APPENDIX 1 BARROW HIGHWAYS ADVISORY SUB-GROUP Minutes of a Meeting of the Barrow Highways Advisory Sub-Group held on Monday, 28 November 2016 at 10.15 am at Conference Room, Nan Tait Centre, Barrow-in- Furness, LA14 1LG PRESENT: Mr W McEwan (Chair) Mr D Barlow Mr J Murphy Mr B Doughty Mr D Roberts (Vice-Chair) Mr D Gawne Mr MH Worth Mr KR Hamilton Also in Attendance:- Mr J Coward - Watch Manager Mrs L Harker - Senior Democratic Services Officer Mr S Solsby - Assistant Director - Regeneration (Barrow Borough Council) Mr K Tetchner - Highways Network Manager Mr B Cook and Ms K Morrow attended for minutes 40 and 41 respectively. 38 APOLOGIES FOR ABSENCE An apology for absence was received from Mr D Brook. 39 MINUTES Further to minute 25 – Update from BAE Systems – members emphasised their concerns regarding the lack of communication from BAE regarding the land dedication and pinch points. In particular, the local Member for Walney North raised his concerns regarding the potential increase in vehicle movement on Red Ley Lane during both the construction phase and on completion of the proposed aerodrome for use by helicopters. A discussion took place regarding the current 60 mph speed limit on the length of highway concerned and it was suggested that this be reduced to 30 mph and the upgrading of Red Lay Lane should also be taken into consideration. It was suggested that BAE representatives be invited to meet the Sub-Group on an informal basis and the Chair of the Local Committee agreed to investigate this further. The Chair of the Sub-Group agreed to raise the concerns outlined with Barrow Borough Council. It was agreed to invite the responsible County Council Officer to the next meeting of the Sub-Group to discuss the matter further. The minutes of the meeting of the Sub-Group held on 17 October 2016 were confirmed as circulated. 40 UPDATE FROM STAGECOACH The Sub-Group received a verbal update from Bob Cook a representative from Stagecoach. Members were given an update on the bus stops at Walney School and were informed it had been agreed that Service 1 would leave from outside the School immediately following the Christmas break and it was anticipated that Service 2 would follow soon. The local Member for Walney North thanked Bob for the work he had undertaken with regards to this but expressed his disappointment that Stagecoach colleagues were slowing the process down, highlighting that the prime drive was the safety of children. Members discussed the volume of vehicles parked on the highway and it was anticipated the issues would be resolved with the introduction of the new arrangements for the bus stops. The local Member for Old Barrow raised his concerns regarding the existing bus stop outside the laundrette on Amphitrite Street. A discussion took place regarding the relocation of this to a site close by to help alleviate traffic issues. Members were informed that discussions had taken place regarding the proposed relocation and concerns had been raised regarding safety. The Group asked that this be investigated further by appropriate officers. The Sub-Group agreed that communication regarding all work programmes was of the utmost importance with all parties concerned. 41 UPDATE FROM CUMBRIA POLICE AUTHORITY The Sub-Group received an update from Cumbria Police Authority. A discussion took place regarding traffic movement on Cornwallis Street and Duke Street and a number of suggestions were put forward, including the installation of a refuge in the centre of the highway, relocation of existing bus stops or repositioning of an existing pedestrian crossing. It was agreed that a study would be undertaken to investigate this matter further. The local Member for Hawcoat gave positive feedback regarding the Speed Indicator Device (SID) which had been deployed on Dalton Lane and Hawcoat Lane. During the course of discussion he raised concerns regarding the vehicle restrictions on Ormsgill Lane highlighting the issues which still existed and asked that this be brought to the attention of Police colleagues. It was agreed that members experiencing problems with vehicles speeding in their division should contact the Police with a view to the SID being deployed as appropriate. 42 UPDATE FROM CUMBRIA FIRE AND RESCUE SERVICE The Chair welcomed Jamie Coward, Watch Manager to his first meeting of the Sub- Group. The Sub-Group were given an update on the varied work of the Service. The road awareness training was highlighted and it was noted that this was undertaken at all schools and colleges where pupils aged 16+ attended, together with any bespoke training as necessary. All members were invited to attend a training event in the community to experience how this was delivered. A discussion took place regarding rolling out the training to older drivers and it was agreed this could be investigated in the future. The Sub-Group discussed the new arrangements at the Barrow Fire Station and were informed this did not have an impact on the services provided to the public. 43 ALLOCATION OF ADDITIONAL REVENUE SAVINGS BUDGET 2016/17 The Sub-Group received a report from the Corporate Director – Economy and Highways which informed members of proposals to allocate funding within the 2016/17 Capital budget to ensure all potential funds were all allocated and spent within this financial year. RECOMMENDED, that the allocation of £100,000 from the current budget holding unallocated revenue savings account line in this year’s devolved capital programme to the Westway and Broadway surfacing and footway works sat within this year’s devolved capital programme be approved. 44 BETTER HIGHWAYS MONITORING REPORT Members received the Better Highways Monitoring report for the period 1 April to 31 October 2016. A discussion took place regarding the new LED street lights and whilst members welcomed them they queried the dark spots which had been created since their installation. 45 BARROW WORKS PROGRAMME 2016/17 The Sub-Group received the Barrow Works Programme for 2016/17. A discussion took place regarding the problems incurred due to problems identifying which authority was responsible for individual services. The local Member for Dalton North raised his concerns regarding the lack of communication regarding a scheme in his division and it was agreed to look into this matter. 46 ANY OTHER BUSINESS (1) The local Member for Dalton North emphasised several concerns in his division including lack of road markings and signage, street furniture, parking enforcement and the number of accidents which had taken place. It was agreed that a meeting would be convened involving Cumbria Police Authority, Cumbria Fire and Rescue Service, County, District and Town Council representatives to look at the matters in more detail. (2) The local Member for Hawcoat asked for an update regarding a number of works which were being undertaken in his Division. 47 DATE OF NEXT MEETING It was noted that the next meeting of the Sub-Group would be held on Wednesday 8 February 2017 at 10.15 am at the Nan Tait Centre, Barrow-in-Furness. The meeting ended at 12.00 pm.
