Articles 169 and 170 of the Constitution of the Islamic Republic of Pakistan, 1973 read with Sections-8 and 12 of the Auditor General’s (Functions, Powers and Terms and Conditions of Service) Ordinance, 2001 and Section-37 of Khyber Pakhtunkhwa Local Government Act 2013 require the Auditor General of Pakistan to conduct audit of the receipts and expenditure of Local Governments of each District of the Khyber Pakhtunkhwa. The report is based on audit of the accounts of various Local Governments i.e. offices of District Government, Tehsil Municipal Administrations, Assistant Director Local Government Elections and Rural Development, Village Councils and Neighborhood Councils and in district Buner for the financial year 2017-18. The Director General of Audit, District Governments, Khyber Pakhtunkhwa conducted audit during 2018-19 on test check basis with a view to report significant findings to the relevant stakeholders. The main body of the audit report includes the systemic issues and significant audit findings. Relatively less significant issues are listed in the Annex-1 of the Audit Report. The audit observations listed in the Annex-1 shall be pursued with the Principal Accounting Officers at the DAC level. In all cases where PAO’s do not initiate appropriate action, the audit observations will be brought to the notice of appropriate forum through the next year’s Audit Report. Audit findings indicate the need for adherence to the regularity framework besides instituting and strengthening internal controls to avoid recurrence of similar violations and irregularities. The observations included in this Report have been finalized in the light of written replies of the departments. However, in a few cases certain departments did not submit written replies. DAC meetings were not convened despite repeated requests. The Audit Report is submitted to the Governor, Khyber Pakhtunkhwa in pursuance of Article 171 of the Constitution of the Islamic Republic of Pakistan, 1973 read with Section 37 of Khyber Pakhtunkhwa Local Government Act, 2013, for laying before the appropriate legislative forum. The GPP team went to Buner to assess current conditions and to assess the returnee process. Different tools were used to gather the information that includes Focus group discussions, open-ended interviews, and semi-structured interviews. Structured observations were also made to document the state of communication, health, education, Food and NFIs and property. It tries to find answers to four main questions: Why hold Bonn-II conference? What was achieved after Bonn-I? What can and cannot be achieved through Bonn-II? And finally, what needs to be achieved? There have been many positive and negative developments between Bonn-I and the upcoming Bonn-II, but many political analysts consider the 2001 Bonn agreement a failure as far as political conflict and security are concerned. Governance and institutional reforms, realization and sustenance of political reconciliation, pursuance of effective foreign policy at the regional and international level, and development and consolidation of an indigenous economy and security apparatus are some of the post-transition responsibilities for which Afghanistan has to prepare itself by 2014 with help and support from the international and regional community.
