DEEPENING BILATERAL DEFENCE COOPERATION H.E. Raja Dato’ Reza made a courtesy call on Lieutenant General Ihor Pavlovskyi, Deputy Minister of Defence of Ukraine on 25 February 2019 at the Ministry of Defence of Ukraine. During the courtesy call, H.E. Raja Dato’ Reza expressed Malaysia's readiness to develop active cooperation with Ukraine in the sphere of defence industry and military cooperation through the convening of a Joint Committee MALAYSIA EYES AIRPORT Meeting on Defence Cooperation MANAGEMENT OPPORTUNITY IN UKRAINE H.E. Raja Dato’ Reza made a courtesy call on Mr. Viktor Dovgan, Deputy Minister of Infrastructure of Ukraine on 26 March 2019 at the Ministry of Infrastructure. Among others, both discussed regarding Malaysia Airports Holdings Berhad's (MAHB) interest in participating in the airport operations and management of Boryspil International Airport in Kyiv in response to the offer extended by former Ukrainian President Petro Poroshenko during his official visit to Malaysia in August 2016. 3 ON THE HORIZON OF A NEW PARTNERSHIP BETWEEN MALAYSIA & UKRAINE H.E. Raja Dato’ Reza on 12 February 2019 visited the facilities housed by NIK LLC, one of Ukraine’s largest manufacturers of energy metering devices and smart energy management systems. NIK LLC is currently collaborating with a Malaysian company, Intra Bekal Sdn Bhd, to supply smart electricity meters to Malaysian consumers as part of the project helmed by Tenaga Nasional Berhad (TNB). Raja Dato’ Reza and wife, Datin Roslina Ismail hosted a Hari Raya themed dinner in honour of TYT Tun Dato' Seri Utama Haji Abdul Rahman bin Haji Abbas, the Governor of Penang and spouse YABhg Toh Puan Datin Seri Majimor binti Shariff on 17 June 2019 at the Rumah Malaysia. The Governor was on a three day visit to Ukraine from 16 - 18 June 2019. The guests were feted to Malaysian delicacies including nasi minyak, rendang ayam, kurma daging, nasi impit and dodol. 4 P R O M O T I N G M A L A Y S I A N T O U R I S M 'MALAYSIA MY DESTINATION' SEMINAR H.E. Raja Dato’ Reza officiated the Malaysia My Destination Seminar held on 26 April 2019 in Kyiv, Ukraine. The seminar was organised by Tourism Malaysia office based in Istanbul which is responsible for the Ukrainian market, in collaboration with Turkish Airlines and Ukraine’s Travel Professional Group (TPG). Besides Kyiv, the same seminar was conducted in two other major cities namely Odessa and Kharkiv. A total 172 local travel agents participated in the seminar. H A R I R A Y A C E L E B R A T I O N CELEBRATING HARI RAYA AIDILFITRI IN THE SPIRIT OF TRADITION AND CAMARADERIE H.E. Raja Dato' Reza and wife, Datin Roslina Ismail hosted a Hari Raya Open House for Malaysians residing in Kyiv, staff of the Embassy and local media on 5 June 2019. The event was held to introduce the Ukrainian media of the unique concept of Open House during festivals in Malaysia as well as the distinct traditions and food of Eid al- Fitri festivity in Malaysia. The event brought together Malaysians in Kyiv in this joyous occasion, despite being far away from home, and forged a closer rapport amongst each other. 5 P U B L I C D I P L O M A C Y HEAD TO HEAD On 26 February 2019, H.E. Raja Dato’ Reza appeared on a live programme Head to Head at the UATV Studio. H.E. Raja Dato’ Reza shared his views on the potential of developing bilateral cooperation between Malaysia & Ukraine in specific areas namely trade, tourism and capacity building. MANDRY On 21 March 2019, H.E. Raja Dato’ Reza was interviewed by Mandry, one of the premier travel magazines in Ukraine. H.E. Raja Dato’ Reza spoke about his first impressions of Ukraine, the commonalities between Malaysia & Ukraine as well as improvements he would like to see to strengthen the ties between the two countries. TOUCH POINTS On 9 January 2019, H.E. Raja Dato’ Reza was featured in the Touch Points programme aired on UATV. H.E. Raja Dato’ Reza covered a variety of topics regarding Malaysia - Ukraine bilateral relations in this documentary. 