The Connecting Bus Between 0930 and 1600 on Tuesdays, the Connecting Bus covers the following parishes: Blundeston, Corton, Flixton (Lowestoft), Lound, Lowestoft, Oulton, and Somerleyton /Ashby/Herringfleet. The Connecting Bus allows people to request any journey within the area above and anyone can use the service. Pick up is from a safe location near your home: a bus stop or the end of your road. Fares are similar to those on buses, under 20s have reduced fares and concessionary passes are valid after 0930. Door to door (formerly called Dial a Ride) Between 0930 and 1600 on Mondays to Fridays, the door to door service enables eligible registered members to request transport from their home to their final destination for journeys within these parishes Benacre, Blundeston, Carlton Colville, Corton, Covehithe, Flixton (Lowestoft), Frostenden, Gisleham, Kessingland, Lound, Lowestoft, Oulton, Reydon, Somerleyton/Ashby/Herringfleet, South Cove, Southwold, and Wrentham. 16A/1 Lound Annual Parish Meeting Minutes of the meeting Friday 20th May 2016 at LOUND VILLAGE HALL Commencing at 7.30 p.m. (Subject to amendment until signed by the Chairman at the next meeting) 1. Welcome and Apologies for absence No apologies were received from Parish Councillors as all were present. Also attending were two Suffolk County Councillors, one Waveney District Councillor and ten members of the public. Apologies were received from Sally Popham, Chair of Lound Village Hall and Mike Willeard, Chair of Lounds Bowls Club. 2. Confirm Minutes of the Annual Parish Meeting held on Monday 1st June 2015. The minutes were agreed. Proposed by Miles and seconded by Judith. 3. Matters Arising There were no matters arising. 4. Chairman’s Report Chairman’s Report 2016 I would like to start by thanking Parish Councillors and Parishioners for their support over the last year. We are very fortunate to live in a rural village like Lound, and I know a lot of you work hard to make Lound the pleasant village it is. Early next month the official 20mph speed limit signs will be installed in Back Lane. A former Parish Councilor, Derek Bessey, championed this project and lobbied hard for it to be included in Suffolk Highways’ plans. I am very sorry that he is not here to see the project come to fruition. Waveney’s new Local Plan. As you know, Waveney District Council is preparing a new Local Plan. This will replace the existing Local Development Framework, and will set planning policies which will be used to determine future planning applications. -

SUFFOLK COASTAL AND WAVENEY DISTRICT COUNCILS Joint Response to LGBCE Consultation on Proposed New Electoral Arrangement for: EAST SUFFOLK COUNCIL Overview Overall, Suffolk Coastal and Waveney District Councils (the east Suffolk councils) welcome and support the recommendations made by the Local Government Boundary Commission for the district ward arrangements for East Suffolk Council. We note that the vast majority of the recommendations are in line with our proposals, as laid out in our response of Friday, 4 May 2018 which can be viewed at: http://apps.eastsuffolk.gov.uk/committeeminutes/readdocument.asp?docid=22852 , together with the supporting evidence. We see the recommendations from the Boundary Commission as being positive and in line with local requirements to effectively govern the new East Suffolk Council. For the sake of brevity, this response should be seen as broad agreement on all of the recommendations – apart for the exceptions that we have highlighted below (with our detailed response/suggestions for each): Ward no. 1 - Beccles & Worlingham The Boundary Commission proposed to create a three-councillor Beccles and Worlingham Ward. Although the east Suffolk councils recognise that this addresses the slight variance issue caused by keeping Beccles as a two-councillor self-contained ward (comprising of the Beccles parish only), we remain strongly committed to our original proposals of having two separate wards in this area. There is strong feeling in the area that Worlingham should not be ‘subsumed’ into Beccles, demonstrated by a campaign launched last year (see https://www.facebook.com/Death-of-our-village-109847156378796/) on the reaction to the first draft of the Waveney Local Plan. -

These judicial review proceedings challenge the decision of the Waveney District Council (“the Council”) to approve the details under certain of the conditions imposed on a planning permission for a wind turbine. In outline, the claimant’s case is that the Council wrongly discharged the conditions relating to aviation safety and archaeological work since they had been breached; that as a consequence of their breach the planning permission has expired; and that the Council also failed to comply with the publicity and consultation requirements relating to environmental matters. He applies for an order quashing the decision that the planning permission was capable of implementation; a declaration that the planning permission has expired; and an order quashing the approval of details under the conditions. -

Introduction 1.1 Lound and Ashby, Herringfleet & Somerleyton are adjoining parishes in the north of Suffolk. The area is rural, with much of the land being used for agriculture. The main settlement areas are the villages of Somerleyton and Lound, with smaller settlements at Herringfleet and Ashby, together with some scattered farmhouses and converted farm buildings or farm workers’ cottages. The two parishes have a combined area of around 2020 hectares, and a total population of around 780 (2011 census). 1.2 Early in 2016 the two parish councils agreed to work together to develop a joint neighbourhood plan. A steering group consisting of residents and Parish Councillors was set up to lead the work. 1.3 One of the initial pieces of work was to agree and gain acceptance from the former Waveney District Council (now East Suffolk Council) and the Broads Authority for the designated Neighbourhood Area. -
