However, a separate FCC authorization bill approved by the House includes annual licensee fees. The Senate will be voting on a similar bill which does not add the fees. The NAB's Jim May said that while the joint committee's vote on the appropriations bill may appear to be a final victory, "we do not view it as such. We must continue to be vigilant as the FCC authorization bill makes its way to final passage."

The NAB told the FCC it should throw out its new fine and forfeiture schedule, calling it a "price list for broadcast rule violations." In comments to the Commission, the NAB said the schedule was made as a "policy statement" without consideration of the required public comment period, thus it "deprived FCC licensees of their procedural and substantive rights." The NAB did not necessarily advocate a new plan, but said that, at most, the Commission should initiate a new rule -making allowing broadcasters to review and make comment on proposals for specific fines. The NAB also said it would make no further comment on issues raised by the new schedule, saying that "tinkering with an unlawful policy statement would only serve to compound the illegality."

In FCC action, the Commission granted the application for a new 500,000 watt international station at Birmingham, AL; and returned the application of Gospel Opportunities, Inc., licensee of WHWL, Marquette, MI, which requested modification of its license from commercial to non -commercial educational. CANADA THIS WEEK The CRTC denied the application by Radio 1540 Limited to amend the broadcasting licence for CHIN -FM, Toronto, by using the subsidiary communications multiplex operation (SCMO) to distribute predominantly South Asian language programming. The proposed service would have been operated by South Asian Radio Services Inc. The CRTC based its decision on opposing arguments by other licensees and independent producers of South Asian programming who said the addition of the SCMO would have a negative financial impact on their own respective operations because of limited potential advertising revenue from the area's South Asian community.

The BBM Bureau of Measurement's (Canada's rating service) board of directors supported the Radio Executive Committee's (REC) decision to delay the mailing of Fall survey diaries until the settlement of Canada's postal strike. The board said that if the insurance premium is considered too high, the SEC snouid meet on October 16 to reassess the situation. :f the postal strike ends by October 16, the BBM will mail the diaries and proceed with three consecutive weeks of measurement, making October 21 the earliest possible date for the Fail survey. ELSEWHERE As a part of its financial reorganizational plan, United Press international has opened discussions with prospective buyers for the UPI Radio Network and the bilingual Radio Noticias. Along with selling the two networks and making financial cutbacks, UPI plans to add a new radio news service called "FaxNEWS," with details to be released later this month. Other changes made by the wire service include restructuring of management and the relocation of UPI headquarters from Washington, DC to suburban . UPI's bankruptcy hearing has been delayed, pending a hearing October 15, with UPI's creditors to determine either a New York City or Washington, DC venue for the proceedings.

Duchossois Communications' progressive rocker WHFS in Annapolis, MD, is being sued for over $3 million in punitive and compensatory damages by former national sales manager Patti Ebbert, who said she was wrongfully fired after she made complaints about the station's advertising policies. According to the Washington Post, Ebbert accused the station of such practices as billing advertisers for spots that didn't run while falsifying station logs, and using on -air "plugola" by promoting items and services in which announcers have a financial interest. Duchossois' attorney `"ark Tone denied all of the allegations and added, "We also categorically deny that any of it, even if true, had anything to do with her dismissal." Ebbert is the wife cf WHFS DJ Damian Einstein who successfully filed suit against the station two years ago when he was fired because of a speech impediment caused by an auto accident injury. The Maryland Commission on Human Relations decided in favor of Einstein, who got his job back.

Country station KWYZ in Everett, WA, which has a debt to its creditors and the IRS of over $200,000, is keeping afloat, thanks to the dedication of employees and listeners. According to the Seattle Times, after KWYZ general manager Jim Carnahan announced the layoff of his 16 member staff, -:1l of the employees volunteered to work at the station for no pay, while several listeners donated money and food to the cause. Carnahan said he hopes to be able to start paying the employees soon, depending on the return of invoices sent to the IRS. The station's cautiously optimistic program director Athan James said, "We know it will turn around. This station will either get its head above water, or we'll sink with it."

