Cizens’ Budget Budget: A budget is an esmate of income and expenditure over a specific period. Government A government budget is a document presenng the esmated income from taxes and other sources and the esmated spending Budget: of government over a specific financial year. In Pakistan the financial year spans from July and June. Cizens’ Cizens' Budgets are designed to present key public finance informaon to a general audience. They are typically wrien in Budget: accessible language and incorporate visual elements to help non-specialist readers understand the informaon. Issuance of cizens' budget is a rare pracce in Pakistan; For the FY 2020-21 provincial governments of Balochistan, Punjab and Kyber Pakhtunkhwa produced such document. No district government has ever issued any cizens' budget at all. In 2017, for the first me CPDI produced Cizens budget at district level. This is the 4th Cizens' budget document produced in Pakistan at district level. Cizens' Cizen's Budget is an exhausve and elaborate exercise. We at CPDI have taken a unique step in preparing district centric Budget Cizens' Budget. CPDI Budget Team extracted data from provincial budget books of the relevant fiscal year. For extracon of by CPDI: data, the provincial development budget has been read thoroughly project by project. This appeal was launched on March 31st 2010 to follow on from ACT appeal PAK091 supporting people displaced by conflict in 2009. The purpose of this programme is to contribute to the long-term recovery process for the 1.8 million women, men and children who were displaced. This includes both returnees and those who stayed behind during the fighting in their places of origin in the Swat and Buner Districts of the North West Frontier Province (NWFP). Church World Service (CWS) proposes recovery assistance to conflict-affected returnees and other community members in the areas of return including livelihoods rehabilitation related to food-production, education, and primary health care services in Buner and Swat districts over a 12 month project timeframe. For livelihoods work in Buner, CWS will work with local partner organization Lasoona. Norwegian Church Aid (NCA) proposes to assist 3,383 families in Swat and Buner to ensure their access to safe drinking water and adequate sanitation, with a particular focus on access for women and girls, the elderly and disabled. Schools’ water and sanitation needs in the identified target areas will be included wherever possible.

The GPP team went to Buner to assess current conditions and to assess the returnee process. Different tools were used to gather the information that includes Focus group discussions, open-ended interviews, and semi-structured interviews. Structured observations were also made to document the state of communication, health, education, Food and NFIs and property.
