The CVCD-2 investments include nine village road rehabilitations and five village water supply schemes which have been completed with some of the projects in a process of handing over to communities. The construction of the sanitary landfill is progressing with 65% of the works being completed. The investments of Saranda Water Supply and Sewerage system are completed 85% which include: i) replacement of the Navarica transmission main and extension of distribution network in the tourist area; and ii) construction of an outfall pressure line from the Saranda Waste Water Treatment Plant (WWTP) to the Cuka Channel, and rehabilitation of sewer lines. The works on Chuka Channel and the rehabilitation of sewer lines are completed. The replacement of the existing Navarica water transmission main and extension of the distribution network is delayed due to interruptions of the works since February 2014. Roof and Facades rehabilitation program delivered 21 houses and 6 more are about to be completed. Overall, the project continues to progress despite ongoing challenges. The Ministry of Urban Development and Tourism (MUDT), which is the implementing agency following the administrative changes after the Parliamentary elections in 2013, intensified the oversight and management support to the project coordination unit (PCU). Pursuant to the Government request, the Bank processed a Level 2 restructuring and extended by nine months the current closing date (June 30, 2014) to March 31, 2015. The extension was provided based on the present positive outlook of project investments to be completed by the new closing date. Findings are examined through the intergroup communication perspective and relational models of group identification and are interpreted in the wider western Balkan context of the archdiocese of Ohrid. The analysis of sources demonstrates the volatility and pragmatic shifts and adaptations of the anyhow multi- faceted local and regional identity of the fiercely idiosyncratic region of Himarra, as manifested in diverse communication frames.
