In his traditional address to the Federal Assembly of the Russian Federation, Vladimir Putin has emphasized that “today the speed of technological change in the world is increasing manifold, and we must create our own technologies and standards in areas that define our future”. He clearly specified the key priorities of Russian technological development: artificial intelligence, genet- ics, new materials, energy sources and digital technologies. The President of the Russian Federation highlighted the need for regulato- ry and infrastructural changes, for creating conditions for high technology development in our country. Vladimir Putin brought to the attention of min- isters, senators, members of the State Duma the pressing need to adopt a “technological legislative package” as soon as possible; to introduce pilot legal framework for the development and implementation of the newest technol- ogy; to set up a support mechanism for innovative businesses, start-ups; to support high-technology exports. According to the President, demand for innovation should be encouraged within the country. The intellectual property system both in Russia and in the world offers great opportunities to achieve the tasks set by the President. New technologies should have timely and high-quality legal protection not only nationally, but also abroad. Patent research, patent analytics and patent technology intelligence should become an integral part of any research and development. Using them, we could wisely determine technological and research priorities in the fields defined by the President; determine the markets, where innovative patented technology is in the highest demand. We have to further develop the technology transfer system, to involve leading research centers in the development of applied innovations, to strengthen mutually beneficial cooperation between scientific, research sector and in- dustry, business. We have to encourage authors to create unique products and to engage in the process of their implementation and commercialization. Inventors, scientists, researchers and developers should gain not only public 3 recognition, but also an adequate financial reward. We have to create financial instruments in the IP field: from lending against the pledge of IP rights, fair and transparent evaluation of intellectual assets to preferential taxes for innovative companies. We have to create the conditions for systematic strengthening of technological independence of our country, for global research and scientific cooperation, including the promotion of scientific and technological children’s creativity, education and raising public awareness of the IP sphere. One of the major achievements was reducing the time spent on examina- tion of applications for all types of objects for intellectual property rights protection. Provisions on IP field development were included in a number of government documents, including the Guidelines for Government Activity by 2024, National Program “Digital Economy of the Russian Federation”, National Project “Science”, Strategy for Services Export Development by 2025, and others. In 2019 Rospatent in cooperation with other interested authorities, business community and public organizations has begun working on a strategic document on IP field development. We have strengthened the position of the Russian Federation in the World Intellectual Property Organization (WIPO). This involves the promotion of the Russian language as a working language of the Madrid and Hague International Registration Systems, and of the increased use of the Russian language at WIPO. The Russian Federation is a leader of WIPO’s Task Forces, working on the devel- opment of new standards for 3D models and images, and Distributed Ledger Technology. We have also started work on the Accession to the Geneva Act of the Lisbon Agreement on Appellations of Origin and Geographical Indications. A number of bills, drafted in collaboration with Rospatent, has been submitted to the State Duma of the Federal Assembly of the Russian Federation. They contribute to the development of the IP field, that is the main intangible eco- nomic asset of XXI century, the driver of technological development and the basis of social well-being. In 2020 this work will be continued in order to establish digital intellectual prop- erty system which will allow forming a comprehensive market of intellectual property as well as adapting the legislation to the challenges of digital economy.
