1.0 INTRODUCTION

This Non-Motorised User (NMU) Context Assessment has been prepared in response to comments provided by County Council (HCC) highways as statutory consultees to a Outline Planning Application (Ref 18/03486/OUT) for the residential development of up to 90 dwellings on land located north of Goddards Lane in Sherfield-on-Loddon . The Objective of this NMU assessment is to review the existing NMU provision and to identify any opportunities to improve conditions for pedestrians, disabled people, cyclists and where appropriate, equestrians.

In lieu of guidance for this planning stage, and as agreed with HCC (see correspondence contained in Appendix A), this report has been prepared with reference to HCC guidance, Section 278 (S278) Technical Submission Requirements Appendix I Non-Motorised User Assessment.

2.0 SCHEME DESCRIPTION AND OBJECTIVES

The development proposals are for the erection of up to 90 residential dwellings with a new access being taken from Bow Drive. The proposed site access is shown on Drawing 18-240/001A.

As part of the access arrangement, a dropped kerb crossing with tactile paving is to be provided within the bell mouth to aid NMU’s. The access scheme will allow for suitable radii within the bell- mouth, as well as a safe means of access for NMU’s.

3.0 EXISTING NMU INFRASTRUCTURE

The following section reviews the existing NMU network and describes how the site will become incorporated within the existing setting. This adds additional detail to the information already provided in the Transport Assessment (Report No. 18-240-02B).

Site Location

The development site is located on the western edge of Sherfield-on-Loddon, a village c.8km northeast of . The development site’s location in the context of the wider area is shown on Figure 1.

Existing residential development forms the eastern boundary of the site while Goddards Lane runs along its boundary to the south from which the existing access to the site, a field gate at the western end of Goddard Lane, is taken. To the north and west are open fields for agricultural use.

The proposed access is currently a garage court and hard standing are as shown in the images below.

Pedestrians

The existing local footway network is extensive and allows for full permeability of the existing built environment. Figure 1 illustrates the existing footway network.

Pedestrians are well catered for by way of lit footways along both sides of Goddard Close, south of the proposed access and Bow Drive / Bow Grove to the north. The footways available generally feature a width of c.1.5m – 2.0m, with an absolute minimum width of 1.0m in one location c.65m

south of the proposed access, within a bell mouth to a cul de sac on the eastern side of Goddard Close,

There are numerous driveways located along both sides of the carriageway, along Goddard Close, which results in an undulating surface; however, the surface is relatively new and of good quality.

The footways along both sides Bow Drive and Bow Grove are generally level with older surfacing that vary in quality; however, it is considered that these footways are fully usable by able bodied pedestrians as well as users of wheelchairs, mobility scooters and the visually impaired.

Bow Grove, Southbound from Bramley Road

The nearest bus stops are located within a 180m walk of the centre of the site on Bow Drive, while the village centre is located within a 600m (7-minute) walk following the existing footways along Goddard Close and Goddard Lane. This allows for access to several local facilities off Reading Road such as the village shop, public houses and the village hall.

To the north of the site, Bow Grove joins with Bramley Road, which features 1.8m – 2.0m footway of good and consistent quality for its entire length along its northern edge, leading directly into the village centre.

It is noted that no formal crossing facilities are provided from Bow Grove to the footway along the northern side of Bramley Road, however there isfootpath on the southern side of the road heading towards the village, which ends c.100m from the Junction with Bow Grove; Tt is most likely that NMU’s will access the village centre via Goddard Lane to the south as this is the shortest and most convenient unbroken route (c.750m walk compared to 1.3km along Bramley Road). Provision of new crossing facilities at Bramley Road is therefore not considered necessary.

To the south of the site, Goddard Lane features a 1.5m – 2.0m footway along its northern edge for its entire length from Goddard Close heading eastwards to Reading Road in the village centre. The footway provided is unlit but of good and consistent quality with only a few dropped kerbs for driveway access at its western end.

