Overview of the DoE

• The Dept of Energy was created as a result of the split of the mining and energy sector portfolios within the Department of Minerals and Energy, in 2009, in order to allow greater focus on energy issues.

• DoE is the sole regulator of the Energy sector.

• Improve our Stakeholder Management and collaboration in a manner that will ensure popular understanding of energy issues.

• Mandate: - ensure secure and sustainable provision of energy for socio economic development • Mission: - To regulate and transform the sector for the provision of secure, sustainable and affordable energy. • Vision: - improving our energy mix by having 30% of clean energy by 2025.

STRATEGIC OBJECTIVES OF THE DoE

• Ensure energy supply is secure and the demand is well managed • Ensure an efficient, competitive and responsive energy infrastructure networks • Improved energy regulations and competition • Efficient and diverse energy mix for universal access within a transformed energy sector • Environmental assets and natural resources are protected and continually enhanced by cleaner energy technologies • Mitigation against, and adaptation to, the impacts of climate change • Promote corporate governance for effective and efficient service delivery. SERVICES AT REGIONAL LEVEL

• Electrification (INEP) – ensures Household, Schools and Clinics Electrification through Integrated National Electrification Programme. 1. Ensure security of electricity supply through the revamping and maintaining of the electricity infrastructure. (Generation, Transmission, Distribution and Reticulation) • Community Upliftment • Petroleum and Petroleum Product Regulation (PPPR) 1. Manage the Petroleum Licensing Activities, enforces technical and economic compliance in terms of the PPAA (Act 58: 2003) 2. Sole responsibility of the DoE in the Province: Issue licenses to clients who want to participate in the industry (Manufacturing, Wholesaling and Retailing) 3. Regulate and transform the Liquid Fuel Industry. PPPR Continues… 4. Regulate fuel pricing, promote Public awareness on safe use of Petroleum Products and provide Energy Advisory Services.

5. Energy Planning oversee the design, modeling, implementation and maintenance of the overall energy planning system and tools as well as the publication of energy reports, data and information. 6. Develop appropriate policies and regulations to manage Petroleum Products and Natural gas in SA.

OPPORTUNITIES WITHIN THE PETROLEUM INDUSTRY

• Fewer Wholesale Licenses issued in the Province. •There are vast opportunities within the supply value chain of Petroleum Products in the Province. • Increase Fuel tanker fleet . • Distribution and Supply networks can be increased . • Supply of Liquefied Petroleum Gas (LPG). Widen the supply of gas. • Mining, Agriculture, Transport and Industrial/Business sector. (Major consumers of Diesel)
