Bihar had a glorious past, a golden era in the history of ancient India. Its glorious history can boast of being the founding place of two major religions of world, Jain Dharma and Boudh Dharma. It has also a place in Sikhism as 10th and last guru of Sikh religion Guru Gobind Singh Ji was from Patliputra (Patna). Soon after independence in the ranking of various states of India, Bihar figured in top states in revenues and per capita income. Bihar state started lagging behind among states and a major reason was the Central Government’s biased rule of Rail Freight equalisation which came in to force in the year 1952. -

The metro project comprised of two corridors with a total length of 29.4 km and is estimated to cost Rs 8,3796.2 Million. The project will cater to more than 6 million tourists and 2.6 million residents of Agra every year. It will also provide an environment-friendly mass rapid transit system to Agra. The project will connect major tourist attractions like Taj Mahal, Agra Fort, Sikandra with railway stations and bus stands and it will be completed in five years. The metro in Agra will run at a speed of 80 Kmph and the cost of one metro rail of three coaches is pegged at Rs 80 Million. The bridge costing Rs 266 crore would make commuting easier in South Bihar. -

CHAPTER II BUDGET AND FINANCIAL MANAGEMENT 2.1 Status of Budget Preparation Under section 71 of B&OMA, 1922 the Commissioners at a meeting held at least two months before close of the year, shall prepare detailed budget estimates showing probable receipt and expenditure for ensuing year. The Municipal Board is authorised to prepare and pass the budget. Out of 43 ULBs test checked, 10 ULBs did not prepare budget estimates at all for varying periods. Without preparation of budget estimates, 10 ULBs incurred expenditure of Rs. 26.02 crore (Table2). Table 2 ULBs Where Budget Was Not Prepared (Rs. in lakh) Sl.
