  • Online Temptations: Divorce and Extramarital Affairs in Kazakhstan
religions Article Online Temptations: Divorce and Extramarital Affairs in Kazakhstan Jasmin Dall’Agnola 1 and Hélène Thibault 2,* 1 Department of Social Science, Oxford Brookes University, Oxford OX3 0BP, UK; [email protected] 2 Department of Political Science and International Relations, School of Sciences and Humanities, Nazarbayev University, Nur-Sultan 01000, Kazakhstan * Correspondence: [email protected] Abstract: In recent years, the institution of marriage in Muslim Central Asia has undergone profound transformations in terms of religious dynamics, migration patterns, and the impact of globalization. In Kazakhstan between 2014 and 2019, every third marriage ended in divorce. By examining how Muslim Kazakhs’ support for divorce and casual sex is related to their consumption of information obtained on the Internet, mobile phone, and social media, this study contributes to the growing body of literature on the transformative forces of information and communication technology (ICT) in Kazakhstan and Central Asia. It uses a mixed-method approach that contrasts wider statistical trends from the World Values Survey Wave 7 country dataset on Kazakhstan with empirical data from focus groups conducted in five different regions of the country in 2019, involving a total of 96 respondents. The findings from the statistical and non-statistical analysis show that frequent exposure to information online influences Muslim Kazakhs’ support for extramarital affairs and divorce. Yet, frequent use of ICTs does not necessarily weaken the institution of marriage. Apart from its effect on university-educated female Kazakh youth, it seems to reinforce traditional understanding of marriage obligations among older generations and young men. Citation: Dall’Agnola, Jasmin, and Hélène Thibault.

Please also consult AFG29678.E of 14 July 1998, AFG28173.E of 27 November 1997 and AFG27853.E of 21 November 1997 for information relating to tazkara issued before 2001, which Afghan citizens may currently use as identification. Additional information published since December 2002 is limited; however, the Danish Immigration Service (DIS) reported in March 2003 that since the end of the Taliban period, the Afghan authorities have been issuing a new form instead of the previously issued identity forms because they have run out of the latter (Denmark Mar. 2003, 55). The Research Directorate did not find a description of the new form or reports indicating that the Interim Islamic Administration of Afghanistan (IIAA) was intending to replace older tazkara with these new forms among the sources consulted. Citizens can obtain a tazkara from the Ministry of Interior in Kabul, provincial governors in the provinces, a "'District Commissioner'" in the Afghan districts or at embassies abroad by showing a birth certificate or having another person certify their identity (ibid., 54). • Pakistan & the Kuala Lumpur Summit 2019
Pakistan & the Kuala Lumpur Summit 2019 AGHA HUSSAIN & MOBEEN JAFAR MIR 13 December 2019 Islamabad Policy Institute, Pakistan Issue Brief Pakistan & the Kuala Lumpur Summit 2019 Abstract The forthcoming ‘Kuala Lumpur Summit 2019’ in Malaysia affords tremendously high economic, political, social and strategic opportunities to the Muslim world in general and Pakistan in particular. The summit being an outcome of troika of Muslim states, notably Turkey, Malaysia and Pakistan, aspires to rope in more Islamic countries under its umbrella with the passage of time. Interestingly, the major Arab Muslim states - Saudi Arabia, the United Arab Emirates and Egypt – have not been made part of this group. The likely participation of states considered hostile to Saudi Arabia, like Qatar and Iran, has dramatically given birth to Saudi reservations about the agenda of the summit. Pakistan, by virtue of its deep Islamic, cultural and economic ties with Riyadh, finds an increasingly challenging path ahead while charting out its foreign policy priorities. Pakistan, however, for a number of reasons is bound to move ahead to play a pioneering role in the summit since, many issues on the summit’s agenda, notably countering Islamophobia, Kashmir crisis, and revival of Islamic civilization, carry great significance as far as economic, political, ideological and strategic priorities of Islamabad are concerned. Pakistan, while aligning its interests with the Muslim states taking part in the summit, must not ignore its relationship towards other Muslim states. Likewise, succumbing to foreign pressure and withdrawing its firm commitment to the summit will be extremely disastrous for Pakistan in the long run. It should, however, tread a careful path keeping its national interests as its overriding concern and priority.
