Analyzed for more than two decades, quantitatively it presents an evolution with different positive and negative rates. By categories, the tourist villas dominate at the beginning of the ’90s, especially in the tourist resorts of the county (Borsec, Lacu Roşu, Izvoru Mureşului, Harghita-Băi, Băile Tuşnad, Băile Homorod). Later the situation changed for newer categories, existing and functioning on private initiatives (tourist pensions, agritourist pensions, bungalows), plus for some of the classic categories, the tourist chalet, adapted for the mountain tourism, the hotel, present especially in urban settlements and several resorts (Miercurea-Ciuc, Gheorgheni, Odorheiu Secuiesc, Topliţa, Băile Tuşnad, Harghita-Băi, Borsec), the motel and the tourist stop, specific to the automobile travel. Key words: accommodation, comfort degree, villas, tourist pensions, Harghita * * * * * * INTRODUCTION Aspects about the evolution of the accommodation in Harghita County were presented before in several studies approaching the geographic domain at national level (Geografia României, Geografia Umană şi Economică, 1984), at county level (the Romanian Academy series about the Romanian Counties, Judeţul Harghita, Pişotă, Iancu, Bugă, 1976; Judeţul Harghita, Cocean et al., 2013) or in some doctoral theses regarding the mountain depressions (Şeer, 2004, Mara, 2008, Tofan, 2013). -

Geographia Technica, Vol. 14, Issue 2, 2019, pp 49 to 59 A COMPARATIVE ANALYSIS THROUGH TIME AND SPACE OF CENTRALITY’S ROLE IN COUNTY CENTERS’ SPATIAL POSITION FOR SEVERAL COUNTIES IN ROMANIA Zsolt MAGYARI-SÁSKA1 DOI : 10.21163/GT_2019.142.05 ABSTRACT : The aim of the study was to measure the importance of county centers in terms of central positioning and accessibility. The actual county centers have been chosen not only based on their central position but also based on other reasons such as their cultural, traditional and especially historical importance. With all these through time they should enforce their central position also in terms of accessibility – as some administration procedures can be managed just in these cities – and to became truly the centers of their counties. We want to check if the actual county centers fulfill these considerations, how strong is these fulfillments and in case of failure which cities could take their places. We also made some comparisons with former administrative organizations at the beginning of the 20th century before car traffic appeared. Key-words: network modeling, weighted network, closeness centrality, eigenvector centrality, ranking 1. INTRODUCTION The actual county centers have been chosen not only based on their central position but also based on other reasons such as their cultural, traditional and especially historical importance. With all these through time they should enforce their central position also in terms of accessibility – as some administration procedures can be managed just in these cities – and to became truly the centers of their counties. Through history the border of middle level administrative entities has changed but in many cases the same cities remained as county centers for the newly created or modified administrative entities. -