6 E N G A G E M E N T W I T H L O C A L C O M M U N I T Y THE JOY OF CHRISTMAS H.E. Raja Dato' Reza and wife, Datin Roslina Ismail attended the New Year and Christmas Festivities organized by 'Orphans Are Our Children' charity organization on 9 January 2019 at Premier Palace Hotel in Kyiv. In his adress to the guests, H.E Raja Dato' Reza reflected on the meaning of Christmas - a time of love and sharing while the Christmas spirit is all about helping others. SHARING THE MEANING OF LIFE, LOVE AND FAMILY H.E. Raja Dato' Reza and wife, Datin Roslina Ismail hosted a group of foster children at their Residence on 9 February 2019. They imparted words of wisdom, encouragement in the hope that it would enrich the children’s sense of self-belief and self-worth. MUFTI IN THE HOUSE On 11 March 2019, Sheikh Ahmed Tamim, Mufti of Ukraine led a delegation from the Religious Administration of Muslims Ukraine (DUMU) to call on H.E. Raja Dato' Reza. The mufti took the opportunity to thank the Embassy for its support towards the successful approval of Halal certification by JAKIM to Ukraine's Halal Certification Centre in January 2019. 7 UKRAINIAN MODEL UN CONFERENCE On 16 April 2019, H.E. Raja Dato' Reza met with selected university students at the Embassy to assist them in their preparation for the 5th Ukraine Model United Nations Conference held in Lviv on 18 - 21 April 2019.

Georgia negotiating with Germany, France, Poland, Israel on legal employment Georgia is negotiating with three EU member states, Germany, France and Poland to allow for the legal employment of Georgians in those countries, as well as with Israel, the Ministry of Foreign Affairs of Georgia reports. An agreement has already been achieved with France. ―Legal employment of Georgians is one of the priorities for the ministry of Foreign Affairs, as such deals will decrease the number of illegal migrants and boost the qualification of Georgian nationals,‖ the Foreign Ministry says. A pilot project is underway with Poland, with up to 45 Georgian citizens legally employed, the ministry says (Agenda.ge, May 13, 2019). 2. Georgia elected as United Nations Statistical Commission member for 2020-2023 Georgia was unanimously elected as a member of the United Nations Statistical Commission (UNSC) for a period of four years, announces the National Statistics Office of Georgia (Geostat). The membership mandate will span from 2020-2023. A total of eight new members of the UNSC were elected for the same period on May 7 in New York at the meeting of the United Nations Economic and Social Council (ECOSOC) (Agenda.ge, May 14, 2019). 3. With a history of strong economic aid and security cooperation, the United States Cory Welt has deepened its strategic partnership with Georgia since Russia’s 2008 invasion of Analyst in European Affairs Georgia and 2014 invasion of Ukraine. U.S. policy expressly supports Georgia’s sovereignty and territorial integrity within its internationally recognized borders, and Georgia is a leading recipient of U.S. aid in Europe and Eurasia. Many observers consider Georgia to be one of the most democratic states in the post-Soviet region, even as the country faces ongoing governance challenges. The center-left Georgian Dream party has more than a three-fourths supermajority in parliament, allowing it to rule with only limited checks and balances.     DOI: 10.35757/SM.2019.72.1.08 FORUM LARYSA LESZCZENKO University of Wrocław ORCID: 0000-0001-8469-6612 GEORGE TARKHAN-MOURAVI Institute for Policy Studies, Tbilisi The political cycle in a transitional society: The case of Georgia Observing the cyclical nature of economics and politics, popular in the early 20th century, is regaining popularity. We consider the cyclic pattern of the political process in the post- -Soviet Republic of Georgia, focusing our attention on the gradual change in dynamics and the specifi c pattern of political cyclicity in a transitional society. The main fi nding is that at the early stage of transition the cycle is more uneven and tends to reveal itself in civil unrest and is not coupled with electoral cyclicity, even if unrest may sometimes be prompted by an electoral event (as in the case of the Rose Revolution of 2003). We argue that in hybrid regimes like Georgia the nature