Prof. Dr. Baruck Opiyo _____________________________ ABSTRACT In the 21st century, competitive election campaigns have become one of the most visible faces of contemporary democracy through which the electorate in different countries get to choose their leaders into both local and national political office. This research employed PR approaches to investigate presidential campaigns of two main political parties in Nigeria during the 2015 presidential election. In doing so, the study employed Comparative Rhetorical Analysis and in-depth interview with 12 campaign managers as respondents to establish and analyze PR & rhetorical strategies used by the two main political parties – the People’s Democratic Party (PDP) and All Progressive Congress (APC) during the presidential campaign and election period. Findings show that comparatively APC employed strategic and integrated PR with (more) effective rhetorical campaign elements which very likely enabled them to emerge winners due, largely, to effective use of articulated rhetoric, using good ethos, pathos, and logos; while also soundly using both the two-way symmetrical communication model and the two-way asymmetrical communication model professionally during the campaign period. The study finds that PDP, on the other hand, mainly relied on their usual political campaign approach dishing out money, impunity, hate speeches, and virtual absence of usage of two-way symmetrical communication model within the party which likely further affected their public outreach during the campaigns. The study concludes that APC won the election based on the “Change” campaign brand of the fight against corruption, better security for the citizenry, and good economy for the country; while PDP appears to have lost the election based on the reliance on the message of “continuity” agenda in spite of incumbency and having hired seasoned PR experts. iii Keywords: Excellence theory, Rhetorical Discourse Analysis, PR, Rhetoric, Electioneering campaign, APC, PDP, 2015 Presidential election in Nigeria. iv ÖZ 21. yüzyılda, rekabetçi seçim kampanyaları güncel demokrasinin, ulusal düzeyde ve daha bölgesel uygulanan seçimlerde, görünür yüzü olmuştur. Çalışma, karşılaştırmalı retorik analizi ve 12 seçim kampanya yöneticisi ile yapılmış ropörtajlar neticesinde Nijerya’daki iki ana siyasal partinin ‘Halkların Demokratik Partisi’ (PDP) ve ‘Tüm İlerici Kongreler’ (APC) seçim sürecinde kullandıkları halkla ilişkiler ve retorik stratejilerini belirlemeyi amaçlamıştır. Bulgular ‘Tüm İlerici Kongreler’in (APC) daha etkili halkla ilşkiler ve retorik kampanya stratejileri (‘ethos’, ‘pathos’, ‘logos’) sayesinde seçimden kazanan parti olarak çıkmalarını sağladığını göstermektedir. Ayrıca. kampanya sürecinde çift-yönlü simetrik iletişim modeli ve çift-yönlü asimetrik iletişim modelleri APC tarafından etkili bir şekilde kullanmıştır. Bu araştırmada, ‘Halkların Demokratik Partisi’nin (PDP) daha çok finansal çıkarları gözetmek, kişisel dokunulmazlık sağlamak ve nefret söylemine dayanan bir politik kampanya yaklaşımı benimsediği ve özellikle parti içi iletişiminde çift-yönlü simetrik iletişim modelinden yoksun şekilde bir yaklaşım sergilediği bulgularına ulaşılmıştır. Sonuç olarak, ‘Tüm İlerici Kongrelerin’(APC) seçimi ‘Değişim’ sloganı adı altında yozlaşmaya karşı mücadele, vatandaşlar için güvenlik ve ülke için daha iyi eknonomi alt başlıklarını kullanarak kazandığı ortaya çıkmıştır. Im Rahmen seiner Befragung gab er an, dass er in Enugu aufgewachsen und zur Schule gegangen sei. Er habe die Schule 1997 oder 1998 beendet und dann noch für einige Zeit seinen Eltern auf der Farm geholfen. Dann sei er irgendwann zu seiner Schwester und deren Mann nach Lagos gegangen, das sei auch schon vor langer Zeit gewesen, er könne sich nicht mehr erinnern, wann er nach Lagos gegangen sei. Seine Ausreise habe er von Enugu aus angetreten, er sei zuerst nach Lagos und dann weiter in den Norden des Landes gegangen. Es sei vor langer Zeit gewesen.

Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election.

    BOKO HARAM NOTE n° 246 - Fondation Jean-Jaurès - 10 février 2015 REGIONAL ISSUES AROUND THE UPRISING Marc-Antoine Pérouse de Montclos* *Associate Fellow, Africa hile the African Union plans to mobilise more than 8,000 men from Nigeria, Programme, Chatham Chad, Cameroon and Benin to fight Boko Haram, the following analysis House, London W focuses on the regional issues surrounding the crisis. The aim is not to concentrate on the origins or the social dimension of the sect; these have already been dealt with in field studies and secondary sources1. In a first part, the analysis shows that Boko Haram has been present in Niger, Chad and Cameroon ever since its birth in Maiduguri, in the Borno region, around 2002. Regarding territory, it also shows that we are not looking at an expansion of its area of control, but of its field of military actions since the armies of countries neighbouring Nigeria got involved in operations to erase the sect. In fact, the growing involvement of Niger, Chad and Cameroon in the fight against Jihadist terrorism has broken the mutual non-aggression pact that was in place. In an audio report dated the 6th of June 2014, Boko Haram threatened President Idriss Déby with reprisals if he was to join forces with Nigeria in their attacks on the sect. In addition to this, in an interview filmed and broadcast on the 28th of January 2015, a spokesman for the rebels stated that the group would stop attacking Niger and Chad if they stopped their offensive against the group. It appears that the international reaction to the threat of terrorism from Boko Haram could be a contributing factor in the future international expansion of a sect whose ire, until now, had been contained to Nigeria: they had not established links with a wider diaspora or coordinated efforts with other jihadist groups in the Sahel.

The smart card reader was a critical component in the elections. It was used for the first time in the electoral process of Nigeria and it remains one of the greatest technological innovations of the 2015 general elections. The smart card reader is a technological device setup to authenticate and verify on Election Day a Permanent Voter Card (PVC) issued by Independent National Electoral Commission (INEC). The fundamental basis for the deployment of the technologically-based device by INEC was to ensure a credible, transparent, free and fair election in order to deepen Nigeria’s democracy. However, the use of the card reader generated debate among the election stakeholders before, during and after the 2015 general elections. One of such debates was the legality for the use of the device. This paper therefore examines the debate and the role of the card reader in the 2015 general elections. The paper also looks at the challenges and impact of the card reader on the election. The paper argued that considering the massive electoral fraud witnessed in general elections since Nigeria’s independence, the card reader should be used for future elections. Consequently, subsequent general elections in Nigeria should gradually continue to be technologically driven. As a result a significant number of teachers will receive personal training on the techniques and necessity of childhood education which is known to be one of the new President's priorities and is clearly reflected in the allocation to the sector in the 2016 Budget.