The syndicated call -in program Sports Byline USA is expanding to three hours. The show, which is syndicated to over 70 U.S. stations, can now be heard from 10 p.m. - 1 a.m. ET. Interested stations can call them at (415) 434 -8300.

The CBS television program 48 Hours will cover the "up- for -grabs world of radio," October 16, at 10:00 p.m. ET. The program, called "Shock Waves" will include the following: "On the job" with Scott Shannon on WPLJ, New York; how record promoters "grease the skids" to get music onto radio playlists; Nashville "shock jocks" Coyote McCloud and Rhett Walker of WYHY -FM; and ubiquitous personalities Larry King and Tom Joyner, the "fly jock." The program may be postponed in the event of a 7th American League baseball playoff game.

:t is easy to spot the winners this year as religion and oldies overtake CHR as the number three and four format, respectively. CHR continues to decline as advertisers actively avoid younger buys much as they started doing with older americans a few years ago. Overall, news and talk gained the most stations, rising by 122 in the past year and by 219 since 1989. Non -commercial stations teeling the strength of NPR's Morning Edition and All Things Considered have also jumped on the news /talk bandwagon.

Other winners include all forms of rock music, considered to be slowing down or dying just a few years ago. The fast growth of classic rock, the strength of stations and the growing interest in alternative music at college stations has come together to form the second fastest growth format for radio.

For the future: watch . The growth started last month as 18 stations switched to the format. Add to that strong summer ratings, a growing acceptance of the format by all demographic groups and we see country taking off in the months ahead.

The Commission issued a Notice of Intention citing specific lawsuits filed in state and federal courts alleging overcharging for political advertising beyond the "lowest unit charge" or charge for "comparable use" of a station -- standards as stated in Section 315(b). In a case in Alabama, a U.S. District Court held that complaints of overcharging for political ads were "essentially local to the state," even though the court might require application of federal statutes and regulations in resolving such complaints. in response, the FCC argued to the Alabama court that Section 315(b) violations are within the exclusive primary jurisdiction of the FCC and should be referred to the Commission for determination. Conversely, in a similar case, a U.S. District Court in did refer a Section 315(b) complaint to the FCC, saying that "enforcement of the (Communications Act] and vindication of the public interest are vested in the Federal Communication Commission." Parties interested in this matter may file comments with the FCC no later than October 21, 1991.

The FCC has proposed changes to the Emergency Broadcast System, including a reduction in the length of the EBS two -tone attention signal to a minimum of eight seconds and a maximum of 25 seconds. The Commission has also proposed a reduction of the time delay incorporated into the demuting process to a minimum of three seconds and a maximum of four seconds which would ensure that the EBS alert tone will be audible for a period of from four to 22 seconds. In addition, a proposed new rule section would prohibit stations from any transmission of the EBS attention signal tone, the broadcast of any recording of the attention signal, or the transmission of any other simulation of the attention signal tone in any circumstance other than in actual national, state or local emergency or for the purpose of an authorized test of the system. In response to an NAB proposal, the FCC will initiate a Notice of Inquiry regarding changes to the EBS in order to solicit more information and comments.

The FCC revoked the license of David R. Price for WOKJ in Jackson, MS and ordered Price to forfeit $20,000 because WOKJ's tower lights were left off for five months in 1990. The $20,000 fine is a reduction from the FCC's original recommendation of $250,000. The FCC lowered the proposed $250,000 fine, saying such a high amount would be "overkill" in Price's case, and that the $20,000 fine and loss of would be a sufficient penalty.

In response to petitioner requests, the FCC made a few changes to its Fees II collection program. Included in the changes is the FCC's modification of Restricted Radiotelephone Operator Permits (RP) for operators at noncommercial educational stations who are exempt from paying the $35 application fee. WASHINGTON THIS WEEK(Cont'd) beginning work at commercial stations, licensed noncommercial station operators must reapply for the RP with the $35 fee. Previously, the RP was considered a lifetime permit for all individuals who operate transmitters.