of the political cycle subsequently changes with the gradual consolidation of democracy and strengthening of democratic institutions, while civil unrest is replaced by evolutionary rather than revolutionary processes. Keywords: political cycle, transitional society, Georgia Cykl polityczny w społeczeństwie w czasach transformacji. Przypadek Gruzji Obserwowanie cykli w gospodarce i polityce, tak popularne na początku XX w., obecnie znów staje się powszechne. W niniejszym artykule rozważamy cykliczność procesu politycz- nego w postsowieckiej republice Gruzji, koncentrując się na stopniowej zmianie dynamiczne- go i specyfi cznego wzoru cykliczności politycznej w społeczeństwie w czasach transformacji. Głównym wnioskiem jest to, że na wczesnym etapie transformacji cykl jest bardziej nierów- nomierny, ma tendencję do ujawniania się w niepokojach społecznych i nie jest powiązany z cyklicznością wyborczą, nawet jeśli niekiedy niepokoje bywają wywołane wydarzeniem wyborczym (jak w przypadku rewolucji róż w 2003 r.).

    Social Movements, Elections and Ephemera: Georgia Collection Available collections (see details below) Parliamentary Election, 2012 Presidential Election, 2013 Parliamentary Election, 2016 Presidential Election, 2018 Parliamentary Election, 2012 The present collection represents the most comprehensive collection of election related ephemera and primary source material documenting the Georgian parliamentary elections of October 1, 2012. It contains thousands of pages of unique print materials collected by East View researchers in Tbilisi and other Georgian cities. Given the extensive use of print materials by both opposition and establishment the present collection of campaign materials provides an invaluable insight into Georgia’s political life prior to and during the contentious elections. Presidential Election, 2013 The October 27, 2013 presidential election in Georgia was held in a political atmosphere that was highly charged, the result of years-long acrimony between the Mikheil Saakashvili led United National Movement and the opposition coalition led by the Georgian Dream party of Bidzina Ivanishvili. The 2013 election thus was a further solidification of the democratic processes in the country, which has fared far better on democratic governance indicators compared to its Southern Caucasus neighbors Armenia and Azerbaijan. The present collection includes flyers, leaflets, political programs, and various other ephemera by candidates as they tried to win support for their campaigns, representing a valuable trove of primary source material. Parliamentary Election, 2016 The unceasing mutual recriminations by the country’s two leading parties was compounded by the underperforming economy and the fast-rising cost of living, creating a politically charged electoral environment. Despite these and similar challenges, however, the elections were assessed by international observers to be free and fair.

The article covers the phenomenon of rock music in the lives of young residents of the western regions of Soviet Ukraine, which differed significantly from the rest of the territory of the Ukrainian Soviet Socialist Republic and the entire USSR. The article demonstrates the peculiarities among which this music was mastered, its existence in the youth society – from fashionable dance music to the core of nonconformitsm to the Soviet system. It was reflected in the names officially and unofficially used for rock music and its performers (Big beat, vocal-instrumental ensemble, etc.), as well as in relation to official factors (from tolerance to the prohibition). Consumers of rock music did not necessarily have to be opposed to the Soviet regime. However, the active “immersion” in rock music, and the related counterculture spheres (from the late 1960s onwards, and more and more), contributed to the formation of an alternative life style, which manifested itself in particular: listening to banned radio stations, the style of clothing that was associated with rock music, space for free performance / listening to rock music and exchanging information and impressions (“tusovka”).
