islamist militant has stood trial at the ICC and the first time a suspect has pleaded guilty. Prosecutors said Mahdi was a member of Ansar Dine, an Islamist group that occupied Timbuktu for months. Islamists regard shrines as idolatrous. He was handed over by Niger's government after the ICC issued a warrant for his arrest. Mahdi told the ICC: "Your Honour, regrettably, I have to say that what I've heard so far is accurate and reflects events. I plead guilty. " Given his guilty plea the trial will probably be over by the end of this week. He faces a maximum sentence of 30 years in jail. Nine victims are later due to share their experiences in court. Human rights groups say their presence is especially significant in demonstrating how the destruction of cultural heritage not only harms buildings but tears through the social, cultural and historic fabric of communities. At the time, Unesco said the attack on the shrines of local saints was "tragic news for us all". Timbuktu is famous for its distinctive mud and wood architecture. It was a centre of Islamic learning between the 13th and 17th centuries and was added to the Unesco world heritage list in 1988. Ansar Dine, an extremist militia with roots in the nomadic Tuareg people, has ties to al-Qaeda. The court has previously heard that Mahdi, a former teacher aged about 40, was a "zealous member" of the militia. 38 Malaysian singer Namewee held for 'insulting Islam' Police have arrested a popular but controversial Malaysian singer, after complaints that his most recent music video "insulted Islam". Namewee, whose real name is Wee Meng Chee, was detained on Sunday. He is known for his profanity-laced music The offending video, for his song Oh My God, was first released in July and features him rapping in front of places of worship around Malaysia. Namewee insists that Oh My God was intended to promote religious harmony. But on Monday Malaysian police remanded the 33-year-old singer in custody for four days to investigate him for "defiling a place of worship with intention to insult religion". The charge carries a jail term of up to two years. About two thirds of Malaysians are Muslim, though the country also has significant Buddhist, Christian and Hindu populations. But there have been a number of instances in recent years of blogs and certain representations of Islam stoking controversy in the country. Representatives from 20 local NGOs lodged some 10 reports against the singer. "We had lodged the report based on five characters that were used in the music video which had...uttered the word 'Allah'," said Azdy Moh Arshad, who spoke for the coalition of NGOs. He added that Namewee's actions had caused anger among Muslims in Malaysia. Namewee was arrested on Sunday at Kuala Lumpur International Airport after returning from an overseas trip. On Monday, he posted a statement on his Facebook page (in Chinese) where he says the intention of the Oh My God video was only to promote religious harmony. He responded to people asking why he had returned to Malaysia when he could have evaded arrest by staying abroad by saying that he had done nothing wrong. "If I've not done any wrong, why should I run and hide? [Malaysia] is my home, my land. " Singing in Mandarin Chinese, Namewee is also hugely popular in Taiwan and China. But this is not his first brush with controversy. In one of his previous videos he questions Malaysia's national energy provider over a blackout and another video featured a parody of the national anthem, which almost landed him in jail.

44 DBCC meets to present 2017 ‘budget for change’ The Development Budget Coordinating Committee (DBCC) on Monday convened at the House of Representatives to discuss with Congress the proposed P3.35-trillion national budget for 2017. The committee is tasked to recommend to the president the level of the annual government expenditure program and the ceiling of government spending for economic and social development, national defense, general government and debt service. It is composed of the Departments of Budget and Management (DBM) and Finance (DOF), the National Economic Development Authority (NEDA), the Bangko Sentral ng Pilipinas (BSP) and the Office of the President (OP). It is chaired by the budget secretary. READ: DBM submits P3.35-T ‘budget for change’ for 2017 This is the first DBCC meeting of the Duterte administration. Those who attended to present the budget and its macroeconomic and fiscal implications are Budget Secretary Benjamin Diokno, Finance Secretary Carlos Dominguez III, NEDA Secretary General Ernesto Pernia and BSP Deputy Governor Diwa Guinigundo. The proposed 2017 General Appropriations Act (GAA) was dubbed as “a budget for real change.” The 2017 proposed General Appropriations Act is 11.6 percent higher than the P3.002-trillion national budget this year. READ: P3.35-T nat’l budget sought The proposed budget also represents 20.4 percent of the gross domestic product (GDP), higher than the 20.1 percent GDP share in 2016. The government is also targeting a deficit three percent of the GDP or P478.1 billion, constituting the part of the government expenditure that could not be covered by the national budget. Budget by sectors According