Also in response to the petitioners, the FCC will refund application fees to applicants for vacant FM allotments under the "first come, first served" rules, when such applicants request dismissal upon learning that there is a previously filed pending application for the same vacant channel. Because cf delays in updating the FCC's database, it is often impossible for applicants to determine if another applicant has filed for the same channel. Refund requests must be filed within 15 days of issuance of an FCC Public Notice indicating that the first such previously filed pending application was received but not yet accepted for tender. Other FCC changes include: future consideration of a split filing procedure for FCC Form 155, in response to petitions advocating the mailing of the form and fee checks to the lockbox bank in Pittsburgh, with the associated paperwork going directly to the FCC; issuance of guidelines clarifying what constitutes a field audit and an attestation audit; editorial changes to the rules to correct incorrect references to FCC form numbers and fee amounts and the publishing of the full text of all fee decisions in the FCC Record. The rule changes will become effective immediately upon release of the Memorandum Opinion and Order. The Commission will commence publication of all fee decisions in the FCC Record within 60 days.

ELSEWHERE Arbitron has placed KSSK, Honolulu, below the line for rating distortion and bias because of off air comments made by station personalities in front of a crowd at a

. radio live remote broadcast. The comments included: ". . they're taking stations ratings in Hawaii. Can you understand that there might be economic consequences of these ratings for [personalities] Parry and Price? And our if were to call your house and children need shoes. . . For that reason, someone say, 'would you like to participate in a radio ratings survey ?' You'd say (crowd screams 'Yes'). And when they want to know what radio station you listen to every single morning between 5 and 10, you'd say (crowd screams We thank you and our children thank you." 'KSSK'). . . Isn't that incredible? Although the exchange took place off the air, Arbitron penalized KSSK because the announcers' comments might encourage diarykeepers in attendance to record listening that did not occur. Also, Arbitron said the announcers used rating bias when they informed the remote audience about local ratings surveys and encouraged the audience to participate in them. As a result, Arbitron said KSSK listeners "may be differentially sensitized to ratings surveys compared to listeners of other stations."

U.S. commercial banks are continuing to reduce their share of credit to broadcast stations, with other types of lenders on the increase, according to research firm Paul Kagan Associates (PKA). Mid -year 1991 figures show that 176 lenders had outstanding or unfunded loans to broadcasters, including 120 commercial banks, compared to 185 total lenders and 132 commercial banks at the end of 1990. PKA's data showed that commercial bank loans to broadcasters declined 7% from last year, while other lenders such as insurance companies and finance companies increased broadcast credits by 3% and 12 °, respectively.

ELSEWHERE (Copt' d) The Society of Broadcast Engineers and the Radio Television News Directors Association plan to merge their convention exhibits beginning with the September, 1993 convention in Miami Beach. Presidents of the SBE and RTNDA said that while the two groups would share the exhibition hall, each would continue to have their own separate convention programs.

As reported in last week's M Street, CBS television planned to broadcast a feature about radio called "Shock Waves" on the October 16 installment of 48 Hours. However, due to a time shift of a baseball playoff game, the segment has been postponed until Wednesday, December 4. BCFM Calendar Notes

WASHINGTON THIS WEEK FCC Chairman Alfred Sikes issued a statement to the U.S. Senate advocating competitive bidding, aka spectrum auctions, for unassigned radio frequencies. Sikes also asked Congress to enact legislation that would "privatize" 200 MHz of radio frequency spectrum presently held by the U.S. government, and he proposed that the spectrum be used for "radio frequency -dependent services" such as a new

In reference to spectrum auctions, Alaska senator Ted Stevens, issued a proposal that would exempt broadcasters from such auctions at license renewal time or when applying for spectrum for DAB and high definition television.

