OBJECTIVES DAY 1-2: After reviewing the Academy agenda, legislators will establish goals, set expectations, and gain perspective from CNEE faculty, and each other, on today’s national energy landscape, technology and market changes, and policy trends and opportunities.

OBJECTIVES DAY 2-3: Prior to the Academy, each legislator identified two policy areas of interest. For each area, legislators will work with CNEE staff and expert faculty to identify policy gaps and opportunities unique to their state. Breakouts sessions will provide a deep dive into the innovations, challenges, and opportunities within each area of focus. Faculty and CNEE staff will provide tools to legislators that help them discuss and think about legislative solutions in their selected areas of focus.

ALASKA

REPRESENTATIVE GRIER HOPKINS As a lifelong Alaskan, Representative Grier Hopkins takes great interest in trying to bring the state’s energy infrastructure into the 21st Century. Alaska is reliant on oil and coal for much of the generation in towns and across the state. The entire state is a small to medium sized utility in other states, and so has many issues with economies of scale. As the Chair of the Special Committee on Energy, Representative Hopkins works on delivering an ERO to our utility ratepayers in coordination with utilities and communities.

COLORADO

REPRESENTATIVE DOMINIQUE JACKSON Representative Dominique Jackson was elected to represent House District 42 in Aurora, Colorado in November of 2016. Representative Jackson currently serves as Chair of the Energy & Environment Committee. She is also a member of the Health & Health Insurance Committee and the Legislative Council Committee. She has also been appointed to serve on the Executive Committee of “The Energy Council,” and to her third term on the Colorado Workforce Development Council.

REPRESENTATIVE COLIN LARSON

Representative Colin Larson was elected in 2018 to represent Colorado's 22nd House District, a southwest Denver suburb including Littleton, Columbine, and Ken Caryl. Prior to serving in the legislature, Representative Larson was a small business owner, founding and running an independent coffee shop called Atlas Coffees in the Ken Caryl neighborhood.

REPRESENTATIVE ANNA ESKAMANI At just 28 years old, Representative Anna V. Eskamani became the first Iranian-American elected to any public office in Florida, flipping a competitive state house seat by 15 points. Representative Eskamani is a community organizer, non-profit professional, and academic. Before running for office, she served as the Senior Director of Public Affairs and Communications for Planned Parenthood of Southwest and Central Florida and is currently pursuing a PhD in Public Affairs. Representative Eskamani is a champion for all progressive causes.

GEORGIA

SENATOR FRANK GINN Senator Frank Ginn was elected to the Georgia State Senate in 2010. With a Bachelor of Science in Agricultural Engineering, Ginn started working in the electric utility industry. Senator Ginn now serves as Chair of the Economic Development and Tourism committee. In addition to his membership in the Appropriations, Regulated Industries and Utilities and Transportation Committees, Senator Ginn also serves as Ex-Officio for the Natural Resources and the Environment Committee. Senator Ginn previously served as Chairman of the Regulated Industries and Utilities Committee.

REPRESENTATIVE JASMINE CLARK Dr. Jasmine Clark is a State Representative for Georgia’s 108th district (Lilburn, Mountain Park). She is a published Microbiologist that currently lectures in Microbiology and Anatomy and Physiology to Pre-Nursing Students at Emory University’s Nell Hodgson Woodruff School of Nursing. As a newly-elected legislator, she is interested in using science, data, and evidence in lawmaking. She hopes to employ this approach to address climate change and reduce Georgia’s carbon footprint.

SENATOR DAVE LENT A graduate of Eastern Idaho Technical College and Idaho State University, Senator Dave Lent has a national credential in Radiation Protection. Senator Lent formerly served as a site-wide Training Manager at the Idaho National Laboratory (INL), as chair for the Energy Facilities Contracting Group A–Training Working Group and received a Distinguished Leadership award at the Department of Energy Headquarters in Washington D.C. Senator Lent has also consulted in the nuclear power industry in both radiation protection and technical training.

REPRESENTATIVE MAT ERPELDING Representative Mat Erpelding is the Idaho State House Democratic Leader, serving his third term as representative for Ada County's District 19. A retired high-altitude climbing guide, Representative Erpelding has led teams on mountains around the world. He is the co-owner of Idaho Mountain Guides and teaches at Boise State University for the College of Innovation and Design. Mat and his wife, Elizabeth, are raising their 2 year- old daughter, Louise, and managing two Labradors, Saga and Ruby in Boise.

