Charles Barnett to take on new role as Secretary General of Large Independent Racecourses It was announced today that Charles Barnett has been appointed Secretary General of the Large Independent Racecourse Group, which represents Ascot, Ayr, Chester, Goodwood, Newbury and York racecourses. Barnett has widespread knowledge of the industry, having occupied a number of senior executive roles, and already represents the Large Independent Racecourses on the Racecourse Association Board, of which he is the Deputy Chairman, and the BHA's Members' Committee, which he will continue to do alongside this expanded role. His highly successful racecourse management career spanning more than 30 years included extended spells at Haydock Park, Chester, Cartmel, Aintree and Ascot. He will take up this newly created position with immediate effect. Barnett's role will include representing the Large Independent Racecourses on racing industry matters and liaising with key external parties, such as the British Horseracing Authority, the Horserace Betting Levy Board (or its replacement) and the Racecourse Association, to ensure that the views of the Large Independents carry appropriate weight in industry discussions. In 2015, the six racecourses which make up the Large Independents held 153 fixtures, (10.3% of the industry total), 56 of which were broadcast on terrestrial television, with a Total Prize Fund of £33.5m (25.3% of the total), total Executive and Sponsorship contribution of £20.6m (43.3% of the total) and total attendances of 1,838,024 (30.0% of the total). In addition, the racecourses staged 19 Group or Grade 1 races and attracted 333 overseas runners (all figures exclude British Champions Day at Ascot). The Large Independents produced total turnover of £171.9m in 2015 and in the past 15 years have invested in excess of £400m in facilities. William Derby, Chief Executive and Clerk of the Course of York Racecourse, speaking ahead of the Welcome to Yorkshire Ebor Festival, said: "By any measure, the Large Independent Racecourses are a hugely significant part of British Racing. There are a number of issues vital to the future of the industry on the horizon, including changes to the fixture list, funding and race programming. We are delighted to have appointed someone with Charles' experience and reputation to the position of Secretary General to represent us collectively." David Brown, Managing Director of Ayr Racecourse, one of the three tracks in the group staging both Flat and Jump racing, added: "Maintaining focus on some of the biggest race meetings under both codes and the Levy replacement are two of the vital issues on which Charles has lifelong experience that can be used to amplify our representations." The British Horseracing Authority (BHA) – the governing and regulatory body for thoroughbred horseracing in Great Britain – welcomes the opportunity to respond to this inquiry into the impact of Covid-19 on DCMS sectors. This is an unprecedented crisis which is impacting every industry in the British economy and DCMS sectors. However, there are unique and specific challenges which our industry, working with the Department for Digital, Culture, Media and Sport (DCMS) and other Government departments, is facing in the short and medium term. 2. British racing is the UK’s second largest sport behind football in respect of attendances, employment and revenues generated annually. In 2019, 5.62 million people attended over 1,500 individual race meetings held across England, Scotland and Wales. Our largest events are not only highlights in the increasingly competitive international racing calendar, but also the UK sporting and social calendar. British Racing’s cultural significance is demonstrated by the fact that ours is the only sport which has two annual nationwide events – the Grand National and The Derby –included on the Group A list of full live coverage protected events for FTA broadcast. The sport’s popularity has also once again been recently demonstrated with ITV Racing’s coverage of the 2000 Guineas at Newmarket on 6 June attracting an audience of 1.5 million viewers. 3. This translates into a significant economic benefit for the UK, with our industry generating £4.1 billion in direct, indirect and associated expenditure annually for the British economy.

ASCOT AYR The Ascot round course is a right-handed, triangular circuit of The Ayr round course is a left-handed, oval track, about twelve fur- fourteen furlongs and 34 yards, with a run-in of 2½ furlongs. AINTREE RACECOURSE All About The Horse Promoting Horse Welfare At The Grand National Meeting Objectives Negative press coverage and public concern over horse welfare following the 2011 Grand National meeting prompted a joint review of the meeting by Aintree and the BHA. The Winner Ballabriggs was visibly exhausted following the race and his jockey dismounted just after the winning post leaving an exhausted looking horse to be cooled down in front of racegoers before not returning to the Winner’s Enclosure. The jockey also received a much publicised whip ban. This post race confusion left it difficult to communicate what was happening to the public in attendance and watching on TV. A 30 point plan was identified to improve welfare provisions for horses both prior to and following races and to promote a positive welfare message to a list of stakeholders. Working with the BHA, the 30 point Review highlighted: • The requirement for better post race care of horses and procedures • The need to change current unsaddling arrangements and remove working media from the pull-up area (exclusion BBC/RUK) • Greater emphasis on decision making between Aintree and the BHA to remove the pre-race parade • Greater requirement to change processes on racedays to aid welfare • Greater communication between stakeholders and the public • The opportunity to educate the public about high standards of welfare in racing and at the course.
