Over the past thirty years the hockey communi- ty has experienced hardships including the destruction and reconstruction of their ice hall, the collapse of another, little government support, misappropriation of funds, and internal power struggles amongst the community. While easy in practice, the establishment of key core beliefs and professionalism may be harder to realise due to the current situation amongst the clubs and the personnel of the for- mer federations and their current involvement. While the glory days of ice hockey and the period that followed the 1984 Winter Olympic Games in Sarajevo are in the past, a new ice hall and a new federation presents itself an opportunity for growth, change and real prosperity. Starting with the federation, and the prac- tices of good governance, the hockey federation will need to look at other national governing bodies and international sport federations to learn how their own federation should function. Once the new federation has decided on a mission and a new direction for hockey, along with the goals that they wish to achieve, they will need to set up working groups to support and carry out their vision to affect positive change in the hockey community of Bosnia and Herze- govina. Planning and Documentation Form .......................................................... 38 1 Introduction With the recent surge of studies on the practices of good governance, and the newly ap- pointed President of the Bosnia and Herzegovina (BiH) Ice Hockey Federation, this seems like the best time for the federation to take this opportunity to put into practice the princi- ples of good governance. Organized sport cannot exist alone without the guidance and support of various leadership groups, including the President, members of the board, and members of the assembly. While it is often the President who receives praise or blame for the actions of the federation, it is often that the board that dictates the process and pro- gress of the organization. The past decade has seen the community tear each other apart, sacrificing their own pro- gress, ostracising players and officials alike. Many factors have contributed to the current situation including political games, private interests, a lack of trust and transparency, in- adequate finances, and a lack of proper infrastructure. In the hopes of re-establishing lines of communication and establishing a brighter future in the hockey community of Bosnia and Herzegovina, the federation should set the example and establish peaceful relations with members past and present of the community in the hopes of bettering the sport and making the future brighter for the youth of today. We look to examine the different types, structure and responsibilities of a national govern- ing body; an examination of the International Ice Hockey Federation (IIHF) and its func- tions; a recent history of hockey in Bosnia and Herzegovina; the clubs within the Bosnian hockey community; the ideal structure of the Bosnia and Herzegovina Ice Hockey Federa- tion; the working groups, projects and programming that should be established to ensure the best possibility of success in the community. 1 2 National governing bodies A governing body is “a group of people who formulate the policy and direct the affairs of an institution in partnership with the managers” (Oxford University Press 2010, 757). With- in our day-to-day lives, we encounter governing bodies at international, federal, regional and municipal levels, in both the private and public sectors. These can include but are not limited to political entities, educational institutes, small- and large-businesses, and family structures. For our purpose, we will look at governing bodies within the field of sport and ice hockey. 2.1 Types of governing bodies Within the field of sports, there exist many different types of governing bodies. These can include bodies: with one branch who governs multiple sports, International Olympic Com- mittee (IOC); international sport federations (ISF) who govern one sport internationally, International Ice Hockey Federation (IIHF); national federations govern

    PREFACE The City of Calgary Archives is a section of the City Clerk's Department. The Archives was established in 1981. The descriptive system currently in use was established in 1991. The Archives Society of Alberta has endorsed the use of the Bureau of Canadian Archivists' Rules for Archival Description as the standard of archival description to be used in Alberta's archival repositories. In acting upon the recommendations of the Society, the City of Calgary Archives will endeavour to use RAD whenever possible and to subsequently adopt new rules as they are announced by the Bureau. The focus of the City of Calgary Archives' descriptive system is the series level and, consequently, RAD has been adapted to meet the descriptive needs of that level. RAD will eventually be used to describe archival records at the fonds level. The City of Calgary Archives creates inventories of records of private agencies and individuals as the basic structural finding aid to private records.     