Affected Location: U.S./Mexico international border in Arizona. Proposed Action: CBP proposes to maintain and repair existing tactical infrastructure along the U.S./Mexico international border in Arizona, which is maintained by two USBP sectors: Tucson and Yuma. The Tucson Sector is entirely within Arizona, and the western portion of the Yuma Sector is in Arizona. Report Designation: Final Environmental Assessment (EA). Abstract: CBP proposes to maintain and repair existing tactical infrastructure along the U.S./Mexico international border in Arizona. The existing tactical infrastructure includes fences and gates, roads and bridges/crossovers, drainage structures and grates, lighting and ancillary power systems, and communication and surveillance tower components (including, but not limited to, Remote Video Surveillance System [RVSS] or Secure Border Initiative [SBInet] towers [which are henceforth referred to as towers]). The existing tactical infrastructure occurs in the Yuma and Tucson USBP sectors in Arizona. The EA analyzes and documents potential environmental consequences associated with the Proposed Action. The analyses presented in the EA indicate that implementation of the Proposed Action would not result in significant environmental impacts and a Finding of No Significant Impact (FONSI) has been prepared. Proposed TIMR Along the U.S/Mexico International Border in Arizona EXECUTIVE SUMMARY INTRODUCTION The Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP), propose to maintain and repair certain existing tactical infrastructure along the U.S./Mexico international border in the State of Arizona. The tactical infrastructure proposed to be maintained and repaired consists of fences and gates, roads and bridges/crossovers, drainage structures and grates, lighting and ancillary power systems, and communication and surveillance tower components (including, but not limited to, Remote Video Surveillance System [RVSS] or Secure Border Initiative [SBInet] towers [henceforth referred to as towers]). The existing tactical infrastructure occurs in two U.S. Border Patrol (USBP) sectors: Tucson and Yuma. The tactical infrastructure included in this analysis crosses multiple privately owned land parcels, and public lands managed by the Bureau of Land Management (BLM), the U.S. Forest Service (USFS), National Park Service (NPS), U.S. Fish and Wildlife Service (USFWS), and U.S. Department of Defense (DOD). The CBP Facilities Management and Engineering (FM&E) Office is responsible for maintenance and repair of tactical infrastructure (e.g., fences, roads, lights, towers, and drainage structures) to support CBP border security requirements. This Environmental Assessment (EA) addresses the maintenance and repair of existing tactical infrastructure. Tactical infrastructure included in this EA is found in both USBP Sectors along the U.S./Mexico international border in Arizona. However, the maintenance and repair of tactical infrastructure assets that are already addressed in previous National Environmental Policy Act (NEPA) documents will not be included within the scope of this EA. This EA also does not address maintenance and repair of any tactical infrastructure on tribal lands in Arizona. In addition, tactical infrastructure assets that are covered by a waiver issued by the Secretary of Homeland Security (the Secretary) are also excluded from the scope of this EA. This EA has been prepared through coordination with Federal and state agencies to identify and assess the potential impacts associated with the proposed maintenance and repair of tactical infrastructure. This EA is also being prepared to fulfill the requirements of the NEPA. PURPOSE AND NEED The purpose of the Proposed Action is to ensure that the physical integrity of the existing tactical infrastructure and associated supporting elements continue to perform as intended and assist the USBP in securing the U.S./Mexico international border in Arizona. In many areas, tactical infrastructure is a critical element of border security, which contributes as a force multiplier for controlling and preventing illegal border intrusion. To achieve effective control of our nation’s borders, CBP is developing a combination of personnel, technology, and infrastructure; mobilizing and rapidly deploying highly trained USBP agents; placing tactical infrastructure strategically; and fostering partnerships with other law enforcement agencies. Although highway salvage archaeology has been carried out in the state since 1955, last sum- mer's work on Whitewater Draw, near Double Adobe, represented the first time that either the site of early hunters and gatherers or re- mains of extinct mammoth had been recovered through the salvage program. In addition, excavation of the pre-pottery Cochise culture site on a new highway right-of-way has revealed vital evidence for the reconstruction of prehistoric life-ways in southeastern Arizona, an area that is little known archaeologically, yet which has produced evidence to indicate that it was early one of the most important areas for the development of and a settled way of life in the Southwest. \ Early Big Game Hunters Southeastern Arizona is also important as the area in which the first finds in North America of extinct faunal remains overlying cul- tural evidences of man were scientifically excavated.

    Leslie Canyon National Wildlife Refuge In Stream Flow Request for Leslie Creek in Leslie Canyon A request made by the U.S. Fish and Wildlife Service to the State of Arizona Department of Water Resources By: Paul Tashjian USFWS Division of Water Management, Region 2 \ Yaqui Topminnow (Poeciliopsis occidentalis sonoriensis) Yaqui Chub (Gila purpurae) Abstract The Leslie Canyon National Wildlife Refuge is located in Southeastern Arizona 17 miles north of Douglas, along the Southwestern flank of the Chiricahua Mountains. The refuge is one of two remaining habitats within the United States (including the San Bernardino NWR) for the nationally endangered Yaqui Topmimiow and Yaqui Chub. These fish once dominated habitats within the streams and cienegas of the south draining Yaqui Watershed, including Whitewater Draw and Black Draw within the U.S.A.. These habitats have deteriorated throughout Arizona and Mexico due to agricultural and groundwater development. Leslie Creek supplies this unique and pristine desert ecosystem with both vital baseflow and flushing flow waters. Insuring in stream flow rights within the Leslie Canyon NWR is essential for the survival of the endangered Yaqui Topmitmow and Yaqui Chub, and the conservation of this threatened and unique wildlife habitat. Leslie Creek in Leslie Canyon is a flashy, desert fluvial system. Though storm events create very large flow events, the base flow of the stream is very low. The Yaqui Fishes and surrounding ecosystem rely on the base flow for survival. Goldwater Range in southwestern Arizona, biologists have questioned some range activities that may increase risk potential to the pronghorn. Sonoran pronghorn on the Barry M. Goldwater Range in southwestern Arizona are exposed to military radio-frequency chaff that is used by aircraft during training exercises. Chaff are fibrous, glass strands coated with metallic aluminum that disrupt an enemy’s radar; strands also were coated (historically) with a strip of lead to increase flutter [performance]. Considering the amount of chaff released over the last 50+ years, and the metals used on the chaff fibers, the risk potential to Sonoran pronghorn was high enough to warrant investigation. Sonoran pronghorn population levels are so low that the any additional stress placed upon species could be detrimental to the existence of the species. As a result, we studied Sonoran pronghorn oral exposure to chaff on the Barry M. Goldwater Range, Cabeza Prieta National Wildlife Refuge, Organ Pipe National Monument, and Luke Air Force Range (herein these properties are referred to collectively as BMGR), and Kofa National Wildlife Refuge (KNWR) as a reference site.
