Abbreviation 26 2 | P a g e Semi Annual Social Safeguards Monitoring Report - AIZAWL (January 2016 to June 2016) I. Introduction: 1. The North-Eastern Region Capital Cities Development Investment Program (NERCCDIP) envisages achieving sustainable urban development in the Project Cities of Agartala, Aizawl, Kohima, Gangtok and Shillong through investments in urban infrastructure sectors. NERCCDIP is funded by a loan via the Multi-Tranche Financing Facility (MFF) of the Asian Development Bank (ADB). The primary objective of NERCCDIP is to promote economic development in 5-North Eastern Region States as stated through expansion of basic services such as water supply, sewerage, sanitation, solid waste management of the Capital Cities. 2. The urban infrastructure and services improvement is proposed in the following sectors (i) water supply, (ii) sewerage and sanitation, and (iii) solid waste management. The expected impact of NERCCDIP is increased economic growth potential, reduced poverty, and reduced imbalances between the North-Eastern Region and the rest of the country. The expected outcomes of the Investment Program will be an improved urban environment and better living conditions for the 1.65 million people expected to be living in the NERCCDIP cities by2018. To this end, NERCCDIP will (i) improve and expand urban infrastructure and services in the cities including in slums and (iii) strengthen urban institutional, management, and the financing capacity of the institutions, including the urban local bodies. Based on considerations of economic justification, absorptive capacity and sustainability of the implementing agencies, sub-projects have been identified in each city in the priority infrastructure sectors. NERCCDIP is being funded by a loan via the Multi-Tranche Financing Facility (MFF) of the ADB. II. Background and context of the report: 3.This is the consolidated report on implementation of social safeguard activities between July 2016 to December 2016, and is prepared in compliance with the ADB’s Safeguard Policy Statement(SPS) 2009 and agreed resettlement framework. The report covers the projects under Tranche 1, 2 and 3. All the works under Tranche 1 stands completed while as work under the Tranche 2 are under progress and those under Tranche 3 have either commenced or under procurement stage.