to sectors, the biggest share of the pie or 40 percent goes to social services under which P1.345 trillion was earmarked for social services such as education, culture, health, social security, housing, land distribution, among others. This was an increase from the P1.12 trillion budget in 2016. At least 27.58 percent or P923.954 billion of the pie was allocated to economic services, such as agriculture and agrarian reform, natural resources and environment, trade and industry, tourism, power and energy, communication, roads and other transport, among others. This was an increase from the P834.029 billion budget in 2016. At least 17.37 percent or P581.835 billion was earmarked for general public services such as general administration, public order and safety, among others. This was an increase from the P497.975-billion budget in 2016. At least 10 percent or P334.877 billion of the budget would go to debt servicing and interest payment, a decrease from the P392.797 billion budget for this purpose this year. Finally, at least 4.41 percent or P147.762 billion was allocated to defense, an increase from the P130.687 billion budget in 2016. Budget to fight drugs During the turnover of the National Expenditure Program last week, Diokno said the budget of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) was substantially increased to support the Duterte administration’s war on drugs, criminality and terrorism. Diokno said the proposed budget for the PNP amounted to P110.4 billion, or 24.6 percent higher than its 2016 budget, for the national police force to hire more personnel, and purchase more guns and patrol vehicles to intensify its suppression of criminality. On the other hand, the proposed budget for the AFP is P130.6 billion, or 15 percent higher than the 2016 budget, to complement the AFP Modernization Program, under which P25 billion was allocated to better equip soldiers for counterterrorism. Budget by department The top 10 departments with the highest budgetary allocation (including the allocation for special purposes) are as follows: Among the departments and special purpose allocations, the Duterte administration proposed the highest increase in budget allocation for ARMM, which saw its budget increase of 42 percent to P41.782 billion from the current P29.41 billion. The budget for the judiciary also increased to P32.541 billion, from the current budget of P26.79 billion. 50 Government mulls advancing Union Budget by a month New Delhi: Union Budget has for decades been presented on last day of February, but this could soon change with the government mulling advancing it to January end so as to complete the budget exercise before the beginning of the new fiscal. Finance Ministry is doing an overhaul of the entire Budget making exercise which may see scrapping of the current practice of presenting a separate budget for Railways and the Budget document getting slimmer with indirect tax proposals finding almost no mention after excise duties, service tax and cesses being subsumed in the Goods and Service Tax (GST) regime. File pic/PTI Also on the anvil is abolition of distinction between Plan and non-Plan expenditure and replacing it with capital and revenue expenditure. Sources said the government is of the view that the Budget exercise should ideally be over by March 31 every year as against the present practice of it being carried in two phases spread between February and May. While the Constitution does not mandate any specific date for presentation of the Budget, it is usually presented on last working day of February and the two-stage process of Parliamentary approval takes it to mid-May. As the financial year begins on April 1, the government in March takes Parliament approval for Vote on Account for a sum of money sufficient to meet expenditure on various items for two to three months. Demands and Appropriation Bill, entailing full year expenditure as well as tax changes, is then passed in April/May. Sources said the finance ministry is of the view that if the process is initiated earlier, there would be no need for getting a Vote on Account and a full budget can be approved in one stage process before March 31. The proposal before the government is to present the Budget in last week of January, preferably on January 31 and ramp up the entire process by March 31, they said. The revenue department is also mulling preponing its pre-budget meetings with various stakeholders to September instead of holding them in November/December. Besides the date of presentation of the Budget, the annual financial document for 2017-18 is likely to see another major overhaul with the abolition of 'Plan and non-plan expenditure' and replacing it with 'capital and revenue expenditure'. The expenditure department in its pre-budget meetings with various other ministries and government departments will this time around seek for details of their envisaged revenue and capital expenditure from April 2017- March 2018. "States are being consulted for capital and revenue expenditure classification. An internal group is working on it. This will give the right direction in simplification of accounts and also how we focus on expenditure," another source said.

