Global crises come and go. Not so the climate emergency and loss of biodiversity. This crisis is here to stay and in our betrayal of nature, we have caused it. Irreparable damage to Planet Earth, our home, has already happened. Now is the time to act much more decisively to halt further damage. If we don’t look after our home, where will we live? The challenge presented by climate change and loss of biodiversity is being answered by everyone; local communities, governments and global agencies. -

Pre-Budget 2019 submission from ‘Cyclist.ie’ – The Irish Cycling Advocacy Network I. Introduction Cyclist.ie, the Irish Cycling Advocacy Network, is the umbrella body of cycle advocacy groups in Ireland and the member for Ireland of the European Cyclists’ Federation. Our vision is that cycling becomes a normal part of everyday life for all ages and abilities in Ireland. Cycling, as a mode of transport, offers numerous well documented benefits to society, including: • improved public health • reduced congestion • reduced greenhouse gas emissions • reduced air and noise pollution • more liveable and sociable streets and communities, and • High rates of economic return Unlocking these benefits requires targeted and sustained investment, and international evidence demonstrates that investing in cycling provides excellent value for money. From available data we estimate that spending on cycling currently only amounts to approximately 2% of Transport capital spending. This compares to recommended targets of 10% for cycling, and present European levels of between 5% and 8%. This very low proportion is not commensurate with the benefits offered by cycling, or with the significant economic costs which car dependence imposes on Irish society. To encourage people to make more journeys by bicycle; We call for 10% of the capital budget for land transport to be invested in cycling. At the same time, an increase in current spending on a range of different objectives which can support a transition to a cycling friendly society is also required. In this pre-budget submission, we first summarise the case for a substantial increase in government investment in cycling by showing how cycling aligns strongly with many different national policies and objectives. -

Of a Conservation Management Plan for the Woodstown Viking Site Is Timely and Very Welcome
WOODSTOWN VIKING SITE A Conservation Management Plan with Research and Interpretation Strategies for a National Monument in County Waterford. Neil Jackman Foreword The origins of Waterford owe much to Viking influence. The Vikings first settled in Ireland in the ninth century when they sailed their longships to the coast and upstream on the major rivers of Ireland, including the River Suir, settling at Woodstown which is believed to predate the development of Waterford City. These sites provided optimum conditions for the berthing of long ships and bridging point of rivers. Waterford is proud of, and celebrates, its Viking heritage. Reginald’s Tower exhibits artefacts discovered from the Woodstown excavations in 2003, the King of the Vikings Virtual Reality Experience opened in 2017 and an international Viking visitor attraction is planned to open in the city centre in 2023. The significance of the Woodstown site is clear by virtue of the number of artefacts that were discovered when just 5% of the site was excavated. These artefacts included a richly decorated warrior grave and coins linked to Samarkand in Uzbekistan and Wāsit in southern Iraq. The geographical extent of Viking trading is reflected in these finds and indicates the potential for further exciting discoveries. The publication of a Conservation Management Plan for the Woodstown Viking Site is timely and very welcome. This is a comprehensive, informative and ambitious plan that sets out the significance of the site, with a considered approach for further research, animation, interpretation and pragmatic management of the site. The location of the site along the Waterford Greenway presents an opportunity to provide access to, and participation in, public archaeology in tandem with an excavations and experimental archaeology programme. -

Chapter 10: Landscape, Coast/ Marine and Blue Green Infrastructure Strategic Objectives Protect our sensitive landscapes and seascapes which contribute to the distinctiveness of Waterford as a place and its people. Establish Blue Green Infrastructure as a key component in the planning process and promote the sustainable development of recreational trails that do not adversely impact landscapes and ecological integrity. 10.0 Landscape/ Seascape The European Landscape Convention (2000) promotes the protection, management and planning of all landscapes including, rural, peri-urban and degraded landscapes. Article 5 of the ELC urges recognition in law that landscape is an essential component of people’s surroundings, an expression of diversity of shared cultural and natural heritage, and a foundation of identity. The convention advocates the establishment and implementation of landscape policies aimed at landscape protection, management and planning, and urges the participation of the general public, and local and regional authorities in these policies. The management of Waterford’s landscape involves: Ensuring adequate protection to our most sensitive and vulnerable landscapes through appropriate policies and objectives. Providing for development that will enhance and benefit the receiving environment; and Protecting the landscape from inappropriate and unsustainable development; A Landscape and Seascape Character Assessment was prepared for Waterford City and County in 2020 (Figure 10.0 and Appendix 8) and identified seven landscape types; coastal landscapes, river corridor and estuary landscapes, farmed lowland landscapes, foothill landscapes, upland landscapes and urbanising landscapes. These landscapes are subject to varying forces for change and in turn have varying capacity to accommodate development that can impact on that particular landscape character. -

Strategy for the Future Development of National and Regional Greenways July 2018 Prepared by the Department of Tourism, Transport and Sport www.dttas.gov.iegov.ie There is an excellent opportunity now to develop new Greenways in a way which can transform more rural areas around the country, provide a wonderful experience for visitors and locals, and contribute to the health of the nation. Strategy for the Future Development of National and Regional Greenways Ministers’ Statement The success of the recently opened Waterford Greenway and the Great Western Greenway in Mayo, opened in 2010, clearly demonstrates the potential of Greenways as economic contributors to rural communities through increased tourism. In addition, the benefits for the health and wellbeing of local communities through the use of Greenways as recreational amenities are significant. The experience from Waterford, Westmeath and Mayo has been extremely positive and there has been a transformative effect on many small towns along and adjacent to those Greenways. It is very evident that the State’s investment in Greenways has delivered a significant boost for these locations. The challenge now is to ensure that future investment in Greenways is done in a way that delivers the greatest benefits for the areas in which they are located and for Ireland as a whole. We have taken our experience and learning from previous Greenway projects and have sought to put in place a strategy that will deliver the best outcome for everyone involved in the delivery of future Greenway projects. For that reason, we will be prioritising our investment in Greenways primarily towards those projects of scale, that while they will be great amenities for the regions in which they are located, can also deliver in terms of attracting visitors and increasing visitor revenue.