Armenier im östlichen Europa – Armenians in Eastern Europe VOLUME 6 ARMENIAN TOWNSCAPES IN TRANSYLVANIA This volume is the rst to compare the urban development of four Armenian colonies in Transylvania (Romania): Gherla, Dumbrăveni, Gheorgheni and Frumoasa from the 18th until the rst decades of the 20th century. Among them, Gherla is the most frequently ARMENIAN TOWNSCAPES cited example in connection with municipal construction. This “Armenian metropolis” IN TRANSYLVANIA was built in the 18th century “on the site of a goose grazing eld”, based on engineering TAMÁSKA MÁTÉ plans. We cannot talk about a single “Transylvanian Armenian style” in architecture or streets- cape because of the high degree of formal dierences between the various settlements. But despite formal dierences, these townscapes bear common characteristics as well. Hence, the methodological starting point of the work was the integration model of the migrant ethnic minorities. STATUTUL JUDEŢULUI HARGHITA I. DISPOZIŢII GENERALE Constituţia României a consacrat principiul descentralizării serviciilor publice în unităţile administrativ – teritoriale şi principiul autonomiei locale. În acord cu principiile constituţionale s-a reglementat prin legi organice regimul general al autonomiei locale precum şi organizarea şi funcţionarea autorităţilor administraţiei publice locale, iniţial prin Legea nr. 69/1991 şi mai târziu prin Legea nr. 215/2001 privind administraţia publică locală, cu modificările şi completările ulterioare, ultima reglementare utilizând mai pregnant şi inspirat cadrul constituţional din România. Temeiul legal al elaborării Statutului Judeţului Harghita îl constituie prevederile articolului 20 al Ordonanţei Guvernului nr. 53 din 16 august 2002 privind Statutul cadru al unităţii administrativ teritoriale, modificată şi aprobată prin Legea nr. 96 din 18 martie 2003. Potrivit prevederilor art. 19 din Legea nr. 215/2001 – legea administraţiei publice locale, coroborate cu dispoziţiile art. 5 din Ordonanţa Guvernului nr. 53/2002, Judeţul Harghita ca unitate administrativ - teritorială are calitatea de persoană juridică de drept public. El dispune de un patrimoniu propriu şi capacitate juridică deplină. Judeţul Harghita, ca unitate administrativ-teritorială, poate intra în raporturi juridice cu alte autorităţi sau instituţii publice, cu persoane juridice române sau străine, indiferent de natura acestora, precum şi cu persoane fizice, în condiţiile legii. Judeţul Harghita a fost înfiinţat în anul 1968 când s-a realizat actuala organizare administrativă a teritoriului României, consacrată pe plan juridic prin Legea nr. 2/1968, republicată, cu completările şi modificările ulterioare. După definiţie judeţul este alcătuit din oraşe şi comune, unităţi de bază ale organizării administrativ-teritoriale a ţării, în funcţie de condiţiile geografice, economice şi social - politice, etnice şi de legăturile culturale şi tradiţionale ale populaţiei. -

ROMÂNIA Anexa nr. 2 JUDEŢUL HARGHITA la Hotărârea nr.122 / 2007 CONSILIUL LOCAL MUNICIPAL MIERCUREA-CIUC PROIECTUL STATUTULUI ASOCIAŢIEI DE DEZVOLTARE INTERCOMUNITARĂ PENTRU IMPLEMENTAREA PROIECTULUI “SISTEM INTEGRAT DE MANAGEMENT AL DEŞEURILOR ÎN JUDEŢELE HARGHITA ŞI COVASNA” CAPITOLUL I DISPOZIŢII GENERALE Art. 1. ASOCIAŢIA DE DEZVOLTARE INTERCOMUNITARĂ PENTRU IMPLEMENTAREA PROIECTULUI “SISTEM INTEGRAT DE MANAGEMENT AL DEŞEURILOR ÎN JUDEŢELE HARGHITA ŞI COVASNA” reprezintă voinţa membrilor fondatori, prevăzuţi în anexa nr. 1 la prezentul statut, care, în limitele competenţelor autorităţilor lor deliberative şi executive, cooperează şi se asociază, în condiţiile legii, în scopul implementării proiectului „Sistem integrat de management al deşeurilor în judeţele Harghita şi Covasna” pe raza teritorială a unităţilor administrativ-teritoriale asociate. Art. 2. (1) Denumirea Asociaţiei este ASOCIAŢIA DE DEZVOLTARE INTERCOMUNITARĂ PENTRU IMPLEMENTAREA PROIECTULUI “SISTEM INTEGRAT DE MANAGEMENT AL DEŞEURILOR ÎN JUDEŢELE HARGHITA ŞI COVASNA”, denumită în continuare Asociaţie. (2) Denumirea completă prevăzută în alineatul (1) se va regăsi în toate actele Asociaţiei, precum şi pe ştampila acesteia. Art. 3. (1) Asociaţia este subiect de drept, cu personalitate juridică, de drept privat şi de utilitate publică, prin efectul Legii administraţiei publice locale nr. 215/2001, republicată, cu derogare de la prevederile Ordonanţei Guvernului nr. 26/2000 cu privire la asociaţii şi fundaţii, cu modificările şi completările ulterioare. (2) Asociaţia este organizată şi funcţionează în conformitate cu dispoziţiile legislaţiei române, ale actului constitutiv şi ale prezentului statut. Art. 4. (1) Sediul Asociaţiei se află în Municipiul Miercurea-Ciuc, Piaţa Libertăţii, nr. 5, cod poştal 530140, judeţul Harghita. (2) Asociaţia îşi poate constitui filiale, sucursale, puncte de lucru şi birouri de reprezentare în ţară şi în străinătate, în condiţiile legii.