Protecting the Games The International Olympic Committee and Security, 1972-1984 Austin Duckworth and Thomas M. Hunt * When Palestinian terrorists took eleven Israeli athletes hostage at the 1972 Munich Olympic Games, the image of the Olympics as an arena of global harmony shat- tered. The International Olympic Committee (IOC), which posited the view that the Games remained above political squabbles, faced a new, complex issue and had no clear precedent to draw upon. This article examines how IOC policy toward security at the Olympics changed following the initial attack at Munich to the years leading up to the 1984 Summer Olympic Games in Los Angeles. Drawing upon IOC Meeting Minutes, personal correspondence between IOC members, and media reports, this paper argues that previous interpretations of Olympic security over- state the role of President Juan Antonio Samaranch in altering IOC security policy following his election. This examination emphasizes the role of Indian IOC Mem- ber Ashwini Kumar as the driving force behind a shift in IOC policy towards secu- rity prior to the 1984 Games in Sarajevo and Los Angeles. ❖ Introduction Early on the morning of September 5, 1972, eight members of the Palestinian organization Black September stormed the Olympic Village compound hous- ing members of the Israeli Olympic team. The terrorists took eleven Israelis hostage and after hours of negotiations, a botched rescue attempt by German authorities to save the Israelis resulted in the deaths of all hostages and five of the terrorists.     Larry Hollingworth, current visiting professor of AID MEMOIR Humanitarian Studies at Fordham University in New York City, served as head of the UNHCR’s efforts in Bosnia throughout the lengthy conflict that plagued the former Yugoslavia in the early to mid 90’s. Aid Memoir follows Larry and his UN colleagues throughout multiple efforts to provide much needed relief for besieged, isolated, and desperate communities riddled by senseless killing and aggression. The characters encountered throughout are at times thrilling, at times frightening. Larry spares no details, however troubling, and therefore shines a telling light on the reality of the situation that most will remember to have watched on their television screens. Front cover. During the Siege of Sarajevo, between 1992 and 1995, the city was repeatedly hit by mortar strikes. The craters left behind by these explosions were filled with red resin LARRY HOLLINGWORTH to commemorate the casualties of the attacks. These war memorials were given the name Sarajevo Roses, after people noted that the patterns reminded them of flowers. Today, they serve as a reminder of the bloodshed and loss of AID MEMOIR that conflict. The Sarajevo Rose on the cover HOLLINGWORTH LARRY of this book is one of the city’s most emblematic war memorials found outside the entrance of the Tunnel of Hope under the Sarajevo Airport. Since the autumn of 1991 I had been getting the impression that my journalistic scribblings had begun to stink of history. With the passage of days and weeks, history began to penetrate into our homes, to kick people out of their houses, to kill and wound. I hadn’t been successful in understanding events, meetings, statements, but they remained recorded (as the war was drawing closer, the notes were resembling a diary). Then, Sarajevo was attacked. I noted down days and events, only to succumb for a day or two. Time, the calendar, in the siege was meaningless. The day passes in expectation of the next one, supposedly better. Why should time or date matter in a city in which human life meant nothing? Keeping a diary is, however, like an addiction. Diary notes always come back to haunt the one who tries to record them. For me and for many Sarajevans who are not writers by trade, were drawn to keeping a diary by the abyss of free time, and the vertigo, which we felt facing it.

    SARAJEVO MUSEUMS SARAJEVO MUSEUMS The future belongs to those with the longest memory. Friedrich Nietzsche NATIONAL MUSEUM OF BOSNIA AND HERZEGOVINA The National Museum of Bosnia and Herzegovina was established in 1888, and it is the oldest modern institution of science and culture of the western type in Bosnia and Herzegovina. The Museum building, whose construction was completed in 1912, is the crown of the Austro-Hungarian architectural period in Bosnia and Herzegovina, but also the most mature accomplishment of Karel Pařík, a distinguished Czech architect who designed the Museum buildings in the style of Italian Renaissance. The four pavilions connected by terraces envelope a beautifully designed botanical garden. There is a valuable collection of stećci, medieval tombstones, in front of the Museum and in the inner yard. The National Museum of Bosnia and Herzegovina is engaged in the fields of museology, scientific research, education and publishing, as reflected in its organizational structure. It comprises three departments, i.e. three museums – archaeological, the museum of natural history, and the ethnological museum, as well as the department for conservation, the largest scientific library and the only botanical garden in the country. Over 3 million items, which testify to the rich cultural and natural heritage of this area, are kept in the National Museum of BiH. Authentic rooms of the wealthy 19th century Bosnian and Herzegovinian urban residents, transferred to the Museum in their original state, are of particular interest to the visitors, as are the fossils from Sarajevo and the surrounding area, which bear witness to the existence of a deep sea in the area of modern Sarajevo.
