Z této iniciativy na jedné straně vyplynulo, že odpovědi řečníků na otázku, které oblasti politiky mají zásadní význam, se liší, a na straně druhé, že na mnoho témat mají řečníci podobné názory. Bod, na němž se všichni řečníci shodli, je přidaná hodnota členství v EU, ať už z důvodu hospodářských přínosů, nebo přínosů v oblasti bezpečnosti, které z členství vyplývají. Všichni řečníci zastávali názor, že problémy 21. století nemohou členské státy vyřešit samy, a to bez ohledu na svou velikost či hospodářskou prosperitu. V tomto smyslu zdůraznili všichni řečníci, že je třeba, aby EU byla jednotná, přičemž poukázali i na hodnoty EU, které je třeba zachovat, ačkoli se má za to, že tyto hodnoty pocházejí z různých zdrojů. Někteří řečníci zdůraznili v zájmu uznání přidané hodnoty EU, že je třeba posílit vazbu mezi aparátem EU a evropskými občany. Další by uvítali, kdyby se občané ve větší míře zapojili do rozhodovacího procesu EU, a jiní by si přáli lepší informovanost občanů o úspěších EU. Z diskusí vyplynulo, že touha po reformách Smluv je malá, a proto by zlepšení mělo vycházet ze stávající právní úpravy. Pokud jde o zjištění potřeb v jednotlivých oblastech politiky, zmiňovali řečníci většinou migraci, změnu klimatu a bezpečnost jako tři prioritní oblasti. I zde, stejně jako v jiných oblastech politiky, se však řečníci rozcházejí v tom, do jaké míry by do nich EU měla zasahovat. Dalším sporným bodem zůstává otázka, zda upustit od zásady jednomyslnosti, a pokud ano, v jakých oblastech. Analýza rovněž ukázala, že výběr témat (např. nezaměstnanost) někdy ovlivnila nejen konkrétní politická příslušnost řečníka, ale také obecné události na mezinárodní scéně (např. obchodní spor s USA) nebo téma, které bylo aktuálně projednáváno na úrovni EU (např. téma vedoucích kandidátů). Diskuse rovněž hlavám států a předsedům vlád poskytly příležitost k předložení jejich vlastních návrhů. Od řečníků tak vzešly nové – třebaže potenciálně protichůdné – myšlenky v oblastech souvisejících s politikou i myšlenky týkající se širších institucionálních otázek. Pokud jde o nejdůležitější oblasti politiky, jichž se tento dokument dotýká, přetrvávají v oblasti HMU stále rozdíly mezi přístupy založenými na snižování rizika (např. vyvážené rozpočty a zdravý bankovní systém) a postoji zdůrazňujícími potřebu solidarity mezi členskými státy. Ukazuje se, že migrace je jednoznačně oblastí, v níž je nutné přijmout společnou strategii EU, i když přetrvává nejednotnost ohledně reformy společného evropského azylového systému a rozpor mezi postoji zdůrazňujícími solidaritu či flexibilitu. Co se týče sociálního rozměru, většina řečníků, kteří hovořili o tomto tématu, podpořila evropský pilíř sociálních práv. Řada řečníků uvedla, že sociální politika a politika sociálního zabezpečení by měly být na úrovni EU upřednostňovány, a někteří dokonce navrhli evropskou minimální mzdu nebo evropské pojištění pro případ nezaměstnanosti. V souvislosti s obchodem zdůraznila většina řečníků zabývajících se touto otázkou, že je nutné odvrátit protekcionismus nebo nacionalistické přístupy a zároveň lépe chránit strategické zájmy EU a dodržovat sociální a environmentální normy. Pokud jde o víceletý finanční rámec (VFR), byl mezi řečníky zabývajícími se výší rozpočtu EU přibližně stejný počet zastánců jeho snížení, zvýšení i obecně jeho přizpůsobení potřebám EU. I v tomto bodě panovaly rozdílné názory na to, zda by výdaje na strukturální politiku a politiku soudržnosti měly zůstat nezměněné. Řečníci byli do značné míry zajedno, pokud jde o potřebu bezpečnosti a obrany, a to z důvodu vnějších hrozeb, kterým EU čelí. Zatímco transatlantický vztah a multilateralismus jsou i nadále významnými faktory, většina vedoucích představitelů zdůraznila též význam stálé strukturované spolupráce (PESCO) a Evropského obranného fondu. Institucionální aspekty bezpečnosti a obrany však zůstávají sporné. I EPRS | Výzkumná služba Evropského parlamentu Postoje vedoucích představitelů v souvislosti se změnou klimatu a energetikou svědčí o tom, že tyto problémy jsou nadnárodní povahy. Vedle diskusí o nutnosti podporovat energii z obnovitelných zdrojů, diverzifikovat dodávky energie a zvýšit energetickou účinnost proběhly i diskuse o snížení emisí uhlíku a o dosažení uhlíkově neutrální ekonomiky do roku 2050. Pokud jde o institucionální aspekty, řečníci zdůrazňovali potřebu většího zapojení občanů. Názory na to, zda je třeba „více“, či „méně“ Evropy, byly smíšené. His approach has been based on the overwhelming support of the Romanian public opinion for strengthening the justice system and curbing corruption at the all levels of politics and society. In turn, practical results have been impressive. Almost every day new corrupt politicians or businessmen have been investigated or convicted. In this background foreign policy has become a marginal, if not the least important priority for Iohannis. This is very surprising: in Romania’s constitutional system the most important policymaking and agenda­setting powers of the President lie precisely in this area. In contrast to his firm stance on corruption, in external relations he has been almost absent, showing signs of a lack of strategy, vision and aspirations.

