Election Observation During a Pandemic: CMEV Activity Report Election Observation During a Pandemic: CMEV Activity Report Lockdown, quarantine, flattening the curve and shutdown are not the terms familiar to many. CMEV also faced new experiences and challenges in the wake of the COVID-19 pandemic situation. This document first provides an overview of some of the interventions made by CMEV in this period. It also details media coverage of CMEV’s activities and interventions. Finally, the document provides a snapshot of activity on CMEV’s official website and Facebook pages, as indicators of CMEV’s online operations during this period. The pre-election campaign period for the Parliamentary General Election 2020 was active since midnight of March 02, 2020 and CMEV has been recording an increasing number of campaign related complaints despite preferential numbers for candidates not even being issued. Those complaints were not entirely related to conventional election violence and violation related incidents as with elections in the past. Many of the complaints received were connected to the politicisation of relief measures provided by the government in the wake of the pandemic. One of the significant factors affecting CMEV’s work was attempting to run an election observation mission in a context that did not allow for access to our head office with significant travel restrictions also been imposed on our mobility. In addition, we have had to determine manner in which we are supposed to contribute to the election process while it has been continuously postponed due to its uncertain legal foundation. Despite this, CMEV staff have continued to carry out their duties as usual while being based at their respective residences during this restricted context. 1 Key Interventions Below are some of the key interventions made by CMEV: 1. Publishing ‘Considerations for Holding an Election During the COVID-19 Pandemic’, a Briefing Paper offering election stakeholders and voters an outline of how the COVID-19 pandemic has affected elections worldwide; and important factors to note in the Sri Lankan electoral context. 2. Issuing a statement calling for postponing the Parliamentary General Election 2020 at the onset of the pandemic situation on March 17, 2020 3. Acting in coordination with all other domestic election observation organisations to issue joint statement urging all relevant authorities to resolve their issues regarding a new election date with the mutual understanding of not creating a constitutional crisis against the backdrop of COVID19 4. Participating in designing health guidelines for the election on the Election Commission’s invitation, and in collaboration with regional election observer network ANFREL and national election observer PAFFREL 5. Preparing a guideline on ‘Safety measures in elections, Election Dispute Resolution Systems and New Approaches in the Midst of Pandemic Situations’ to submit to the Election Commission 6. Assisting in coordinating the essential supplies delivery and relief provision work of the NGO consortium set up in response to COVID-19 with the participation of civil society organisations 7. Making complaints to the Election Commission and the Presidential Task Force on COVID-19 on pandemic relief programme related election law violations, including the misuse of voter lists and abuse of powers by a number of public authorities and officials regarding the LKR 5,000 relief measure 8. Conducting a series of webinars to share experiences and learnings with election stakeholders in Myanmar targeting the general election of Myanmar to be held in November 2020, in partnership with Democracy Reporting International, ANFREL and other election stakeholders in Myanmar 9. Assisting ANFREL with developing a Code of Conduct for all domestic election observation organisations for election observation operations during the pandemic situation Interventions referred to in points #1, #3 and #7 above 2 Below are some of the regular interventions made by CMEV: 10. Publicising nominations information for the Parliamentary General Election 2020, including electorate and national list level nominations from political parties and independent groups and statistics 11. Following through with complaints to the Election Commission and other authorities on regular election law violations, including public officials engaging in election campaigning 12. Washburn The line between news and entertainment on television grows more blurry every day. Heated debates over what is news and what is entertainment pepper local, national, and cable newsrooms. Cable channels devoted entirely to entertainment and a plethora of syndicated, half-hour entertainment news magazines air nightly. It was not always so. When “Entertainment Tonight” premiered in 1981, the first daily half-hour syndicated news program, no one thought it would survive. No one believed there was enough celebrity and Hollywood news to fill a daily half-hour, much less interest an audience.