REPRESENTATIVE ILANA RUBEL Representative Ilana Rubel has represented technology companies around the nation for over 20 years, and has served in the Idaho House of Representatives since January 2014. She now serves as the Assistant House Minority Leader. She has hosted two hearings on climate change, passed a Homeowner Solar Rights bill in the 2019 session, and has a strong interest in moving Idaho toward a clean energy future.

REPRESENTATIVE ANDY MCKEAN Representative Andy McKean has represented Jones County for 27 years in the Iowa House and where he served as President Pro Tem and chair of the Judiciary Committee. He also served two terms as a Jones County Supervisor, four years as a member of the Iowa Public Information Commission, and taught graduate courses at the University of Iowa for 15 years. Andy and wife Connie live on an acreage near Anamosa where he practiced law for 35 years. They are the parents of four adult children and three granddaughters.

REPRESENTATIVE DAVE WILLIAMS Representative Dave Williams is a first term member of the Iowa House of Representatives. He is the only degreed Mechanical Engineer and one of a few with an MBA. He began working with clean energy issues as a college student during the 1970's and has remained engaged even when his career path went other directions. Pertinent experience includes seven years on the board of a municipal utility, management of a cogeneration power plant that was fired by coal and alternative fuels, and electric rate negotiations.

MAINE

REPRESENTATIVE TINA RILEY Representative Tina Riley is serving her second term in the Maine Legislature. As a master electrician, she has run a contracting firm and worked as a paper mill E/I tech. Representative Riley completed a JATC apprenticeship, and holds an associates’ in IEET and a bachelor’s of applied science/business administration. She has served on town boards and the Workforce Investment Board, and mentored the local school robotics team. Tina is concerned about the health of the forest products industry and the natural environment.

SENATOR TOM BARRETT Senator Tom Barrett is in his first term in the Michigan Senate after serving two terms in the Michigan House. Currently, Senator Barrett is the chair of the Transportation and Infrastructure committee and is a member of the Energy and Technology committee. He has sponsored legislation that would allow for a tax exemption for AESs in Michigan as well as working on other energy related issues in Michigan. Senator Barrett also serves in the Army National Guard as a helicopter pilot.

REPRESENTATIVE GREGORY MARKKANEN Representative Gregory Markkanen represents the western six counties of the western Upper Peninsula of Michigan. Markkanen serves as vice chairman of the Insurance Committee. He also serves on the Military, Veterans & Homeland Security Committee, Energy Committee, and the Education Committee. Energy is a critical aspect of life in his district, where the winters bring two to three hundred inches of snow.

MINNESOTA

SENATOR JOHN MARTY Senator John Marty is a strong advocate for government ethics, environmental protection, and universal health care. Senator Marty is former chair of the Senate Environment and Energy Committee and was author of a 2013 law that jump-started Minnesota’s solar energy industry and a law aimed at making Minnesota the first state to be 100% fossil-fuel free. A graduate of St. Olaf College with a B.A. in Ethics, Senator Marty and his wife Connie live in Roseville, Minnesota

REPRESENTATIVE CHRIS POPE Representative Chris Pope is currently serving his second term in the Montana House of Representatives. Representative Pope is a clean energy advocate, and is vice-chair of the state's Federal Relations, Energy, and Telecommunications Committee. Representative Pope moved to Bozeman in 1991 from Washington, DC, where he worked as a marketing manager for several leading solar electric (PV) manufacturers. Representative Pope has a Masters in Public and Private Management from the School of Management at Yale University, New Haven.

NEBRASKA

SENATOR DAN QUICK Senator Dan Quick is a member of the Nebraska Unicameral Legislature, representing District 35 in the city of Grand Island. He currently serves on the Banking, Commerce, and Insurance Committee and the Natural Resources Committee. Senator Quick worked for the Grand Island Utilities Department at Platte Generating Station for 28 years, served as president of IBEW Local 1597, president of the Nebraska State Utility Workers Conference, and president of the Central Nebraska Central Labor Council.