Goddards Lane, Eastbound Reading Road, Northbound Through Village

Reading Road serves as the main access through the village centre and features 1.5m – 1.8m footways along both sides of the carriageway for much of its length. It connects with both Bramley Road to the north and Goddards Lane to the south and provides access to many of the local facilities located in Sherfield-on-Loddon.

Goddards Lane continues westwards, beyond Goddards Close, along the southern boundary of the development site to the Sherfield Village Brewery. The lane is very quiet, is lightly trafficked and features no footway along either side of the carriageway.

Goddards Lane also provides access to Public Rights of Way (PRoW), Footpath (FP) 22, FP 23 and FP 503; these routes head southwards to the A33 (c.1km from the site), as shown on Figure 1 and the HCC PRoW map contained in Appendix B. These PRoW comprise muddy tracks and appear to be well used for leisure purposes such as dog walking and running.

The southernmost section of FP23 it passes through the grounds of the St Leonards Church cemetery where it then emerges from the main church access onto the A33 adjacent to Wildmoor Lane.

Bus stops with shelters are available on both sides of the A33 carriageway within c.60m of the church access. The footway continues northeast along the northern side of the A33 where it joins with Reading Road at the southern end of the village.

In addition to these links, a paved footway (Figure 1 refers) is also provided from Bow Drive c.50m northeast of Carpenters Close heading southeast along the northern edge of the allotments towards the village green. This paved footway continues over the village green and emerges adjacent to the Bramley Road car park, west of reading road.

Cyclists

There is no existing local infrastructure provided specifically for cyclists within the village; however, Goddards Lane, Goddards Close, Bow Lane and Bow Grove are all quiet, lightly trafficked residential streets and are suitable for on-road cycling to and from the village centre.

Further afield, National Cycle Route 23 (NCR23), see Appendix C for full details provided by , is accessible via Sherfield Road a c.3.5km cycle ride to the northwest of the site; as shown on Figure 1.

For more experienced cyclists, travel along Sherfield Road is feasible for access to Bramley railway station (c.3.3km ride from the site) as well as using NCR23 which provides a safer route for sustainable commuter travel to the Hampshire Industrial Park (8.5km ride), Chineham Business Park (9km ride) and Basingstoke town centre (13km ride), especially with the aid of electrically assisted bicycles which can significantly increase the acceptable range of bicycle journeys.

Equestrians

There are existing equestrian facilities (paddocks) located south of Goddards Lane c.400m southwest of the site. There are no PRoWs across the development site, and there is no access through it to any other routes suitable for equestrian use.

Given no access to the site is to be taken from Goddards Lane it is considered that there is very little chance of conflicts between road users from the development and riders.

Visually and Mobility Impaired Road Users

The proposed development ties directly into the existing residential highway network on Bow Lane. As shown on Drawing 18-240/001A, footways will be provided along both sides of the site access connecting with the existing footway network. Dropped kerbs and tactile paving will also be provided within the bell mouth allowing access to the existing footway network for mobility and

visually impaired road users. To ensure ease of access from The Site to the village amenities, tactile paving could be added to the junction with Goddards Lane, and Goddards Close c.160m South of the access.

Given the extensive existing NMU provisions, the proposed access arrangements are suitable and proportionate to the scale of the development and will allow all new residents to enjoy full access to the existing facilities and amenities within Sherfield-on-Loddon.

Access to public transport is also readily available with bus stops being located within a 180m walk of the centre of the site on Bow Drive. These stops are adapted for disabled access with raised kerbs.

It is noted that the bus stop road markings are well worn, however it is expected that these would be maintained and repainted by HCC as part of their highway maintenance program.

As summarised in the Transport Assessment Raised Bus Stop on Bow Drive, North of Bow Gardens (Report 18-240-02), as submitted with the planning application, bus route 14 serves the Bow Drive bus stops and provides an hourly service between Tadley and Basingstoke. The full bus timetable has been included in Appendix D.

