BOSNIA & HERZEGOVINA 16 EUROPE & EURASIA MEDIA SUSTAINABILITY INDEX 2014 introduction OVERALL SCORE: 2.04 BOSNIA & HERZEGOVINA Bosnia and Herzegovina (B&H) did not show signs of political or economic stabilization in 2013. The governing political parties avoided focusing on substantive reforms and implementing international standards. In April, Ba new political party launched—the Democratic Front, led by Željko Komšić, the Croat member of the B&H tripartite presidency. In the same month, the president of the Federation of B&H, Živko Budimir, was arrested on the accusation of taking bribes to approve amnesties but was released in May due to lack of evidence. In June 2013, public protests in front of Sarajevo’s parliament building and in other cities in B&H highlighted the lack of regulation of citizen IDs for newborns. The citizen initiative across B&H, although holding a promise of revolutionary change, ended as an unsuccessful bid to change politicians’ corruption, inequality, and incompetence. Finally, at the beginning of November, the B&H House of Peoples, in an emergency session and without debate, adopted the proposed amendments and changes to the law on ID numbers. The fact that the protests were organized through online platforms and social media illustrated new media’s growing influence in socially mobilizing the country. CENTRAL AFRICAN REPUBLIC 56 MEDIA SUSTAINABILITY INDEX 2012 INTRODUCTION OVERALL SCORE: 1.77 CENTRAL AFRICAN REPUBLIC Media professionals in the Central African Republic (CAR) continue to subsist despite deteriorating working conditions, meager operating budgets, dilapidated facilities, and technical barriers to disseminating their reporting. They face government tactics of harassment, suspensions, and other deterrents, particularly in Mrelation to the country’s persisting problems of corruption and banditry in the southeast. All of these factors complicate the media scene and create a largely unsustainable environment for the press. In 2012, a donor-funded project sponsored by the EU and French Embassy laid out the areas of concern for media development in coming years. Anticipated legal reforms would vest authority in official regulators, while allowing the High Communications Council (HCC) only the power to exact administrative sanctions in cases of violations of journalistic ethics. In preparation for these changes, the Central African Media Observatory (CAR’s self-regulation body, known by its French acronym, OMCA) underwent genuine restructuring. In April 2012, the OMCA Elective General Assembly permitted the establishment of a new office consisting of five elected members, and a review of OMCA’s status. In addition, a new code of ethics for Central African journalists was adopted. Current CAR law accommodates online media, and in practice, online media outlets are left to operate without interference. This is in contrast to the print and broadcast sectors, which are subject regularly to government interventions that skirt the law.

TG4 2rn response to ComReg Market Review Broadcasting Transmission Services in Ireland 06 July 2020 Introduction 2rn welcomes the opportunity to respond to ComReg’s consultation, Market Review Broadcasting Transmission Services market in Ireland ComReg 20/31, the consultation. 2rn are aware that ComReg have defined the relevant Markets as; Market A: A national wholesale market where an upstream terrestrial transmission network provider supplies a transmission and distribution service via its towers/masts infrastructure and relevant associated facilities (including transmission and distribution equipment, buildings etc.) in order to enable transmission of television and radio broadcasts; and, Market B: is a national wholesale market which is downstream from Market A, whereby a Digital Terrestrial Television (‘DTT’) Multiplex Operator, using wholesale inputs purchased (or self- supplied) in Market A, combined with carriage on its DTT multiplex supplies a managed digital multiplexing service. ComReg proposes to retain these market definitions for the purposes of this consultation. 2rn concurs with this decision. 2rn operates in Market A only and will direct most of its comments towards issues relating to Market A. However much of 2rn’s operations are adjacent to Market B and as such 2rn may comment on certain aspects of Market B.