The NAB responded negatively to Sikes' proposal, saying that spectrum auctions were "arbitrary budget balancers" that would "dissolve a contract among broadcasters, the government, and the public" which has given broadcasters free use of the airwaves in exchange for public service programming. The NAB's Edward Fritts said, "We are the only spectrum users with these public services obligations. We also are the only commercial spectrum users who do nct bill consumers for our services." Fritts acknowledged that the FCC has had problems licensing mobile telephone services through a lottery system, but he said, "Forcing broadcasters to outbid others for unassigned spectrum is not the answer." Fritts said spectrum auctions would favor big business, and could hurt small entrepreneurs and minorities interested in station ownership. Fritts also said that the NAB would not oppose Senator Stevens' auction exemption proposal, and thanked Stevens and other senators for their efforts in defeating governmental proposals for spectrum taxes and user fees.

The FCC is getting NAB support on another issue. The NAB is endorsing recent efforts by the FCC to assert its jurisdiction over federal and district courts in disputes over the pricing of political advertising. The NAB said the courts do not have jurisdiction in such matters "because the ad rules were crafted by the FCC and all disputes are exclusively the Commission's to resolve." The NAB added that moving jurisdiction from the FCC to the courts would " chaos" that would ultimately hurt stations that would have to choose between court interpretations or FCC directives, leading to possible lawsuits or FCC imposed forfeitures or penalties. The NAB said that all political ad lawsuits should be dismissed and referred to the FCC for determination, and that "the Commission alone has the supreme power to define political rules, and also wide power to remedy any violations."

Eight southern stations were given FCC license renewals with EEO sanctions, in response to opposition by the NAACP and the National Black Media Coalition. Four of the stations, Alabama AM /FM combos WAPI- AM /FM, Birmingham, and WHBB /WDXX -FM, Selma, did not warrant a hearing because of lack of evidence, but were said to lack sufficient documentation for an accurate self -assessment of EEO policies. Three other Alabama stations, combo WVNA- AM /FM, Tuscumbia and WBHP, Huntsville, were given renewals with forfeitures of $3,000 and $9,000, respectively, because their EEO recruitment efforts and self- assessment did not meet the FCC's approval. WQPW, Valdosta, GA, was renewed with a $15,000 forfeiture because the station often failed to notify recruitment sources of job openings and did not self- assess its EEO program meaningfully.

The FCC's Review Board upheld the Commission's decision to fine Evergreen Media Corp., licensee of WLUP, Chicago, and Sound Broadcasting, licensee of KCNA -FM, Cave Junction, OR for repeated violations of FCC rules on indecent programming. The Commission ordered Evergreen and Sound Broadcasting to forfeit $6,000 and $4,000, respectively.

The FCC issued a public notice reminding broadcasters that paid public service announcements must by identified as paid for or furnished by the sponsoring party. The notice is a response to complaints that several broadcast stations and cable operators have aired "public service" messages paid for by governmental, non- profit or other parties without the required identification stating that the "station has received consideration for the matter broadcast." The FCC said that these broadcasters "seemed to believe that public services messages complied with Section 317 (of the Communications Act) and related rules because tney clearly identified of the message," while neglecting to announce that the message was paid for. The FCC clarified its rules because broadcasters might mistakenly assume that regulations applying to non -paid PSAs, which do not require sponsor identification, also apply to "paid for" PSAs.

The FCC has amended its rules governing the operation of FM booster stations by codifying limitations imposed on booster stations by existing international agreements. The FCC also defined standards to which FM booster stations must conform in order to prevent increased interference to stations that are 53 or 54 channels removed from the booster station. The Commission will not accept applications for filing from FM booster stations located within 320 kilometers of the Canadian border where the predicted interference or primary service contour of the proposed booster station would extend beyond the corresponding contour of the

The FCC's decision confirms that stations located near the Canadian border are authorized to operate under the appropriate domestic rules. Those parties with pending booster station applications will be allowed an opportunity to amend their applications to comply with the revisions. The FCC said that booster station applications which are not amended and do not conform to the codified provisions of the rules will be dismissed as unacceptable for filing.