The bill was rejected by the senate, however, the initiative caused a number of controversies on the political scene in Romania, including, above all, the statement of President Klaus Iohannis. The President’s statement was criticized by the Hungarian Ministry of Foreign Affairs and the Romanian National Council for Combating Discrimination. The whole matter is more contentious because of the 100th anniversary of the signing of the Trianon Treaty, which was celebrated this year. June 4th, 1920, was marked differently in the history of these two countries: as the emergence of Greater Romania and as the end of Greater Hungary. In the region of Central Europe, history plays a special role, which was clearly demonstrated by the occasion of the 100th anniversary of the signing of the Treaty of Trianon. This uneasiness can be observed in the area of bilateral relations and it is particularly clear in the case of Hungary and Romania. The source of tension in the Hungarian-Romanian relations lies in Transylvania (Rumanian Transilvania or Ardeal, Hungarian Erdély).

This debate steamed up after the Brexit Referendum of 2016 as the multi-speed Europe appeared to be one of the solutions of coming up from the crisis.     The Hungarian card came is out of the vest pocket of Romanian President Klaus Werner Iohannis Head of State Klaus Iohannis was reported to the National Anti-Discrimination Council by the Imre Mikó Legal Protection Service. The legal protection service asks the Council to investigate Klaus Iohannis' statement issued this morning, in which the Head of State of Romania seriously violates the right of the Hungarian community to dignity and speaks in an unworthy and discriminatory manner about the Hungarians in Romania. The President's discriminatory anti-Hungarian outburst was triggered by the tacit adoption of the Romanian House of Representatives of a bill regarding the autonomy of Szeklerland. "Jó napot kívánok PSD," (Have a good day!) said the President in Hungarian, who stated, that while the government was fighting the coronavirus, the PSD was working to give the Hungarians Transylvania. “It’s unbelievable what’s going on in the parliament. What did Viktor Orbán promise Ciolacu (President of the PSD) in return for this agreement?” While the head of state proudly declares towards the international fora that Romania is the Paradise for national minorities, today in his speech he promised the following: as long as he is the president of Romania, there will be no law that would guarantee autonomy for Szeklerland. Although the submitted draft text on autonomy does not in any way diminish the rights of Romanians, or even the Romanians of Szeklerland, however it would guarantee the use of the mother tongue and the Hungarian language becoming an official regional language in Szeklerland. The draft-bill states what all of us desire: to make our own decisions on issues that affect our own community.

    Verso un trattato internazionale per la preparazione e la risposta alle pandemie Alessandra Di Giuseppe Dottoranda di ricerca in “Governo dell’Impresa, dell’Amministrazione e della Società nella Dimensione Internazionale”, Università degli Studi di Teramo 1. Un trattato pandemico per rafforzare la cooperazione e la solidarietà internazionale La proposta di un trattato internazionale per la preparazione e la risposta alle pandemie è stata presentata dal Presidente del Consiglio europeo Charles Michel al Forum della pace di Parigi nel novembre 2020 e riproposta al Vertice del G20 dello stesso mese. Nelle osservazioni che hanno preceduto il Vertice, Michel ha sottolineato che la negoziazione del trattato dovrà coinvolgere tutte le organizzazioni e agenzie delle Nazioni Unite, i capi di Stato e di governo, nonché la società civile, il settore privato e soprattutto l’OMS, che deve rimanere la pietra angolare del coordinamento globale contro le emergenze sanitarie1. La proposta ha destato enorme apprezzamento da parte dei capi di Stato e di governo di 27 Paesi2 e dal Direttore generale dell’OMS, che nel marzo 2021 hanno sottoscritto un impegno comune volto a rafforzare la preparazione alla pandemia, attraverso un disegno unitario dello schema sanitario internazionale. Il Presidente del Consiglio europeo, il Direttore generale dell’OMS ed oltre 20 leader mondiali, in una nota congiunta3, hanno sottolineato che «l’obiettivo principale del trattato sarebbe quello di promuovere un approccio che coinvolga l’intero apparato governativo e tutta la società, in modo da rafforzare le capacità e la resilienza alle future pandemie sul piano nazionale, regionale e mondiale. Ciò comprende un rafforzamento considerevole della cooperazione internazionale per migliorare, ad esempio, i sistemi di allerta, la condivisione dei dati, la ricerca, come anche la produzione e distribuzione a livello locale, regionale e globale di contromisure mediche e di sanità pubblica quali vaccini, medicinali, strumenti diagnostici e dispositivi di protezione individuale».
