28 August 2018 MISSION and PASTORAL MEASURE 2011 Diocese of Peterborough Benefice of Broughton with Loddington and Cransley 28 August 2018 MISSION AND PASTORAL MEASURE 2011 Diocese of Peterborough Benefice of Broughton with Loddington and Cransley and Thorpe Malsor and the benefice of Rothwell with Orton and Rushton with Glendon and Pipewell. The Bishop of Peterborough has asked me to prepare a draft pastoral scheme in respect of proposals affecting these benefices.I enclose a copy of the draft scheme. I am sending a copy to all the statutory interested parties, as the Mission and Pastoral Measure requires, and to any others with a known interest in these proposals. Anyone may make representations, in writing or by email, for or against all or any part or parts of the draft scheme (please include reasons for your views), to reach the Church Commissioners at the following address not later than midnight Monday 22nd October 2018: James Davidson-Brett Church Commissioners Church House Great Smith Street London SW1P 3AZ email [email protected] tel. 020 7898 1687 If your representation has not been acknowledged, please contact the Commissioners to confirm that it has been received. For administrative purposes, a petition will be classed as a single representation and the Commissioners will correspond only with the sender of the petition, if known, or otherwise with the first signatory (‘the primary petitioner’). If the Commissioners do not receive representations against the draft scheme, the scheme will be made and it will come into effect as it provides. A copy of the completed scheme will be sent to you together with a note of its effective date. If the Commissioners do receive representations against the draft scheme, all representations, both for and against, will be sent to the Bishop and his views will be sought. Individual representors and primary petitioners will receive copies of the Commissioners’ correspondence with the Bishop, including copies of all representations, and will be told whether a hearing is to be held. They and individual petitioners will be invited to comment further to the Commissioners if they wish. Copies of all representations and associated correspondence will be published on the Commissioners’ website if the matter needs to be considered by the Commissioners. When the Commissioners acknowledge receipt of representations they will let individual representors and primary petitioners know the dates of their Pastoral Committee’s next few meetings. The actual date of any hearing will be confirmed nearer the time. Those making representations should indicate whether they would like an opportunity to speak to 1 the Committee regarding their representations in the event the Commissioners decide a hearing should be held. If a hearing is held, anyone may attend the meeting of the Commissioners’ Mission & Pastoral Committee that considers the case, and representors may have an opportunity to speak to the Committee. Otherwise, if a hearing is not to be held, the case will be considered in private and you will be informed accordingly. The Commissioners’ Mission & Pastoral Committee will decide if the draft scheme should proceed when it considers all the representations, on the basis of a paper prepared by the Commissioners’ staff and any points raised at the meeting, and you will be informed of their decision and the reasons for it. If it does so decide, any representor or petitioner against the draft scheme may seek leave from the Judicial Committee of the Privy Council to appeal the decision. This allows those benefices’ constituent parishes to be reorganised into their new benefices. the transfer of the parsonage house of the benefice of Broughton with Loddington and Cransley and Thorpe Malsor to the diocesan board of finance for diocesan purposes. the creation of a new benefice of Rothwell with Orton and Rushton with Glendon and Pipewell and Loddington and Thorpe Malsor, for the appointment of the first incumbent and his place of residence and for the future patronage arrangements for the new benefice. the creation of a new benefice Broughton with Cransley and Mawsley, for the appointment of the first incumbent of the new benefice and for the future patronage arrangements for the new benefice, all in the diocese of Peterborough, DRAFT PASTORAL SCHEME This Scheme is made by the Church Commissioners this day of 20 in pursuance of the Mission and Pastoral Measure 2011, the Right Reverend Donald, Bishop of Peterborough having consented thereto. Dissolution of benefices and transfer of parsonage house 1. (1) The benefice of Broughton with Loddington and Cransley and Thorpe Malsor and the benefice of Rothwell with Orton and Rushton with Glendon and Pipewell in the diocese of Peterborough shall be dissolved. (2) The parsonage house of the benefice of Broughton with Loddington and Cransley and Thorpe Malsor (known as Broughton Rectory, Gate Lane, Broughton, Kettering NN14 1ND) together with the site and appurtenances thereof and the grounds usually occupied and enjoyed therewith, shall without conveyance or other assurance be transferred to the Peterborough Diocesan Board of Finance for diocesan purposes. Creation of new benefice of Rothwell with Orton and Rushton with Glendon and Pipewell and Loddington and Thorpe Malsor 2. (1) A new benefice which shall be named "The Benefice of Rothwell with Orton and Rushton with Glendon and Pipewell and Loddington and Thorpe Malsor”, which benefice shall be a rectory, shall be created in the said diocese and the area of the new benefice shall comprise the parish of Rothwell with Orton; the parish of Rushton with Glendon and Pipewell; the parish of Loddington; and the parish of Thorpe Malsor which parishes shall continue distinct. (2) The new benefice and its constituent parishes shall belong to the archdeaconry of Oakham and the deanery of Kettering. (3) If immediately before this Scheme comes into operation the Reverend Canon John Richard Westwood holds an ecclesiastical office in the benefice of Rothwell with Orton and Rushton with Glendon and Pipewell he shall be the first incumbent of the new benefice. 3 (4) The parsonage of the benefice of Rothwell with Orton and Rushton with Glendon and Pipewell (known as The Vicarage, Squires Hill, Rothwell, Kettering NN14 6BQ) shall without any conveyance or other assurance be vested in the incumbent of the new benefice in his corporate capacity as his official residence. (5) Subject to clause 2 (3) hereof, the right of presentation to the new benefice shall be exercised in a recurring series of four successive turns of which the Bishop of Peterborough in his corporate capacity; John Newman Hipwell Esq., of Glendon Lodge Farm, Glendon, Kettering, NN14 1QQ; the Warden and Scholars of the House or College of Scholars of Merton in the University of Oxford; the Governors of the Hospital of Jesus care of Sir John Robinson, of Cranford Hall, Cranford, Kettering, NN14 1QQ; and the Warden, Fellows and Scholars of Keble College in the University of Oxford, shall jointly have the first, second and fourth turns; and the third turn shall belong to Her Majesty in right of Her Crown and shall be exercisable by the Lord Chancellor on Her behalf. Creation of new benefice of Broughton with Cransley and Mawsley 3. (1) A new benefice which shall be named "The Benefice of Broughton with Cransley and Mawsley”, which benefice shall be a rectory, shall be created in the said diocese and the area of the new benefice shall comprise the parish of Broughton and the parish of Cransley (the name of which shall be altered to “The Parish of Cransley and Mawsley”) which parishes shall continue distinct. (2) The new benefice and its constituent parishes shall belong to the archdeaconry of Oakham and the deanery of Kettering. (3) If immediately before this Scheme comes into operation the Reverend Nicola Hobbs holds an ecclesiastical office in the benefice of Broughton with Loddington and Cransley and Thorpe Malsor she shall be the first incumbent of the new benefice. (4) The patronage of the new benefice shall be vested in the Bishop of Peterborough in his corporate capacity. Coming into operation of this Scheme 4. If upon the date on which this Scheme is made no person, other than the persons referred to in clauses 2(3) and 3(3) hereof, holds an ecclesiastical office under Common Tenure which will be terminated by this Scheme and is in receipt of a stipend and/or other emoluments of office, including accommodation, this Scheme shall come into operation on the first day of the month following the said date; but if on the said date any person, other than the persons referred to in clauses 2(3) and 3(3) hereof, holds such an office this Scheme shall come into effect six months thereafter or on such earlier date on which all such offices have been vacated.