SENATOR JOHN MCCOLLISTER Senator John McCollister grew up in Omaha and graduated from the University of Nebraska-Lincoln with a degree in Business Administration. In 2014, Senator McCollister was elected to the Nebraska Legislature. He is currently a member of the Legislature’s Executive Board, the Revenue, and Banking and Insurance Committees, and is Vice Chair of the Planning Committee. During his time in the Legislature, Senator McCollister has promoted renewable energy and climate change legislation.

ASSEMBLYWOMAN DANIELE MONROE-MORENO Assemblywoman Daniele Monroe-Moreno is the Assistant Majority Leader of the Nevada Assembly, the highest-ranking African-American woman in that body in Nevada's history. As Chair of the Growth and Infrastructure Committee, she successfully led the passage of a community solar bill supported by conservation activists and utilities. A long-time community activist and retired corrections officer, Assemblywoman Monroe-Moreno is the mother of three adult daughters and grandmother of three children.

ASSEMBLYWOMAN ROCHELLE NGUYEN Assemblywoman Rochelle Nguyen is a criminal defense attorney and earned her law degree at the University of Nevada - Las Vegas. While in law school, she founded the Public Interest Law Association. Assemblywoman Nguyen is the first Democratic female Asian American Pacific Islander (AAPI) to gain office in the Nevada State Legislature. She has lived in Las Vegas for 20 years with her husband and two children. As a legislator, she is committed to lead Nevada on a path to 100% clean energy.

ASSEMBLYMAN TOM ROBERTS Assemblyman Tom Roberts has been in law enforcement for over 33 years. He is also a member of the International Association of Chiefs of Police and the Police Executive Research Forum. He currently serves as the president of the Las Vegas Metropolitan Police Department Foundation. Assemblyman Roberts has a B.A. from UNLV and a Master's in Human Relations from the University of Oklahoma. Since retiring, Assemblyman Roberts owns and operates a Law Enforcement Management Consulting Firm in Las Vegas.

SENATOR ANTOINETTE SEDILLO LOPEZ Senator Antoinette Sedillo Lopez, taught at the UNM law school for 27 years. She retired from the law school and ran a domestic violence agency for three years. She ran for Congress in 2018, but was not successful. She was appointed to the New Mexico Senate in 2019, and is currently running to retain the seat. Her priorities are the environment, especially water and social justice.

SENATOR BILL SOULES Senator Bill Soules has been in the New Mexico Senate for seven years and has served on the Education and Conservation Committees throughout this time. He has carried many bills for renewables and supports their wide implementation. He has solar on his house and drives a car powered by biodiesel that he makes himself. Senator Soules is a proponent of landscape scale renewable development.

PENNSYLVANIA

REPRESENTATIVE DONNA BULLOCK Representative Donna Bullock serves the 195th Legislative District of Pennsylvania, which includes parts of North and West Philadelphia. She serves on the Appropriations, Consumer Affairs, Urban Affairs, and Professional Licensure Committees. Representative Bullock is a member of the bi-partisan, bi-cameral Joint Legislative Conservation Committee and the School Safety and Security Committee. Prior to joining the legislature, she served as special assistant to Philadelphia City Council President.

SENATOR TOM DAVIS In November 2008, Senator Tom Davis was elected to represent South Carolina’s Senate District 46, which is comprised of almost all of southern Beaufort County, a portion northern Beaufort County, and a portion of Jasper County. He was re-elected to second and third four-year terms in 2012 and 2016. Tom currently serves on the following Senate committees: Finance; Banking and Insurance; Labor, Commerce and Industry; Medical Affairs; Corrections and Penology; and Legislative Oversight.

REPRESENTATIVE MANDY POWERS NORRELL Representative Mandy Powers Norrell is from Lancaster South Carolina, the small town that has been home to her family for many generations. She was the first in her family to go to college, working at the local textile mill to pay for it. She now practices law with her husband in Lancaster, where they are raising their two children. She has been in the legislature since 2012, serves as the vice chair of the Judiciary Committee, and was the 2018 nominee for Lieutenant Governor. Her area of focus includes environment and education.