According to the FCC, more than 100 activation reports were received from stations using the Emergency Broadcast System to alert listeners to hurricane Bob. Based on the 1,155 reported uses of the EBS as of September, the FCC is predicting the total uses of the system for 1991 to exceed 1990's record high of 1,522. The Commission said actual numbers may be higher, since stations that activate the EBS are not required to file a report with the FCC.

In other action, the FCC affirmed its grant of application of Harrison County Broadcasting Co. at 93.7 MHz at Corydon, IN and its denial of the competing application of Pruitt and Owen; dismissed a petition for reconsideration by Willis Broadcasting to amend the FM table at Clinton, NC and modify WMXS(FM).

The NAB is holding 1992 elections fcr its Board of Directors, with half of its radio district seats and half of its at -large television seats open. Based on response to nomination packets mailed on October 15, a final slate of candidates will be established on December 13, with initial ballots mailed to members on January 3 and final ballots mailed February 14. The final results will be tallied on March 16. ELSEWHERE Arbitron cited KXLK -FM in Wichita, Kansas in a 5B notice because of a clever, but careless lead -in by a morning DJ over the song "Diary" by the band Bread. According the ratings service, as the song began, the DJ said, "FM 105, always a better variety of your favorites. 6:30 in the morning with Mike and Mac on 105. You got a book there? Write it down, we'd appreciate it . . ." The music then got louder as the song lyrics started, "I found a diary underneath a tree. . Arbitron said, "We felt that this statement, leading into the song, may encourage or remind listeners with an Arbitron diary to write down their KXLK listening in their diary." Arbitron also noted the "inventive nature" of the segment, wondering, "Do songwriters need to be schooled about Arbitron ?"

The all sports ESPN Radio Network has announced the following "charter" affiliates: WFAN, New York; KMPC, Los Angeles; KNBR, San Francisco; and WMAL, Washington, DC. ESPN will commence broadcasting on January 1, 1992. The network will broadcast "in -depth sports programming" on Saturdays and Sundays from 6:00 p.m. until 1:00 a.m. (ET), with short form commentaries by ESPN personalities during weekday and Saturday morning and afternoon drive times.

According to Radio Business Report, the three -month old Atlanta local marketing agreement between Great America rocker WKLS -FM, and Ring Radio's all news WCNN and urban AC WALR -FM, was canceled in late September by a mutual agreement. The original agreement, considered the largest LMA to date, involved cr.ly the sales aspect of the stations. Ring initiated the dissolution of the contract because WCNN and WALR -FM did not show any financial improvement over the three -month period. While WKLS consented to end the agreement, station VP /GM Tom Connolly told RBR that three months wasn't really enough time to make an assessment.

Calling it a "dollar a day" investment for "a year's worth of valuable marketing ideas," the Radio Advertising Bureau has cut the registration fee for its 1992 Managing Sales Conference to $365, which is a reduction of $130 from last year's fee. The conference will be held at the Opryland Hotel in Nashville, January 30- February 2. The RAB is also offering conference registrants a 45_ discount off coach airfare to Nashville on Delta and American airlines. For more information, call the RAB at (212) 254 -4800.

Under the rule, licensees would be fined for hoax violations. At present, the Commission either issues a warning to licensees or takes action to suspend station licenses. Included in the proposed rule would be three elements defining a hoax: 1) that a broadcaster know the information in question is false; 2) that broadcast of the information directly causes public harm and; 3) that the harm was foreseeable. In response to the proposal, the NAB voiced concern that the FCC's definition of a hoax might be too broad, particularly regarding dramatizations, which would "fall under the rule since they are false by definition." FCC is seeking comment regarding the protection of dramatizations from scrutiny under the proposed rule, or whether a more narrow definition of the rule should be made which would address only false reports of crimes or catastrophes. The FCC also seeks comment on what constitutes public harm and how to determine if such harm is foreseeable.