Bus service 14 also calls at stops within 100m of Bramley railway station allowing for access to rail services between Basingstoke and Reading. These trains operate on a half hourly basis Monday to Saturday and hourly on Sunday; a copy of the rail network map showing all available stations on the line has been included in Appendix E.

The development site is, therefore, accessible to visually and mobility impaired road users for a wide range of local facilities as well as destinations further afield.

4.0 CONCLUSION

This NMU Context Assessment has been prepared in support of a proposed residential development of up to 90 dwellings on land north of Goddards Lane in Sherfield-on-Loddon.

NON-MOTORISED USER CONTEXT ASSESSMENT

This report has been prepared to reflect the size and nature of the scheme. Given the scale and type of the development and the existing facilities available, extensive and detailed analysis of NMU use is not considered necessary.

The report demonstrates that the proposed access scheme is fit for purpose and will enhance the existing NMU infrastructure and improves user safety for the following reasons:

• The scheme ensures suitable crossing lengths for pedestrians at the access, thereby improving safety; • New dropped kerbs and tactile paving will formalise the crossing point at the access, improving the functionality for NMU’s; and • The overall development ties into the existing NMU infrastructure ensuring full permeability.

In addition, the NMU audit has demonstrated that the site is sustainable and accessible to a variety of facilities both local and further afield by walking, cycling and public transport for all able bodied, as well as mobility and visually impaired, road users.

The development is, therefore, considered to be suitable for the location and proportionate to the size of development being proposed.

I am undertaking the audit for the Sherfield on Loddon development. Can you please clarify the assessment type you are expecting as a WCHAR audit is only applicable to highway schemes that could have a potential impact upon the motorway or trunk road network. (DMRB HD 42/1 para 2.1). I presume in this case you are referring to a Pedestrian Environment Review (PERS) audit. This is usually something that would be done as part of a S278 technical sign off, however, I know HCC have occasionally asked for in the past at planning stage.

Can you please confirm if I am correct on this as soon as possible, as the two entail very different levels of input.

Thank you for your email.

Regarding your first point which concerns the completion of a walking/cycling audit, this is requested since the application is fairly large in a rural setting. As previously highlighted, connectivity is the underlying issue with this site and many services are located further afield from the cluster of shops in the village centre, therefore the Highway Authority believes such an audit is reasonable on this occasion. In terms of scope, the WCHAR Assessment

2 should be referred to, which addresses the mobility and vulnerability of pedestrians and cyclists. Please look at the suitability of footway widths and crossings - bearing in mind the elderly and visually impaired.

In terms of vehicle tracking, we would expect tracking for an articulated vehicle to be provided, as you say for the construction phase of development. This was originally requested by the area S278 engineer from our department when I first drafted my response.

Regarding TRICS analysis, please see trip rates used for The Street, Bramley . In terms of the junction modelling, we will review capacity assessment requirements when distribution diagrams have been submitted after trip rates have been rectified.

I have been provided with a copy of your highways comments for the above site and was hoping to discuss the points you raised before we resubmit revised reports/ additional information.

With regard to site accessibility, I note that you have requested that walking and cycling audits be undertaken. Typically we would only carry these kinds of surveys out within London which has specific guidance for walking/ cycling audits. As such, are you able to provide some further guidance on the scope of the surveys you expect?

In terms of vehicle tracking, we will update the swept paths of refuse collection vehicles as requested. Whilst larger vehicles may be required to access the site during the construction phases, I would not expect that 16.5m articulated vehicles would be likely to require access to the residential site during the steady-state. I am happy to show a 16.5m

3 vehicle accessing the site during construction, as the access road will only be built as a haul road until the site is complete.

With regard to the selected TRICS sites and by extension, trip rates, are you able to advise what trip rates for other similar sites in the area you would prefer were used?