WISCONSIN

REPRESENTATIVE KATRINA SHANKLAND Representative Katrina Shankland represents Central Wisconsin in the State Assembly. Prior to running for office, she worked at the Midwest Renewable Energy Association, building solar training capacity and creating a seven-state training network in the Midwest. She has introduced six clean energy bills in her four terms in the legislature and focuses heavily on water resources and energy issues. She views clean energy policy as a tremendous opportunity to find common ground while growing the economy.

Nearly all aspects of modern life rely on effective management of data. The energy sector is no different. The grid modernization breakout will examine the ways in which legislatures can develop policies to ensure that the grid allows exchanges between customers and utilities that improve resource and cost management.

Faculty Experts

Janine Migden-Ostrander Principal, Regulatory Assistance Project (RAP)

Janine L. Migden-Ostrander advises regulators and advocates on energy efficiency, renewable energy, demand response, distributed generation, and integrated resource planning. Recent projects include working closely with the Energy Commission of Puerto Rico in establishing regulations and orders on such subjects as integrated resource planning and microgrid rules. She also facilitates the Mid- Atlantic Distributed Resources Initiative (MADRI), and has worked with numerous commissions in facilitating meetings, providing educational workshops and writing reports on issues related to power sector transformation, including grid modernization. While her projects are predominantly in the U.S., she also works overseas.

Mike O’Boyle Electricity Policy Manager, Energy Innovation

Mike O’Boyle is the Electricity Policy Manager for Energy Innovation. He works for the firm’s Power Sector Transformation program to uncover policy and technology solutions for a clean, reliable, and affordable electricity system. Mike is also a leading expert for America’s Power Plan, a platform for innovative thinkers—including policymakers, advocates, and utility stakeholders—to reform the utility regulatory model and identify opportunities for grid transformation and optimization. He has worked with stakeholders from a variety of states—including California, , Hawaii, and Minnesota—to improve the link between public policy goals and the motivations of electric utilities.

The energy storage breakout will focus on policies to promote greater market penetration of energy storage technologies and will provide an overview of the various value streams that should be considered when developing policy. The workshop will also include a discussion of costs and benefits of energy storage and market drivers for utility-scale and customer-sited systems.

Faculty Experts

Malcolm Woolf President and CEO, National Hydropower Association

Malcolm Woolf is the President and Chief Executive Officer of the National Hydropower Association, the national trade association representing America’s first renewable resource. Woolf has more than 25 years experience at the intersection of clean energy, policy and business. He previously led policy advocacy for the clean energy business association Advanced Energy Economy, served as a cabinet- level official for Maryland Governor Martin O’Malley, and has legal experience with both the U.S. Environmental Protection Agency and the U.S. Senate Environment and Public Works Committee. Woolf earned his law degree, as well as a Masters of Public Administration and Public Policy, from the University of Virginia. He holds a B.A. magna cum laude from Tufts University, with a year at Pembroke College, Oxford University.

Paul Denholm Principal Energy Analyst, National Renewable Energy Laboratory (NREL)

Paul Denholm is a Principal Energy Analyst at the National Renewable Energy Laboratory. His research interests include examining the technical, economic, and environmental benefits and impacts of large- scale deployment of renewable electricity generation. A significant focus of his work is identifying the value of energy storage, and its role in enabling large-scale deployment of renewable energy. This includes modeling electric power systems using grid simulation tools with detailed representation.

Erin Falquier Senior Advisor and Founder, Chicane Labs

Erin Falquier of Chicane Labs is a senior-level advisor in clean energy solutions with 20 years of leadership in technology and market acceleration, technical analysis, and policy strategy. Erin provides guidance on new utility business models, grid edge solutions, and vehicle electrification policies that fully leverage clean energy and advance equitable mobility. Erin has a M.S. in Civil and Environmental Engineering and a B.S. in Earth Systems-Energy Technology from Stanford University.

Ben Prochazka Vice President, Electrification Coalition

Ben joined the Electrification Coalition (EC) in 2012 as Director of Strategic Initiatives and has been Vice President of the EC since January 2017. He led the creation of the 2016 Smart City Challenge and oversees the EC in their role as technical lead for winner Smart Columbus. He is actively involved in multiple programs from conception to implementation and has had great success developing national and local strategic partnerships to support the accelerated deployment of electric vehicles.

