Yibin Urban Riverside Loop Line Road Project 5 RAP RAP Purposes, Terminologies & Definitions This Resettlement Action Plan (RAP) is prepared in accordance with the national and local laws and regulations of the People’s Republic of China (PRC), and the World Bank Resettlement Guidelines (i.e., Operational Directive for Involuntary Resettlement of OP 4.12). The purpose is to set out an action plan for the resettlement and restoration of the Affected Persons (APs) to ensure that those affected will be benefited from the project, and their living standards be improved or at least restored to the pre-project situations after the project implementation. Acquisition of a land and the associated properties to enable project implementation would adversely affect the residents and other persons living or working on the land as acquired. The term of APs is defined as those whose income or livelihoods are to be adversely affected by the land acquisition activities of the Project. APs may be any of the following categories: 1) those whose land (including housing land, utilities land, and land for agricultural, forestry, livestock breeding, fishery and sidelines), structures (including private buildings and attachment, enterprise buildings and public buildings, etc.), entitlement or any other properties that will be acquired or occupied, in full or in part, permanently or temporarily; 2) those that use the above structures, lands or properties; or those whose business, vocations, working, residences or habitat will be adversely affected; or 3) those whose living standards are to be adversely affected due to the land acquisition and/or resettlement activities.
Definition of APs
“Affected Persons” means those that, because of the project execution, are to be suffered in living standards are or otherwise adversely affected; or those whose building ownership, the entitlement or interest, lands (including house lands, agricultural and grazing lands) or any other fixed or movable assets thereof that are to be acquired or possessed, temporarily or permanently; or those whose business, occupation, working or residences or habitats that are to be adversely affected. “Affected Persons” imply either individual person(s) or such legal persons as enterprises or public organizations. The definition of APs does not limit or restrict the associated legal registration or permission to live or conduct business in the affected location, nor does it limit the compensation for the property. Thus, they are to include: 4) all affected persons regardless of their legal entitlement or absence thereof to the assets being taken; and 5) persons without residential permit to live in a defined area. Therefore, all such persons who are affected will need to be considered and recorded as the APs, regardless of their legal relationship to the assets, land or location.
Yibin Urban Riverside Loop Line Road Project 6 RAP For a land or property to be acquired, if it is used by or to be compensated for one and more individuals or households, the associated compensation and restoration will be based on their losses, their entitlements, and the impacts on their living standards. Disregarding the legal entitlement or interest, definition of the APs will be directly related to the adverse impacts of the project. All APs shall be compensated to improve or, at least, restore their standards of living, including compensation for their property losses. The compensation to the loss of properties shall be based on the replacement values with no deduction or discount on account of depreciation or other reason(s). The APs shall have entitlements for what they suffer due to the project impacts. Not only should they be provided with compensation for property losses, they should also receive economic subsidy as well for restoration of their living standard. For those affected who run business, cultivated land or conduct construction with no property ownership, entitlement, or legal residential permission, they are eligible for restoration of their livelihoods and compensation for their lost properties on an equal footing with those owning lawful properties, entitlements or permissions.
Definition of “Resettlement”
“Resettlement” is arrangement for the APs on production and living, so that they will be benefited from the Project. Resettlement activities usually include, 1) relocation of living quarters; 2) provision of new and acceptable employment for people whose working engagement is affected; 3) restoration of (or compensation to) the affected productive resources such as land, working places, trees and infrastructures; 4) restoration of those affected whose living standards (qualities of life) are adversely affected due to land acquisition and/or relocation; 5) restoration of or compensation to the affected private and public enterprises; 6) restoration of cultural or common properties that are adversely affected.
Definition of “Restoration”
“Restoration” implies to reinstate the APs in their capacity and capability so that they can continue their production activities, and/or to reinstate their living standards to at least those of the pre-relocation status, or higher levels. The purpose of this RAP is to provide an action plan for the potential resettlement and restoration activities so that the APs will be compensated for their losses and their living standards will be improved or at least restored to the pre-project levels. In order to attain these objectives, restoration measures are included in the RAP to enable income restoration for the APs for sustainable livelihoods. Similarly, business and production

Resettlement Action Plan for Yibin Urban Riverside Loop Line Road Project
Resettlement Action Plan is of great significance for the successful implementation of Yibin Urban Riverside Loop Line Road Project, particularly for people within the scope of Yibin Urban Riverside Loop Line Road Project, who will be affected by the land requisition and demolition work. Since March 2004, the design of the Project has been optimized from time to time, with a view of alleviating the adverse impact upon the local residents. The Plan is prepared by Yibin Urban Construction and Investment Co., Ltd. under the support of Yibin Municipal Government and relevant departments.