New Zealand remained on 15 for two in reply to South Africa's first innings total of 263. Rain, which started at lunchtime on Saturday, continued through Saturday and into Sunday morning. Although the sun was shining at the scheduled resumption of play, there were extensive wet, muddy areas on a field which was re-seeded in June and was flooded by a freak storm in July. Haneef Mohammed was arrested last week by the Mumbai Crime Branch for allegedly radicalising nearly 21 youths, which apparently included Abdul Majeed's son to join the Islamic State (IS), allegedly indoctrinated youths in a Salafist mosque in Kerala, police sources said. After being detained in Peringathur in Kerala, Haneef was brought to the city on Sunday and produced in a holiday court that remanded him in police custody till August 20. He was booked under relevant sections of the Unlawful Activities Prevention Act, and the Indian Penal Code by the police along with Arshid Qureshi alias Arshi, the Islamic Research Foundation’s (IRF) guest representative officer and Abdul Rashid Abdulla, also linked to IRF and believed to have escaped the country to join IS. This delays local trains by as much as 15 minutes, especially during peak hours between 8 am and 11 am. This is the outcome of the Badlapur rail- roko that happened nearly 10 days ago. Cause more delays Sources said that during an internal meeting, it was decided that if a long distance train enters Mumbai — which is near Kalyan — then it will be made to wait up to one hour while suburban trains take the path. CR has decided that if long distance trains are forced to wait for over 45 minutes after entering Mumbai, their passengers will be allowed to take local trains. “The attendants are being asked to inform the passengers that once the train comes to a halt at a siding, then they can walk down to the neighbouring platform. These trains will be parked on the additional rail line parallel to the platforms,” said a Central Railway official. These long distance trains will be halted parallel to a railway station. The other option for passengers is to wait until the train proceeds to Lokmanya Tilak Terminus in Kurla or the Chhatrapati Shivaji Terminus. The decision was taken, after Railway Minister Suresh Prabhu slammed Central Railway for poor punctuality on the suburban rail system that stands at 80-83% on an average, while the punctuality of long distance trains is at 93-95%. The officials claim that Prabhu chided them to concentrate on the suburban services and questioned the reason behind the poor punctuality. The mail express trains (long-distance trains) will be kept on the back burner to avoid delay in suburban train services. The mail express trains have always taken precedence on Mumbai suburban until now, and are often given the green signal to pass through while the local trains wait, even during peak period. Whenever a long distance train enters the suburban path, a good 10-15 minutes are lost as local trains have to wait. If a local train comes late by over 5 minutes then it is considered a delay. Not just this, the Level Crossing (LC) gates located on the suburban section at Diva, Thakurli and Vasind on the Main line, delay the local trains further. 62 9-yr-old girl found dead in bathtub, stepmom held New York: A nine-year-old Indian girl, Ashdeep Kaur, was found dead in the bathtub with bruises on her body in her house, with police charging her step-mother for allegedly strangling her on Friday. Ashdeep had moved to Queens from India just three months ago and lived with her father Sukhjinder Singh and her stepmother Arjun Samdhi Pardas along with another couple. The housemate had seen Ashdeep going in the bathroom with Pardas, who later came out alone and left the building. She allegedly said that Ashdeep was taking a bath. When Ashdeep did not come out, the housemate checked and discovered her lifeless body in the bathtub that had no water. Police found Pardas several hours later at another location. Ashdeep’s relatives said the girl had been previously allegedly abused by Pardas. “She always told me she does not like to be with her stepmother. 65 Liberty tender offer set at P2.20 per share VEGA Telecom Inc., now jointly owned by the country’s two leading telecom firms, has offered to buy out minority shareholders of Liberty Telecom Holdings Inc. at a price of P2.20 per share in line with plans to delist the telecom holding firm. In a tender offer report filed on the Philippine Stock Exchange on Monday, Vega Telecom said it’s making a tender offer for up to 165.88 million common shares representing 12.82 percent of the issued and outstanding common stock of Liberty. The price of P2.20 per share is before the stock transaction tax, which shall be for the tendering shareholder’s account at the completion of the tender offer, which will start on Aug.24 and expire on Sept. 21 this year. “The offer price of P2.20 is above, and a premium on, the prospective fair value range of P0.08 to P0.33 per common share of LIB, as provided in the valuation report and fairness opinion issued by Punongbayan & Araullo, an independent accredited auditor,” Vega Telecoms said in a notice to shareholders of Liberty. “Since the offer price is approximately more than six times the maximum of the fair value range of the shares of LIB, we believe that the offer price is magnanimous and more than fair and reasonable. Please be assured that the interests of all LIB shareholders, including those of the minority shareholders’, have been taken into consideration in the terms and conditions of the tender offer,” the company added. 