As election day approaches, the NAB is reminding broadcasters that under FCC rules, stations must make advertising available to political candidates on the weekend before the election, even if staff is not at the station. To avoid any problems, advertisers should be given information on how to reach the station in advance of the pre- election weekend which is November 2 - 3.

The Mass Media Bureau has denied Tom Gammon's application to move WHMA(FM) from Anniston, AL to Atlanta, GA. The FCC denied the move for technical reasons, with opponents accusing Gammon of using back -door methods to get into the Atlanta market. The Bureau felt the loss of service to WHMA's present coverage area, if downgraded from a class C to a C3 facility, was not outweighed by the additional proposed service to the 1.8 million listeners in the Atlanta area. The Bureau's second major concern was a possible increase in the number of listeners who would receive some interference in the path between the transmitters of WHMA and WUSY in

The decision did not address later amendments to Gammon's proposal that would have corrected several of the issues. This is the first time the FCC has considered the loss of service to a portion of a coverage area in denying or granting a move -in.

In other action, the Commission: upheld its 1989 decision which concluded that Eastern Carolina Broadcasting Co., Inc., at that time licensee of WGBR and WKTC, Goldsboro, NC, failed to comply with FCC affirmative action rules, warranting short -term renewals for both stations, subject to reporting conditions and imposition of a $7,000 forfeiture; granted the license renewal application of Signal Media of Arkansas, Inc. for KBSI and KHLT -FM in Little Rock, AR, subject to EEO sanctions, including a forfeiture of $8,000.

The FCC has released the full text and appendix of their AM improvement plan (for highlights of the plan see Sept. 30, 1991 M Street).

Mars Hill Broadcasting Co., Inc. has filed applications with the FCC to change WMHR, Syracuse NY, and WMHI, Cape Vicent NY, from commercial to noncommercial operation.

CANADA THIS WEER Not to be outdone by recent U.S. concern and controversy over sexual harassment and discrimination, the CBC issued guidelines on sex -role portrayal. The purpose of the guidelines is to "ensure that all persons, children included, are represented and portrayed equitably in programs and commercials broadcast on the CBC's stations and networks." The CBC said its guidelines must be interpreted in a manner consistent with the Canadian Charter of Rights and Freedoms and the Broadcasting Act, and that the guidelines must not conflict with the CBC's journalistic, creative and programming independence or with its Journalism Policy and Practices.

The CRC's guidelines are as follows: 1) Presence - Reflect in a realistic manner the place women and men have in contemporary Canadian society and recognize their intellectual and emotional equality; 2) Diversity - Present women and men of different ages, different appearances, of different opinions and interests, in a variety of tasks and roles, including nontraditional ones; 3) Stereotypes - Ban unjustifiable and uncalled for stereotypes, which the CBC defines as generalizations, the attribution to a whole social group of characteristics presumably observed in some individuals of that group. Stereotyping in CBC programs is acceptable only when it is essential to the realization of a program purpose, such as a drama or comedy plot requirement. 4) Roles - Portray women and men as persons who have professions, expertise, authority and skills in a range of circumstances, activities and settings; portray women and men as equal partners in sharing tasks and responsibilities and as equal beneficiaries of products and services; 5) Balance - In journalistic programs, seek opinions from both women and men on the full range of public issues; strive to reach a balance in the use of women's and men's voices in voice -overs; 6) Sexuality - Avoid gratuitous exploitation as sexual lures through such means as innuendo or double entendre (the two examples relevant to radio). The CBC defines gratuitous exploitation as unjustifiable or uncalled for exploitation of the human body, or parts of the body, to sell a product or attract an audience. The CBC also notes that there is nothing reprehensible about on -air representation of "tasteful, positive, and relevant sexuality "; 7) Language - Ensure that language respects the principle of equality between women and men.

