Warren John Alien Charles, and lmdowner ELMHAN (NORTH) or NORTH ELMHAM, is a village, parish, and railway station in Launditch hundred, Mitford and Laun­ ditch union, archdeaconry and diocese of Norwich, rural deanery of Brisley, and East Dereham county court district, West Norfolk, distant 5 miles N. of East Dereham, and 18 N.W. by W. of Norwich. The living is a vicarage, in the patronage of Lord ~ondes, of the yearly value of £475 ; Rev. Augustus G. Legge, M.A., is the incum­ bent. The church of the Virgin Mary is a handsome structure, with square tower containing eight bells. The interior is neat, and con­ tains two handsome marble monuments in the memory of :Richard Warner and Richard Milles, Esqrs., forefathers of the present Lord Sondes, the former of whom was lord of the manor, and built Elmham Hall; he died in 1757. The Independents and Primitive Methodists have each a chapel. Here is also a National school. Elmham was anciently a city, and the seat of the Bishops of Norwich from 673 to 1075. In the reign of Richard II. Bishop Spencer obtained a licence to embattle and make a castle of his manor house at Elmham; some traces of the foundation and entrenchments remain. In Broom Close it is supposed there was a Roman station from a great number of nrns, coins, and other Roman antiquities having been found there. The Hall is a fine brick mansion, and is situated on an eminence, rising gently from· a beautiful sheet of water, which abounds with :pike and other fish, and is supplied by a brook run;ning through the :park to the river Wensum. The parish contains 4.401 acres, and the · :population in 1871 was 1,120. It is in two manors, viz., Elrnham Nawers, and North Elmham; Lord Sondes is lord of the former, and the Dean and Chapter of Norwich are lords of the latter. The Earl of Leicester owns 479 acres, and Caius College, Cambridge, about 120 acres, nearly all the remainder belongs to Lord Sondes. The Norfolk County School is situate about 1 ~ miles from the village of Elmham. H.R.H. the Prinoe of Wales, accompanied by H.R.H. the Princess of Wales, laid the foundation-stone on Easter Monday, 1873, and the above was opened in September, 187 4. The buildings are of flint and red brick, and stand on the summit of a hill overlooking the Wensum. The most striking feature is the Great Central Hall. The school is a public school npon the hosted 13ystem. The Prince of .

    Parish Registers and Transcripts in the Norfolk Record Office This list summarises the Norfolk Record Office’s (NRO’s) holdings of parish (Church of England) registers and of transcripts and other copies of them. Parish Registers The NRO holds registers of baptisms, marriages, burials and banns of marriage for most parishes in the Diocese of Norwich (including Suffolk parishes in and near Lowestoft in the deanery of Lothingland) and part of the Diocese of Ely in south-west Norfolk (parishes in the deanery of Fincham and Feltwell). Some Norfolk parish records remain in the churches, especially more recent registers, which may be still in use. In the extreme west of the county, records for parishes in the deanery of Wisbech Lynn Marshland are deposited in the Wisbech and Fenland Museum, whilst Welney parish records are at the Cambridgeshire Record Office. The covering dates of registers in the following list do not conceal any gaps of more than ten years; for the populous urban parishes (such as Great Yarmouth) smaller gaps are indicated. Whenever microfiche or microfilm copies are available they must be used in place of the original registers, some of which are unfit for production. A few parish registers have been digitally photographed and the images are available on computers in the NRO's searchroom. The digital images were produced as a result of partnership projects with other groups and organizations, so we are not able to supply copies of whole registers (either as hard copies or on CD or in any other digital format), although in most cases we have permission to provide printout copies of individual entries.

    Electoral Review of Breckland Council Proposal for a warding pattern across Breckland Council to support a Council size of 50 Councillors September 2013 Breckland Council Page 1 05/09/13 Introduction The Council was pleased to receive notification from the Local Government Boundary Commission that the Council’s submission for a council size of 50 had been adopted. The Commission has now asked for submissions proposing Warding patterns that reflect this change. Any group or individual is able to put forward suggestions on Warding patterns for the district. The Local Government Boundary Commission for England will consider all submissions and propose a warding pattern for the district. The Council’s proposals follow the process undertaken by the Working Group of six councillors set up for the purpose of in-depth research into the issues relating to council size and warding. This is a cross- party group with members spread across the district. Guidance issued by the Local Government Boundary Commission suggests that three main rules are followed when a new pattern of wards are produced. They are: Delivering electoral equality for local voters – this means ensuring that each local councillor represents roughly the same number of people so that the value of your vote is the same regardless of where you live in the local authority. Reflecting the interests and identities of local communities – this means establishing electoral arrangements which, as far as possible, maintain local ties and where boundaries are easily identifiable. Promoting effective and convenient local government – this means ensuring that the new wards or electoral divisions can be represented effectively by their elected representative(s) and that the new electoral arrangements as a whole allow the local authority to conduct is business effectively.

    Dear Mrs Graves Hoe and Worthing Parish Meeting was grateful to be provided with a copy of the letter below. It represented the first reliable information made publicly available after parishes had been alarmingly and suddenly informed that the submission of an application to establish up to 10,000 new homes between North Elmham, Billingford and Bintree was imminent, with only two weeks available to submit objections (sic) to the council leader although there was almost no other detail available. During the ten days between receiving this extremely startling news on 11th July and your letter on 20th July our parish endeavoured to acquaint itself with as much information as possible regarding the proposal but discovered very little, in circumstances where every council officer at every level and every council member stated they had no knowledge about the matter whatsoever. In due course, after flurried local activity we submitted a series of queries covering three broad topics to the leader of the council that were forwarded via our district councillor; in short these related to the general policy that Breckland has towards the development of garden towns in the district, the view it takes of the current matter and the manner in which the authority dealt with it after the initial approach from the developers. We have now received a reply directly from the leader of the council which paraphrases the letter you provided, in answer to the first two issues. Neither letter makes any reference to the third issue and both give rise to a number of further queries.
