The creation of small-area geographies, using Statistical Area 1 and Statistical Area 2 units has been very helpful for the Council, offering access to useful statistical data for small settlements within the Palmerston North territorial authority area while bringing more consistency to urban area units. Some of the existing area units now have sizeable populations due to growth at the fringe of the urban area. We therefore support a five-yearly review of area unit boundaries prior to each Census. Increased recognition of Council District Plan business zones in the City, through the creation of new area units, has been particularly useful for Council and the reporting requirements it now has to meet under the government’s National Policy Statement on Urban Development Capacity 2016. Small-area Geographies – Statistical Area 1 We support the creation of new statistical area 1 units for Longburn, Bunnythorpe and Palmerston North CBD. Urban/rural Geography We support the proposed urban area boundary for Palmerston North, which excludes the following Palmerston North territorial authority area units; Pihauatua, Aokautere Rural, Whakarongo, Newbury, Ashhurst, Bunnythorpe and Longburn area units. By GAVIN SPENCER BAYLISS Massey University 1970 ii PREFACE This thesis investigates all accommodation which has operated in Palmerston North and is especially suited for the itinerant visitor. It is necessary at the outset to define terminologies used within the context of the thesis . 'Itinerant visitors' comprise all those persons who do not live in Palmerston North, and who stay from day to day at an accommoda tion house in the city. 'Accommodation' for the purpose of this thesis comprises all those buildings in Palmerston North whose business is to provide over night lodging for the itine rant visitor at any time during the year. This accommodation comprises all private and licensed hotels, motels, motor hotels and camping ground cabins . 'Private Hotels' are defined by the fourth schedule of the Town and Country Planning Regulations 1960 and Ordinance 1, Clause 3 of the Code of Ordinances as being 'a residential building not being a 1 2 licensed hotel in which board and lodging is provided for five or more lodgers for reward or payment.' 'Licensed Hotels' provide the same services as the Private Hotel, but have the additional service of a publican's licence issued under the Licensing Act, 1908.

Kelvin Grove Cemetery, the main city cemetery, is situated within 22ha of park-like surroundings on the outskirts of the city. Kelvin Grove provides cremation and burial services to residents of Palmerston North and surrounding districts. The first burials at Kelvin Grove Cemetery took place in 1927. The historic Terrace End Cemetery was the first permanent burial ground in the city, established in 1875.
