Project Profile and Japan’s ODA Loan Map of project area Depok III substation 1.1 Background In 1995 at the Java-Bali Grid, which supplies power to Java Island and Bali Island in Indonesia, growth in annual power demand was at a record high—well over 10%—as a result of rapid economic development. Power demand has increased to about 80% of the entire power demand in Indonesia, and the country had previously planned to enhance their power generating infrastructure to 20,000MW by 2005 in order to meet this growth. Nearly 50% of the power demand distribution for the Java-Bali Grid is concentrated in West Java, where Jakarta, the capital city of Indonesia, is located. However, the power source in the West is incapable of supplying sufficient power to the area, while the capacity of the power source in the East is more than enough.1 It was thought that this geological imbalance would continue or even worsen in the future. Until now, the Java-Bali Grid has used an ultrahigh voltage transmission system that crosses east-west on the Northern Coast. Nonetheless, it is vital to further expand the capacity of the power grid in considering power-generating infrastructure improvement projects and the growth in power demand. This project aims to ensure an effective power transmission system for the area of power consumption that lies in the East/Central region and Western region of Java Island. This would be done by reinforcing the 500kV transmission line installed east to west along the South coast of Java Island, thereby boosting the stability and reliability of the transmission system. 1 Major power sources have been constructed in Eastern and Western Java, including the country’s largest power plants: Paiton Coal-Fired Power Plant (4,720MW) and Tanjung Jati Coal-Fired Thermal Power Station (2,640MW). 1 1.2 Objective The objective of this project is to secure efficient and stable transmission of power and improve the geological imbalance in power supply and demand, and thereby contribute to cover the rapid growth of power demand at the project site. The project consists of construction of a 500 kV transmission line between the Paiton substation on the east coast of Java and the Depok III on the outskirts of the state capital, in addition to construction of related substations. The east coast of Java Island has abundant power sources and Jakarta is in the major power-consuming area. This project shall thereby help promote industrial development in the area and improve living conditions for local residents. Evaluation Results (Rating: B) 2.1 Relevance (Rating: a) 2.1.1 Relevance at Appraisal For the sixth Five-Year Development Plan (1994-1998), the original target was to improve the reliability of the power supply and develop power sources based on state policy, which aimed to create a post-petroleum paradigm. Consequently, power source development and construction of a transmission line were planned based on the abundance of resources in each area. Actually, power demand for the Java-Bali Grid at the time of appraisal was increasing by 10% annually (1991-1995); therefore, development of power sources and improvement of the distribution grid were indispensable to meet rapidly increasing power demand. Further, the Java-Bali Grid suffered from an imbalance in supply and demand between the Eastern/Central region and Western region (See 1.1 “Background” for details). Therefore, improvement and expansion of an efficient power grid between east and west was urgent. This project was therefore highly relevant. 3 2.1.2 Relevance at Ex-Post Evaluation The current Yudhoyono administration is carrying out a policy to improve investment conditions and build infrastructure under the National Mid-term Development Plan (RJPM Nasional 2004-2009), which calls for state development through economical, political, social, and legal reform. As part of this policy, the administration has also prioritized infrastructure development as a key policy for stabilizing power supply. The ongoing policy of the General National Power Plan (RUKN), designed to put the RJPM Nasional in more concrete terms, emphasized the necessity of further expansion in power generation and the power grid. Actually, the government of Indonesia plans to invest 7.68 billion dollars over the next decade to expand power generation capacity and the power grid in order to meet ever-increasing power demand. As a matter of fact, growth in power demand for the Java-Bali Grid, although the growth turns slower, has continued to grow at an annual rate of 3 to 5% since project appraisal. Although the power source distribution ratio is balanced between the Eastern/Central region and the Western region, power demand in the Jakarta metropolitan area and West Java is believed to account for more than 60% of the entire Java-Bali Grid, even looking ahead to the period up to 2015. Fig. 2 shows the ratio between power demand and installed capacity allocated in the metropolitan area, West Java, Central Java, and Eastern Java. In contrast to the metropolitan area and Western region (which accounts 63% of whole consumption), installed capacity is nearly balanced between the metropolitan/Western region and Central/Eastern Java, suggesting an imbalance in supply and demand. Therefore, the importance of a trunk power grid remains high for supplying power from the Eastern region to the Western region.2 This project has been highly relevant with Indonesia’s national policies and development needs at the time of both appraisal and ex-post evaluation. 2.2 Efficiency (Rating: b) 2.2.1 Project Outputs Table 2 shows the plan and actual output of this project. Major changes are as described below: (1) Installation of a 500kV transmission line: total length of the transmission line was changed and additional materials were procured. This was due to a change in the installation route. (2) Construction of Rawalo Baru substation: cancelled (3) Construction of 150kV transmission line: cancelled 2 According to a PLN deputy director in charge of construction management, power supply to Western Java is a one of the most pressing issues for the Java-Bali Grid.

