Crowan Parish Council MINUTES OF THE FULL COUNCIL MEETING HELD IN THE PARISH ROOMS, CROWAN th ON THURSDAY, 10 MARCH 2016 @ 7.15pm Minutes of Council Meetings are available to view on www.crowan-pc.gov.uk ; on the Leedstown Notice Boards; on Nancegollan and Townshend Village Hall Notice Boards. Webb In Attendance: Mrs Thompson (Clerk) Minute AGENDA ITEMS Action Prayers – led by the Chair, who advised that anyone not wishing to participate may leave the room and rejoin the meeting later. Chairman’s Welcome and Public Forum – the Chair welcomed those present with a particularly warm welcome to the members of the public. 44/2016 Casual Vacancies – there were no applications for co-option, to fill the following: a. Vacancy created by the resignation of Cllr. Parsons (Leedstown Ward). b. Vacancy created by the resignation of Cllr. Brown (Praze Ward). 45/2016 Members’ Declarations – a. Pecuniary/Registerable Declarations of Interests – none. All Members to check their Members’ Interests form on CC’s website and update as appropriate. All Members b. Non-Registerable Interests – none. c. Declaration of Gifts – none. d. Dispensations – none. 46/2016 Apologies for Absence – 47/2016 Outside Bodies / Reports – a. Police – in the absence of the PCSO, there was no report. b. Cornwall Councillor – Cllr. Jenkin reported a Health and Adult Scrutiny Committee had been set up. It is looking at ways to ‘work better’. RCH Treliske had been on black alert on a number of occasions. The consult- ation on the Local Plan is almost finished until this is in place there is nothing to stop large, inappropriate developments. There are a number of such applications around Helston. She had been in discussions with County Cllr. Bert Biscoe, portfolio holder, regarding various highway issues. CC is under-funded and this is beginning to have real impact. Some Syrian refugees are now residing in Cornwall. 48/2016 Minutes of Meetings – a. Full Council Meeting – 11 th February 2016. Minute 28a/2016 amended to read ‘Cllr. Roberts…like to see the area retained for business. Closed session amended to read ‘Mr Carter’ not ‘Mr Crocker’. Minute 30a[ii]/2016 amended to read ‘Trethannas Gardens’. With these amendments the Minutes were APPROVED as a true record. 1 /Crowan/Meetings/Minutes/2016-03-10.doc 49/2016 Planning Applications Received – Members considered the following: a. PA16/00742, Heatherside, Road from Black Rock to Polcrebo Downs, Releath – demolition and replacement of existing house with a new dwelling. Members felt the application’s description of ‘converting the barn’ and comments about the footprint were misleading. It appeared the part of the adjoining field had been taken in as part of the curtilage of the development site. OBJECT on the grounds that the proposal is too large a Clerk development in the open countryside and highly visible from the surrounding area. If permission is granted Members would like a condition that the barn is demolished. b. PA16/01982, 9 Tregonning View, Townshend – to revoke existing s.106 and replace it with the single dwelling template to overcome mortgage issues. Mr Matt Doble, CC advised this application relates to an affordable housing obligation where changes are sought to the technical aspects of the obligation. It is not one where consultation with Local Councils or neighbours etc. is required and as it relates to viability aspects the information is not online for confidentiality reasons. The planning purpose for the s.106 would remain in place. No further action. c. PA16/00471/PREAPP, Land NNW of Kencliffe, Fraddam Road, Leedstown – pre-application advice for proposed mix of residential, commercial and industrial unit. This is a substantial development. It was felt that where the four-bedroom bungalow is proposed, that would be a much better access. OBJECT on the grounds the development is in the open countryside, access at this point is unsafe coming directly off the main road just by a Clerk blind corner, it is outside the 30mph and there is no pedestrian link to the village. The principle of development is not in keeping with emerging Neighbourhood Development Plan. 50/2016 Other Planning Matters – a. Paperless Planning – Minute 30a/2016 refers. A projector, A3 printer, ink cartridges, A3 paper and memory sticks had been purchased. The Clerk suggestions two options: • Option 1 – the printer could be held by the Clerk, who will print off plans as required. • Option 2 – each Councillor could be given a memory stick to hold copies of planning applications. They could then be printed on the A3 printer, housed in the Praze Room. Both options would save the cost of a phone line and broadband. Deferred to the Amenities Committee for further consideration. The Clerk to print copies of future applications for the time being and keep a note of the time Clerk this