Yibin Urban Riverside Loop Line Road Project 9 RAP 1 Description of Yibin Urban Riverside Loop Line Road Project 1.1 Overview of Yibin Urban Riverside Loop Line Road Project
In the downtown of Yibin City, the complicated landform, formed by convergence of and partition by three rivers, i.e., Jinsha River, Minjiang River and Changjiang River, and separation by mountains, divides the urban area into several geological zones which are relatively independent with each other, forming a particular “group-type” urban structure which takes the old city as the center. By the end of year 2003, the permanent population of Yibin City had reached 450,000, and the urban built-up area reached 32.3 km2. According to the Master City Plan of Yibin City set forth in year 1997, it is estimated that during the period from year 2005 to 2010, the permanent population of Yibin City will reach over 500,000, and Yibin City will then become a big city. According to long- term Planning of Yibin City, the population scale will be over 1,000, 000, and that of land use will exceed 100km2. In the future, the city pattern of Yibin City will consist of 11 groups with different functions and characteristics, including: ¾ Old City Group mainly focusing on traditional commerce and protection of historical culture; ¾ Zhongba Group where transport center of railway passenger will be formed for space evacuation for the Old City Group; ¾ Caiba Group mainly focusing on living, tourism, vacation, leisure and entertainment, with proper development of high-tech research and development projects; ¾ Tianbai Group with the main functions of energy industry, water-power base, railway traffic terminal; ¾ East District Group on the South Bank mainly focusing on municipal administration, commerce, finance, service, culture, sports and entertainment; ¾ West District Group on the South Bank mainly focusing on education, scientific research, high-tech industry and residence. ¾ Zhaochang Group as the logistics base reserved for development of Panxi- Liupanshui; ¾ Quyanpingba Group with heavy industry as its feature; ¾ Lizhuang Group mainly focusing on development of industry, tourism and logistic industry, accompanied with residence function; ¾ Jiuzhou Group which is of a comprehensive type, integrating production, logistics, living, administration, culture, science and education, commerce and other relevant functions; ¾ Baisha Group which is a comprehensive district, mainly focusing on category I and II industries and relevant logistics and living. The construction of Yibin Urban Riverside Loop Line Road Project will accelerate the rapid connection among the city groups, ensure smooth and orderly pedestrian flow, material flow and traffic flow, bring along adjustment of urban structure through optimization of city road network, and provide guarantee of necessary foundation for the expansion of urban space and consummation of city functions (e.g., flood control, urban landscape, etc.). The Project is divided into two parts: ¾ Part one (Section A): the section of Riverside Road from the Minjiang North Bridgehead to Tianyuan, is the only traffic road linking Old City Group, Jiuzhou Yibin Urban Riverside Loop Line Road Project 10 RAP Group and Baisha Group. Among them, Jiuzhou Group, which is a city group focusing on production, logistics, living, administration and culture, is planned to cover an area of 16.07km2 and to reach a population of 120,000, and has a built-up area of about 8km2. Logistics, especially that of Wuliangye Group is of huge quantity. Baisha Group, which is a comprehensive district mainly focusing on category I and II industries and relevant logistics and living, is planned to cover an area of 12.8km2 and reach a population of 121,000. Moreover, Old City Group, which is the nuclear group of Yibin City, is planned to cover an area of 12.8km2, and at present has a population of 160,000.The connections of the three groups above are very important. According to the current population and development tendency, there will be a huge traffic flow on the Riverside Road. ¾ Part two (Section B): the section of Riverside Road from Nanan Culture Plaza to the 4th Water Plant links such important city groups as East District Group on South Bank, West District Group on South Bank, Zhaochang Group and Tianbai Group. Among them, Tianbai Group is planned to cover an area of 12.21km2 and reach a population of 147,000; East District Group on South Bank is planned to cover an area of 7.3 km2 and reach a population of 105,000; West District Group on South Bank is planned to cover an area of 8.72 km2 and reach a population of 85,000; and Zhaochang Group is planned to cover an area of 15 km2 and reach a population of 100,000. At present, East District Group on South Bank and Tianbai Group are basically built up, and West District Group on South Ban is under construction; therefore, this section of Riverside Road is also an important road for traffic communication among various city groups, with huge potential of increase of traffic volume. Yibin Urban Riverside Loop Line Road Project 12 RAP 1.2 Related Project General Situation and Resettlement Effects
The sewer lines will be laid under the Yibin Urban Riverside Loop Line Road. Sewage pipe network for Road Section A will lead the sewage in this region to Yangwan Wastewater Treatment Plant, which is under design and expected to be commenced from October 2005 and completed in the end of year 2006. The Plant above, whose owner is Yibin Qingyuan Waterworks Co. Ltd., covers an area of 69.1mu, and to be constructed in two phases. Its handling capacity is 60,000 ton/day for Phase I and Phase II respectively, and after completion the total capacity will be 120,000 ton/day. Land acquisition and relocation for Yangwan WWTP has been completed. The number of people affected by land requisition and demolishment works is 87 in total. The compensation standard for land requisition is based on the rates set forth in the Document of “YFF [2004] No 50” (see Table 23 under Section 5.1.2.12), that for demolition is 510Yuan/m2 for brick- concrete structure and 420Yuan/m2 for brick-wood structure. The area of rural house buildings to be demolished in the Project is 1,635.05 m2, among which 746.85 m2 are of brick-concrete structure and the rest are of brick-wood structure. All the project-affected people will receive cash compensation according to replacement price or be resettled by building houses for them.
Section B, during construction, will be connected with a 4km long sewage interception pipeline, which leads to Nanan Wastewater Treatment Plant in the East District. Construction of the 4km long sewage interception pipeline and Nanan Wastewater Treatment Plant were commenced on December 26, 2001, and are expected to be completed in the end of year 2005. Nanan Wastewater Treatment Plant, whose owner is Yibin Qingyuan Waterworks Co. Ltd., covers an area of 43mu, and is expected to have a handling capacity of 50,000 ton/day after completion. Its commencement time was December 2001. Land acquisition and relocation for Nanan WWTP has been completed. The project-affected people were mainly farmers, and over 50 people were affected by the land requisition and house demolition. Forward delivery housing was implemented for the project-affected people. After 18 months, during which a transitional compensation was paid, all the project-affected people moved into the new houses. The organization responsible for implementation of resettlement was Land and Resources Bureau of Yibin City. The project-affected people have been resettled in accordance with relevant policies of compensation for land requisition and demolition in Yibin City. The policies which the resettlement work was based on are the same as that for Yangwan Wastewater Treatment Plant. The resettlement work was carried out successfully, without any disputes and problems left behind.
1.3 Content of Yibin Urban Riverside Loop Line Road Project
Yibin Urban Riverside Loop Line Road Project is divided into Section A and Section B. The details of Graph of Relation of District Location of the Project are as shown in Fig. 2.
Work content of Section A of the Project: Section A starts from Minjiang North Bridgehead, along the left bank of Minjiang River and Changjiang River, passes Jiangbei Park, Cuiping Glass Factory, Liangmeigou, The 11th Construction Engineering Company
Yibin Urban Riverside Loop Line Road Project 13 RAP of Sichuan Province, Erlangzui, State-owned 799 Plant, Changjiang Bridge, Yibin Power Generating Co. Ltd., Changjiang Paper Making Co. Ltd, and ends at Tianyuan Co. Ltd. The total length of road is 6,888.51m. The standard cross-section is of single-width road with a total width of 15-20m.It is recommended that the carriageway should adopt asphalt concrete pavement. The whole line has one detached flyover, 4 medium and minor bridges, 2 culverts, and 2.9km of riverbank protection.4-lane scheme is adopted, in which section 0+000~5+160 is of four lanes, and section 5+160~6+688.51 is of two lanes.
Work content of Section B of the Project: the line will be arranged along the south bank of Jinsha River, in east-west direction. It starts from Nanan Culture Plaza and ends at the 4th Water Plant, with a total length of 3,521.21m.The standard cross-section is of single- width road. The full width of section 0+000~0+772.60 is 24m (sidewalk 5m+ carriageway 9m + sidewalk 10m), and that of section 0+772.60~3+521.213 is 20m (sidewalk 5m+ carriageway 10m + sidewalk 5m). It is recommended that the carriageway should adopt asphalt concrete pavement. The whole line has 1 medium and minor bridge, 9 culverts, and 3.5km of riverbank protection.
The content of the Project includes road engineering, bridge and culvert engineering, flood control engineering, sewage and rain water engineering, works of municipal auxiliary facilities, landscape and planting engineering, illuminating engineering, traffic engineering, etc. Laying of sewage pipe network along Section A and Section B is also included.
Section A will be designed as per planned flow direction of wastewater, and the sewage pipe for the whole loop line will be arranged in three regions. Subsection A1, part of sewer pipe on which in Jiuzhou District is the trunk sewer, delivers wastewater from such districts as Zhongba, the Old City and Jiuzhou to Yangwan Wastewater Treatment Plant; Subsection A2 will not be provided with sewer line for no wastewater will be brought in the connecting area between Jiuzhou District and Baisha District; the sewer line on Subsection A3 in Baisha District is also the trunk sewer which delivers wastewater in this area to the planned downstream wastewater treatment plant. Yangwan Wastewater Treatment Plant is built in the lower reaches of Jiuzhou along Riverside Road, the sewer pipeline on Section A in Jiuzhou is the trunk sewer which delivers the urban sewage from Jiuzhou, the Old City and Zhongba on the north bank to Yangwan Wastewater Treatment Plant. Section A is designed as per planned flow direction of wastewater, and the sewage pipe will be arranged in three regions in accordance with the planning on both sides of the road and the topographic conditions.
Sewer pipe on Subsection A3, taking Yibin Power Plant as the divide, has two reverse direction of sewage drainage: sewage in the sewer pipe in front of the power plant will flow to Baishawan under gravity in a direction opposite to the wastewater plant; sewage in the sewer pipe behind the power plant will directly flow to the planned wastewater treatment plant under gravity. A wastewater pumping station will be built in Baishawan, where after been pumped and delivered under pressure to the said power plant, the wastewater will be sent to gravity flow sewer pipe behind the power plant. The Baishawan wastewater pumping station has been included in this Project. There is another branch pipe on Subsection A3, which is located in the district of Changjiang Paper Making Co. Ltd, the wastewater from which are collected through pumping in wastewater pumping station. However, only reserved interface(s) will be provided at this place in the design, and the wastewater pumping station will not be include in the scope
Yibin Urban Riverside Loop Line Road Project 14 RAP of the Project. The wastewater pumping station in Baishawan will have a handling capacity of 9,000m3/d, and will cover an area of 2000m2.
As to sewage pipe network for Section B, according to the design data for interceptor sewer of Riverside Road as provided by the Employer, it has been confirmed that there is a wastewater pumping station near 0+115 of the section of road which has been designed. The pumping station above has a scale of 1.0X104m3/d; therefore, it is designed that wastewater from the section of road will flow to this pumping station. One wastewater pumping station near the starting section of Section B is also designed, thus the wastewater from the section of road will enter such wastewater pumping station.