66 Panic in Murbad after 2 leopard attacks in 3 days Murbad has been left in shock ever since the death of two elderly villagers in two separate leopard attacks over the weekend. Such instances of man-leopard conflict have not been witnessed in the area in seven years, and local residents — both, human and animal — are shaken to the core. According to reports, the forest department sought orders to shoot the leopard from wildlife headquarters at Nagpur, and have been given a go ahead. Also Read: Terrifying! Highly unusual The first incident took place on Friday evening. With no eyewitnesses or evidence to prove what exactly happened to provoke the animal, officials are still trying to understand the unusual circumstances under which the attack took place. For one, it was still daylight when the leopard attacked tribal farmer, Mirabai Ware (55). She was in an open area, returning from her neighbour’s house just 300 metres from her own home, when the leopard is thought to have pounced on her and dragged her away. “Family members followed the trail of blood till they found her body in the bushes,” said a forest official. There were, however claw and teeth injuries on her body that indicate she tried to fight off the big cat. Officials say... “I cannot comment on whether it was a deliberate attack or just an accident because we don’t have eyewitnesses. We don’t even know whether the victim was sitting on the ground or was walking when the incident happened. We have been working on this operation since Saturday and have set up trap cages to catch the leopard,” said Mayur Kamath, honorary wildlife warden of Mumbai and member of the State Wildlife Board. The leopard rescue team from Sanjay Gandhi National Park and the Thane FD team are posted in the area. “Our team in Tokawade village has already started camera trapping in the area and has also increased patrolling. The officials have started awareness programmes in the villages and tribal hamlets and distributed pamphlets area informing the villagers about the dos and don’ts in such situations. We are taking the best possible measures to trap the animal,” said Kishor Thakare, deputy conservator of forest, Thane. Sensing the presence of the big cat, some chickens died of the shock. According to locals, the leopard twice attempted to enter the poultry farm, late on Saturday night and in the wee hours of Sunday. FD officials have got the video footage of the leopard from the camera traps they installed, and they said it is a huge male leopard. “There have been a few attacks on the livestock in the last two to three months. The Forest Department should make sure that the animal behind the attack is trapped at the earliest because already one human death has happened,” said one of the villagers. Second attack Yet another villager, Barku Bhoir (52), was killed by a leopard last night, while he was grazing his cattle in the Palu-Sonawale dam area, 4 km from Singapur. A mob of 300 angry locals stoned FD vehicles in protest, forcing officials to run for their lives. The riot police were called to control the situation. “Now the only option is to eliminate the animal before another incident,” said Mayur Kamath, honorary wildlife warden of Mumbai. He mentioned that when there were some slogans raised after the police ordered the sound to be cut off, he was threatened with imprisonment and was also heckled. After her debut as an author with The Big Book Of Treats in 2014, Dhingra is working on her next title, to be released by Hachette India early next year. While we’re yet to know more about its contents, we’ve been drooling over a few photographs from the book that she has uploaded on social media. The BSE SENSEX lost 75.40 points or 0.27 per cent to close at 28,077 points, while the NIFTY lost 5.25 points or 0.06 per cent to close at 8,666.90 points. The broader indices saw the BSE100, BSE200 and BSE500 gain 0.36 per cent, 0.38 per cent and 0.71 per cent. BSEMIDCAP gained 2.21 per cent while BSESMALLCAP was up 2.01 per cent. In sectoral gainers, the top performer was BSEMETAL up 4.01 per cent followed by BSEBANKEX 2.48 per cent, BSEPOWER 2.21 per cent and BSEOIL&GAS 2.11 per cent. On the losing side the top sector was BSEIT down 3.72 per cent followed by BSETECH 3.16 per cent and BSEFMCG 0.47 per cent. The Indian Rupee lost 17 paisa or 0.25 per cent to close at 67.06. Dow Jones lost 23.90 points or 0.13 per cent to close at 18,552.57 points. One gets a feeling that markets have run out of steam and are trying to catch up on their breath before the next move. The uncertainty is whether this next move would be upwards or downwards. Opening In primary market news, the issue from RBL Bank has opened and the issue has received 0.66 times subscription on Day One. The price band is Rs 224-225 and the bank has allotted shares to 25 anchor investors comprising 52 entities. Shares are being offered at a P E multiple of 23.75- 23.86 times the annual earnings based on financial year, ended March 2016. On the book value, the shares are offered at 2.44 times. The PSU pack trades below book value, while the leading private sector banks trade upwards of three times book value going upto 4.20 times for Kotak Mahindra Bank. Looking at the fact that the bank has completed the investment, it looks attractive to invest at current values. Successor The Govt has appointed present Deputy Governor of the Reserve Bank of India, (RBI) Urjit Patel to succeed outgoing governor Raghuram Rajan. The rationale behind the same was to provide continuity in direction and policy as Urjit Patel was a key player in Raghuram’s team over the last three years. One clear thought emerging is that the new governor is not going to reduce interest rates in a hurry. On the economic data front, while the IIP or industrial production numbers for June 2016 have improved compared to the previous month and year ago numbers, inflation whether it be CPI or consumer and WPI or wholesale have increased for July. While this is a short term aberration and is likely to again reduce in the coming months, it would add pressure on the Govt and the new RBI governor as far as interest rates are concerned. Series August series futures expires