MATTERS ARISING i) SPEEDING TRAFFIC Cllr Mrs Pope advised that she had researched into the cost of speed signs and any possible funding streams but had concluded that the overall cost was in excess of the PCs budget and so not a viable option. Cllr Mr Stevenson advised that he had received a positive response from villagers who would be willing to take part in the Speed Watch programme planned for July time. As the programme requires all volunteers to undertake a 3 hour training session it was agreed that this would be re-visited again in the spring. ii) DEFIBRILLATOR FOR INSERTION INTO THE PHONE BOX The Clerk confirmed that the £500.00 donation from Cllr Jim Hakewill had been received. Cllr Mrs Pope advised that she was still in the process of obtaining quotations and co-ordinating information which would be ready for approval at the next meeting. Cllr Mrs Pope also proposed that in readiness for the defibrillator, the telephone box be given a coat of paint, Cllr Mr Stevenson agreed to approach local tradespeople for quotations for consideration at the next meeting.

Cllr Mrs Pope also reported that Cllr Mr Stevenson had been trying to get a village gang together for Speed Watch (need 6 members) to monitor traffic through the village. Cllr Mrs Pope had researched into funding streams for speed signs as they are very costly and TMPC would need to look into possible grants to fund this. 3b(ii) TRANSPARENCY CODE Cllr Mrs Pope proposed that the Parish Council pays Cllr Mrs Sharp a one-off payment of £500.00 to cover her costs of setting up and maintaining the Parish website, as required by the Transparency Code and reimbursed in full by the national fund. Seconded by Cllr Mr Walton. Cllr Mrs Powell also in agreement. 3b(iii) DEFIBRILLATOR FOR INSERTION INTO THE PHONE BOX Cllr Mrs Pope reported that Cllr Jim Hakewill had agreed to make a donation of £500.00 from his Empowering Councillors & Communities Fund to TMPC to put towards the cost of a defibrillator, the total cost being in the region of £895 +VAT.

    THORPE MALSOR PARISH COUNCIL MINUTES of the Thorpe Malsor Parish Council Meeting held on 11th July 2017 in the Village Hall. Present: Cllr Mrs F Pope (Chairman), Cllr Mrs H Sharp, Cllr Mr R Walton, Cllr Mrs Z Powell, Cllr Mr E Stevenson. Clerk: Mrs Anne-Marie Walton-Miller 1 APOLOGIES FOR ABSENCE None. 2 DECLARATION OF INTEREST None made. 3 MINUTES OF THE PREVIOUS LAST MEETING The Minutes of the Meeting held on 2nd May 2017 were read, accepted and signed. 4 MATTERS ARISING 4.1 STREET LIGHTING Cllr Mrs Sharp reported that all of the street lights were now working and no other issues had been reported. Cllr Mrs Sharp advised the committee that it was still her intention to contact KBC to discuss the possibility of replacing the lamp-posts as had been suggested by the contractors. 4.2 PATHWAY TO LODDINGTON It was reported that the Community Enhancement Gang had started work on resurfacing the pathway between Thorpe Malsor and Loddington. Cllr Mrs Pope expressed how impressed she was with the speed at which the Northamptonshire Highways had dealt with this issue. All Councillors agreed. 4.3 KEEPING THE VILLAGE TIDY It was reported that action had been taken to address the issue concerning the grass cuttings that were being deposited by the gateway of the allotments and in the nearby ditch. It was agreed that Councillors would continue to monitor this for a further period and if the dumping of grass cuttings persists consideration would be given to contacting the land agent to assist in resolving the matter.
