Appendix Two Fax: 06 355 4115 File: 8933050 6 July 2017 Geography Review 2015 Statistics New Zealand PO Box 2922 WELLINGTON 6140 Email to: [email protected] Dear Sir/Madam GEOGRAPHICAL AREAS: REVIEW OF AREA UNIT NAMES Palmerston North City Council welcomes the opportunity to make a submission on the review of small-area geographies. The creation of small-area geographies, using Statistical Area 1 and Statistical Area 2 units has been very helpful for the Council, offering access to useful statistical data for small settlements within the Palmerston North territorial authority area while bringing more consistency to urban area units. Some of the existing area units now have sizeable populations due to growth at the fringe of the urban area. We therefore support a five-yearly review of area unit boundaries prior to each Census. Increased recognition of Council District Plan business zones in the City, through the creation of new area units, has been particularly useful for Council and the reporting requirements it now has to meet under the government’s National Policy Statement on Urban Development Capacity 2016. Small-area Geographies – Statistical Area 1 We support the creation of new statistical area 1 units for Longburn, Bunnythorpe and Palmerston North CBD. Small-area Geographies – Statistical Area 2 We support the creation of the new statistical area 2 units but seek the following changes to the draft area unit names: Current draft name Proposed name Reason for change Kairanga Newbury Recommended by Rangitāne o Manawatū, Linton Kairanga primary iwi partner for Palmerston North City Fitzherbert Poutoa Council for its territorial authority area Awapuni West Maraetarata Hokowhitu Lagoon Ruahine Terrace End Ruamahanga Massey University Turitea Turitea Pihauatua 2 Current draft name Proposed name Reason for change West End West West End To align as far as practical with suburb names West End East Esplanade used by New Zealand Police Highbury West Park West Roslyn South Terrace End Kelvin Grove South Royal Oak Hokowhitu West Milverton Palmerston North Central Papaioea South See footnote below on the location of the Papaioea Papaioea North original Papaioea Clearing1 Roslyn North Roslyn ‘North’ no longer needed due to change of Roslyn South to Terrace End It is Palmerston North City Council policy to use macrons as far as possible to delineate long and short vowels in the Māori language. Rangitāne o Manawatū has advised that macrons are not needed for any of the new area unit names suggested. Urban/rural Geography We support the proposed urban area boundary for Palmerston North, which excludes the following Palmerston North territorial authority area units; Pihauatua, Aokautere Rural, Whakarongo, Newbury, Ashhurst, Bunnythorpe and Longburn area units. Yours sincerely David Wright ACTING CHIEF EXECUTIVE 1 The Papaioea Clearing existed before European settlement of Palmerston North. Its location is primarily covered by the Palmerston North CBD and the Papaioea North and Papaioea South area units. .