    Situation Update Response to COVID-19 in Indonesia As of 18 January 2021 As of 18 January, the Indonesian Government has announced 917,015 confirmed cases of COVID-19 in all 34 provinces in Indonesia, with 144,798 active cases, 26,282 deaths, and 745,935 people that have recovered from the illness. The government has also reported 77,579 suspected cases. The number of confirmed daily positive cases of COVID-19 in Indonesia reached a new high during four consecutive days on 13-16 January since the first positive coronavirus case was announced by the Government in early March 2020. Total daily numbers were 11,278 confirmed cases on 13 January, 11,557 cases on 14 January, 12,818 cases on 15 January, and 14,224 cases on 16 January. The Indonesian Ulema Council (MUI) has declared the COVID-19 Vaccine by Sinovac as halal. The declaration was stipulated in a fatwa that was issued on 8 January. On 11 January, the Food and Drug Administration (BPOM) issued the emergency use authorization for the vaccine. Following these two decisions, the COVID-19 vaccination program in Indonesia began on 13 January, with the President of the Republic of Indonesia being first to be vaccinated. To date, West Java earthquake death toll stands at 79 people, with 21 bodies still missing after the quake-triggered landslide buried Cikangkareng village in Cianjur. Meanwhile, the number of displaced keeps changing. Palang Merah Indonesia (PMI – Indonesian Red Cross Society), in the headquarters, chapter and branch levels, continue to support the affected Indonesian Red Cross volunteers keep doing evacuation communities in relief activities. Under the coordination of the Ministry of National Development Planning/Bappenas, Indonesia has mainstreamed SDGs into National Medium-Term Development Plan (RPJMN) and elaborated in the Government Work Plan (RKP) annual budget documents. In its implementation, Indonesia upholds the SDGs principles, namely (i) universal development principles, (ii) integration, (iii) no one left behind, and (iv) inclusive principles. Achievement of the ambitious SDGs targets, a set of international commitments to end poverty and build a better world by 2030, will require significant investment. The investment gap for the SDGs remains significant. Additional long-term resources need to be mobilized from all resources to implement the 2030 Agenda for Sustainable Development. In addition, it needs to be ensured that investment for the SDGs is inclusive and leaves no one behind. These temples are not yet exposed to the world, namely Lumbung, Asu, Pendem, Gunung Sari, Gunung Wukir, Losari, and any other temples. These temples become the cultural heritage with its own beauty and high historical values with different functions and objectives from each other. The existence of these temples need to be preserved because of its use for science, education, religion and any other aspects. Government Tourism Office have already made an effort in the publication through websites, brochures, and magazines. After analyzing the publication, there are shortcomings in the delivery of the publication through the media. Therefore, to provide historical information and documentation of the temples in Magelang as historical evidence there is a need for putting more effort. The survey was done by the author through questionnaire and interview, the author concludes to use photobook as media to convey the information about these temples and to use photos to document these temples.     Rencana Program Investasi Infrastruktur Jangka Menengah (RPI2-JM) Bidang Cipta Karya Kota Tasikmalaya Tahun 2017-2022 BAB 2 Profil Kota Tasikmalaya 2.1 Gambaran Geografis dan Administrasi Kota Tasikmalaya merupakan salah satu daerah otonom yang berada di wilayah Provinsi Jawa Barat. Semenjak berdiri pada tahun 2001 telah terjadi beberapa perkembangan atau perubahan wilayah administrasi dan luas wilayahnya. Pada tahun 2001, luas wilayah Kota Tasikmalaya yang telah disahkan dalam Undang-undang No. 10 Tahun 2001 tentang Pembentukan Pemerintah Kota Tasikmalaya adalah 171,56 km², yang terbagi ke dalam 8 (delapan) kecamatan yang memililki 15 kelurahan dan 54 desa. Pada tahun 2003, terjadi perubahan status 54 desa menjadi kelurahan melalui Perda Kota Tasikmalaya No. 30 Tahun 2003 tentang perubahan status desa menjadi kelurahan. Perkembangan Kota Tasikmalaya yang pesat dan adanya tuntutan akan peningkatan pelayanan pemerintah kepada masyarakat, sehingga pada tahun 2008 dilakukan pemekaran kecamatan, yang semula 8 (delapan) kecamatan menjadi 10 (sepuluh) kecamatan, sesuai Perda Kota Tasikmalaya No. 6 Tahun 2008 tentang Pembentukan Kecamatan Bungursari dan Purbaratu. Pada tahun 2010, luas wilayah Kota Tasikmalaya berdasarkan Keputusan Menteri Dalam Negeri Republik Indonesia Tahun 2010 tentang Batas Daerah Kota Tasikmalaya Provinsi Jawa Barat dilakukan pengukuran. Berdasarkan hasil pengukuran tersebut, Kota Tasikmalaya memiliki luas 183,85 km², dan hal tersebut telah ditetapkan dalam 2 - 1 Rencana Program Investasi Infrastruktur Jangka Menengah (RPI2-JM) Bidang Cipta Karya Kota Tasikmalaya Tahun 2017-2022 Perda Kota Tasikmalaya No. 4 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kota Tasikmalaya Tahun 2011-2031.
