Under the Environmental Permitting (England & Wales) Regulations 2016 (schedule 5, part 1, paragraph 19) a variation may comprise a consolidated permit reflecting the variations and a notice specifying the variations included in that consolidated permit. Schedule 1 of the notice specifies the conditions that have been varied and schedule 2 comprises a consolidated permit which reflects the variations being made. All the conditions of the permit have been varied and are subject to the right of appeal. This variation authorises the following changes: the building of a further four houses, the increase in bird numbers from 175,000 to 361,000 and the addition of an a biomass boiler. We have reviewed the new housing introduced with this permit variation against the BAT Conclusions as defined in Intensive Farming BAT Conclusion document dated 20/02/17. The permit conditions and schedules ensure the compliance of the new housing with this BAT Conclusions document. The Installation is to be operated as follows. Lake Farm is in an isolated rural area approximately 500 m to the south-east of the hamlet of Draycot Cerne in Wiltshire. The surrounding land is used almost exclusively for arable farming, although there are some isolated wooded areas and some pasture and park-land. The site is at an altitude of around 66 m with the land rising towards hills to the west and falling towards the River Avon to the east. The installation is approximately centred on National Grid Reference ST 93497,77627. There is residential housing within 400 m of the installation boundary. The installation is operated by Mr Phillip Greenhill, Mr Robert Greenhill and Mrs Bridget Greenhill and comprises of 9 poultry houses, numbered 1 - 9, housing 361,000 broiler bird places. There are 2 biomass boilers on site with an aggregated thermal input of 1.674 MWth, using virgin wood as fuel. The sheds are fan ventilated with a fully littered floor equipped and non-leaking drinking systems. In houses 1 - 5 ventilation is by side wall mounted extraction fans with roof inlets. New houses 6 – 9 have high velocity roof extraction fans. The birds are reared from day old chicks up to around 38 days old and there will be approximately 7.5 crops per year. At the end of the cycle the houses are de-populated. The water used to clean the houses is channelled to an underground storage tank and is spread onto the Operators own farm land. The manure is then either spread on the farms own land in accordance with a manure management plan or sent to third parties. Rainwater from the roofs of the poultry housing and yard areas is discharged to a nearby ditch to the east of the installation with final discharge into Chissell Brook. Carcasses are, stored in sealed vermin proof containers awaiting regular collection under the fallen stock scheme. There is also associated fuel storage and a standby generator, plus feed storage silos within the installation. There are no SPA’s, SAC’s or Ramsars within the 5k distance criteria. There are five SSSI`s within 5 km of the installation: Bencroft Hill Meadows, Sutton Lane Meadows, Kellaways - West Tytherton, Stanton St. Quintin Quarry and Motorway Cutting, Harries Ground Rodbourne. There are ten other conservation sites within the 2km screening distance. The schedules specify the changes made to the permit. The status log of a permit sets out the permitting history, including any changes to the permit reference number. Permit number EPR/BP3539UT/V004 07/09/2018 7 2.2 The site 2.2.1 The activities shall not extend beyond the site, being the land shown edged in green on the site plan at schedule 7 to this permit. 2.3 Operating techniques 2.3.1 The activities shall, subject to the conditions of this permit, be operated using the techniques and in the manner described in the documentation specified in schedule 1, table S1.2, unless otherwise agreed in writing by the Environment Agency. 2.3.2 If notified by the Environment Agency that the activities are giving rise to pollution, the operator shall submit to the Environment Agency for approval within the period specified, a revision of any plan or other documentation (“plan”) specified in schedule 1, table S1.2 or otherwise required under this permit which identifies and minimises the risks of pollution relevant to that plan, and shall implement the approved revised plan in place of the original from the date of approval, unless otherwise agreed in writing by the Environment Agency.

A further 25% increase in housing stock (85 homes) is currently being constructed upon the previous 'chicken factory' site. With another 41 houses awaiting planning application decisions, the size of the village is set to increase further. • The village straddles the B4069 (Chippenham to Lyneham road) and is in close proximity to junction 17 of the M4, giving easy access to Swindon, Bath and Bristol, as well as benefitting from the more local amenities either in Chippenham to the south west or Malmesbury in the north.

St Modwen have clearly taken advantage of the intervening period of over three months since the first deadline for submission of comments to develop their application to try and deflect some of the concerns expressed about the original plans. It seems to be a quirk of the planning system that by comparison with St Modwen we have been allowed only 14 days to look at a further tranche of substantial documents. However despite the revisions and further embellishments, the basic plan to deliver c. 1 million of B8 storage remains unchanged and my objections outlined in my first letter of objection dated May 5th therefore remain. I do however want to make the following further comments. 1. I am confident that you have the experience in planning applications to see past some of St Modwens tactics and the rosy picture that they try and paint. I am concerned however by the licence that they take and the gross inaccuracies and factual errors in so much of their work. For example in para 14 of the response to Spatial Planning they say 'Furthermore, it (jct 17) represents the only motorway junction within Wiltshire.......'.