Yibin Urban Riverside Loop Line Road Project 16 RAP 2 Impact of Yibin Urban Riverside Loop Line Road Project 2.1 Land Requisition for the Project
The scope of land requisition for Yibin Urban Riverside Loop Line Road Project involves 2 sections, i.e., Section A and Section B. The total area of land use of Section A is 272.15mu, among which 242.12 mu are state-owned land and 30.03mu are collective- owned land requested. Among the 30.03mu of collective-owned land requested, the area of cultivated land is only 0.92mu, accounting for 3.06% of the total area of requested land. The scope of land requisition involves three township units in Cuiping District of Yibin City, i.e., Anfu, Baishawan and Nanan; 6 villages and community units, i.e., Liubeichi, Wuqiao, Baita, Shiziping, Huangjueping, Shangdukou; and 9 groups, i.e., Yangwan Group of Liubeichi Community of Anfu Office, the 4th, 5th and 6th groups of Baita Community, the 1st and 2nd groups of Wuqiao Village, the 3rd Group of Huangjueping Village, the 1st and 4th group of Shiziping Village.
The total area of land use of Section B is 128.34mu, among which 94.18mu are state- owned land and 34.16mu are collective-owned land requested. Collective-owned land involves the group of Qiaowan Village of Shangdukou Community on the south bank of Cuiping District of Yibin City. The total land requested includes dry land 1.49m, commodity vegetable plot 0.44mu, garden plot 1.64mu, woodland 11.74mu, wasteland 4.57mu, and other land 14.31mu.The total cultivated land requested is 1.93mu, accounting for 5.65% of the total area of land requested, which, compared with the total cultivated land of the said village group, i.e., 256.1mu, accounts for only a small proportion (less than 1%). Meanwhile, the per-capita cultivated land of this village group is comparatively high among the outskirt areas (1.02mu/person). The basic conditions of rural collective economy and land requisition for the Project involved in Section B are as shown in Table 1.

The objects under the influence of house demolition in Yibin Urban Riverside Loop Line Road Project include urban resident, rural residents, commercial shops, enterprises, institutions and organizations as shown in Table 2. A total of 1,028 households are affected by relocations in the two sections involved in the Project, among which 97 are rural households and 931 are urban households. In the same time, 133 enterprises and institutions and 234 shops are also under the influence of relocation. The total population affected in the Project is 8745. Due to wide range of involvement in the Project and variety of resettlement, buildings affected are also of various types. According to statistics, a total of 158,290.7m2 of various buildings are required to be relocated for the Project, among which 9,529.105m2 are frame-structure buildings, 94,762.94m2 brick-concrete structure buildings, 38,188.86m2 half-timber structure buildings, earth-timber structure buildings565.23m2,

