Pengumuman hari ini ialah soalan lisan saya benarkan satu jam sahaja. Yang kedua waktu rehat sembahyang Jumaat dan sempena Keputeraan Duli Yang Maha Mulia Paduka Seri Sultan Perak dan Majlis Tahlil di Masjid Sultan Azlan Shah, kita tangguh 11.45 dan yang ketiganya kita sambung semula pada jam 3.00 petang. Terima kasih. I. BACAAN DOA (Setiausaha Dewan membaca doa) II. PENGUMUMAN TUAN YANG DIPERTUA Y.B. DATO’ YANG DIPERTUA : Tiada pengumuman untuk hari ini. III. SOALAN-SOALAN YANG DIBERI NOTIS SOALAN-SOALAN LISAN Y.B. DATO’ YANG DIPERTUA : Dijemput Ahli Yang Berhormat dari Kawasan Ayer Kuning. (1) Y.B. DATO’ SAMSUDIN BIN HAJI ABU HASAN (AYER KUNING) Malaysia melahirkan 60,000 graduan setiap tahun, berikutan kadar pertumbuhan 3.2 peratus setahun dalam pasaran tenaga kerja Negara. Oleh itu, lebih banyak peluang pekerjaan diperlukan bagi menampung peningkatan jumlah siswazah dan menjadi cabaran bagi Kerajaan Pusat Khasnya malah kepada Kerajaan Negeri Perak amnya ke arah mewujudkan peluang pekerjaan kepada siswazah menganggur dan rakyat. Soalannya: (a) Ingin tahu, sejauhmana Pelan Induk K-Ekonomi Kerajaan Negeri Perak merancang ke arah tersebut, dan (b) Adakah Kerajaan Negeri Perak bercadang mengujudkan Program Siswazah Tani, dengan membuka tanah-tanah pertanian milik kerajaan negeri kepada mereka, dan (c) Apakah insentif atau kemudahan-kemudahan yang ditawarkan oleh Kerajaan Negeri kepada mereka. Y.A.B. MENTERI BESAR : Dato’ Yang DiPertua, sukacita Kerajaan Negeri telah merangka rancangan bagi merealisasikan matlamat sebagai negeri maju yang ekonominya berteraskan Pengetahuan (K-State) pada tahun 2015. Dalam konteks ini, K-State dimaksudkan ialah menjadikan ilmu pengetahuan sebagai modal dalam pembangunan ekonomi dan sosial negeri manakala ICT pula akan menjadi daya penggerak yang dapat menghubungkan kesemua sektor di dalam masyarakat ke arah pencapaian faedah sosial dan ekonomi maksimum. Langkah menuju ke arah K-State adalah berdasarkan visi seperti berikut :- 6 (i) Kerajaan secara berkesan mampu mewujudkan jaringan dengan rakyat untuk mengambil peluang-peluang ke arah memakmurkan negeri dan menjadi perangsang kepada pertumbuhan ekonomi dan mengambil pendekatan global. (ii) Sistem pendidikan yang memberi peluang kepada rakyat untuk meningkatkan kemahiran dan menggunakan ilmu pengetahuan sebagai modal pertumbuhan ekonomi. (iii) Sistem ekonomi yang berteraskan kepada inovasi dan kreativiti dan seterusnya menjana nilai tambah yang tinggi bagi keluaran- keluaran dan perkhidmatan yang dihasilkan. (iv) Mengubah minda masyarakat ke arah masyarakat berpengetahuan dan kreatif yang menyokong pertumbuhan ekonomi. Usaha ke arah itu akan menggunakan pembangunan ICT sebagai penggerak yang memancu untuk mencapai visi tadi. Untuk tujuan itu kerajaan menyediakan pelan strategik ICT negeri dan beberapa langkah daripada strategi tersebut telah dilaksanakan. Antara langkah- langkah tersebut adalah seperti berikut:- (i) Mewujud Perak MSC Cybercenter di kawasan seluas 325 ekar di Bandar Meru Raya yang telah diluluskan secara prinsip status tersebut pada Disember 2005 yang lalu. (ii) Merancangkan pembangunan industri berteknologi tinggi yang memerlukan ”knowledge workers” yang bakal menyerap sebanyak mungkin graduan-graduan dari negara ini. (iii) Menyediakan suasana kondusfi ke arah pengujudan ”knowledge entreprenuers”. (iv) Menjadikan sektor ICT sebagai sektor ekonomi dengan memfokuskan kepada industri-industri khusus termasuk R&D&D, multimedia, shared services dan sebagainya. (b) Kerajaan Negeri memang mempunyai perancangan untuk mewujudkan program Siswazah Tani yang mana buat permulaan satu Sekim Ladang Mempelam Mentor-Mentee telah diwujudkan oleh Perbadanan Pembangunan Pertanian Negeri Perak (SADC) di Tanjung Tualang yang mana sebahagian dari pesertanya akan dipilih dari kalangan cerdik pandai yang masih menganggur atau belum mempunyai pekerjaan. (c) Antara insentif dan kemudahan yang ditawarkan adalah:- (i) Pajakan tanah untuk tempoh 30 tahun. (ii) Bantuan