Liz Doris Principal Laboratory Program Manager, National Renewable Energy Laboratory (NREL)

Liz Doris is the Laboratory Program Manager for State, Local, and Tribal audiences at the National Renewable Energy Laboratory. She manages a $10M annual portfolio and is responsible for developing and directing NREL’s relationship with these audiences and coordinating these activities across the laboratory. Liz has 18 years of program development and management experience in energy efficiency and renewable energy policy and regulatory research and content expertise.

Carl Zichella Western Transmission Director, Natural Resource Defense Council (NRDC)

Carl Zichella is the director for western transmission for NRDC. He is the NRDC’s lead western U.S. renewable energy transmission siting expert and serves on a nationwide team working on climate and clean energy issues. Carl Zichella is a director of the Center for Energy Efficiency and Renewable Technology (CEERT), environmental representative for the Western Electricity Coordinating Council’s (WECC) Reliability Assessment Committee, and vice chair of WECC’s Scenario Planning Subcommittee. He served as a member of the California Independent System Operator’s Energy Imbalance Market Transitional Committee through the market’s launch in 2015. He served on the Department of Energy’s Electricity Advisory Committee from 2013 to 2017 and was vice chair between 2016 and September 2017.

KEYNOTE SPEAKERS

BILL RITTER Director, Center for the New Energy Economy

Bill Ritter, Jr. is the founder and director of the Center for the New Energy Economy (CNEE) at Colorado State University which launched on February 1, 2011.

Ritter was elected as Colorado’s 41st governor in 2006 and built consensus to tackle some of the state’s biggest challenges. During his four-year term, Ritter established Colorado as a national and international leader in clean energy by building a new energy economy. He signed 57 new energy bills into law, including a 30% Renewable Portfolio Standard and a Clean Air Clean Jobs Act that replaced nearly a gigawatt of coal-fired generation with natural gas. In total, the Colorado new energy economy created thousands of new jobs. Ritter is a member of the board of the directors of the Energy Foundation and a senior fellow and member of the board of directors of the Advanced Energy Economy Institute.

MARK FLEMING President and CEO, Conservatives for Clean Energy

Mark Fleming currently serves as President and CEO of Conservatives for Clean Energy, a Raleigh, NC-based organization that works to educate center-right opinion leaders in the Southeast on the benefits of clean energy. Prior to his work with Conservatives for Clean Energy, Mark served as District Director for Congressman Patrick McHenry, where he oversaw district operations in a seven-county district in Western North Carolina.

LARRY WARD Midwest Regional Director, Conservative Energy Network

Larry Ward serves as the Midwest Regional Director for the Conservative Energy Network (CEN). In this role, Larry oversees CEN’s members in the Midwest, providing organizational development and support for conservative clean energy organizations in Indiana, Ohio, Wisconsin, Michigan, Minnesota, Pennsylvania, and Iowa. Larry also manages expansion opportunities in the region.

1 DENNIS V. MCGINN Managing Director, Moody’s Public Finance Group

Dennis McGinn was appointed and served as Assistant Secretary of the Navy for Energy, Installations and Environment from September 2013 until January 2017. Previously, Mr. McGinn served on active duty in the United States Navy for 35 years as a naval aviator, test pilot, aircraft carrier commanding officer, and national security strategist. His capstone assignments as Vice Admiral included serving as Deputy Chief of Naval Operations and as Commander of the United States Third Fleet.

Mr. McGinn is former President of the American Council on Renewable Energy (ACORE) and a past member of the Steering Committee of the Energy Future Coalition, United States Energy Security Council, Bipartisan Policy Center Energy Board, and CNA Military Advisory Board. He currently serves as a board member for the Electric Power Research Institute, the Rocky Mountain Institute, Customer First Renewables, Willdan Group Inc., HALO Maritime Systems, and is a senior advisor to the Scripps Institute of Oceanography and the Center for Climate and Security. Mr. McGinn holds a degree in Naval Engineering from the U.S. Naval Academy and was a Chief of Naval Operations Strategic Studies Fellow at the U.S. Naval War College.

LEONARD JONES Managing Director, Moody’s Public Finance Group

Leonard Jones is a Managing Director in Moody’s Public Finance Group and is co-manager of local government ratings in the US. He is responsible for managing the New York, Boston and San Francisco based local governments ratings teams. Mr. Jones also leads Moody’s PFG efforts in focusing on cybersecurity and environmental issues as well as charter school ratings. Lenny has an MBA from the Stanford University Graduate School of Business and an AB in Economics from Dartmouth College.