on Thursday, August 25. The current value of the series is 8,666.90 points and at this level, they are virtually flat, being up less than a point, at 0.60 points. The series is therefore wide open for both bulls and bears and the bears in particular, would look to drive home and create an advantage, something they have not been able to do in quite a few months now. With virtually no news in the offing, they could upstage the bulls. The markets are looking tired and need to consolidate before any next big move. A larger correction is in the offing and it could start this week. Let's keep our fingers crossed for the markets and hope for the best. 72 ‘Thuggish behaviour’ of CWU members has had a significant impact on customers: Telkom “These are not random acts of vandalism or incidents of cable theft. These people know where to go and what to do to wreak maximum damage. This is in-house‚” said Telkom spokesperson Jacqui O’Sullivan. Telkom and the CWU are to hold talks on Monday in a bid to end four weeks of strike action. “A total of 85 street distribution cabinets (SDCs) have been damaged in the past five days‚” said O’Sullivan. “Many of these SDCs have either been fully repaired or are partially repaired. In areas where the work is still underway‚ the technicians are bringing streets back online as they complete the repairs. Our teams will continue to work around the clock until the service to all the affected customers is restored.” O’Sullivan said that while fewer than “870 CWU members were on strike on Friday this thuggish behaviour has now had a significant impact on many residential and business customers”. “These incidents are examples of ongoing acts of intimidation by the CWU and the spike in sabotage is related to this industrial action. “We would like to apologise to all our customers for the inconvenience caused by this sabotage. We remain firm in our decision to implement an incentive programme that will reward employees each month for delivering superior customer service and improved productivity‚” she said. “Two of the three unions have agreed to this approach as they see customer service remains a central stumbling block in our business. We are committed to fixing this and we apologise that some of our customers have been affected by the CWU strike”‚ O’Sullivan added. 73 Bar Council delays approval of eight new law colleges in Maharashtra To cater to the increasing demand for law courses, eight new colleges were approved well in time before the new academic year begins. But students cannot gain admission in any of these, thanks to a delay in getting a nod from the Bar Council of India (BCI). All eight colleges, approved by Mumbai University (MU), are located across Mumbai, Navi Mumbai, Thane and Raigad. The state government approved them in the first week of August. To add to this, BCI has questioned the approval of three existing city-based law colleges as well, resulting in panic among students. Dr MA Khan, Registrar, MU said, “New colleges have been approved but they can begin admissions only after approval from BCI.” Another senior MU official said, “BCI should consider the time and give special approval, subject to inspection, in the near future.” Students say “The admission schedule, which was to begin on August 10, was postponed to August 11, then to August 20. Now it has again been postponed by two days. We continue to remain confused about seats,” said Swati Ghule, a law student. Sachin Pawar, president of Students Law Council, said, “Government wants to show that they are catering to increased demand for law by approving additional intake. But what’s the point if those seats remain unusable?” Pawar added that MU has already declared an exam timetable. 74 Mandatory blood check for Mumbai-Pune E- way accidents Alarmed at the increasing number of accidents on the Mumbai-Pune Expressway, especially with government and police being accused of not maintaining the road, the highway security police has asked the law-enforcing agency to conduct medical test of drivers involved in accidents on the route. A 2010 file picture of two trucks involved in an accident near the Bhatan tunnel on the Expressway An order issued by the office of the Superintendent of Police Highway Security (Pune region) Amol Tambe on July 30 asked all police stations under whose jurisdiction the Expressway falls, to conduct these tests even in fatal cases. “Tests will be performed to find whether the driver was under the influence of alcohol or any other substance,” a senior police officer said on condition of anonymity. The officer further added that speed limit on the stretch is 80 kmph though most vehicles travel at a much higher speed. “In many over speeding cases, we feel that driver must have been under the influence of alcohol or drugs. Else why would they exceed the speed limit?” the official added. The order copy, issued by Pune police, mentions that up till now, medical tests weren’t conducted on humanitarian grounds in order to help the victims claim insurance. Tambe said, “The tests will enable the administration to analyse if the accidents were caused by human error or some other reason.” The Expressway, around 92 km long, was thrown open to the public in April 2002 to ease commuting between Mumbai and Pune. However, since then 14,000 accidents have been reported on the stretch in which over 1,400 people have lost their lives. In the first week of August four youths aged between 23 and 27 died and another critically injured after their car rammed into the pillar of Devle Bridge near Malavali. 