This policy brief is part of a series of policy briefs and papers from the Institute for Security Studies’ (ISS) Training for Peace Programme (TfP) that reflects on peacebuilding processes in Africa. The series provides and gathers lessons, knowledge and evidence on the planning and implementation of these peacebuilding processes. This policy brief is based on field research conducted from 13–19 September 2015 in Bangui with 19 stakeholders. It focuses in particular on ways in which the AU can further enhance its peacebuilding role in the CAR. Current context The CAR’s history is marked by several conflict cycles and disrupted peacebuilding processes. There are several reasons for the conflict, including poor governance, unequal access to resources and basic services, and disconnected political systems that fail to serve the needs of the majority of the country’s population. The country was plunged back into violence when the Séléka rebel coalition launched a series of attacks on the government in December 2012. Despite the signing of the Libreville peace agreement in January 2013, the rebels ousted President Francois Bozizé two months later. While religion has certainly played role in the conflict in the CAR, it is important to note that it is not the only dimension of the conflict When the Séléka took power in March 2013, Michel Djotodia was named president. He struggled to control elements of the different armed groups that made up his coalition. This resulted in a considerable breakdown in law and order, perpetrated mostly by Séléka members. With the Séléka being a Muslim-dominated coalition, negative sentiments brewed against Muslims in the CAR, leading to the creation of the self-defence militia anti-balaka. In December 2013, anti-balaka activities intensified against Djotodia and the Séléka, leading to the resignation of the president in January 2014. The resignation of Djotodia paved the way for an interim government headed by the former mayor of Bangui, Catherine Samba-Panza. However, over the past three years the CAR has continued to be plagued by violent conflict. For example, on 26 September 2015 the killing of a man in Bangui led to a series of violent acts in the capital, allegedly along religious lines.1 The conflict between the Muslim-dominated Séléka and the Christian-dominated anti-balaka, amid accusations of human rights abuses from both sides, highlights the fragile state of peace in the country. While religion has certainly played role in the conflict in the CAR, it is important to note that it is not the only dimension of the conflict.     UNITED STATES INSTITUTE OF PEACE PR GRESS IN PEACEBUILDING 1200 17th Street,NW, Washington, DC 20036 t 202.457.1700 f 202.429.6063 www.usip.org JANUARY 2011 SUDAN The Current Situation Sudan faces challenges on many fronts: among them are the ongoing crisis in Darfur, a fragile Comprehensive Peace Agreement (CPA) between the North and South that ended decades of civil war, and significant local violence in the southern and central parts of the country. Heightening the already tense situation is the referendum in southern Sudan scheduled for January 2011 to determine whether southern Sudan will remain part of a united Sudan or secede. Looking ahead to post-CPA Sudan, there will be many questions about the future of northern and southern Sudan, how the central government will interact with periphery regions including Darfur and eastern Sudan, and the threat of renewed civil war. Decisions made over the next year have the potential to lay the foundation for sustainable peace across the whole of Sudan, or to reignite violence and propel the country, and potentially the region, back to war. The U.S. Institute of Peace is engaging on many key in an effort to help build a more peaceful, stable and secure Sudan. Going Forward: USIP’s Work in Sudan Since 2005, USIP experts have focused on helping to build peace and stability in Sudan, working through partner- ships with the U.S. Department of State, nongovernmental organizations in Sudan, and key stakeholders. USIP’s current programs focus on • supporting efforts to resolve border issues • engaging the Darfur diaspora • preventing electoral and referendum violence • analyzing rule of law and customary justice Supporting Efforts to Resolve Border Issues Popular Consultation: USIP is working with state officials, political leaders, and civil society members from the Blue Nile and Southern Kordofan states to design and conduct Popular Consultation—a CPA-mandated process whereby the two states may seek to renegotiate political, administrative, and constitutional arrangements with the central government.

Population data is from the most recent available national censuses as reported in various online databases (e.g. citypopulation.de) and should be taken as approximate as census years vary by country. The \ideal" list starts with the 178 towns with a population of at least 100,000 that are at least 200 kilometers apart1 (plain font). When two towns of over 100,000 population are closer than 200 kilometers the larger is chosen. An additional 85 towns (italics) on this list are either located at important transport hubs (road junctions or ports) or are additional major towns in countries with high initial population-to-market ratios. The \actual" list is my final network of 230 markets. This includes 218 of the 263 markets on my ideal list for which I was able to obtain price data (plain font) as well as an additional 12 markets with price data which are located close to 12 of the missing markets and which I therefore use as substitutes (italics). Table A2, which follows table A1, shows the population-to-market ratios by country for the two sets of markets. In the ideal list of markets, only Nigeria and Ethiopia | the two most populous countries | have population-to-market ratios above 4 million. In the final network, the three countries with more than two missing markets (Angola, Cameroon, and Uganda) are the only ones besides Nigeria and Ethiopia that are significantly above this threshold.