takes. b. Planning Applications Approved by CC – information only. i. PA15/11522, Bolitho Vean, Black Rock – certificate of lawfulness for existing use of building as a self-contained dwelling. Members had objected because there is insufficient evidence to support this application. Granted CAADs and LUs only. ii. PA15/11315, St Crewennas Church, Crowan – new notice board for church being a 1800mm x 1200mm curved top aluminium notice board incorporating an A1 sized lockable aluminium poster display case - mounted onto aluminium posts. Colour red with white text (application may affect the setting of a listed building / footpath. iii. PA16/00731, 3 Chapel Row, Praze – application for non-material amendment to PA14/00300 (Replacing garage with attached carport including first floor accommodation over and other extensions) additional east facing door to utility room; move north facing door to utility room, all to accommodate right of way from neighbouring property. Cllr. Smith said this was a minor amendment to the original plans. 2 /Crowan/Meetings/Minutes/2016-03-10.doc c. Outstanding Enforcement Issues – Members to receive updates on: i. EN14/01194, Higher Cargenwen Farm, Black Rock – request for confirmation of compliance with EN issued on 14 th January 2013. Case officer: Mr Lee Viner. Cllr. Jenkin said he will be making a site visit the following day and will also check the roof heights. d. Planning Appeals – information only. i. PA15/05327, Land immediately East of Junction between Pilgrims Way and Bunkers Hill, Fraddam – proposed solar pv development, associated landscaping and habitat creation. To include ground based racking systems, mounted solar panels, associated infrastructure, fencing and CCTV security cameras. The Clerk to reiterate that Members objections still stand. Cllr. Henwood informed Members that a Clerk neighbour had withdrawn her objection to the treatment of the footpath. ii. PA15/00037, Land Rear of 8 Fore Street, Trethannas Gardens, Praze – erection of a single detached dwelling house. Members made no comment on this application, which was refused by CC. An appeal against this decision had been dismissed. iii. PA13/07812, Lanyon Farm, Gwinear Lane, Gwinear, Hayle – installation of 12.8M solar photovoltaic farm with associated infrastructure … and the construction of a car park for Gwinear CP School. The appeal had been withdrawn. e. Field in Front of Vyvian Terrace at Nancegollan – February Closed Session refers. Cllr. Jenkin said there had been no meeting with Mr Mark Broomhead, CC and the applicant. However, she had spoken to the case officer, Mr Chris Daly. It was RESOLVED Cllrs. Henwood and Jenkin Cllr. Jenkin should meet with the applicant and following that meet with the case officer. a. PA16/00099, The Oaks, Old Rail Road, Crowan – prior approval for the conversion of an agricultural building to a single residential dwelling. Cllr. Jenkin reported: It is an application for consideration as to whether it can be seen as permitted development (if yes they don’t need to submit a Planning application, if no they do). Minute 27e/2016 refers. 51/2016 Highway Matters – b. Traffic Calming – Minute 31a/2016 refers. i. Drym Road, Nancegollan – CC is unable to provide a copy of the agreed plan and proof that the road works had been adopted. Mr Peter Tatlow, Cormac advised they no longer recommend the use of isolated red patches of surfacing at informal crossing points for safety reasons. Cllr. Jenkin had been unable to set up a meeting to carry that forward. Mr Tatlow had referred to a Safety Team in his email. Cllr. Cllr. Jenkin Jenkin to establish who the point of contact is for this Team and to invite County Cllr. Biscoe, portfolio holder to a PC meeting to discuss this. ii. Speeding Traffic, School Road, Praze – Mr Mike Peters, Highways advised: Regrettably, CC no longer has allocated funding for the introduction of 20mph speed limits around schools. There had been no response from Ms Maxine Hardy, CC to Members’ request for her assistance in establishing the cost of extra enforcement provision and clarification on the level of existing provision. c. Grass Verges – Minute 9b/2016. Cllr. Henwood reported the Open Spaces organisation had advised that s.130 covers the following he will pursue. Cllr Henwood i. Overgrown grass verges and hedges in the Leedstown area; ii. Enforcement action against landowners who do not meet their responsibility in maintaining grass verges and hedges on their land. d. Drains, Opposite St James Church, Leedstown – Highways advise the Area Steward will look into Members’ enquiry as to when the drains are to be Cllrs. Jenkin / cleared. Cllr. Jenkin offered to set up a meeting with Mr Andy James, CC to Henwood discuss all outstanding Highways matters. She and Cllr. Henwood will compile a list of issues in the parish.