Yibin Urban Riverside Loop Line Road Project 23 RAP 2.3 Measures in the Planning and Design Stage to Avoid and Reduce Workload of Land Requisition and Demolition In order to reduce land requisition and demolition, the route shall be selected carefully during the period of feasibility study for the Project. In addition to such factors as landform, geology and investment, etc. that shall be taken into consideration in the scheme design, the quantity of land requisition and demolition shall, as far as possible, be avoided and reduced. Detailed measures are as follows: ¾ Earth/stone works: use excavated soil for filling, borrow less soil, occupy less land and dispose less soil as far as possible; occupy less cultivated land and fertile land as far as possible for earth filling of all the roadbeds, stations and yards, and borrow soil primarily from earth mounds, wasteland and river bends in the distance; use spoil from bridge and culvert construction to repair riverbank and dyke, thus occupying less land. ¾ Route: existing road, open spaces, areas without buildings shall be utilized as far as possible in the design. At the same time, consideration shall be given to minimizing land requisition and house demolition when designing rights of way. ¾ Road type: unified width will not be provided in design of riverside sidewalk; minimum width will be controlled to ensure smooth passing. When building rest facilities such as stools, etc., the construction shall be adjusted to the local conditions so as to reduce land requisition and demolition as far as possible. ¾ When selecting public transportation stations and points, land requisition and demolition shall be reduced as far as possible and their positions may be shifted to forward or backward when necessary to minimize impacts. For example, elimination of the need to relocate one workshop relocation can be realized through shifting of flag stops outside Yibin Boiler Plant. ¾ The route type, cross section, structure, etc. of the road will be assessed in accordance with the initial investigation findings above, and will be adjusted during the feasibility study and preliminary design to optimize the design with regard to reducing the need for relocation or adjustment of shops, enterprises, residents and institutions. ¾ The employer shall, during the preliminary-stage design of the project, take the suggestions of experts, the public and the project-affected people on avoidance and reduction of land use, optimize and modify design, and determine optimal scope for land requisition and demolition for the Project after presentation of alternatives by the planning and design department.
Yibin Urban Riverside Loop Line Road Project 24 RAP 3. Targets of Land Requisition, Demolition and Resettlement in the Project 3.1 Avoidance and Reduction of Involuntary Resettlement as Far as Possible Construction of Yibin Urban Riverside Loop Line Road Project will be carried out in the downtown of Yibin City and densely populated suburbs and rural areas; therefore, the primary target for construction of the Project is to avoid and reduce relocation of residents as far as possible.
3.2 Preparation of Resettlement Plan of Sustainable Development, Resumption and Improvement of the Production and Living Standard of Project-affected People Construing of Yibin Urban Riverside Loop Line Road Project will be carried out along densely populated urban riverbank and suburbs, which will inevitably result in relocation of certain urban and rural residents and affect their daily production and living. During the construction of the Project, measures will be taken in accordance with the needs and situations of the project-affected people; a resettlement plan designed to promote sustainable development will be implemented among the project-affected people; and sufficient funds will be provided to resume and improve the production and living standards of the project-affected people to the level equal to or higher than that before resettlement or before implementation of the Project.
3.3 Improving the Housing Condition of the Project-affected People, Improving Infrastructures and Service Facilities in the Surrounding Areas, and Providing Better Employment Opportunity and Development Opportunity to the Affected Population Combining the Long-term Target of Social Development During the construction of Yibin Urban Riverside Loop Line Road Project, land requisition, demolition and resettlement of the project-affected people will be closely linked with the Planning of Urban Space Development of Yibin City, to improve the living environment, improve urban infrastructure and service facilities, and provide better employment and development opportunities to the project-affected people by taking advantage of the opportunities provided by urban economic development. Combining the long-term target of social development, the housing conditions of the affected population will be improved, and the infrastructure and service facilities in the surrounding area will also be improved through relocation; the affected population will be provided with better employment opportunity and development opportunity through land requisition.
3.4 Other Relevant Targets Through the construction of Yibin Urban Riverside Loop Line Road Project, the following targets will also be realized.
Yibin Urban Riverside Loop Line Road Project 25 RAP ¾ Improving linkages to provide access among city groups, increasing density of road network, decreasing density of population, vehicles and goods transportation, alleviating traffic pressure and reducing traffic pollution. ¾ Providing conditions for pipeline laying and improvement of environment and landscape along the river, effectively improving people’s living and working environment through rebuilding of municipal roads, thus improving living quality and urban standard. ¾ Along with the creation of new urban space, the existing urban space will be fully utilized and effectively managed; pollution will be largely reduced as well. ¾ Improving the existing living environment, ensuring the sustainable development of economic development, and leaving more development space and resources for future generations.
Yibin Urban Riverside Loop Line Road Project 26 RAP 4 Investigation of Social Economy
4.1 Social and Economic Condition in the Project Location
Yibin City lies between 103°39 105 20 east longitude and 27°49 29°16 north latitude, covering a length, from west to east, of 153km, and a width, from north to south, of 150.4lm. Jinshajiang River and Mingjiang River converge at Yibin City, into Changjiang (Yangtze) River, so there is the beautiful name of “The First City along the 10,000 li (0.5 km) Changjiang River (Yangtze)”. Sitting at the south edge of Sichuan Basin and at the junction of 3 provinces of Sichuan, Yunnan and Guizhou, Yibin City is adjacent to Luzhou City in the east, connecting with Zhaotong City of Yunnan Province, Liangshan Yi Nationality Autonomous Prefecture in the west and Zigong City in the north. It is the communication hub and commercial center at the junction of the 3 provinces and the most important location of resource development and ecological protection on the upper reaches of the Yantze River. The GZ40 trunk line of National Highway passes longitudinally from south to north, S206 and S307 Provincial Highway, Neijiang~Kunming Railway connects with the adjacent cities. The area of Yibin City proper is 13,283 sq. km, covering one district and 9 counties of Cuiping District, Yibin, Jiang’an, Changning, Gaoxian, Junlian, Gongxian, Xinwen and Pingshan counties. There are a total of 97 villages, 106 towns and 2,969 administrative villages. The Total population of the whole city in 2003 was 5.15 million.
GDP of Yibin City in 2003 was 29.102 billion Yuan, with economic aggregate ranking 4th in the whole province. In terms of regional economic development, Yibin is projected to develop into a central city in the region with energy, food and chemical industries as dominant sectors, and featuring the brewing of alcoholic products. Yibin is situated at the juncture of Panxi-Liupanshui resource-rich area and Changjiang River economic strip. It is the “Bridge Head” of the Panxi-Liupanshui resource area and Changjiang River economic strip, lying in the geographical center of the 4 most important economic cities in southwest area: Chongqing, Chengdu, Kunming and Guiyang (all within a distance of 200~500km), which is a “Growth Point” of the central zone in Sichuan, Yunnan and Guizhou provinces. In a special study on overall city planning and compact town group district in south Sichuan, Yibin City is appraised, on a comprehensive index as the city with the maximum development potential among town groups of south Sichuan; and in a special subject research of national “11th Five-
Yibin Urban Riverside Loop Line Road Project 27 RAP years Planning”--- Sichuan Chongqing Economic District, Yibin City is regarded as the sub-growth pole of Sichuan Chongqing Economic District, being the “Third Pole” next to Chengdu and Chongqing. It possesses the potentials to become a larger and more economically important city.
The external traffic of the city is quite convenient. A comprehensive communication network for Yibin City consists of road, railway, water transportation and civil aviation. Road network of Yibin City is formed by taking Yibin as the center, with 2 National Highways (GZ40 and G213) and 4 provincial highways (S206, S307, S308, and S309) as the basic framework, as well as county and town highways as connection lines. Yibin is rich in energy and mineral resources, possessing the basis and predominant position in industries such as food (with alcohol brewage as a feature), chemical engineering, chemical fiber, paper making, energy and building material etc. Tourism resources include unique characteristics, such as the national-level scenic spots “Bamboo Sea of South Sichuan” and “Stone Forest and Cave Town”, national key cultural relic protection unit, Xijiashan Ancient Folk Houses, age-old Zhenwushan Taoism building group, suspended Coffin of K-People, as well as numerous provincial level scenic spots.
Yibin City has worked out a development objective and strategy for future city social and economic development. The development objective is to become:
An economic center at junction of Sichuan, Yunnan and Guizhou provinces, traffic hub and commercial center; An important central city along Changjiang River economic belt; A modernized industrial city in terms of resource exploitation and a garden city with ecological mountains and rivers.
For the purpose of realizing its social development objective, the overall development strategy of Yibin City is to take the opportunity of implementing the urban master plan of the new century, to analyze and combine with its local conditions, advantages and features for social, cultural and natural development, as well as to insist on sustainable development strategy by paying equal attention to “Fairness” and “Benefits”.
Yibin is approaching development in the first 20 years in this century in three phases by using “the first five years to consolidate the foundation, another five years to break through, and the final ten years to realize a tripling of GDP. From 1999 to 2005, GDP for the whole city will be doubled and by 2010 the city will be built into a class Yibin Urban Riverside Loop Line Road Project 28 RAP one central city in the upper stream area of the Yantze River, a comprehensive communication hub in the junction of Sichuan, Yunnan and Guizhou provinces, the hub of hydropower development on the Jinshajiang River, an important constituent of ecological protection for the upper stream of Yantze River. By 2020 GDP will reach the national average and will have tripled from the base year of 2000, with GDP per capita exceeding 3000 dollars,
4.2 Population Census
4.2.1 Population affected within the scope of the Project
From July 17 to 30, 2004, an inventory survey was launched primarily by Yibin Urban Construction and Investment Co., Ltd. in conjunction with Yibin City Xinyu Demolition Company and Yibin Urban and Rural Planning, Survey & Design Institute for land requisition, demolition and resettlement of the project-affected people involved in Yibin Urban Riverside Loop Line Road Project. The method of investigation is to make a universal investigation among all kinds of project-affected people. Yibin National Land Resources Bureau was responsible for the investigation data of rural collective land and attached facilities. The purpose of performing the inventory survey among the project-affected people is to determine the quantity and quality of assets of the affected people within the scope of the project, calculate the physical loss of the project-affected people due to land requisition and demolition, and provide essential data for the social economic appraisal of the project, and for studying the impact of the project upon regional society and economy and for resettlement implementation as well as internal and external resettlement monitoring and evaluation.
The survey shows that the project-affected people to be impacted by the construction of Yibin Urban Riverside Loop Line Road Project number 8,745 persons, among whom are 931 urban households including 2,878 persons, 97 rural households with 349 persons, 113 enterprises and institutions with 4,438 persons and 234 shops with 1,080 persons. See Annex 2 for the detailed listing of affected enterprises, institutions and shops. The actual quantity of affected people and assets will be reviewed and a base-line survey will be undertaken before resettlement implementation in the field which will be in one or two years after preparation of this plan in 1.5 yars.

