The process will only allow a carrier to hold operating authority without insurance reflected on our Licensing and Insurance database for up to three (3) days. Revocation decisions will be tied to our enforcement program which will focus on the operations of uninsured carriers. This process will further ensure that the public is adequately protected in case of a motor carrier crash. Accordingly, we are adopting the following procedure for revocation of authority; 1) The first notice will go out three (3) days after FMCSA receives notification from the insurance company that the carrier's policy will be cancelled in 30 days. This notification informs the carrier that it must provide evidence that it is in full compliance with FMCSA's insurance regulations within 30 days. 2) If the carrier has not complied with FMCSA's insurance requirements after 30 days, a final decision revoking the operating authority will be issued. Whether we spend years of our lives tuning in every week, or a few days bingeing through a storyworld, TV finales act as sites of negotiation between the forces of media production and consumption. By tracing a history of finales from the first Golden Age of American television to our contemporary era of complex TV, my project provides the first book- length study of TV finales as a distinct category of narrative media. This dissertation uses finales to understand how tensions between the emotional and economic imperatives of participatory culture complicate our experiences of television. The opening chapter contextualizes TV finales in relation to existing ideas about narrative closure, examines historically significant finales, and describes the ways that TV endings create meaning in popular culture. Chapter two looks at how narrative anticipation motivates audiences to engage communally in paratextual spaces and share processes of closure.

Since the rise of ocean water can create floods that extend far onto land, the flood damage can be severe. By developing efficient flood prediction algorithms that use very detailed terrain models and accurate sea-level forecasts, users can plan mitigations such as flood walls and gates to minimize the damage from storm surge flooding. In this paper we present a data structure for predicting floods from dynamic sea-level forecast data on dynamic massive terrains. The forecast data is dynamic in the sense that new forecasts are released several times per day; the terrain is dynamic in the sense that the terrain model may be updated to plan flood mitigations. Since accurate flood risk computations require using very detailed terrain models, and such terrain models can easily exceed the size of the main memory in a regular computer, our data structure is I/O-efficient, that is, it minimizes the number of I/Os (i.e. block transfers) between main memory and disk. For a terrain represented as a raster of N cells, it can be constructed using N N O( B log M B ) I/Os, it can compute the flood risk in a given small region using O(logB N) I/Os, and B 2 it can handle updating the terrain elevation in a given small region using O(logB N) I/Os, where B is the block size and M is the capacity of main memory.
