The measure commonly applied in describing the state of the property market is the volume of transactions, in terms of numbers of sale and purchase, and in terms of the consideration realised. In that context, except for the residential sector, all other sectors continue to languish; a description that can be confidently said to prevail everywhere in the country except in the Klang Valley. Any forecast or statement of the property market outlook over the coming year/s based on Mohd Talhar Abdul Rahman this measure would rely almost totally on the consideration of the “tradeability” of the transacted units. Price movements and the number of transactions by themselves belie other critical elements which require deeper probing if the prevailing state of the market is regarded as unacceptable, and therefore requires correction. The market cannot correct itself, particularly when the so-called market-driven property market had during the last decade been afflicted with a fatal dose of supply-demand mismatch. It was not by being market-driven that the malaise developed. The root of it all was the overwhelming focus on “tradeability” of property, rather than on the “occupation” of property and its utility. Other factors merely compound the problem. What we have seen through the seven years post 1997 is the strength of the residential market.

Apart from few specialized industrial zones, most of the industrial zones are established in close proximity of the urban areas in order to ensure the smooth supply of manpower especially for the dominating manufacturing sectors. This phenomenon resulted in a number of large regional units of transport demand base involving high private motorized trips and truck dependent freight trips. The growth of car and truck trips especially in the regions including sea ports is putting tremendous pressure on the capacity of these regions’s road network which cannot be subdued by only physical extension of the network which often proved to be costly also. As a result, a number of such regions e.g. Klang Valley, Penang and Johor Baru are experiencing the problems of congestion, accidents and air pollution on their highway network. In many developed countries integrated intelligent transport system (ITS) initiatives applied to these sorts of regional bases have been claimed to be successful in alleviating those problems in a cost-effective manner. This paper will investigate the issues related to such integrated application of ITS initiatives in Malaysia on a regional basis with particular focus on Klang Valley region. Starting from the basic ITS functionality, the paper will identify the potential focus areas such as data gathering, data communication among and across jurisdictions, System flexibility, smart use of alternative routes, public-private collaboration and integration of public-private agencies in terms of regional ITS operational needs.

Bagi mengatasi masalah ini, Kerajaan Negeri Selangor telah mengenalpasti "Effingham Estate" iaitu tanah kebun getah seluas 1,200 ekar di Jalan Klang Lama bagi mewujudkan sebuah penemapatan baru yang dikenali Petaling Jaya. Pihak yang diberi kepercayaan untuk mengurus tadbir penempatan baru ini diserahkan kepada Pegawai Daerah Kuala Lumpur dan Lembaga Petaling Jaya sebelum diambil alih oleh sebuah badan berkanun iaitu Petaling Jaya Authority pada penghujung tahun 1954. Petaling Jaya melakar sejarah baru pada 1 Januari 1964 apabila Negeri Selangor mewartakan sebuah Lembaga Bandaran yang memiliki autonomi kewangan untuk mentadbir bandar ini. Pada 1 Januari 1977, Lembaga Bandaran Petaling Jaya telah dinaikkan tarafnya kepada Majlis Perbandaran Petaling Jaya (MPPJ) berikutan penggubalan Akta Kerajaan Tempatan 1976 oleh kerajaan. 1 Pada 20 Jun 2006, Majlis Perbandaran Petaling Jaya telah dinaik taraf sebagai Majlis Bandaraya Petaling Jaya. Kini kawasan pentadbiran MBPJ berkeluasan 97.2 kilometer persegi, kian pesat membangun. Petaling Jaya mempunyai jumlah penduduk lebih 619,925 orang dan bilangan pegangan harta sebanyak 217,930.