Table 4 reflects the distribution of urban families of project-affected people. In general, project-affected people of urban families are mainly 3-4 persons/per household, among which, 60% population of the project-affected people concentrates in Section A area.

Viewed from the data in the table, except group 5 and 6 of Baita Community and Qiaowan Group of Shangdukou Community that exceed one mu per capita, the cultivated land per capita for the remaining groups is less, especially the cultivated land per capita for Wuqiao Group 1 and Liuhuai Community Yangwan group are the least. Wuqiao group 1 has almost no cultivated land. The farmers in these village groups rely on non-agricultural income for living source. Just as this, the annual income per capita for villagers of 30 households in Wuqiao Group 1 is less than 800yuan. Meanwhile, the annual income per capita for most villagers in Shangdukou Community Qiaowan Group is less than 1500yuan.

In Section A, The population in 17-60 years old labor force occupies 66.49% of total project-affected people. In the total affected people (349 persons), children and the aged occupies about 25%.

Table 8 reveals the education background information for project-affected rural people (the difference of population with Table 7 is because partial project-affected people haven’t filled in the education receiving information), cultural level for junior high school and elementary school occupies over 70%, and there are about 10% illiterate people.

4.2.3 Disadvantageous groups, including impoverished population, one-parent family with women as householder, the solitary and widowed, the old, the deformity lacking of labor capacity and the minorities.
The investigation within the project-affected area shows that there are no concentrated vulnerable groups. All the farmers living in suburb can obtain non- agricultural revenue through renting their houses or working locally in the city or other places in the country or trading. However, there are 45 households whose annual average income is less than Y800/year/person. Among the 45 households in the rural areas, 10 have handicapped and seriously sick members at home. Four of them are at Qiaowan VG, five at the 1st VG of Wuqiao and one lives in the 3rd VG of Huangqiaoping. It is found out from the investigation that within project-affected people for urban families, there are 107 households who have members unemployed. No ethnic minorities are identified in the project area.
Yibin Urban Riverside Loop Line Road Project 35 RAP 4.2.4 Determination of Category of All Project Affected People
Taking Table 3 as a reference, the project-affected people within the Project can be categorized as the following:
¾ The rural residents living in the outskirt of Yibin City are distributed in 10 villager groups. ¾ The urban residents living in Yibin City along the river bank. ¾ Enterprises and institution unit within the project area ¾ And the small shops distributed within the project area.

The Employer will establish current production and living levels through comprehensive investigation before land requisition and demolition, establish a management information system for data on project-affected people, and follow up on changes in the production and living level data of project-affected people through periodic internal monitoring and research during project implementation.
4.3 Inventory Survey
4.3.1 Losses of Project Affected People
4.3.1.1 Land requisition
Table 11 and Table 12 show the land requisition involved in Yibin Urban Riverside Loop Line Road Project. In the project area, 83.97% of land is state land that will be provided through direct transfer. These state owned lands are currently occupied or utilized by urban roads, affected enterprises, affected shops and urban residential sites which must be moved out of current sites due to the construction of the project and relative impacts have been illustrated in the related sections; The project will also acquire a total of 64.17 mu land from villagers’ collectivities among which, there are 19.33 mu forest land taking 30.12% of total land requisitioned from the collective in the rural area.

There are total 931 households of urban residents to be affected, among which, there are 566 households in Section A and 365 households in Section B. The data in Table 13 indicate that there are 62,574.48 m2 of urban residential structure areas, and 46,910.61m2 utilization areas in Yibin Urban Riverside Loop Line Road Project, averaging 16.3 m2/person. Meanwhile, there are 77 illegal houses of urban residents with a total of 1762.814m2 , mostly in Section A. These houses are used as storehouses and no people are living in. There are 621.653m2 of shops areas of urban residents, mainly used for rent or small shops.