76 Boko Haram kills 10, abducts 13 near Chibok: locals Armed jihadists on motorcycles invaded Kubrrivu at dawn on Saturday, firing on the residents as they were sleeping and looting and burning homes before fleeing into the bush with 13 women and children seized from the village. "The Boko Haram attackers rode on four motorcycles, three on each, and opened fire on the village as residents slept," said Luka Damina, a resident of nearby Kautikeri village where Kubrrivu residents fled to safety following the attack. "They burnt down the whole village after looting food supplies and livestock and taking away women and children," Damina said. Ayuba Alamson, a community elder in Chibok, some 20 kilometres (12 miles) away, confirmed the attack, saying 13 people were abducted in the raid. "After killing 10 people and burning the entire village, the gunmen made away with 13 people, including seven women, five boys and a girl," Alamson said. In 2014 Kubrrivu was burnt down in a deadly Boko Haram raid which forced residents to flee. A year later they returned and rebuilt their homes after Nigerian troops recaptured swathes of territory from the Islamists in a series of military successes against them. Boko Haram, which seeks to impose strict Islamic law in northern Nigeria, has been blamed for some 20,000 deaths and displacing more than 2.6 million people since 2009. The audacious mass kidnapping of 276 schoolgirls from Chibok in April 2014 provoked global outrage and brought unprecedented attention to Boko Haram's brutal tactics. 77 Mumbai: 5 'developers' held for not developing It's the age-old con. Developers sell flats and promise timely delivery, but when the time comes, they bail out. On Saturday night, the Malad police arrested five such developers who cheated over 20 people under the pretext of selling them flats in a project that never took off and duped them of over Rs 10 crore. The accused were arrested from various parts of Malad and produced before a holiday court that remanded them in one-day police custody. Babu (behind) and Mohammed Badgujar, two of the five arrested The arrested accused have been identified as Denesh Nahata, Bipin Sanklecha, Kamal Vyaas (from Sanjog Developers) along with Mohammad Badgujar and Babu Badgujar from Soni and Associates. According to officials, between 2010 and 2014, the five accused drew in people with the claim that they were jointly developing a property at New Link Road in Kandivli and took bookings for the same. They assured their victims that possession would be given within three years of receiving the booking amount. They even gave out allotment numbers for flats. However, once the promised 36 months passed, the builders started avoided their calls and messages. After over four years passed with no development in sight, 16 victims approached the Malad police on April 29, 2015 and registered a complaint against the developers. Victims speak One of the complainants, Ketan Jasani (39) said, “I was lured in by their low rates. I booked four flats at a total price of Rs 2.19 crore. Till date, I have also paid a total sum of R1.19 crore in cash and cheques. The builder allotted me flats in a building that is still not constructed.” The police investigation took over a year and finally culminated in a sweeping arrest of all five accused on Saturday night. Police says “We have arrested the five accused. The FIR was registered last year, but the police was investigating the matter till yesterday and finally made the arrests. They were produced before the holiday court and remanded in one- day police custody,” said a police official from the Malad police station.

With the capital reporting many dengue cases, the NDMC has decided to control the mosquito menace, including in the President's Estate. "We have issued 52 notices to various complexes and residential quarters in the Presidential Estate. We had formed teams to inspect the Rashtrapati Bhavan premises, which then spotted mosquitogenic conditions," a senior NDMC official said. The teams included members from the sanitation and horticulture units at Rashtrapati Bhavan, and the civil engineering unit under the Central Public Works Department (CPWD) and personnel of the malaria unit of the NDMC health department. Last year, NDMC had issued over 125 notices to the President's Estate after "heavy" mosquito-breeding was found at various places on its sprawling campus.

But two of the three addresses were fake. The third address was of a donor who no longer stays there. As per the Transplantation of Human Organs Act, 1994, the hospital should have sent the documents to police for verification and procured an NOC before going ahead with the surgeries. Dimple had provided an address in Kandivli (E) in a housing society at Thakur Complex. There were 41 buildings in the society but none had a resident of the name. The DHS is also probing a woman named Rasilaben Kathiriya, who received a kidney from Harshaben Kevadiya, who claimed to be her sister. But DHS’ investigation has shown that though their blood test proved they are siblings, the documents submitted were incorrect. “There are also loopholes in the documents submitted in the case of Rasilaben. Their blood test shows that they are siblings but the documents to support their claims are incorrect, so are their addresses,” said a senior officer from DHS. Kevadiya provided an address as Rushmen Nagar, Virar. But mid-day found out she had left the building more than a year back. “They used to stay here but left the house more than a year back. Now no one resides in here,” said a local resident. The recipient, Kathiriya also gave an incorrect address in Krida Bhavan near Chowpatty. Henderson, doctor who eradicated smallpox, dies WASHINGTON, United States — Donald Henderson, an American doctor and public health official who led the successful global drive to wipe out smallpox in the 1960s and ’70s, credited with saving tens of millions of lives, has died. He was 87. Known as D. A., Henderson was a “giant” in public health, said Michael Klag, dean of the Johns Hopkins Bloomberg School of Public Health, a position Henderson previously held. Henderson “led the World Health Organization’s successful 10-year effort to eradicate