JEFF LYNG Director of Energy and Environmental Policy, Xcel Energy

Jeff Lyng is the Director of Energy & Environmental Policy at Xcel Energy, a U.S. utility serving 3.6 million electricity customers and 2 million natural gas customers in eight states. In this role, he is responsible for developing strategy and policies that will continue the company's leadership in the clean energy transition while keeping customer bills low. Prior to joining Xcel Energy, Jeff was a Senior Policy Advisor with the Center for the New Energy Economy at Colorado State University.

2 WALTER MUSIAL Principal Engineer and Manager, Offshore Wind at National Renewable Energy Lab

Walt Musial is a principal engineer and leads the offshore wind research platform at the National Renewable Energy Laboratory (NREL) where he has worked for 31 years. In 2003 he initiated the offshore wind energy research program at NREL which focuses on a wide range of industry needs and critical technology challenges. Walt also developed and ran NREL’s full scale blade and drivetrain testing facilities for 15 years. Earlier, Walt worked as a test engineer for five years in the commercial wind.

REPRESENTATIVE CHRIS HANSEN Colorado State Legislator, Former Clean Energy Legislative Academy Attendee

Representative Chris Hansen specializes in energy sector economics and data analytics, with 20 years of experience in the global energy industry. Previously, as Senior Director at IHS Markit he led a global portfolio of energy products, events and partnerships. Dr. Hansen holds a BSc in Nuclear Engineering from Kansas State University; an MSc from the University of the Witwatersrand, South Africa; an MSc in Technology Policy from MIT; and a PhD in Economic Geography from Oxford University.

3 CENTER FOR THE NEW ENERGY ECONOMY STAFF

SUZANNE TEGEN Assistant Director

Suzanne Tegen has expertise in energy economics and policy, and a Ph.D. in Energy Policy from the University of Colorado. She came to CNEE from the National Renewable Energy Laboratory where she spent 14 years as an energy analyst, researcher, and the manager of the Wind and Water Technology, Engineering, and Deployment group. She has authored or co-authored over 50 reports, focused primarily on domestic renewable energy jobs, stakeholder engagement, and the levelized cost of wind energy. She represents the US in the International Energy Agency’s wind energy social acceptance task and currently works on the equitable transition from coal. Beyond her job requirements, Tegen is passionate about energy education, diversity, and inclusivity. She is a founding board member of Women of Renewable Industries and Sustainable Energy (WRISE).

TOM PLANT Senior Policy Advisor

Tom Plant served as director of the Governor’s Energy Office in the Ritter administration, where he developed and implemented policies for a new energy economy. He was a Colorado State Representative from 1998 through 2006, including two years as Chairman of the House Appropriations Committee, and one year as Chairman of the Joint Budget Committee. Among the key pieces of legislation he sponsored were the Colorado Renewable Energy Act and energy efficiency tax-incentive legislation.

Plant was named Legislator of the Year by such organizations as the University of Colorado and the Sierra Club of Colorado. He received Green Sense Award for Environmental Leadership from Colorado Conservation Voters and the Champion of the Family Farmer Award from the Rocky Mountain Farmers’ Union.

PATRICK CUMMINS Senior Policy Advisor

Patrick Cummins is a Senior Policy Advisor at the Center for the New Energy Economy where he leads the Center’s work with Western states, utilities, and stakeholders on the transition to a low-carbon economy. Patrick has been working with Western states and stakeholders on air quality and climate programs for 30 years, including at Metro Denver’s Regional Air Quality Council, and as the Director of Air Quality and Climate Programs at the Western Governors’ Association.

Prior to joining Governor Ritter’s team at Colorado State University he served as Executive Director of the Western Climate Initiative, where he helped develop and implement the world’s first economy-wide cap-and-trade program for greenhouse gas emissions which is being implemented by the State of California and the Province of Quebec. Patrick has a Chemistry Degree from Fort Lewis College and a Master’s Degree in Environmental Policy from Indiana University.