Totally 20,646.07m2 of houses for 97 households in 10 villager groups in urban suburbs for the construction of Yibin Urban Riverside Loop Line Road Project have to be demolished or relocated, among which, 2,413.928 m2 are frame structure, 13,621.04m2 brick and concrete structure, 4,045.88m2 brick and wood structure and 565.23 m2 earth and wood structure. No one live in the earth-wood houses, but fowls or personal belongings. See Table 15 for details.

The data listed in Table 16 displays that the construction of Yibin Urban Riverside Loop Line Road Project will affect 97 households of rural family, totally 206,460.07 m2 houses affected, averaging 59.2 m2/person. Most affected houses are in Section A. Generally, the area distribution of rural residents more than 180m2/household occupies higher. Section A and Section B reach respectively 43.86% and 28.12%.

Among which, 21,993.35m2 brick and concrete structure, 4921.46 m2 frame structure, 9882.74m2 mixture structures (all kinds of houses affected within the unit are not clearly calculated in separate), 17,998.51m2 brick and wood structure. Except the properties of part enterprises and institutions being not marked clearly in inquiry, 2 stock-holding, 39 private enterprises, 34 state-owned enterprises, 17 collective-owned enterprises, 15 institutions and 6 governmental organs fall in the property-marked enterprises and institutions. See Table 18 for details.

4.3.2 Illegal, Temporary and Overtime Temporary Structures
Most of the illegal houses for the urban residents were built in the 1970s and 1980s. During the field investigation, no one was found living in the illegal houses. In addition, many shops facing the streets were found to be built by enterprises behind the shops without approval by the urban master plan. See Table 20 for details.

On the basis of relevant requisition and demolition policies, rules and regulations issued by various authorities of the People’s Republic of China, preparation for the plan of land requisition and demolition activities is made for Yibin Urban Riverside Loop Line Road Project. 5.1.2 Compensation, Land Acquisition and House Demolition Policies for Impacts of Different Types of Assets
5.1.2.1 Permanent requisition of collective land
The Loan Implementation Institution will, according to the rules and regulations of the People’s Republic of China, entrust Yibin Unified Land Requisition Department with the responsibilities to pay the project-affected villages and villager groups the land compensation fee.
Methods employed to determine the land compensation fee are: On condition that all lands of the rural collective economic organizations have been requested and all the villagers need to be resettled, all land compensation fee, calculated in accordance with the land laws and policies, and all resettlement subsidies shall be used to resettle the villagers who have become urban residents as a results of land requisition. While parts of the lands of the rural collective economic organizations have been requested, 70% land compensation fee and all resettlement subsidies shall be used to resettle the villagers who have become urban residents and the rest 30% land compensation fee shall be given to the collective economic organization for rehabilitation and development of production. Compensation for requested land should be calculated as 6 to 10 times of the average annual value of production of this land in 3 years prior to requisition. See Table 22 for criteria of annual value of production. Compensation fee for other types of land shall be half of that of the crops-plowland. For those villagers with more than 0.8 mu plowland per capita after requisition, the land compensation fee shall be 6 times of the annual value of production; for those with 0.6 mu to 0.8 mu, it shall be 6 to 8 times; for those with 0.4 mu to 0.6 mu (excluding 0.4 mu among which 0.3 mu is vegetable plot), it shall be 8 to 9 times; for those with less than 0.4 mu (among which 0.3 mu is vegetable plot), it shall be 10 times. See Table 23-26 for criteria of compensation for requested land in Yibin City
The village groups who have acquired land compensation fee shall determine on their own the distribution and use of the money. Methods employed by villager groups to use land include making use of the compensation fee to develop agricultural and nonagricultural fields to enhance their economy.