smallpox, one of the greatest public health achievements in history,” Klag said in a statement announcing his death on Friday. “Smallpox is the only human disease ever to have been eradicated.” Henderson died Friday in Baltimore of complications from a broken hip, the University of Pittsburgh Medical Center — where he was serving as a scholar — said in a statement. An official at the Communicable Disease Center, which later became the Centers for Disease Control and Prevention, he was selected in 1966 to lead the then seemingly futile effort to eradicate smallpox. First known as the “pox,” the disease was one of the deadliest in history, killing an estimated 300 million to 500 million people in the 20th century alone. Caused by the variola major virus, smallpox inflicted great pain on victims, beginning with fever, nausea and other flu-like symptoms before leading to lesions on the face and body. A third of victims died. Survivors suffered disfigurement and occasionally blindness. Heading an army of field workers around the world under an initiative of the World Health Organization, Henderson oversaw the implementation of a systematic vaccination program that focused on isolating outbreaks instead of attempting mass vaccinations. Throughout the relentless effort, he often relied on his personal charm to urge leading officials to ensure their countries kept the drive going. The campaign was declared a success in 1980. The son of an engineer and a nurse who grew up in Ohio, Henderson served as dean of Johns Hopkins University’s school of public health from 1977 to 1990 and later as a science and bioterrorism adviser in the administrations of Bill Clinton and both George Bushes. His many international honors included the US National Medal of Science in 1986 and Presidential Medal of Freedom, America’s highest civilian honor, in 2002. “He was an incredible raconteur who had, it seemed, a million stories about his life in public health,” Klag said, “ranging from the influenza epidemic of 1957 to running the WHO smallpox program to initiating and leading our nation’s preparedness and response efforts for bioterrorism.” “D. 92 Life inside the Philippines' most overcrowded jail A short ride from Manila -- depending on traffic -- the jail isn't an imposing building, or even a particularly large one. Its total floor area is a shade over 30,000 square feet. Watch Ivan Watson's Facebook Live from deep inside Quezon City jail More than 4,000 inmates -- and counting -- live cheek by jowl in what has to be one of the most densely populated corners of the Philippines. It's always been packed, guards say, but recently the number of inmates has spiked. Critics say this overcrowding is a predictable effect of President Rodrigo Duterte's war on drugs -- a crackdown the pugnacious new leader promised in the campaign that propelled him into office. Conditions inside are astounding. Every available space is crammed with yellow T-shirted humanity. The men here -- and almost 60% are in for drug offenses -- spend the days sitting, squatting and standing in the unrelenting, suffocating Manila heat. Their numbers are climbing relentlessly. At the beginning of the year, a little under 3,600 were incarcerated. In the seven weeks since Duterte took office and charged his No. 1 cop, Ronald Dela Rosa, with cleaning up the country, that number has risen to 4,053. The Quezon City Jail was built in 1953, originally to house 800 people, according to the country's Bureau of Jail Management and Penology standards. The United Nations says it should house no more than 278. There are only 20 guards assigned to the mass of incarcerated men, some of whom have been living behind these walls for years without ever seeing the inside of a courtroom. Dela Rosa earlier told CNN that the criminals in the jails and prisons would just have to squeeze in, gesturing by pulling in his shoulders and arms. Inmates are woken at 5 a.m. before undergoing a head count -- no easy task when you have 4,000-plus men crammed into crumbling, ramshackle cells. 'Safer in here than out on the streets' Alex Beltran, a 29-year-old temp worker, has been here for a month and blames Duterte's crackdown for his imprisonment. "The food is terrible," he says. "And it's hard to find a space to sleep, especially when it rains. " Life inside is "harder for the new guys," he says. Fellow inmate Romeo Payhoi, 38, is another newcomer, and while he says he was scared coming in, it hasn't been as bad as he anticipated, just cramped and lacking any privacy. At any rate, he adds, he feels "safer in here than out on the streets," where "the cops could kill you. " Many who come into the system are already affiliated with gangs, like Sique-sique Sputnik (935 members incarcerated in the jail), Commando (386), Bahala Na gang (874) and Batang City Jail (740). Around a quarter of those inside the jail have no affiliation. These gangs hold considerable sway inside, and each run sections to which their members naturally gravitate. Colorful murals on the walls proclaim territory, although guards say that out of sheer necessity there is a de facto truce between the groups. Many inmates could go home but can't afford the bail, which can be as low as 4,000 to 6,000 pesos ($86 to $129), according to Joey Doguiles, the jail's senior inspector and chief of operations. A top police chief, when asked what officials did to prepare for the crackdown, said the threat from drugs was so great that there was no time to expand the facility. That would have to come later. Ivan Watson's Facebook Live from Quezon City jail Outside the jail as many as 700 relatives of inmates wait patiently in the still morning air to go in to see their brothers, husbands and sons. They'll be waiting for hours before adding to the crush inside -- one guard says that there isn't a specific visiting room; visitors mingle with prisoners, marked with ink stamp to