4 TRINA HOFFER Research Manager

After interning with CNEE as a Research Associate since 2013, Katherine joined the CNEE team full-time as Research Manager in April 2017. Katherine oversees the CNEE research team, leads the development and maintenance of the Advanced Energy Legislation Tracker, the State Policy Opportunity Tracker for Clean Energy, the Clean Energy Policy Guide for State Legislatures, and contributes to a number of other CNEE projects.

Katherine received her PhD in Political Science from Colorado State University. Her Dissertation examined policy diffusion and policy change through the lens of Renewable Portfolio Standards. Katherine also received her M.A. in Political Science from Colorado State University and has published research in Publius: The Journal of Federalism, Policy Sciences, and other venues.

ALISON GREGORY Project lead

Joining the CNEE team in 2017, Alison is the project lead for the Clean Energy Legislative Academy as well as marketing and communication efforts. She also provides research and analysis support to the team and is a LEED Green Associate with the US Green Building Council. Prior to this position, Alison worked as a researcher and project coordinator at the Powerhouse Energy Campus in Fort Collins. She was a member of the Smart Village Minigrid team where CSU researchers and energy experts work to bring sustainable electricity solutions into underdeveloped rural communities and measure their impact.

Alison has a Master’s Degree in Sociology from Colorado State University. She studied networks of policy actors to better understand how collaboration occurs when solving complex environmental problems. Alison uses Social Network Analysis (SNA) as an innovative approach to identifying and implementing policy solutions. With this degree and bachelor’s degrees in both Environmental Sociology and Political Science, her passion lies in harmoniously bringing people, policy, and the environment together.

WENDY HARTZELL Executive Assistant to the Director

Wendy started her career as a legal secretary working in the Office of the City Attorney for the City of Fort Collins, Colorado in 1988. She went on to support the offices of Neighborhood Services and Human Rights for the City of Fort Collins until 2006 when she left the City to work for a private family foundation. She returned to the public sector in 2008 when she came to Colorado State University to support the Director of the CSU Engines and Energy Conversion Lab. In 2012, Wendy left CSU to support the CEO and Co-Founder of New Belgium Brewing Co., returning in 2014 to support Gov. Ritter and his team at the Center for the New Energy Economy. She is a CSU graduate, receiving her BA in Liberal Arts, Social Sciences with a minor in Spanish. Wendy has a terrific husband, two funny children, two messy cats and one adorable granddaughter.

5 LIAM KELLY Research Associate

Liam joined CNEE as an undergraduate intern in June of 2018. Prior to his time at CNEE, Liam interned at the National Resource Conservation Service through the USDA as a research assistant and data analyst. Most of Liam’s work at the Center involves research and maintenance of the State Policy Opportunity Tracker for Clean Energy and the Advanced Energy Legislation Tracker, while also assisting with the annual Clean Energy Legislative Academy. Liam graduated with Latin Honors from the University of Colorado Boulder, earning a Bachelor’s in Environmental Studies with an emphasis on environmental policy. Liam was born and raised in Boulder, Colorado and is fascinated with the correlation between energy and the environment.

SETH CREW Graduate Research Intern

Seth joined CNEE as a graduate intern in June of 2017. Most of his work at the Center involves research for the State Policy Opportunity Tracker for Clean Energy and the Advanced Energy Legislation tracker. Seth is also a PhD student in the Political Science Department at Colorado State University, where he studies American politics and environmental policy, focusing on issues such as ecological conservation and energy/mineral extraction on public lands. Seth lived in Atlanta prior to beginning his program at CSU, where he is originally from. He received a Master of Natural Resources degree from the University of Georgia’s School of Forestry in 2015. Currently, Seth’s dissertation research is examining environmental regulation of the electricity sector and implementation of state energy policy.

DAVID OONK Graduate Research Intern

David Oonk joined the CNEE team in the summer of 2019. David is a Ph.D. student in the ATLAS Institute at University of Colorado Boulder. His research focuses on oil and gas development and policy in Colorado. He researches the dynamics and practices of horizontal drilling and ‘fracking’ technologies, the governance problems these technologies create, and the role science plays in assessing risk and influencing policy-making. He has experience designing programs and conducting research in environmental science communication and education using visual media and art. He is advised by Max Boykoff, faculty in Department of Environmental Studies and Director of the Center for Science and Technology Policy Research (CSTPR).
