GEOGRAPHICAL AREAS: REVIEW OF AREA UNIT NAMES

Palmerston North City Council welcomes the opportunity to make a submission on the review of small-area geographies. The creation of small-area geographies, using Statistical Area 1 and Statistical Area 2 units has been very helpful for the Council, offering access to useful statistical data for small settlements within the territorial authority area while bringing more consistency to urban area units. Some of the existing area units now have sizeable populations due to growth at the fringe of the urban area. We therefore support a five-yearly review of area unit boundaries prior to each Census.

Increased recognition of Council District Plan business zones in the City, through the creation of new area units, has been particularly useful for Council and the reporting requirements it now has to meet under the government’s National Policy Statement on Urban Development Capacity 2016.

Small-area Geographies – Statistical Area 1

We support the creation of new statistical area 1 units for , and Palmerston North CBD.

We support the creation of the new statistical area 2 units but seek the following changes to the draft area unit names:

It is Palmerston North City Council policy to use macrons as far as possible to delineate long and short vowels in the Māori language. Rangitāne o Manawatū has advised that macrons are not needed for any of the new area unit names suggested.

Urban/rural Geography

We support the proposed urban area boundary for Palmerston North, which excludes the following Palmerston North territorial authority area units; Pihauatua, Rural, , Newbury, , Bunnythorpe and Longburn area units.