5.1.2.2 Temporarily leased land in construction period
For those lands temporarily leased and with a leasing period as 6 months, the Loan Implementation Institution shall, based on the value of agricultural production on land, compensate the overall annul output value for fish ponds and crops planted one time a year, and semiannual output value for crops planted two times a year or more times. If period exceeds 6 months, output value of a whole year shall be compensated. In case that the period is over one year, compensation shall be made for 100% of the corresponding output value from the second year. After the expiry of the leasing period, land use units will organize or entrust the restoration of cultivation. On condition that the land capability has decreased and crops fail, compensation will be properly made. Cost for restoring cultivation is paid in advance while going through the temporary land-use formalities.
5.1.2.3 State owned land
Among the total area of used land in the project, 83.97% is state owned land and is directly allocated.
5.1.2.4 Loss in houses
All the residents affected by house demolition will be relocated in ares under the urban master plan. Detailed resettlement measures are:
(i) For houses of the project-affected urban residents, two compensation methods are applied:
¾ First, cash compensation. The demolition unit makes compensation according to the market price determined by the evaluation organization for the affected houses.
¾ Second, replacement of house property rights along with compensation for price difference. After working out the compensation sum for the demolished house and the replaced house based on market price, the price difference brought by the transaction needs to be settled.
Yibin Urban Riverside Loop Line Road Project 47 RAP ¾ Those projected affected urban residents, who move into houses (for example, second-hand houses) of the same standard with their original ones or communities (in which houses are usually new) better than the originals, will not be compensated in cash. In case that there are changes in floor areas or house structures, such as the floor areas of the houses for replacement are bigger or smaller than that of the originals, price difference will be settled based on the cost prices.
(ii) Those project-affected rural residents in suburb of the city will not be allocated with land for house construction on their own since they have entered into the urban planning area. Two methods will be adopted to resettle these people. They are entitled to choose:
¾ First, cash compensation. Those projected affected rural residents will be compensated in money once-and-for-all and for all value of their houses, so they will not be distributed with houses or allocated with lands for house construction. See Table 24 for the compensation criteria. Second, resettlement by distributing houses, that is, replacement of house property rights along with compensation of price differences. The Project Resettlement Organization will select a land to construct houses collectively as the house resource of replacement. Replacement of property rights: The demolishing party will distribute houses to the project-affected people based on their original houses. On condition that the floor area of the distributed house exceeds that of the original, settlement will be made in accordance with the market price. In case that the floor area of the demolished house is less than 20m2, the resettlement unit will resettle the house owners according to the lowest standard of resettlement floor area, that is 20m2 per person.
5.1.2.5 Partial impact on structures
The Loan Implementation Institution will carry out a full compensation according to the substitutional value. See Table 25 for the criteria of compensation fee.
5.1.2.6 Impact on enterprises
After negotiation with the local government, the Land Requisition, Demolition and Resettlement Department of Yibin Urban Riverside Loop Line Road Project will allocate another land in Baisha Industry Park to projected affected enterprises of production type to rebuild their force. In terms of procedure, allocation of land and construction of factories will be first so as to reduce losses due to stop of production. The Employer of the Project will compensate the enterprises for the project-affected buildings, structures, other fixed assets and furniture in the form of the replacement cost, for all expenditures on move and workers’ allowances due to stoppage of production until they restore the production in the new factories. Allowances for work stoppage will be equal to the workers’ monthly wages. Yibin Urban Binjing Loop Line Road Project will compensate the project-affected township enterprises and private enterprises for the net loss of production during stoppage period.
Yibin Urban Riverside Loop Line Road Project 48 RAP Policies for enterprises of different type are as follows.
For those productive enterprises that have already ceased to operate for more than one year prior to the enterprise survey cash compensation will be paid for the fixed assets of the enterprises and vocational training, free of charge, will be provided to the workers if there are any remaining in the non-operative enterprises. For those enterprises of production type which can operate normally, resettlement will be made in Baisha group according to the urban planning. Details will be determined after negotiation with the demolished enterprises. For those enterprises of non-production type, cash compensation will be made in principle, supplemented with free employment training, etc. For those with special conditions, it can be considered to resettle them in the newly built commercial areas in the city.
5.1.2.7 Stores and small shops
After negotiation with the local government, Resettlement Department agrees to assist these shops to find a business location or façade of shop in the city approximately equal to the original floor areas and of the same grade to continue their business. Difference in floor areas will be settled by compensating price difference on the basis of the construction cost. The Resettlement Department will compensate these shops for the net loss of business during closing period.
5.1.2.8 Temporary impact on enterprises and institutions
The Resettlement Department will compensate these enterprises and institutions according to the replacement cost of their assets. This will be considered along with the nature of the materials used in construction of the original building. In this Project, we will make full compensation as providing sites for affected enterprises and institutions to select and compensating employee’s loss on wages and production.
5.1.2.9 Impact on public infrastructures and other attached facilities
The construction of Yibin Urban Riverside Loop Line Road Project will affect the road surface in the urban road system. The Resettlement Department will, making use of engineering technology, try its best to reduce impact on urban residents and the public infrastructures. On condition that the impact cannot be avoided, it will make full compensation for all municipal infrastructures based on the substitutional values. Yibin Urban Construction and Investment Co. Ltd. will be responsible for rebuilding and rehabilitating the infrastructures.
For those facilities attached to the ground, the Resettlement Department will carry out compensation in conformity with laws and according to the actual situations. See Table 26 for the compensation criteria.
Yibin Urban Riverside Loop Line Road Project 49 RAP 5.1.2.10 Loss in young crops
Project-affected rural residents will be directly paid the compensation fee for loss on young crops by the Yibin Urban Riverside Loop Line Road Project according to annual output value during the affected period. For those crops planted one time a year, compensation will be made for the output value of a whole year. For those planted two times a year, compensation will be made for a half-year output value. If the lands are not planted with young crops, no compensation will be made.
5.1.2.11 Payment of fee Land acquisition and replacement cost for house demolition will be paid in the Project plus compensation for transition, move and others. For the residential households, the moving compensation is Y250/household and the transitional compensation is Y350/month/household for houses with the floor space less than 50 m2. The transitional compensation for houses with the floor space large than 50 m2, a Y4 will be added on every additional square meter. Those who want to take cash compensation will receive a transitional compensation for 45 days as well. For the non-residential units, the moving compensation and transitional compensation will be negotiated and determined prior the time of relocation based on the actual compensation needed. For the renting houses, the Resettlement Department will compensate the house owner and the tenant if the house owner is to cancel the renting contract or if the house owner is to relocate the tenant. The moving compensation and transitional compensation will be paid to the house owner and/or the tenant as well.
5.1.2.12 Compensation criteria for requisition of land and demolition
The confirmed criteria of compensation for requested land of all types have been discussed with all implementation units of the Project, Land and Resource Bureau, House Administration Bureau, leaders of projected affected towns, subdistrict offices, villages and groups. The compensation standards are the same with the Yibin city policy. These policies include Enforcement Regulations of Yibin City on Requisition of Land, Compensation and Resettlement in Urban Planning Area (YFBF [2001] 31, issued on Apr. 5, 2001), Provisional Regulations of Yibin City on Compensation and Resettlement of Villagers Who Have Become Urban Residents as a Result of Requisition of Land (YFF [2004] 50).
Among the 10 affected village groups, none of them will lose all the land. While part of the land of the rural collective economic organizations will be expropriated 70% of land compensation fee and all resettlement subsidies shall be used to resettle the villagers who have become urban residents and the rest 30% land compensation fee shall be given to the collective economic organization for rehabilitation and development of production. Compensation for land compensation fee is calculated as about 30% of the 10 times of
Yibin Urban Riverside Loop Line Road Project 50 RAP the annual average production value of this land in 3 years prior to requisition. Therefore, 3 times of the annual average production value listed in Table 22 are adopted. Based on a government regulation, the bamboo trees will be subsidized as Y7000/mu. See Table 23, Table 24, Table 25 and Table 26 for the detailed rate standard.

5.2 Differences between local statute and involuntary resettlement policy of the World Bank as well as departments responsible for reducing these differences arising in the Project
Over the question whether to compensate for the illegal structures or not and how during the land requisition and demolition process of the Project, there are differences between the policies of the local government and that of the World Bank concerning involuntary resettlement.
It is stipulated in Article 27 of Provisional Control Regulations of Yibin City on Demolition of Urban Houses (No. YFF [2003] 10, issued on March 5, 2003) that “No compensation shall be made for demolition of illegal structures and temporary constructions due of approved expiring date; however, those temporary constructions within the approved expiring date shall be properly compensated. Those temporary
Yibin Urban Riverside Loop Line Road Project 56 RAP constructions of which the instrument of ratification indicates that it shall be unconditional demolished if the urban construction needs will not be compensated for demolition.” However, the OP4.12 of the World Bank regarding involuntary resettlement requires the PAPs to be compensated quickly and effectively based on full resettlement cost to offset their direct property loss caused by the Project.”
Method adopted to dissolve this policy difference is to fully compensate all the illegal structures. The unit responsible for this task is the leading group of Yibin City for environmental protection project. For the urban residential houses, the illegal structures are used as storehouses. No people are living inside. A compensation of Y100-400/m2 will be paid to the house owner. For the households whose average floor space per person is less than 20 m2 in a household (that’s why they built illegal structures to solve the shortage of housing before purchasing a new house), they will receive replaced houses wih a floor space of 20 m2/person free of charge. For the illegal shops owned by the adjacent enterprises, the shop user or the tenant will receive moving compensation and continue the business in another appropriate place. The shop owner or the enterprise concerned will receive a compensation of max.Y400/m2 for the houses although the investment of the illegal structures has been recovered since construction of these houses in the 1970s and 1980s.

