Under the so called Perak Amanjaya Development Plan, some of the things that we have tried to do are the same things that I believe many others here are concerned about: first, balanced development and economic distribution between the urban and rural areas by focusing on developing small towns; second, poverty eradication regardless of race or religion so that no one remains on the fringes of society or is left behind economically; and, third, youth empowerment. Under the first one, the state identifies viable small- and medium-size companies which can operate from small towns. These companies are to be working closely with the state government to boost the economy of the respective areas. -

The non stop myriad of activities under various projects from the beginning of the year kept all SAM staff busy. Some of the major issues SAM handled in 2018 included: Lynas - to remove radioactive waste from Malaysia Plastic waste trade and dumping Reclamation projects - proposed and ongoing (Penang, Perak, Kedah) Road projects in Penang - PIL1, three major roads Development on hill slopes in Penang, Perak, Kedah, etc SAM’s main activities in 2018 were carried out Our activities included conducting awareness Trawler encroachments into coastal fishing under the following work heads: zone raising programmes among rural and local Land rights of indigenous communities in communities, meeting and having dialogues Protection and conservation of forest and Sarawak & Peninsular Malaysia with local, state and federal authorities, coastal ecosystems; Expansion of plantations and development workshop on constructing fishing gears, Defending indigenous communities of monoculture plantations in permanent preparing -

Eviction of poor communities - Malaysia – 15th August ,2019 Introduction Pre colonized Malaya, would have had many types of land ownerships relations. As many parts of the country would not have been explored and settled by our early inhabitants. It can be assumed that under feudal Malaya, the Kings or state heads would have been the authorized owners of the lands together with their ruling nobles. The lands were however allowed to be cultivated by peasants and the general masses as long as their produce was paid as taxes to the ruling class. Besides these lands, we have to take note of native customary land owned and managed by indigenous communities. Land was owned communally there was no clear demarcations and borders of land owned. This all changed and abolished during the British occupation, with the introduction of National Land Code 1965 (‘the Code’), which codified the concept of Torrens system which was ownership via registration of ownership, title and interest, named after Sir Robert Torrens who introduced the concept in South Australia in 1858. This system was obviously incompatible to Asian tradition and culture. Till today there are continuous land disputes between settled communities and new private landowners whom purchase these land without the knowledge of their tribal occupants from state or other previous private entities. There are cases where community occupied lands are state lands. Thus the state with its wide powers evicts the occupants and then alienates these lands for a price to private entities. -

Majlis Masyarakat Sivil (MMS) Berama Pertubuhan Badan Bukan Kerajaan (NGO) di bawah Jawatankuasa Local Agenda 21 di seluruh PBT negeri Perak telah mula diperkenalkan penubuhannya pada tahun 2010 dengan persetujuan Majlis Mesyuarat Kerajaan Negeri (MMK) bil 1637 bertarikh 13.10.2010 MMS ini diletakkan di bawah Jawatankuasa Local Agenda 21 dengan bertujuan memperkasakan pelaksanaan program-program di bawah Local Agenda 21 di semua PBT negeri Perak. Disamping itu, penubuhan MMS ini juga berperanan untuk mengeratkan lagi hubungan di antara kerajaan dan orang awam termasuk NGO dalam menambahbaik mutu perkhidmatan yang ditawarkan kepada rakyat. MMS tidak mempunyai kuasa eksekutif sebaliknya menyokong serta membantu jawatankuasa utama yang lain dari segi sumbangan idea dan pandangan. 1. Memberikan pandangan dan input kepada PBT dalam kepakaran dan bidang masing-masing ke arah meningkatkan mutu penyampaian perkhidmatan PBT. 2. Memberikan komitmen kesukarelawan, bersemanghat, bertanggungjawab, beretika, mempunyai inisiatif dan komitmen yang tinggi dalam sebarang 3. Mengadakan mesyuarat sekurang-kurangnya 4 kali dalam setahun. 4. Laporan mesyuarat serta merta minit hendaklah dihantar kepada Kerajaan negeri untuk pemantauan setiap kali mesyuarat diadakan. 5.
