Fisheries Management (General) Regulation 2010 Part 1 – Preliminary 1 Name of Regulation This Regulation is the Fisheries Management (General) Regulation 2010. This Regulation replaces the Fisheries Management (General) Regulation 2002 which is repealed on 1 September 2010 under section 10 (2) of the Subordinate Legislation Act 1989. 2 Commencement This Regulation commences on 1 September 2010. 3 Interpretation (1) In this Regulation:"abalone" means fish of the species Haliotis rubra."abalone fishery" means the share management fishery of that name, as described in Schedule 1 to the Act."charter fishing boat" has the meaning given by section 127A of the Act."crab trap" means a recreational crab trap or a commercial crab trap."critical habitat of the greynurse shark" means the areas declared by a notification under section 220T of the Act to be the critical habitat of the greynurse shark and identified as such in the maps in Schedule 2."eligible fisher" means a person for the time being registered as an eligible fisher under Part 10."endorsement" means an endorsement on a commercial fishing licence that authorises a person to take fish for sale in a restricted fishery or to take fish in a share management fishery (and includes any endorsement given in the form of a document that is separate from the commercial fishing licence of a person, pursuant to an arrangement referred to in section 68 (8C), 70 (6) or 112 (5) of the Act)."estuarine waters" means waters ordinarily subject to tidal influence (other than ocean waters)."estuary general -
(I) Biosecurity Update
Board Meeting: September 2020 Agenda Number: 12 (i) Record Number: ED20/7852 LORD HOWE ISLAND BOARD BUSINESS PAPER OPEN SESSION ITEM Lord Howe Island biosecurity update. RECOMMENDATION That the Board: 1. Note the update and PMQ/LHI Biosecurity Audits. BACKGROUND The last positive fresh rodent sign was found on LHI on 9th October 2019. Biosecurity procedures, practices, and resources were not fully developed at this time. Substantial progress has since been made on improving biosecurity delivery. An emphasis has been placed on those actions which most directly relate to rodent biosecurity – however many of these actions encapsulate other pest species. Although being actively addressed, biosecurity vulnerabilities still exist. This update encompasses the period from Feb/March – mid August 2020. Significant changes to LHI biosecurity have taken place across this time. An external consultant conducted audits of LHI biosecurity practices and procedures (April 2020), and Birdon Shipping Port Macquarie practices and procedures (July 2020). These audits assessed the likelihood of pest introduction to LHI as ‘almost certain’ (has a >90% chance of occurring in the budgeted period if the risk is not mitigated) at the time (Attachment A & B). SUMMARY OF ACTIONS AND DATA 1) Rodent sighting/sign reports and follow up. • Sighting/sign report follow up/evidence collection processes have been formalised. o Expert process and decision making guidance document produced for use. • 26 suspected rodent sightings/sign reports have been made in 2020. • 9 reports were progressed to further monitoring/evidence collection activities. o These activities are conducted by biosecurity dog handlers and staff. o Led to over 250 additional hours of field work duties and reporting beyond regular work duties for detection dog handlers. -

Abandonment/Retraction/Withdrawal/Cancellation of all Projects/Proposals/Precincts relating to Harwood Marine/Harwood Slipway. It is wonderful a marine precinct is being planned for the Clarence River, and planned as a precinct from Yamba to Grafton including the towns along the way, Iluka, Maclean, Goodwood Island and Harwood. This document is a response to the Harwood Marine Project proposed by GHD. Harwood for many reasons, should be rejected for the many reasons including the fact that it doesn't comply with various pieces of legislation, for which GHD treat as minor non-compliances or justifiable non-compliances. There is no actual plan submitted, no budgets, no timeframe, no financial statements to establish the proposal can be funded or is financially sound. Remember Alan Bond and Christopher Skase grand ideas and no money.. The plan Submitted by GHD is the Clarence Valley Councils Marine precinct brochure. The size of land they consider ideal is only 14.5ha (Henderson Shipyard Perth) and is part of a bigger project funded by the Western Australian and Federal Governments. The proposal is to rezone 42.6 ha of land currently zoned RU1, and which is part of the Mid North Coast Mapping Project and is considered of Regional Significant Farmland. The land should be promoted as such, and not reduce the land under sugar. The existing facility is non-compliant currently with OHS regulation, environmental regulation, environmental worlds best best practice, and as a result does not comply with Native Title. The proposal is economically unsound because there are towns (Iluka, Yamba, Maclean, Grafton) with facilities, infrastructure, not in flood-prone land.