6.1.1 Establishment of Institutions
To ensure that the Project can be carried out smoothly, Yibin People’s Government and the construction party, Yibin Urban Construction and Investment Co., Ltd., establish the necessary resettlement institutions to organize, coordinate and monitor the resettlement work. The Employer of the Project is Yibin Municipal Government. Institutions established for requisition of land, demolition and resettlement of the Project are:

6.1.2 Responsibilities of institutions
¾ Leading group for resettlement of the Project
It is mainly responsible for overseeing the implementation and monitoring of all resettlement-related activities of the Project. Under the leadership of the Sichuan Leading Group for Urban Environment Work, it is in charge of making policies for the resettlement work, organizing and coordinating the relations between resettlement institutions at various levels.Office is established under the Leading Group to deal with daily affairs.
¾ Project Resettlement Office
a. It entrusts design units with the task of determining the project-affected area and all local resettlement institutions with task of carrying out social and economic investigation and statistic so as to record these data.

c. It organizes and coordinates the editing and implementation of the Resettlement Action Plan (RAP).
d. It organizes the public to negotiate and publicize the resettlement policies.
e. It is in charge of the management of resettlement cost and allocation and use of founds.
f It guides, coordinates and monitors the resettlement actions performed by local resettlement institutions at all levels and the processes.
g. It also organizes internal monitoring activities and writes internal monitoring reports.
h. It assists the external monitoring activities.
i. It prepares process reports.
During the implementation of land requisition and demolition among the rural and urban PAPs, the Land and Resource Bureau is of great importance. It is held responsible for the following tasks.
a. Provide suggestions for site selection of the Project;
b. Ensure that the selection of the sites conforms to land rules and regulations;
c. Review the feasibility study concerning land requisition and demolition and construction designs and provide suggestions;
d. Assist in solving problems associated with investigation on subgrade;
e. Directly carry out negotiation and implementation of land requisition and demolition plan assisted by Loan Implementation Institution, or provide suggestions on how to implement land requisition and demolition plan;
f. Examine and approve the land requisition and demolition plan;
g. Dealt with complaints regarding land requisition and demolition at all levels;
¾ Towns, communities and villager groups
a. Take part in investigation in society and economy and impact of the Project;

¾ External monitoring and evaluation institution for resettlement
As the Employer of the Project, Yibin Municipal Government has entrusted the Research Institute for Introduction and Utilization of Foreign Capital under Southwest Jiaotong University as the independent external monitoring and evaluation institution.The external monitoring and evaluation institution will perform all basic monitoring works by providing technologies to Project Resettlement Office and carrying out investigations in resettlement and in the PAPs living standard according to regulations. Main responsibilities are:
a. Monitoring Resettlement Action Plan and all aspects of implementation as the independent monitoring institution, and providing the Employer and the World Bank with the monitoring and evaluation reports on resettlement.
b. Providing technical advice to the Employer and relevant departments on processing of investigation data.

6.2 Institutions’ Capabilities and Measures to Enhance the Capabilities of Institutions
Personnel in the institutions involved in the construction, land requisition, demolition and resettlement work of the Project are all elites from the local operating departments; however, this is the first time that they take part in the resettlement work of a project founded by World Bank. To enhance the capabilities of the institutions, it is proposed to adopt measures as providing conditions, strengthening implementation procedure and increasing trainings, etc. Measures also include:

B Main staff member of institutions at all levels will be organized to participate in vocational trainings so as to understand our resettlement policies and relevant requirements of the World Bank and enhance vocational quality and abilities to manage policy problems. Yibin Urban Construction and Investment Co., Ltd has sent staff to join in the trainings held by resettlement experts from the World Bank on April 2004 in Chengdu. Personnel concerned in the Project also participated trainings on resettlement OP4.12 policy of the World Bank and its operation carried out by experts from the professional resettlement monitoring institution, Research Institute for Introduction and Utilization of Foreign Capital under Southwest Jiaotong UniversityDuring the implementation period of the Project, staff member from Sichuan Provincial Project Office will organize at least two symposiums based upon training of land requisition and demolition. Resettlement training schedule determined specially for the Project by Sichuan Provincial Project Office and Yibin Municipal Office includes:
a. Before the beginning of the formal implementation of land requisition and demolition work of the Project, concerned working staff will be trained with laws, polices and procedures, which include resettlement policy of the World Bank, China’s relevant rules and regulations, relevant policies of Yibin City for the Project and implementation procedures, etc.
b .During the implementation of land requisition and demolition work, employment training will be carried out for the PAPs, which includes the employment situations in local and other cities of China, relevant employment skills, etc.
C All these works will be provided with full funds and equipment guarantees.
D Data base will be established to facilitate information feedback which also guarantees smooth communications from the high level to the low level and from low level to the high level. Major problems will be determined and solved by leading groups.
E Reporting system will be intensified as well as the internal monitoring so as to solve problems immediately after finding them.
F External monitoring and evaluation mechanism will be formed along with early warning system.
Yibin Urban Riverside Loop Line Road Project 64 RAP 6.3 Establishment of a Mechanism for Coordination and Cooperation between all Institutions
The coordination and cooperation between all institutions involved in construction, land requisition, demolition and resettlement of the Project are realized through the leadership of Leading Group of the Project specially established by Yibin Municipal Government. Therefore, a participatory coordination and cooperation mechanism has formed with Leading Group as the decision-making institution and Project Office under the Leading Group as implementation institution.
7 Qualifications for Compensation 7.1 Compensation Policies and Principles
[1] Land compensation fee, resettlement subsidies and compensation fee for young crops will be calculated and determined according to the relevant regulations in Enforcement Measures of Yibin City for The Law of Land Administration of the People’s Republic of China.
[2] Compensation for houses and attached facilities will be carried out according to Document {No.YFF[2003]10} of People’s Government of Yibin City and Document {No.YFB[2001]30}of Office of People’s Government of Yibin City.
[3] Compensation and resettlement of villagers who have become urban residents as a result of acquisition of land will be carried out according to Document {No.YFF[2004]50} of People’s Government of Yibin City.
[4] Compensation standard of odd trees will be determined according to the actual value or actual cost for replanting.
If new documents regarding requisition of land and demolition are issued in Yibin City before the implementation of Project and the compensation standard is higher than that in resettlement plan, compensation standards in the new documents will be exercised during the implementation of Project.
7.2 Definition of Resettlement Personnel or Project-Affected People and Conditions and Qualifications Needed for Compensation and Aids