    RJHIS 4 (2) 2017 The 2014 Teluk Intan parliamentary by-election in Malaysia Ariff Aizuddin Azlan* Zulkanain Abdul Rahman* Mohammad Tawfik Yaakub* Abstract: Democracy, by definition, is fit to be perceived as the equality of political right. The 2014 Teluk Intan parliamentary by-election contributed towards improving the indicator of democracy. This by-election also witnessed a direct contest between GERAKAN, one of BN component parties, and DAP, a member of the opposition PR coalitions. This paper analyses that this by-election had posed serious formidable challenges for both competing parties. It also looks at the campaign strategies and issues during the ongoing campaign sessions. The result, however, did not reflect the expectations held by the DAP, as it thought that it could maintain the present status quo. The study concluded that, instead of achieving electoral victory, DAP was caught in its internal unexpected crisis, irrespective of the PR coalition members, and, thus, failed to retain its former seat within the context of parliamentary democracy.     No Confidence Motion Or Secret Ballot To Decide On Abdul Khalid's Fate Bernama August 11, 2014 KUALA LUMPUR, Aug 11 (Bernama) -- Tan Sri Abdul Khalid Ibrahim's fate still hangs in the balance even after Selangor Sultan Sharafuddin Idris Shah Monday gave his consent to the embattled Menteri Besar to stay on until further developments take place. With the latest development, Abdul Khalid's fate will probably be determined by a confidential ballot in front of the Sultan or a motion of no confidence moved at the state assembly sitting. Abdul Khalid, now the independent Port Klang state assemblyman, was expelled from Parti Keadilan Rakyat (PKR) on Saturday (Aug 9) for going against the party Central Committee's wishes to appoint party president Datuk Seri Dr Wan Azizah Wan Ismail as the Menteri Besar. Abdul Khalid has been the Selangor Menteri Besar since March 13, 2008. Political analyst are of the opinion that the Sultan's consent only provided Abdul Khalid a temporary life line. And the latest development reminds Malaysians of the 2009 political constitutional crisis in Perak that forced the Sultan to intervene. At that time, Pakatan Rakyat (PR) state government in Perak led by Menteri Besar Datuk Seri Mohammad Nizar Jamaluddin of PAS lost its majority in the state assembly after three of the elected representative declared themselves as independents and Barisan Nasional (BN) friendly representatives. The three representatives were Jelapang assemblywoman Hee Yit Foong from (DAP), Jamaluddin Mohd Radzi (Behrang) and Kapt (B) Mohd Osman Mohd Jailu, Changkat Jering, both from PKR. And as PKR no longer had majority in the assembly, the late Sultan of Perak Sultan Azlan Shah ordered the defiant Datuk Seri Mohammad Nizar Jamaluddin and his Exco team to quit the state government.

The general objective of this research is to look at the content of two most popular blogs in Malaysia regarding the “Perak crisis”. The study explored the writing style of bloggers based on the Agenda Setting Theory. The research design is quantitative in nature involving data which were content analyzed from the blogs of Tun Mahathir and Raja Petra Kamarudin. Results show that che det. com made his readers to reject party jumping from his experience as an ex-Prime Minister’s point of view as he was more worried about the image or perception the general public would have if the Barisan Nasional or specifically UMNO was to accept party jumpers. On the other hand, Raja Petra is agenda in his blog was clearly to highlight the incompetence of Parti Keadilan Rakyat in handling the issue as he pointed out that the issue has been brewing for a while and the party leaders failed to take affirmative action. The difference and the implications of the blog readers giving different feedbacks in both blogs could be contributed by demographics of the readers themselves. This study also revealed that both blogs identified UMNO as the victim as both blogs attributed the Perak Crisis with the power play and intervention of UMNO.