The CBC also issued guidelines for on -air personnel, including: the use of generic terms for both men and women, such as firefighter instead of fireman; describing a woman in her own right, and not according to her relationship to a man; using parallel language to refer to men and women, e.g., men and women, or ladies and gentlemen, rather then men and girls or men and ladies; avoiding patronizing terms such as "little lady" or "better half "; using terms that do not exclude either sex, e.g., Chairperson instead of Chairman or humanity rather than mankind; and the use of plural forms or neutral words to avoid assumptions about a person's sex, e.g., Doctors bill their patients, rather than a doctor bills his patients. ELSEWHERE The NAB's DAB Task Force issued specific performance objectives that a DAB system should meet. Under the objectives, the DAB system should: 1) provide CD quality sound with 20 Hz -20 kHz frequency response; if implemented in the AM band, the system should provide a frequency response of 20 Hz -15 kHz; the system may use a data compression algorithm that meets the requirements of MPEG Layer II; 2) replicate or improve reception within existing coverage areas; 3) allow all

www.americanradiohistory.com THE M STREET JOURANL page 6 Oct. 28, 1991 ELSEWHERE(Cont'd) existing AM and FM stations to have access to a DAB channel; 4) provide for immunity to multipath interference; 5) operate while stationary in the presence of a broadband multipath fade; 6) not generate interference to reception of existing AM and FM broadcasts (with the standard to be determined); 7) provide immunity to interference by existing signals; 8) be designed to minimize all costs associated with transmission; 9) provide as much data capacity as possible in the transmission channel while still providing CD quality stereo sound; 10) avoid sharp threshold degradation. Also, as part of the guidelines, the DAB receiver must be affordable and small enough for all automotive and portable applications with signal processing functions and complexity transferred from the receiver to the transmitter as much as possible. Receivers should be designated to default to the analog signal should the digital signal fall below the reception threshold.

In anticipation of the sale of its radio network, United Press International issued layoff notices to the network's employees. UPI Editor Al Rossiter said the layoff will be effective two weeks from the issuance of the notices. Rossiter did not disclose the number of employees to be laid off, but said most were in Washington, DC. He also said that talks are still taking place regarding the sale of other parts of the financially troubled wire service.

According to the Radio Advertising Bureau, radio revenues were down 2.4% for the month of August compared with the same month last year. The RAB's year -to -date figures show a 2% decrease through the end of August, with local revenues down 3.3% and national down 1.5% The only area showing growth in local revenue in August is the Southwest, with an increase of 4.2 %. However, the Southwest also gained distinction with a 11.8% drop in national revenue, the largest decrease in the U.S. The only regional gain in national revenue was a 2.6% increase in the Southeast.

The RAB is asking radio stations and agencies to help expand its digital audio library of commercials which presently number 7,000. RAB president Gary Fries wants to expand the library to three times its present size. Fries said, "We've got this advanced system up and running, but to really fulfill its role as a source of creative thought -starters, we need this industry to supply us with its best and brightest work." Stations and agencies interested in submitting sample spots to the library can call the RAB's Roann Evans at (800) 232 -3131.

Starting November 1, the Sports Entertainment Network will be transmitted live via Satellite C -5, formerly SAT -COM 1 -R, 24 hours a day, seven days a week from Las Vegas. The ABC Radio Networks will broadcast First Lady Barbara Bush's children's program, "Mrs. Bush's Storytime," for the second year, starting on Thanksgiving, November 27. The series includes 10 half -hour programs, in which Mrs. Bush will read children's stories along with special guest celebrities who will share the storytelling duties and converse with noted cartoon characters. Mrs. Bush's guests include humans Gloria Estefan, Whitney Houston, Reggie Jackson, and Peter Jennings, and animated acquaintances Bugs Bunny, Garfield and Sylvester the cat.
