ABSTRACT This thesis investigates the roles Argentina, Chile, and Colombia played in the creation of the South American Defence Council (SADC), resorting to the conceptual framework of Strategic Culture to tap into the meanings and motives behind state behaviour. By doing this, it brings forward an aspect often neglected by the existing literature, emphasizing the role of agents in shaping the social structure within which they interact. The SADC, one of the first sectorial councils created within the Union of South American States (UNASUR, in Spanish), is an innovative governance mechanism in South America devoted to fostering dialogue, policy coordination, and cooperation in the defence sector. The significance of its creation cannot be overstated, bringing together a dozen countries with diverse security and defence concerns, material capabilities, ideational commitments, and diverging political agendas. However, the existing research on its creation has almost exclusively resorted to (sub)systemic approaches that examine structural incentives and constrains present at the moment of its creation. The argument of this thesis is that, in order to understand regional security dynamics in a more nuanced and comprehensive way, it is necessary to escape the temptation of approaching the topic exclusively from a regional-level perspective. Instead, the present research proposes a way by which the creation of the SADC can be studied in terms of the impact that the agency of individual states has had in shaping the South American security environment. In order to do this, it engages with different elements of the constructivist research agenda, particularly so with the notion that agents and structures are permanently immersed in a process of mutual co-constitution. En principio, mas allá de la discusión que precedió el alejamiento de Jorge Taiana, algunos han señalado una adaptación frente al nuevo gobierno demócrata norteamericano, otros han señalado este desplazamiento por Héctor Timerman como un verdadero cambio. En realidad nos parece que no va haber cambios profundos, ya que la llegada del antiguo embajador en Washington no va alterar la estructura decisorio, y los posibles ajustes o nuevos rumbos obedecen mas a las necesidades de adaptación que los analistas que a lo que realmente esta ocurriendo. Uno de los efectos de este cambio ha sido la disminución de los embajadores políticos de la gestión produciendo cierta distensión con el personal burocrático. Otro de los temas relevantes ha sido la presentación de antiguo representante en Venezuela, Embajador Eduardo Sadous, por la existencia de una embajada paralela en esa representación diplomática. La Ministra de Seguridad, Patricia Burllrich y el Ministro de Justicia y Derecho Humanos, Germán Garavano manifestaron que enviarían al Congreso un proyecto de ley con la consigna de bajar la edad de la punibilidad, que actualmente es a los 16 años, a los 15 años. No es la primera vez que el gobierno de CAMBIEMOS arremete con este tipo de iniciativas, en enero de 2017 con iguales anuncios el Ministerio de Justicia convocó a una Comisión para trabajar la redacción de una ley con este propósito. La mayoría de los participantes jueces, fiscales, operadores del sistema penal, organizaciones sociales y organismos internacionales especializados, se pronunciaron en contra de bajar la edad de punibilidad, en forma casi unánime, lo cual diluyó la iniciativa, que no se trataba más que de una consigna vacía y oportunista. En junio del 2018 el Comité de los Derechos del Niño, tras oír las denuncias formuladas por las organizaciones territoriales sobre los casos de gatillo fácil en un contexto de crisis y desguace de políticas de protección de derechos de la infancia, advirtió al Estado argentino sobre la necesidad de “adoptar una ley general sobre la justicia de menores en consonancia con la Convención y las normas internacionales (…) en particular, en relación con la garantía de que la detención sea utilizada como último recurso y por el menor tiempo posible, y que no incluya disposiciones que incrementen la sentencia o reduzcan la edad de responsabilidad penal.” En el mismo sentido, la Comisión Interamericana de Derechos Humanos (CIDH), afirmó que “La existencia de niños y adolescentes vinculados a grupos delictivos es (…) consecuencia de la falta de medidas por parte del Estado que garanticen los derechos de los niños y los proteja frente a diversas vulneraciones a sus derechos, la exclusión y la violencia…”.

Al obtener un tercio de los votos emitidos, perdió el control de la Cámara de Diputados por decisión de los electores y, más tarde, el del Senado por divisiones en su propia coalición. La crispación social generada por el gobierno contribuyó a aglutinar a la oposición, previamente fragmentada, en dos alianzas electorales cuyo arraigo territorial complementario les permitió vencer al oficialismo en los principales distritos. La economía se resintió por la crisis global y por los desmanejos locales; aunque el colapso se evitó, la fragilidad fiscal persiste por la dificultad del gobierno para obtener financiamiento.