For junction modelling, you will be aware that is it common practice to carry out traffic surveys of individual junctions over a single, neutral week day. Therefore, I do not accept the premise that the surveyed junctions need to be re- surveyed to average out the traffic over a sp ecific time period. Additionally, we undertook a traffic distribution exercise using census data which indicated that the majority of traffic (62%) from the proposed development site would travel via the south (Goddards Lane/ Reading Road and Bramley Road) . The alterative route you referenced to the north via the Bow Grove/ Sherfield Road junction was not modelled as the Goddards Lane/ Reading Road/ Bramley Road route is practically the same distance and was perceived as generally the faster route. For completeness, if it were assumed that 50% of northbound development traffic (32% total vehicle movements) travelled via Bow Grove with the remaining 50% via the Goddards Lane/ Reading Road/ Bramley Road route, then 19% or 9 vehicles in the AM peak and 6 vehicles in the PM peak would use the Bow Grove/ Sherfield Road junction. The impact on the junction is therefore not likely to be material.

I would note that of the four junctions modelled, only the A33 roundabout is predicted to experience a RFC of above 0.85 in the 2023 base plus development scenario with all of the other surrounding junctions that were tested having significant spare capacity. I would therefore suggest that there is little value in modelling the Bow Grove/ Sherfield Road junction or any other ‘western routes’ as the development traffic will not primarily be using these routes, as indicated in the census analysis.

I note your colleagues comments on the Framework Travel Plan. We will be happy to address these comments as part of a revised submission.

Our Client is keen to resolve the outstanding highway matters and therefore I would be very grateful if you could review the above and let me know if you wish to discuss in any further detail before we prepare an updated report/ Transport Addendum.

Route Description

https://www.sustrans.org.uk/ncn/map/route/route-23 1/3 2/20/2019With its combination of Route 23 - Map | Sustrans woodlands, chalk downland, rolling fields and small villages, the North Hampshire countryside is a superb area for cycling. This route takes in some of the best scenery in the south east and after arriving at the coast in Southampton you can continue the route on the Isle of Wight from and via Newport - just hop on the ferry running between Southampton and Cowes. A short section through Shawford between Winchester and Chandler's Ford is incomplete as of December 2012.

1. Reading to Basingstoke

Locally known as the Calleva Trail and forming a key section of the in Hampshire, this route is largely traffic free between Basingstoke Town Centre and Chineham, and then follows quiet lanes passing Silchester and then through West Berkshire and on to Reading. Reading to Basingstoke is mapped on Thames Valley (/shop/route-maps-guides/thames-valley-cycle-map) and also on the free Reading to Basingstoke (/sites/default/files/documents/reading20basingstoke.pdf) leaflet.

2. Basingstoke to Southampton

The first section is from Basingstoke to Alton and New Alresford. This 23 mile route provides some excellent cycling and passes through the attractive villages of Cliddesden and Ellisfield. This fully signed route uses a mixture of traffic free routes and quiet roads. Otherwise, Basingstoke to Southampton and the Isle of Wight is fully mapped on Hampshire and the Isle of Wight (http://www.sustransshop.co.uk/products/6246- hampshire-and-the-isle-of-wight-cycle-map) (also shows Regional Route 67 Round the Island cycle route).

3. Cowes to Sandown (Isle of Wight)

This section of National Route 23 is known locally as the Red Squirrel Trail (/route/red- squirrel-trail-isle-wight). Upon arrival at , you need to head towards the which allows the route to cross the . There is no toll for cyclists and the bridge does not operate a 24-hour service, so this section of the route is not available late at night. It is an easy, fairly level ride after the hill out of East Cowes and the largely traffic free cycleway takes you all the way to Newport, with great views of the river. After Newport its mainly traffic free to Sandown. Route 23 has been extended so that, instead of returning the same way back to Cowes, you can carry on to Shanklin (on road) and then to Wroxhall and Godshill. There are some steep hills at Appuldurcombe and Wroxhall.