denote their freedom. A rigorous search of those coming from the outside keeps the amount of contraband to a minimum, Doguiles says. But it's still a jail, he shrugs, suggesting that drugs and other illegal goods do find their way in. The main drug here -- as it is across the Philippines -- is shabu, the local name for meth. Bunks stacked at least three high Inside the dormitories -- affectionately called barangays, a Filipino name for neighborhoods -- the men are left to their own devices to find somewhere to sleep. Towels, threadbare curtains and even chipped plywood boards are put up to maintain some semblance of privacy, but it's impossible in such a cramped space. In one room there are 85 inmates in a 200-square foot space. Another one, bigger but not by much, holds 131. It's designed for 30. Bunks are stacked at least three high, and inmates have even crawled under these rickety structures to find a sleeping spot. One sleeps, cocooned, in a hammock suspended from the ceiling. And they don't even have the comfort of knowing that this is a temporary situation. The court system here works at a snail's pace. An endless wait Ameena-Tara Jance visits six days a week to see her husband, who's been here for six years and counting. He's recovering from a mild stroke, and she says that in the heat some have been known to keel over and die. Her husband is due for another hearing in October, but they both feel there's no end in sight. "There's no justice," she says. The "mayor" of the second-floor dorms, Ramon Go -- an inmate responsible for marshaling and supervising around 900 of his fellow prisoners -- has been there for 16 years. He's one of the few who's had his trial -- on murder charges -- after a police raid led to a cop's shooting death. He was tried 2½ years ago -- after almost a decade and a half of waiting -- and is still stuck inside the walls of the jail in Quezon City, waiting for the verdict to come in. With thousands of arrests made since the beginning of June in the war on drugs, the population of inmates keeps growing. It's an endless wait, made keener by the fact that the inmates can't know when they might regain their freedom. So they wait, watching daily as more caught up in the crackdown are processed and attempt to eke out a space, and a life, in a jail already breaking at the seams.

93 Japan protests to Russia over man detained on disputed island Tokyo and Moscow are working to resolve decades of tensions over four islands occupied by the Soviet Union in the closing days of World War II and now controlled by Russia. The man, who has not been identified, was detained following baggage checks conducted ahead of his scheduled departure, Chief Cabinet Secretary Yoshihide Suga told reporters. Tokyo "strongly protested through diplomatic channels" and demanded he be allowed to return home, said Suga, who is the government's chief spokesman. He did not speculate as to why the man had been detained. Ties have been strained for decades over the islands, known in Japan as the Northern Territories and in Russia as part of the Kuril Islands. The dispute has prevented the two countries from signing a peace treaty to formally end wartime hostilities. The detained man was a member of a visa-free visit programme that started in 1992, according to Suga. The detention comes as Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin agreed in May to rekindle talks aimed at resolving the territorial dispute. Turns out, the next AC train won’t be here before 2025, thanks to all the glitches in the first rake, which officials have been struggling to fix ever since it got here in April. But ever since it got here, the AC train has been plagued with problems. That’s because the railways have been penny wise, pound foolish. Originally, the estimated cost of the rake was R110 crore, but the railways managed to bring this down to half by assembling the train with parts from different agencies. “This AC rake was assembled to make it cost effective. But it is giving lot of trouble even before the trial runs have begun,” said a railway official. Even now, the authorities have not managed to ensure that the train’s doors, AC and motor can function simultaneously – they are now waiting to install new inductors to fix this problem. All these repairs are likely to take the final cost of the rake up to Rs 60 crore. These problems have now forced the railways to reconsider its plan. “We have already burnt our hands by getting an assembled AC rake. Ideally, these should be procured through proper tendering process,” said another official. The manufacturers have already been informed about the issues that have cropped up, and only after the problems are rectified will the officials order more trains. Either way, the trial runs and tests are likely to go on for at least two years, during which more issues will probably crop up. Once all the glitches have been fixed, the Commissioner of Railway Safety (CRS) and Railway Board will have to give the final clearance before the train can run — another lengthy process. Only after the train is cleared to run and is declared successful will the authorities call for new AC rakes. At present, the Mumbai Rail Vikas Corporation (MRVC) is already getting 72 new Bombardier rakes by December under phase two of the Mumbai Urban Transport Project (MUTP-2). It is now too late to merge AC trains in this order, so MRVC is thinking of getting them under the Rs 11,000-crore MUTP-3. New corridors It is possible that the nine AC rakes that were supposed to follow the first one, will now be merged with the MUTP-3 rakes. However, the Railway Ministry and Niti Aayog have been fighting over permissions for the project since early this year. “Presently, we have planned 47 non-AC rakes under MUTP-3. This proposal is with the Niti Aayog and hasn’t got the approval yet,” said Prabhat Sahai, chairman and managing director, MRVC.
